I spent my early childhood getting chased by golf buggies and collecting lost golf balls from the bushes and creeks at Horton Park Golf Course. We lived in a house on Maud Street which directly backed onto the golf course. Th ere was a drive-in theatre directly across the road and as kids we’d sit on the brick fence in our pajamas and tune in our walkie talkies while watching the big screen from our front yard. How times have changed. Th e drive-in is now replaced by an IGA and the Peppertree land estate, and most of the houses along Maud Street (including my old place) have morphed into commercial and business-based dwellings. However, the pristine 18-hole Horton Park Golf Course still remains. Tucked away behind the Plaza it is surrounded by a swelling CBD and is considered very prime land indeed. So what will be the fate of the Horton Park Golf Course? You’ll have to read our cover story on page six to fi nd out.

Whether it’s a billion-dollar hospital or new town centre driven by employment and community needs, there’s a lot happening on the Coast property market. Julie Gatehouse examines four more hot spots, in the third and fi nal part of MPR’s development series.

HORTON PARK GOLF COURSE:THE PARK THAT WILL CHANGE MAROOCHYDORE

What happens when a town grows so fast it ends up designated a region’s Principal Activity Centre, but there’s 54 hectares of golf course plumb in the middle? Th at was the dilemma facing members of Horton Park Golf Club, whose course is wedged behind shops and houses along Maud Street, Horton Parade and Plaza Parade.

In September 2006 the members voted for a deal to relocate. “We decided to take control of our own destiny rather than have the government knock on our door and say we’re resuming,” says the club’s relocation director Tony Nicholson.

As joint partners with investment fi rm Babcock & Brown, they started working with the Maroochy Council then the Sunshine Coast Regional Council as it prepared its own position paper for Maroochydore centre.

Th e club plans to sell the course for redevelopment to help pay for its relocation to a 185-hectare site at Kunda Park/Forest Glen, adjacent to the new Maroochydore Road. Th e new site will have two 18-hole courses.

Th e club is now facing two signifi cant developments – the release of the council’s vision for Maroochydore and the expected loss of Babcock & Brown as its joint partner.

While Tony sees diffi culties, he’s optimistic about everything going ahead as planned. Babcock & Brown’s

project director Ron Piper is also confi dent the relocation is on track for 2011, with redevelopment of the existing course aft er that. Ron says although his fi rm is selling its property interests, “we’re in negotiation with several parties to take our place in the golf club project”.

Both Ron and Tony are studying the infrastructure implications of the council’s position paper. Tony says the golf course is pegged for retail, commercial and residential development, a public plaza and community facilities, a new transit station near Carnaby Street, walkways, recreational space and parkland.

“We’ve got to make it profi table for our joint partner because they’ve got to fi nd the funding to develop the new site then redevelop the old one,” he says. “We don’t leave the old site until the new one is ready to play. Members don’t want to lose a day of golf.”

Th e council now wants public feedback on its vision for Maroochydore, which aims to accommodate 29,500

jobs by 2031. Th e position paper limits building heights to 10 storeys, includes almost 22 hectares of green space and links pedestrians to the river, beach and shops, apartments, entertainment and offi ces. Public transport is central, both from outside and within the centre, with some sort of network of “people movers” to be decided.

Division 4 councillor Chris Th ompson, who believes the plan should have more open space, says the process now involves community consultation, planning scheme

amendments and State Government approval. “But what’s important to future investors is it’s under way.”

Chris says council wants applicants to strive for well-designed urban landscapes including infrastructure. “Good streetscapes provide good amenity but also assist in developers marketing their products, add value to property and encourage investment,” he says. “Regarding property prices, Division 4 has aces up its sleeve – it has very limited supply, and is close to beaches and a major diversifi ed employment centre.”

GETTING FROM CALOUNDRA TO MAROOCHYDORE:CHANGING THE WAY WE TRAVEL

Over the next 22 years, another 200,000 people are expected to call the Sunshine Coast home. Both the State Government and council are determined to protect and enhance our lifestyle and environment with sustainable, sensible development. While road upgrades are essential, a big focus is on public transport infrastructure.

Vivien Griffi n, whose council portfolio is integrated transport systems, says 70,000 of the newcomers could be living in key new areas at Caloundra South and Palmview. “Together with new businesses and retail, that’s very signifi cant residential development in a short period of time,” she says. So how will people be travelling between Caloundra and Maroochydore by 2031?

ROADWork is well under way on the southern section of a future transport corridor between Caloundra Road and

the Sunshine Motorway. Known as MMTC, the corridor will include a high-speed, motorway-standard road to cut travel times between Caloundra, Mooloolaba and Maroochydore and reduce Nicklin Way congestion.

Th e Department of Main Roads says the southern section under construction, from Caloundra Road to Creekside Boulevard at Currimundi, forms the fi rst part of the new Caloundra-Mooloolaba Road. Next up is the section from Creekside Boulevard to Kawana town centre and the Sunshine Motorway, including the tricky Mooloolah River Bridge.

Main Roads says the corridor will also integrate bus, pedestrian and cycle infrastructure, along with a new rail line between Creekside and Maroochy boulevards.

RAILCAMCOS is a new passenger rail corridor between Beerwah and Maroochydore. It will branch off the North Coast line at Beerwah and extend through Caloundra and Kawana (west of Nicklin Way) to Maroochydore. Long term it will go up as far as the airport at Marcoola.

Th e State Government has been consulting the community and buying land for almost 10 years, but there are still concerns about the exact alignment through Caloundra and Horton Park Golf Course and whether it should be heavy rail.

Vivien wants an urgent study done to identify the right transport mode. “Th e outcome could be heavy rail, light rail or bus rapid transit [BRT],” she says. “BRT is increasingly being adopted overseas and is a far cry from our perceptions of a bus service. It requires dedicated lanes, high-quality vehicles and transponders that ensure green lights for unimpeded travel through intersections.”

A $70 million rail crossing is under way at Beerwah. Th e Beerburrum-Landsborough line upgrade should be fi nished by 2012.

BUSTh e public has just had its say on the State Government’s plans to improve the bus network on main roads (such as Nicklin Way) between Caloundra and Maroochydore, through Kawana and Mooloolaba. It involves new priority bus lanes and upgrades to major bus stops, including a new interchange at Kawana Shoppingworld. Th is is known as Coast Connect. A proposed six-lane

section along the beachfront at Alexandra Headland caused an outcry. Depending on approvals, work could start from 2011.

NEW KAWANA HOSPITAL:HOW MANY BEDS, HOW MUCH AND WHEN?

Anyone who’s waited for treatment at Nambour or Caloundra hospitals knows we desperately need a big new medical facility on the Coast. In fi ve-and-a-half years, we’ll have it – along with a huge boost to our employment, economy and property markets. As David Oliver of the Urban Development Institute of Australia (Qld) has outlined, property values around new regional hospitals generally rise about 20 per cent within a couple of years, largely due to the housing demands of workers.

So what of the rumours about bed numbers, time frames, funding and traffi c issues at Kawana?

Michael Walsh, CEO of the major hospitals project offi ce at Queensland Health, says the $1.21 billion Sunshine Coast University Hospital is on track to open at the end of 2014. Construction should start towards the end of 2010. It will open with 450 overnight beds and have the capacity for 650 beds.

As for whether the hospital will be delivered as a public-private partnership, a government announcement is expected soon.

Th e State Government bought the site on the corner of Kawana Way and Lake Kawana Boulevard in June 2007. Michael says, “Th e 20-hectare greenfi eld site provides opportunities to master plan a dedicated health

precinct, with the tertiary public hospital co-located with a private hospital, innovation park and an academic and research presence.” Th e educational element is important because it will not only give students practical experience but also expand the Coast’s future health workforce.

He says the state is working with government agencies and local stakeholders “to ensure public transport and road access is provided in a timely manner” for the opening.

Queensland Health expects growth in surrounding retail, residential and commercial developments. Upgrades are planned for roads and bus routes. A future rail corridor will go through the area.

Sunshine Coast Regional councillor Vivien Griffi n, whose portfolio is integrated transport, says there may be 3600 employees and 1500 visitors in the fi rst year. “If we expect Caloundra South and Palmview to provide key aff ordable housing for workers at the Kawana hospital, clearly there’s a need for public transport to protect our relaxed, coastal feel,” she says.

Division 1’s Anna Grosskreutz says the council is also planning for a population of 5000 around the hospital. “We need to ensure a range of housing options. I’m keen to see studio apartments, duplexes; fl exible designs so homes can be extended if families expand. It’s time the market delivers a range of products.”

Anna says such demographic and lifestyle issues are central to the Sunshine Coast Housing Aff ordability Taskforce, which she chairs. She says zonings are in place but master planning is needed to co-ordinate a transit centre and shopping developments as well as housing stock and parkland to ensure the attractiveness of the expected new mixed-use precinct around the hospital.

MOOLOOLABA CAR PARK:ON-AGAIN, OFF-AGAIN – WILL WE GET ONE?

More than a million people visit Mooloolaba each year. About 7000 live there. Bang in the middle of our coastline, its sand, surf, river and mix of housing densities, high-rise accommodation, al fresco dining and pubs, shops and small businesses attract owner-occupiers, property investors and tourists. And a lot of private cars. Th is is compounded by inadequate public car parking and public transport, especially in holiday periods.

A controversial multi-storey car park has been on the cards, on and off , for almost 10 years. Th e Juniper Group had sought to develop a residential high-rise above a proposed multi-level public car park on a council site on Brisbane Road, however t he State Government knocked it back in 2007. It is understood the decision is being appealed. Today, that site remains a busy ground-level car park. Juniper declined to comment for this story.

Meanwhile, other solutions are sought. Mooloolaba is one of the priorities of a new council-community transport group which met for the fi rst time on January 22, chaired by councillor Vivien Griffi n.

Vivien, a long-time Noosa councillor, says the traffi c hot spot reminds her of gridlocked Hastings Street years ago. She points to the success of Noosa’s free shuttle bus service as an alternative to big car parks.

Councillor Chris Th ompson hopes for an outcome before next summer. “Nothing’s ruled in or out. We’ll try a range of strategies, such as priority marking for public transport on existing roads and putting in bike lanes.”

Labour of love

The contractors have left and the paint is now dry in Graham Miller’s revamped Mooloolaba penthouse, so he invited MPR to take a fi nal look around his home.

As Graham Miller stands back to survey his recently renovated penthouse at Peninsular Apartments on Mooloolaba’s Esplanade, he looks like the cat that

caught the mouse, unable to contain the pride and passion he feels when looking around his apartment.

“I’ve done a fair bit of construction and renovation in my time and at the end of most projects I usually wish I had done something diff erently,” Graham says. “But this time I don’t feel like that. I’m really happy with the result.”

Graham’s wife Gaye agrees. “It’s better than what I wanted as it is cosy but minimalist, which is hard to achieve,” she says. “I’m extremely thrilled. I just love it.”

A project that Graham describes as “six years in the making”, the extensive renovation has been a labour of love for the retired Sydney engineer and ex-Brisbane boy who was hands-on throughout the entire process.

My Property Review fi rst met Graham in August. He had just demolished the interior of the apartment he has owned for eight years, and was staring down the barrel of a signifi cant renovation.

In December last year, we caught up with him again, to see how things were progressing. His holiday home was looking good and the new interior was starting to take shape.

It’s now February and aside from a few minor alterations and the addition of a rug and wall hangings in the living room, the renovation is complete, the furniture is in and the result is stunning. Graham has good reason to smile proudly as he looks around his home. He has successfully achieved what most apartment owners wouldn’t even dare attempt – a complete interior renovation.

contractors where possible and speaks highly of the team that helped him turn his vision into a stunning reality. “Th e best thing about working with the local team is that they shared our passion. If they hadn’t there’s no way we would be here today,” he says.

Th is Sydneysider is quick to point out that all of the local contractors could cut it with the best of them in Sydney, despite having to face so many logistical

challenges along the way. “Construction was incredibly diffi cult,” he says. “But it didn’t matter what we threw at the team. Nothing was ever a trouble. Th e Sunshine

Coast needs more people like these people.”Th e team consisted of local contractors

Murphy Builders, Sprout Architects, Tile Solutions, NCP Bathroom Centres and Smart Light, and Sydney-based Dan Kitchens.

Graham was also determined to buy Australian-made furniture. Some of the pieces were constructed locally on the Sunshine Coast. Although Graham and Gaye also had some guidance from an interior designer in Noosa, they made most of the decisions on colour and furniture selections themselves.

In a tour of the apartment, Graham starts in the central living space, an open-plan area that combines dining, kitchen, living room and balcony, with new glass doors that invite the cool ocean breezes in. Th e northern end of the space features a large mirrored wall that perfectly refl ects a sunny day on Mooloolaba Beach.

Th e colour palette is rich, featuring chocolate side and coff ee tables and cabinetry, caramel leather couches, oversized lamps and a stunning chocolate and caramel fl oral couch. It’s a delicious combination of edible colours and lush fi nishes that features touches of white and black.

Bringing the beachside theme together are two substantial Lladró ornaments, nautical in theme. Graham and Gaye have owned the pieces for years, but they now blend in perfectly with the decor and theme of the new home.

Th e kitchen is spacious, features all the mod cons (including an induction top stove) and is neutral in tone. It’s practical yet sleek and modern. Graham points out the Danish cupboard handles. “Each handle is perfectly centred on the cupboard but the hole [in the handle] is off set,” he says. Attention to detail is Graham’s thing.

Th e bedrooms are also lush in colour and texture, with white wooden shutters installed to block out the morning sun. Th e key feature of the main bedroom is the ensuite with a shower head that is more like a shower roof. It’s another one of Graham’s favourite bits.

Upstairs is the sitting room, rooft op and fully equipped outdoor kitchen. Graham and Gaye renovated this level of their holiday home a few years ago, so it remained untouched throughout this renovation, although it did prove to be a home away from home for Graham while in town overseeing the renovation.

But among all the special touches, the couple’s favourite features are the oversized tiles that cover most of the fl oor space. “All the colours have really evolved from the tiles,” Gaye says.

Th is labour of love has paid off for this couple. “When you love doing it,” Graham says, “it’s not a chore.”

A s Victorians struggle to pick up the pieces aft er the bushfi res that so quickly and thoroughly devastated

its communities, we should take stock and appreciate just how much we have to be thankful for around these parts.

Fortunately, we seem to avoid the extremes of nature that plague other parts of this great continent. Sure, we get fl oods, but seldom on the scale that has turned properties into mud baths in north Queensland. We also get bushfi res, but nothing that even begins to compare to the horrors wrought in Victoria.

We haven’t had a decent cyclone since the early 1970s and even then it didn’t come close to the vicious winds that destroy the north. Yes, Mother Nature surely smiles upon the Sunshine Coast.

Don’t forget we also have near-perfect weather year-round. We put on a jumper in winter, but never need an overcoat, and

although I have been known to mightily whinge about the heat and humidity at this time of year, it is trifl ing compared to say, Darwin or Cairns.

I am still surprised by the fact that Canberra has temperature swings greater than a teenager’s mood, climbing to over 40 degrees in summer and dropping below zero in winter. And yet here we fi nd it is getting mighty chilly if the temperature drops below 10 degrees on a winter’s day and we protest long before it gets close to 40 degrees in summer.

We don’t need central heating and for the most part, air-conditioning either, especially if there’s a sea breeze.

Places like Melbourne and Adelaide should, by my reasoning, not have to suff er extreme heat because they are close to Antarctica and therefore feel the winter chill. How it is possible for the so-called temperate zone to record

higher temperatures than we do here in the sub-tropics? Yet it happens.

It is hard for us to comprehend the oven-like heat that pushed Melbourne to record temperatures and turned the city into a virtual ghost town. It’s almost inconceivable that it could be 10 degrees more than the 37 we fi nd intolerable.

To me, Melbourne is a city that has always seemed more like London than any other part of Australia, mainly because it is where people wear overcoats and boots. So we should never be surprised that so many Victorians have migrated north and chosen to make their home on the Sunshine Coast.

I think many discovered that climate moderation is a good thing during the heyday of the Winter Bowls Carnival in the 1970s, when cars bearing Victorian number plates were everywhere during June and July. (Th is

was long before budget airlines and when only the occasional Fokker Friendship landed at Maroochy Airport).

So, they came, they bowled and they stayed and then they encouraged their friends and relations to join them and before we knew it, Gippsland, Geelong and Bendigo had settled in Buderim, Maroochydore and Noosa.

For a while there, a lot of old locals resented the migration, but at this time of year when North Queensland fl oods and Victoria burns, sitting here in the middle where the weather is fi ne one day and perfect the next, it’s easy to understand why so many have chosen to live here. As if his resume was not impressive enough, Graham Hart from Henzells Maleny can now add acting to his list of achievements, though it’s the property market that is his passion.

Maleny, has enjoyed a long career in banking and fi nance, has been a

member of numerous boards for various industries, is a real estate agent, and, now, an actor.

Graham was one of the three lead characters in Godsend, a feature-length fi lm written, produced and directed in Maleny by Katie Lindsay. It is billed as a fast-moving comedy that celebrates Maleny, and the ethos and history of the hinterland town.

Graham plays a priest in the fi lm, a role that came about more by accident than design and probably more because he physically suited the role than because of any great aspiration on his part to become a star of the silver screen.

“I have a philosophy that the right answer to every question is ‘yes’. Nobody

wants a ‘no’ answer,” Graham says. “But I kept saying no and then, a bit like the character [Jim] in Th e Vicar of Dibley on TV, it ended up as yes.”

Graham still managed to pull off his priestly role and the fi lm has been well received, particularly in the local community where many Maleny residents also have the pleasure of spotting themselves on screen.

Despite having no previous acting experience, Graham learned his lines, attended rehearsals, slipped into costume and took on the character.

His previous association with the arts was through his role as a board member of the Queensland Th eatre Company and chairman of the Brisbane Festival for 10 years. “I’m expecting a call from the Hollywood talent scouts any day now,” he says with a laugh. “But seriously, it

is more surprising to fi nd myself a real estate agent than an actor.”

Graham bought Henzells Maleny in August last year, but he wasn’t a newcomer to the game then, having worked in real estate in the town for the previous four years.

Buying the franchise was simply an opportunity to own and operate his own agency, so he took it.

But his background is really in banking and fi nance – at the end of 1996 he retired as managing director of the Bank of Queensland aft er a long career in the industry – and he now brings those skills to the Maleny Credit Union, where he is a board member.

Community service is his other lifelong interest. Graham’s eff orts earned him a national honour on

Australia Day 2001, when he was made a Member of the Order of Australia in recognition of his outstanding contribution to banking, fi nance, agriculture, the arts and medical science.

He is still chairman or a member of a number of boards, roles which took him to China 10 times last year, but still he insists that he is not a workaholic – although he admits in the same breath that he does work seven days a week.

So, as someone with an intimate knowledge of both the property market and banking, how does he see the future shaping up? Not pear-shaped, that’s for sure. “I am an optimist, but not stupidly so,” he says. “I think the diffi culties presented by recent events will be short-lived, for a number of reasons. Th e fi rst one is because Australians have a love aff air going with property.

“Aussies are good home investors, and that will continue.”

Th e second reason is because of the chain of ownership triggered at the lower end of the market by government assistance grants to fi rst-home buyers, relief on stamp duty and low interest rates. “Th ere is a trickle-down eff ect,” Graham says. “All those in the lower price bracket up to say $500,000 are getting incentives to purchase, which enables the next person to upgrade their property and so on until ultimately those

at the top of the range feel it as well.“Places like Maleny will always

benefi t from that so while most fi rst-home buyers can’t aff ord to buy here, others who sell to them to upgrade, can. Maleny has been such a popular destination that prices generally have been maintained.

“I believe we have seen the bottom of the current unpleasant events already, and in the second half of this year, I expect to see some modest recovery and further increases over the following year.”

Graham also predicts that interest rates will drop even further, although in much smaller increments than to date. “We also benefi t from the excellent regulation of our fi nancial institutions, which gives our banking and fi nance groups a far more secure base,” he says. “Th at will have an impact on the fi nancial crisis here.”

For now, Graham is enjoying his time in real estate. “Most people are interested in property, that is how they accumulate their wealth,” he says.

“I am chairman or have a shareholding in more companies than most, but I like to work with people.”

And even aft er his fl irtation with fame in his local fi lm-making exploits, he remains modest. “To most people in Maleny, I am just the real estate bloke, and that’s okay with me.”
