BOARD OF DEPARTMENT OF HUMAN SERVICES AGENDA:
The Board of County Commissioners meeting was called to order at 9:27 AM. The
Pledge of Allegiance was recited. Those present were Cory Wall, Dave Hornung, Paula Weeks,
and Susan Corliss. Commissioner Gary Koop was absent.
CONSENT AGENDA
The following items were reviewed by the Board of County Commissioners: Minutes of
December 26, 2019, and Accounts Payable.
Dave Hornung moved to approve minutes of December 26, 2019, and to pay the
Accounts Payables in the amount of $1,222,194.64, seconded by Cory Wall. The motion carried.
2020 VEHICLE PURCHASES
Dave Hornung moved to purchase the following vehicles, tractors, and mower for the
listed departments and appropriate funds, seconded by Cory Wall. The motion carried.

2020 GRADER PURCHASES
The Board of County Commissioners accepted bids for the graders for 2020 from
Wagner CAT.
Dave Hornung moved to purchase the following motor graders as follows:
District 1 – 2019 Wagner Caterpillar Model: 140M3 AWDB Motor Grader with the
Trade Value: 2014 John Deere Serial #658352 for $102,685.00. The Warranty & Coverage of 12
Months Unlimited Hours, Parts and Labor (Travel Time included for the first 6 months), and
Extended Coverage of Governmental 5 year / 5000 Hour Premier Extended Coverage Plan. The
Total after Trade Allowance is $197,715.00.
District 2 –2019 Wagner Caterpillar Model: 140M3 AWDB Motor Grader with the Trade
Value: 2009 CAT 140MAWD Serial #D9G00164 for $100,325.00. The Warranty & Coverage of
12 Months Unlimited Hours, Parts and Labor (Travel Time included for the first 6 months), and
Extended Coverage of Governmental 5 year / 5000 Hour Premier Extended Coverage Plan. The
Total after Trade Allowance is $193,475.00.
District 3 – 2019 Wagner Caterpillar Model: 140M3 AWDB Motor Grader with the
Trade Value of the Motor Grader: 2008 CAT 140M Serial #B9D01231 for $75,235.00. The
Warranty & Coverage of 12 Months Unlimited Hours, Parts and Labor (Travel Time included

Extended Coverage Plan. The Total after Trade Allowance is $227,765.00.
The motion was seconded by Cory Wall. The motion carried.
BELLY DUMP TRAILERS – ROAD & BRIDGE DISTRICT 3
The Board of County Commissioners reviewed bids for three belly dump trailers for the
Road & Bridge and District 3.
Dave Hornung moved to purchase three belly dump trailers for District 3 from Utility
Trailer Sales of Colorado as follows: 2020 Belly Dump Trailer at each unit $36,300.00 with two
trade ins in the amount of $20,000.00 for a total of $88,900.00, seconded by Cory Wall. The
motion was carried.

PLANNING BOARD CONTRACT FOR PATTY WITZEL
The Board of County Commissioners reviewed the annual agreement for hourly rate of
pay for Planning Board Secretarial work executed by Patty Witzel.
Dave Hornung moved to approve the Agreement with Patty Witzel as the Planning Board
Secretary at a rate of $20.19/hour with the approved payout of over time if the hours in the Clerk
and Recorder’s Office and Planning Board exceed 40 hours per week at a rate of $30.29, and
there will be no annual leave, sick leave, or holidays for duties as a Planning Board Secretary,
seconded by Cory Wall. The motion was carried.
2020 PRCA APPLICATION
Dave Hornung moved to sign the 2020 PRCA Rodeo Approval Application contract fee
of $500 and PCRA dues of $800 for the rodeo July 30, 31 and August 1, 2020 together with a
total purse of $25,000 due at the end of the fair, seconded by Cory Wall. The motion was carried.
2020 WPRA APPLICATION
Dave Hornung moved to sign the WPRA Event Application with purse money of
$3,000.00 for the rodeo July 30, 31 and August 1, 2020 together with the payment of $150 due
with the application, seconded by Cory Wall. The motion was carried.
The Board of County Commissioners meeting recessed at 9:32 AM.
Dave Hornung moved to go into the Board of Public Health meeting at 9:32 AM for the purpose of
purchase orders only, seconded by Cory Wall. The motion carried.
PURCHASE ORDERS Purchase Order #1053
Dave Hornung moved to approve the Purchase Order #1053 for Public Health to GovConnections Sales Quote #24941374.01-W1 for ThinkCentre M720 Lenovo Computer totaling $765.64, seconded by Cory Wall. The motion carried.
Dave Hornung moved to adjourn the Board of Public Health meeting at 9:33 AM, seconded by
Cory Wall. The motion carried.

DELLA CALHOON – NEAHR GRANT CONTRACT
Della Calhoon presented the Northeast Region Contract for Provision of Services for the
Northeast Region Multi-Hazard Mitigation Plan that had been reviewed by Attorney Jeff Cure.
The contractor that shall develop an updated comprehensive hazard mitigation plan for Kit
Carson County will be Robert Wold of the Emergency Management Planning Services of
Denver, Colorado. The draft of the Hazard Mitigation Plan shall be due by May 15, 2020. The
proposed budget for the multi-jurisdictional Hazard Mitigation Plan for Cheyenne, Kit Carson,
Lincoln, Logan, Morgan, Phillips, Sedgwick, Washington, and Yuma Counties.
Dave Hornung moved to sign the Northeast Region Contract Multi-Hazard Mitigation
Plan with a budget of $67,000 effective December 1, 2019 to November 30, 2020, seconded by
Cory Wall. The motion carried.
JEFF CURE – COUNTY ATTORNEY
Jeff Cure gave the Board of County Commissioners updates on the Bethune Towner call
with Attorney Steve Monks about a new lease for the tower beginning in 2024. There is a
possibility of the road project going through Cheyenne County.
DECEMBER VETERANS REPORT
The VSO December Report was presented to the Board of County Commissioners to be
reviewed. There were 7 telephone calls, 5 office visits, 2 community events, 3 correspondences
received, 2 correspondences written, and 1 SF180 military record with a total of $1,075.00 in
salary on the report.
Dave Hornung moved to approve VSO December Report, seconded by Cory Wall. The
motion was carried.
