I blame legendary songwriter Cole Porter, who wrote the hit song Don’t Fence Me In in the early ’30s for implanting the idea into our heads. Th e idea of not wanting to be fenced in. Th e desire to just want land, lots of land, under starry skies above… As it turns out, we have heaps of land available on the Coast at the moment, despite what most would think. If you think building a land estate is all about roads and run-off , parks and power, you’d only be partly correct. Ask any developer, council staff member,
professional consultant or property agent and they will tell you that the process in 2009 covers a lot more ground than it did, say, a decade ago.
Th ere’s an incredible amount of detail (which also means time and money) that goes into producing a sustainable subdivision, whether it has a few allotments or hundreds of sites delivered in stages. Yet there’s a diverse selection on off er, including numerous boutique-sized estates. So how does it all happen?
The great estate
Developer Rob Waterson, whose family businesses are behind the Glass House Ridges Estate, says there are easy tasks and hard tasks – and they may not be what you think. “How do you pick a colour for the dog-proof fence around your park, for example?” he laughs. “Deciding how wide to make a road is easy (because of the rules), but try picking street names or the shape of your street lights.”
With the estate almost fi nished and seven of the 17 lots (averaging 2880 square metres or just under three-quarter acres) under negotiation or sold, Rob is now as satisfi ed with the aesthetics as the infrastructure. Fence colour? Tea tree. Street name? Cooinda Place,
an Aboriginal word for happy place, his wife’s choice.What Rob wishes is that the project hadn’t fallen
behind schedule due to the Coast’s heavy rainfalls earlier this year and extra council requirements. “Aft er we committed to buying the 7.3-hectare parcel we got stuck into planning in June 2007 and it should have been ready to sell last December,” he says.
According to others in the industry, a two-year time line from land purchase to public release is at the quicker end of the spectrum on the Sunshine Coast, considering the myriad steps that must be taken. MPR breaks down the process:

farmland – than liking its location and layout or even negotiating a good price.
“We don’t just buy any piece of land on the radar,” says Mark Van Wyk, developer and Coast vice-president of the Urban Development Institute of Australia (UDIA). “Every land acquisition involves careful research to ensure the ultimate product aligns with the aspirations of our target market.”
Because “speed to market” is crucial for developers, they want to buy land already supported by planning frameworks rather than dealing with approvals.
Bendigo-based Rob Waterson, whose father Max lived in Caloundra until recently and developed land in Nambour, says his family would typically examine 20 properties before narrowing it down to one that was both fi nancially viable and likely to result in an appealing product.
Th e viability of a parcel is based on many factors, starting with the base acquisition cost and ending with
expected lot yield and sale prices. Developers big and small have to account for statutory charges, compliance costs, infrastructure contributions, consultants fees, construction costs, interest on borrowings or cost of capital and equity provided by investors.
Th e acquisition due diligence process can be extensive, especially if there are environmental constraints such as creeks, rivers, protected fl ora and fauna as well as poor quality soil or sloping land.
Th en there’s market research. Developers analyse a specifi c area’s housing market including prices, trends, demographics and how much people are able to pay. “Your house and land packages should compare favourably with your catchment,” Mark says. A new development can off er more value because of its quality “and people like upgrading to a brand new home”.
“Overall, you model the outcome,” he says, “and that determines the viability. But it’s a risky business.” For medium or small developers who don’t have the capital of the Coast’s few large players, the game is tough. “In the current market it’s more diffi cult for them to fi nd fi nance and they’ve got holding costs while their assets are locked in the planning and approvals process.”
Real estate agents are oft en used from this earliest stage. “People may not realise that we’re a one-stop-shop,” says Eric Annett, who’s been with Nambour’s Leading Edge Real Estate for 12 years.
“Some developers work through us to fi nd a property, then we help them work with the council to get the approvals, and at the end we market the fi nished
product. We’ve handled everything from two-lot subdivisions to 70-lot estates to the even bigger ones that have to be staged.”
Whether an estate is released in stages, and how this is done, is determined by cash fl ow, capital and market expectations.
John King of Glasshouse Country First National Real Estate says, “We prefer to be adding value from day one because we know the achievable sales rates in an area and what can infl uence them. For example, a developer once came to us aft er setting a covenant so strict that it slowed the uptake of lots and put off the home builders.”
Viability modelling is essential early on, he says. “It’s not for the faint-hearted. Th e banks require a 30 per cent margin or they won’t provide fi nance. Th at means developers must clear a 30 per cent profi t above all costs. Th ere aren’t many mum and dad operators today – it’s more likely to break their heart and their bank balance.”
SEEKING DEVELOPMENT APPROVALA venture will not get off the ground without development approval, which is commonly known as DA. A developer usually engages consultants, such as town planners, engineers and landscape architects to prepare and lodge approvals with the council.
Michael Bismire, the council’s manager of planning assessment, explains that there are two elements. One is a “material change of use”, which allows the land to be used for residential purposes, and the other is a “reconfi guration of land”, which specifi es how the land can be split into diff erent parcels.
Michael says planning schemes generally identify an appropriate range of block sizes, although there’s room for negotiation. “Th e current trend in a typical Maroochy suburban subdivision, for example, is for smaller lot sizes, such as 600 square metres compared with 900 square metres a decade ago. Rural residential is a diff erent kettle of fi sh – those blocks are thousands of square metres.” Th e UDIA says there are more controls on lot sizes and ratios than in the past, especially where higher densities are promoted by the council.
To get DA, the developer and their consultants must examine all aspects of a proposed subdivision and show how it will meet applicable codes. Th ere are do’s and don’ts for designing a good subdivision. Th is is the point, for example, where a developer’s team works out how to maximise the orientation of lots according to the sun’s path. A northerly aspect is top of the list. Retaining signifi cant vegetation and natural drainage are also big issues.

CHOOSING THE LANDWhile debate rages about the amount and location of residential-zoned land on the Coast, all eyes will be on the State Government’s imminent review of its South-East Queensland Regional Plan, which will infl uence our future growth. Th e Sunshine Coast Regional Council’s three planning schemes for Noosa, Maroochy and Caloundra identify areas that are currently suitable for residential and rural-residential development.

to new residents. “Flat blocks are easier and cheaper to construct on than steep blocks, but much of this kind of land has already been developed on the Coast,” Michael says.
Development consultant Greg Downes, who’s run a surveying and planning business for 25 years on the Coast, says key issues can range from bushfi re and stormwater management to geotechnical stability. “Road standards are critical – achieving a safe intersection with good sight visibility can make or break a project,” he says.
Last but not least is an overview of how the developer intends to service the estate. Th at means roads, footpaths, sewerage, water, run-off and open spaces. A DA can be approved outright, or with modifi cations, or rejected.
GETTING THE JOBS DONEBefore any machinery can go on site, a developer must get a further approval called operational works. Th is involves the nitty-gritty of engineering. Th e road layout is already confi rmed, for example, but the council must be told exactly how that road will be built. Will retention basins or wetlands be used for stormwater? How will sediment and erosion be controlled? Is any of it fl ood prone? What sort of trees will be planted on the footpaths and how will parks be landscaped?
Th en it’s all systems go. For stickybeaks and potential buyers, this is when the visuals start. Excavators carve out roads and footpaths. Cables are laid. Amenities take
shape. Boundaries are pegged. A single Moreton Bay fi g may stand protected from the dozers, perhaps as part of an entry statement.
Long-time Coast developer Bill Freeman, a retired surveyor, says there’s great satisfaction when technical challenges are turned into assets. Bill was one of the
directors behind the now-thriving Maroochy Waters precinct, which
was fi nished in 1993 aft er 15 years of stages.
“We were initially faced with a drainage
problem, but the engineers came up with the solution
to build a long canal to pick up the creek water
overfl ow,” he says. “Th at was pleasing and
now it’s such a popular place for
fi shing and crabbing. Developers have to knock
things down, but this shows how we can restore the environmental cycle.”
One of the fi nal decisions is a covenant, which can
prescribe anything from house sizes and roof materials to facade colours and garage setbacks. Many developers believe buyers seek sensible covenants to protect their investment and the standard of the estate they buy into.
Th e council says covenants are a private matter between a developer and a buyer. Th ough the UDIA says the council also can impose controls on aesthetics. Mark from the UDIA says although it can be diffi cult to balance buyers’ desires for both individuality and consistency, covenants promote desirable streetscapes and sustainable building practices.
As for those quirky decisions like street names? Th ey’re up to the developer, within reason. Michael Bismire says there are rules to avoid hundreds of Smith Streets, for example. Developers say it’s unwise to get too funny or egotistical because sign guidelines lean towards history and the environment. Bill remembers naming streets in Maroochy Waters aft er places he visited overseas, and using an America’s Cup theme near Sunrise Beach.
ON THE MARKETWhile most developers include marketing advice throughout the process, this is crunch time for the onsite sales offi ce and advertising campaign. Agents must help determine if an estate will appeal to fi rst-home buyers, sea- or tree-changers or empty-nesters. Are there educational facilities, job opportunities or public transport facilities nearby for families or workers?
Agent John King says hinterland buyers want land that’s convenient to life’s necessities – like highways, rail, schools and shops – but spacious enough “so you don’t hear the neighbour’s toilet fl ush”.
Agent Eric Annett says rural residential blocks are in demand in the hinterland, with only four very large lots remaining of the 10-lot Riverside estate at Yandina. First-home buyers are more likely to buy house-and-land packages to take advantage of the government grant until September 30. “Th e predictions are the market for vacant land will rise again at the end of this year, so now is a good time to get into the market,” he says.
Blocks can be committed to buyers before they are offi cially “sealed” by the council. Michael Bismire says sealing means the council is satisfi ed that an estate’s necessary infrastructure is ready, to reduce any impacts on the broader community in areas such as traffi c or stormwater.
Eric, whose agency is currently working with nine land estates, says many contracts are signed before sealing, when the land titles can be sold outright. He says, “$200,000 can get you a very nice block around Nambour, Woombye, Yandina at the moment.”
And that’s when a developer’s team starts discovering if they’re going to make a tidy sum – or not.
“At the end of the day, developers know the faster we can obtain approvals and produce and sell lots, the faster we can service our investment capital or equity or debt – resulting in land that’s more aff ordable,” says Mark Van Wyk. “I’ve worked on schemes that have taken up to 10 years before money starts coming in. If a smaller estate is fi nished in less than three years, that’s fast here.”
Bill Freeman explains that when a developer sets fi nal prices for public sale, the margins are “not all beer and skittles”. “On a typical smaller estate it can take two or three years before your bulldozers are on the ground and another year before you can start selling,” he says. “Th en you have to ride the markets. A developer might buy the raw land for between $50,000 and $85,000 per lot, depending on the servicing, and aft er all the work it costs us up to $170,000 per lot.”

costs. One of Bill’s current projects is Range Brook, a country estate on a ridge at Woombye with an average lot size of 1350 square metres. Its second and fi nal stage is selling now aft er a year’s delay due to State Government planning for a rail corridor. Land prices are starting at $174,000.
Th e maths is evident but Bill is philosophical, “Never look back or you’ll get a stiff neck.”
Rob Waterson says that aft er construction, approval and weather delays, the current lower interest rates have been the industry’s “only saving grace”.
“I redo our budget once a month and earlier this year the pressure was defi nitely on. It’s like building your own home – the bank needs to confi rm that you have enough money left to complete the job. Our profi t margin at Glass House Ridges has been seriously reduced because of all the extra costs. Fortunately we’re happy with the end product.”
Greg Downes, project manager for Riverside at Yandina and stage three of Buderim Escape, says the job does not fi nish when the last block is sold. “We have a 12-month ongoing maintenance period on an estate,” he says. “Maintenance of the revegetation and restoration may take a few years aft er land sales fi nish to establish viable habitat. Plus we maintain stormwater treatment devices at least until the majority of houses are built.”
So that’s exactly what your dollars are buying. While money still makes the world go around, most in the industry will admit to gaining personal satisfaction from the process, as they see new residents build and enjoy a community they’ve created.
Rob says, “We know people will a build a whole new lifestyle on a previously unproductive orchard. But the process is a bit like mowing the lawn. You don’t really enjoy it until the job’s fi nished and everything’s neat, looks good and feels right.”

Those responsible for the commercial future of Nambour are welcoming speculation that Coles Myer will acquire the former sugar mill site. It’s an exciting time for the hinterland town and those keen to see its revitalisation continue.

The future is brightThe Coles Myer group has been
tipped as the frontrunner to acquire the former sugar mill
land in the centre of Nambour, sparking speculation that redevelopment of the 10-acre site is imminent.
It is arguably the most signifi cant vacant CBD site on the Sunshine Coast.
Th e site, which has been empty since the mill was demolished in 2004, has been the focus of revitalisation plans for Nambour, with the Sunshine Coast Regional Council and Nambour Futures determined to ensure that it becomes a textbook example of good urban design.
Nambour Futures chair Simone Pearce says that while she cannot confi rm whether Coles Myer has bought the mill site, if it was the case, the group would be welcomed to the town.
“A well thought-out, mixed use development can only enhance the
benefi ts for the Nambour community as a whole,” Simone says. “What I mean by mixed development is some housing, some retail and other incubator-type uses, possibly focused on green businesses. Th is would be the best outcome for Nambour and the community.”
Simone says that both Nambour Futures and the Nambour Chamber of Commerce would like to see the design connect, and be linked to, the existing town centre and also have a high standard of environmental sustainability and community amenity.
“We welcome well-considered development that will enhance Nambour’s economy and character as a major regional centre in the Sunshine Coast hinterland,” Simone says.
“Th e Sunshine Coast Regional Council does liaise with the Chamber
and Nambour Futures and we will provide input as to what we believe is the best outcome for the site, and what we would advocate.”
Town centre management specialist Libby Ozinga, who focuses on Nambour for the Sunshine Coast Regional Council, says there is a great opportunity for the mill site to be integrated with the rest of the town.
Aft er other applications for the site were considered, action was taken on just how the site should be planned.
“We are adamant that it won’t be massive retail, although there will, of course, be some,” Libby says. “But we must bring it together with the rest of the town. It can’t be standalone or in a sea of car parking.”
It is envisaged that the site, which extends to the western side of the railway line and includes original heritage mill
houses, will be a mixed development of housing, arts and cultural spaces, including a performance space, cafes and shops.
“Th is is one of the most signifi cant sites on the Sunshine Coast as it is in an existing town centre, it’s close to rail and the council headquarters and is central to a town with high level of employment,” Libby says.
“We want to make sure its development is the right thing for Nambour. It is a walk to Currie Street from its northern side, so it can potentially draw the town together and create some energy in the middle.
“We don’t want to see sub-standard or basic urban design, but see it demonstrate quality architecture.”
She says the Sunshine Coast would be the most sustainable region in Australia,

Th e Nambour revitalisation project started in 2006 and includes a variety of initiatives, with the town centre management plan based on similar principles to those of a large shopping centre, such as visual amenity, marketing and tenancy mix.
Eight businesses have undergone a shop makeover, new businesses have been drawn to the town and retail has moved towards attracting destination shoppers with services such as an organic grain and gluten-free cafe, equestrian supplies, secondhand bookshop and a retro specialist.
“Th ere’s a great feeling of optimism in the community,” Libby says. “Nambour lost its self-esteem aft er the days when it was the major commercial centre, but that degree of negative image is now being turned around.”

Best laid planCut pile, loop pile, sisal or a blend – choosing the right carpet for your home can be tricky. Here’s what you need to know before hitting the shops.
Choosing carpet for your home seems like a simple task. You just go to a store, pick out one you like within your budget and have it laid, right? Well,
not really. Th ere’s a whole lot more to think about other than price and aesthetics. Th e process can be pretty overwhelming if you don’t do your homework. Here are a few things to consider when choosing carpet.
DurabilityHow long your carpet looks and feels good is dependant on three factors – fi bre, twist and density. When the carpet is made, natural or synthetic fi bre is converted to yarn and tuft ed or locked into a backing to form the surface you walk on. Th e twist is the way the fi bre fi laments are spun into yarn and how the yarn is twisted upon itself. Th e tighter the twist, the more durable your carpet will be. Density describes the amount of pile in the carpet and how close the tuft s are to one another. Th e more dense the carpet, the better the quality. Finding the right balance between fi bre, twist and density will determine how long the carpet will retain its original texture and appearance.
ColourIf you’re prepared to part with the cash, hiring an interior designer to help you with your colour selection is the way to go. Otherwise, just talk to a colour
consultant at your chosen carpet store. Th ey will be able to tell you which colours suit your needs and style. For example, blue and green shades will create a cool mood, light colours will make the room appear bigger, while darker colours give the room a cosy feeling.
StylesLoop pile – Loop-pile carpet is made up of a series of loops and can oft en have a textured appearance. Th is type of carpet allows for a lot of fl exibility when it comes to design and fi nish.
Cut pile – Cut pile (twist pile and plush pile) is basically loop-pile carpet with the tops of the loops cut off , giving a more velour-look fi nish.
Cut and loop pile – Th is type combines both cut and loop piles. Th e taller loops are cut and the shorter ones are left uncut, creating an attractive sculptured pattern. Although it is more luxurious, this carpet is less durable so it’s best placed in low-traffi c areas.
Sisal - Also known as cord, sisal carpets are becoming a popular choice. Th ey are made up of textured loops, either in rows or random patterns. Variations on the height of the loops also help create interesting and varied patterns and textures.
FibreWool – Woollen carpets are strong, durable and
soft to touch, making them the best-quality carpet available. Wool is also more eco-friendly than nylon
and is, obviously, a natural material. However, woollen carpet can also fade easily, stain easily
and is not quite as durable as nylon.
Nylon – Th is is the most popular choice of fi bre because it is cheaper, more resilient
and less prone to fading than wool. Th e downside is that it isn’t as soft or aesthetically pleasing.
Wool blend – Giving you the best of both worlds, a wool blend is a combination os wool and nylon. A blend provides the strength of nylon with the luxury of wool.
UnderlayJust because you can’t see your underlay doesn’t mean it’s not important. It’s worth spending as much as you can aff ord on a quality underlay as it will keep your carpet looking good. Th e right underlay will absorb the pressure of foot traffi c, prevent your carpet from matting down and looking worn, and add insulation. Poor underlay will cause wrinkling and buckling, pull apart at the seams and break down the carpet. Underlay is available in three main types – rubber, foam and felt. Each type is available in diff erent qualities, so ask a salesperson to advise you on the best choice.

Machine-woven carpets – by far the cheapest option, machine-woven carpets are available in wool and synthetic mixes, and in a variety of different piles.
Nylon – durable and resistant to water, nylon is often blended with pure wool for added durability. An 80/20 wool/nylon carpet mix is great for both wear and softness.
Pile – this is the way the carpet is threaded. It can be short, long, looped or twisted.
Hand-knotted carpets – considered to be the best quality, these are densely knotted by hand.

If you like reading, spaces such as these make excellent libraries, and then all you need to do is throw in a daybed near the window. Due to the size, I’d avoid large, clunky furniture and maybe give the walls a fresh coat of paint. Keep the colour palette neutral or go for whites to pick up the sunlight. Bring in some plants and throw a coloured rug on the fl oor and you’ll have a cosy space to relax in.

A contract is a legally binding agreement between two parties, in this case the builder and the client.
For a contract to be eff ective the client must be able to pay and the builder must be able to build. Each party needs to confi rm the others’ credentials.
All contracts must:• be dated and in writing, • include details of the work to be done, • be signed by both parties.
Prime costs and provisional sum:• Prime Cost (PC) is the retail price of
goods. It does not include the cost ofinstalling the goods. Prime Cost sumsare used for items such as ceramictiles, cooktops, ovens and hot-waterunits. Th e contract will state howmuch you can spend on these items. Ifyou nominate a cooktop that exceedsthe value your contract shows, youwill have to pay the diff erence.
• Provisional Sum (PS) is the amount of
money allocated to supply and installcertain goods and services that thebuilder cannot accurately determinethe cost of (such as site works andretaining walls). It is best to avoidprovisional sums and to ask thebuilder to include these in thecontract if at all possible.
Before commencing any work the builder will require the owner to prove:1. Ownership of land to be built on
(copy of title deeds).2. Ability to pay the contract sum
(usually a lending authority approval).Ability to pay may also be requestedprior to work being done on majorvariation orders.
A builder must have indemnity insurance prior to performing any work. Th e client should check the policy and make sure that it paid up and current.
