MINISTER Introduction

The Roa d Sec to r Ma ste r Plan (RSMP) is a 20-yea r p rogra mme (2007-2027) that includes road network expansion, road realignment,tunneling, roa ds for inter-dzong khag c onne c tivity and the sec ond East-West highw a y. The RSMP is inte nd ed to b e a n initial sc reen ing ofpotential road projects at a level of detail that is appropriate tostrategic planning. Detailed feasibility studies would be required in

future to demonstrate economic viability and to determine exacta lignme nts b efore ind ivid ua l p rojec ts c a n be implem ented . Althoug hnot explic itly highlighted in the RSMP, op tions a re open for construc tionof ropeways in any of the dzongkhags depending on its feasibility.Ga sa is one of the d zong kha gs where rop ew a ys might b e fe a sib le.

The RSMP, which is p rop osed for imp lementa tion sta rting the 10 th FiveYea r Plan, wa s p rep a red in c lose c onsulta tion with the 20 dzongkhags .To the extent p ossib le, lengths of the fe ed er roads were verified through

d esk-top stud ies using top og ra p hic ma p s of 1:50,000 sc a le to ensuretha t the roa d leng ths reflec ted in the RSMP a re a c c ura te. Wherefea sib le, c a re was a lso exerc ised to ensure tha t feed er roa ds prop osedin the RSMP d id no t c onfl ic t w ith the fa rm/ p ow er t i ller ro a d sp rog ra mm e o f the Ministry of Ag ric ulture (Mo A). Where c onflic t withfarm/ p ow er tiller roa d p rog ra mm es of Mo A w a s a ntic ip a ted , feed erroa d s we re d rop p ed from the RSMP to a void d up lic a tion of e fforts.

About 132 new feed er roa ds with a to ta l leng th of 2,654.4 km estimatedat over Nu .13, 800 million have b ee n p rioritized for the m a ster p la nperiod from 2007 to 2027 , which would benefit a total of 20,893househo ld s exc lud ing ind irec t b ene fic ia ry ho useho ld s.

The ab strac ts of fee d er road s and p riority ranking a re shown in Annex- 1 a nd Annex-3. Dzongkhag-wise feeder roads with correspondingp riority rankings a re sho wn in Annex-2. About 794 km of roa d s, whic hform a p a rt of the p rop osed sec ond Ea st-West highwa y are shown inAnnex-4. About 537 km of na tiona l highwa ys p rop osed for providinginterc onnec tivity a mo ng the Dzong khags a re show n in Annex-5 . Majorroa d rea lignme nts and tunnels prop osed for shortening travel d ista nc esto sa ve trave l time a nd vehicle o p erating c osts a re show n in Annex- 6 and Annex-7 .

Priority ranking of feeder roads

Four priority rankings of A, B, C, D a nd cost per household (cphh)were used a s the b a sis to ra nk feed er roa d s inc lud ed in the RSMPsinc e cphh wa s the mo st reasona b le ind ic a tor of c ost-effec tivene ssof a road. Cphh of an individual feeder road was computed bydividing the estimated cost of the road by the number of directhousehold beneficiaries served by the road. A unit cost of Nu. 5.21million per km , derived from the ongoing World Bank-assisted Rural Ac c ess Projec t , was ad op ted for c om puting the c osts of feed er roa ds.Although a pa rtic ula r roa d would b ene fit ad d itiona l househo lds withinits influence area, indirect household beneficiaries were not takeninto a c c ount fo r simp lic ity. The ra ng es of c phh used in d et erminingthe p riority ranking of feed er roa d s is shown in Table 1.

The p riority rankingssuggested in the RSMP is p rovid ed for guida nc e of p la nners und ernorma l p la nning c irc umsta nc es. Even designa tion of road s suggestedin the RSMP suc h a s na tiona l highwa y, distric t roa d a nd fee d er roa detc . might need to b e c hange d ap p rop ria tely in future to ma tc h rap idsoc io-ec onom ic d evelopm ent a nd exp a nsion o f roa d netw ork in thec ountry. If need a rises, roa d s c a n be re-d esigna ted from fee d er roa dto d istric t roa d or as na tiona l highwa y. Simila rly, a na tiona l highwa yor a d istric t roa d c ould b e re-d esigna ted a s a fee d er roa d . The RSMP,therefore, should be c onsidered a s a dynamic doc ument, which c ouldbe upd a ted from time to time, to keep pa c e w ith the soc io-ec onom icd evelopm ent of the c ountry.
