Thanks to the intensifiedsecurity measures in the rail-way station in view of Inde-pendence Day, RPF officialPradeesh noticed the 4-year-old girl on CCTV crying nearthe foot overbridge around1.30 p.m. Duty officerImmanuel Kingston was di-rected to rescue the girl andbring her to the StationMaster’s room.

“When we offered her somechocolates and biscuits, shethrew them away and beganto cry,” an officer said. “How-ever, after being pacified, she

said her name was Thaslin.She also gave the names of

her parents,” he added.Following the instructions of

S. R. Gandhi (Senior Divisio-nal Security Commissioner,Chennai Division), RPF offi-cials alerted all the stationmasters between ChennaiBeach and Tambaram. Inturn, the station mastersstarted making announce-ments through the public ad-dress system from time to timeabout the rescued child. Also,information was passed on tothe control room of the citypolice.

Even as the announcementwas being made in MambalamRailway Station, a panic-stricken couple accompaniedby two children entered theStation Master’s room at 2 p.m.With tears rolling down hischeeks, the man declared thathe was Hussain, the father of

the child.Narrating the ordeal that

he faced in tracing the child,Hussain claimed that he hadrealised that the girl was miss-ing only after the trainreached Saidapet Station.

Instead of boarding aBeach-bound train, he gotinto a train going in the oppo-site direction, S. Maharajan(RPF Sub Inspector) said.“Thereafter, Hussain took anautorickshaw to T. Nagar butthe search was fruitless. Hethen headed straight forKodambakkam to seek theassistance of the StationMaster there.

When he came to know thata missing child had been foundin Mambalam, he rushedhere,” the SI added.

While films in South Indian languages - Tamil, Telugu andKannada -were being steadily produced in his studios, Meiyappanset his sights on expanding into the larger and more lucrativeHindi film market.

S. S. Vasan had already shown the way to that market withhis bonanza ‘Chandralekha’ in Hindi and later he remade hisother Tamil movies too into Hindi with much success. Madraswas fast emerging as a Hindi film production center, and othersin South India like Jupiter Pictures and Pakshiraja Films inCoimbatore and Modern Theaters in Salem too jumped into thestream. The lead had been shown by Vasan and Meiyappan.

The invasion of the Hindi film market by South Indianproducers would have far-reaching consequences in the devel-opment of Indian Cinema in many ways. Ever since moviesbegan in 1913, films made in Bombay and other film-makingcenters like Kolhapur, Calcutta, Poona and distant Lahore(now in Pakistan) had been screened extensively in south.When cinema began to talk Hindi in 1931 with Ardeshir Irani’shistoric ‘Alam Ara’, the sprawling Madras Presidency and therest of South India was a vast and fertile market for HindiCinema. Movies produced by celebrated glittering names ofHindi cinema such as Prabhat Pictures, Bombay Talkies,Ranjit Movietone, Rajkamal Kalamandir, New Theaters, SagarMovietone and others were warmly welcomed in South Indiaand many of their movies enjoyed long runs in the south.

Most South Indians did not understand Hindi but they sawthe films mainly for the melodious music and catchy liltingsongs and for the story content. Singing stars like K. L. Saigal,Pankaj Mullick, Noorjehan, Kanan Bala, Shanta Apte andothers were as popular in South India as they were in the restof the country. The box-office takings flowed in plenty fromsouth to Bombay and other centers. And for many long yearsit remained a one-way traffic!

Vasan changed all that, followed by Meiyappan. For the firsttime the flow was reversed and box-office collections now flowedfrom the north to Madras - a historic achievement indeed! Eventhough many South Indian producers produced Hindi films, thepioneers were Vasan and Meiyappan.

After ‘Ladki’ (1953), Meiyappan did not venture again intoHindi Cinema immediately, and he launched his second projectonly in 1956 with ‘Bhai Bhai’. It was a remake of the Tamil film‘Rattha Paasam’(1954) which was, in turn, based on a success-ful stage play of the same title. The playwright and screen-writer was C. V. Sridhar - a person who later contributed in goodmeasure to Indian Cinema as writer, producer and director ofsuccess and merit.

Chithamur Veeraraghava Sridhar, who created film historywith his melodramatic love stories in Tamil, Tamil, Telugu,Kannada and Hindi, began his life as clerk in a State Govern-ment office. He had written plays even as a school boy and hisplay ‘Rattha Paaasam’ which was staged by TKS Brotherswith success. They later produced it as film and thus Sridhartook his bow in cinema, the impressive beginning of a spectacu-larly successful career in Indian Cinema. After scripting manyhits like ‘Ethirpaaraathathu’ (1954), ‘Amara Deepam’(1956),‘Maadhar Kula Manickam’ (1956) {adapted from the famousRabindranath Tagore novel, ‘Nauka Dubi’ (The Wreck)},‘Uthamaputhiran’ (adaptation of the noted Alexandre DumasFrench novel and successful Hollywood movie, ‘The Man In TheIron Mask’(1939), he graduated to film direction.

He joined the then newly formed film company Venus Pic-tures as partner and directed his first film based on his ownscript ‘Kalyaana Parisu’ (1959, Tamil). A love triangle, it wasa roaring success, launching Sridhar as filmmaker of merit andbox-office potential with a slam-bang impact. It had GeminiGanesh, multi-lingual top star B. Saroja Devi and talentedactress, good at tragic and emotional roles, C. R. Vijayakumariin the main roles. Interestingly, a parallel comedy plot with thefamed comedy star K. A. Thangavelu and M. Saroja (later hiswife in private life) proved a big hit with moviegoers. The audiocassettes of the comedy scenes (known as ‘track’) proved abest-seller and continue to be popular even after fifty-plusyears - an interesting sidelight on moviegoers’ tastes in India.

Chennai Metropolitan Develop-ment Authority (CMDA) issued‘lock and seal’ notices to 10 highrisecommercial structures in T. Nagarand other areas in the city lastweek and plans to send similarnotices to 22 more buildings in aweek.

These buildings are among thefirst set of 48 multi-storied (com-mercial) structures whose applica-tions for regularization were re-jected by the monitoring commit-tee in 2007. Despite issuing demo-lition notices, the CMDA couldnot proceed with its enforcementsince the issue was sub judice.After the Supreme Court vacatedthe order of status quo in Marchon the Madras High Court verdictstriking down the regularization

schemes introduced by the DMKGovernment, the committee lastmonth directed the CMDA to be-gin its enforcement.

“Fresh ‘lock-and-seal’ noticeswere issued last week to 10 build-ings in areas like Arumbakkam,George Town and T Nagar. Thebuilders have been given a monthto restore the buildings to theiroriginal plan or vacate the pre-mises,” a CMDA official said.Since the notices were being is-sued after four years, the enforce-ment wing inspected all the 48buildings and took note of theirpresent status. In a few cases, theapplicants had re-submitted freshevidence to prove they had recti-fied the ‘errors’ and the committeeregularized the buildings with cer-

tain conditions. Some builders hadmade fresh representations to thecommittee and a few others were inthe process of making appeals.

In the coming months, the moni-toring committee plans to focus onanother set of 42 buildings, towhich demolition notices weredrafted in 2007, but not issued tothe builders due to the promulga-tion of ordinances by the thenGovernment. Notices will also besent to 64 high-rise commercialbuildings in T Nagar that werefound to have violated all develop-ment norms. The committee alsosaid that 50 unauthorised multi-storied buildings that came up afterJuly 2007 would be covered in thepresent drive.

Two automatic biochemicalanalysers installed in October 2008in CGHS (Central GovernmentHealth Scheme) dispensaries in K.K. Nagar (Anna Main Road) andAnna Nagar, each costing aroundRs.18 lakhs, have been out oforder for several months.

As a result, CGHS beneficiariesare being referred to private labo-ratories for biochemical investiga-tions.

The equipment is covered by a5-year maintenance contract underwhich CGHS pays Rs. 60,000 permachine per year. One of thefeatures of the analysers it can testmultiple samples quickly.

Employees in the centers saythat each laboratory receives around80 to 100 samples daily for con-ducting around 300 to 400 inves-tigations. The tests cost betweenRs. 30 and 500 in private labora-tories. High-end investigationssuch as liver tests cost Rs. 300 toRs. 500.

According to A. V. Venkatra-man (Member, Advisory Coun-cil, CGHS, K. K. Nagar dispen-sary), the cost is prohibitive forthe Government. While in-servicepatients are reimbursed expensesincurred on investigation done inprivate laboratories, pensioners getonly cashless facilities.

The automatic biochemicalanalysers were imported from Italyand special air-conditioned roomswere readied for them. But prob-lems started occurring within ayear. According to CGHS sources,the equipment in K. K. Nagarfacility has been lying idle sinceJune while that in Anna Nagar isnot functioning since March.

However, the air-conditioningin the rooms is being maintained.

Also, the authorised serviceengineer is stationed in Secundera-bad and the CGHS bears his travelexpenses. For sometime now hehas blamed lack of spare parts fornot making regular visits, thesources said. According to seniorofficials in the K. K. Nagar dis-pensary, the Central Bureau ofInvestigation conducted enquiriesa few months ago.

P. Madhialagan (AdditionalDirector, CGHS, Chennai) saidthat the equipment was bought byCGHS, New Delhi and the annualmaintenance contract was drawnup there. “The company whichhas the AMC has agreed to pro-vide authorisation for appointing aservice engineer in the city. plans to construct multi-levelparking facilities near PanagalPark in T. Nagar and nearFlower Bazaar Police Stationon N. S. C. B. Road in Broad-way.

This was announced by K. P.Munusamy (Rural Develop-ment and Municipal Adminis-tration Minister) in the Assem-bly on Aug. 18 while replying tothe demand for grants for hisdepartment.

An area of about 1600 sq.meters (7 grounds) on Bash-yam Road adjacent to PanagalPark has been earmarked forthe T. Nagar project.
