Preface This project was undertaken at Namara Village School, where I currently service as a full-time classroom teacher. As a Scout Leader of 1st Namara Dolphins, this project enables me to share my scouting experiences in the Yasawa group of islands. As a leader, I was able to start off scouting at my school. Through the training provided in the Basic Training Courses Stage 1 right through stage 4, I have developed myself as a leader who can implement scouting in a school.

This written task follows the successful completion of Stage 4 Advance Course held at Qalitu Primary School in the outskirts of Lautoka City from 16th to 22nd August, 2015. This project work involves attempting five out of eleven questions and the compulsory question 12 as a challenge. I am also indebted to the experiences and skills shared during this course by the Course Director (Commissioner for Training), Mr. Mahendra Prasad and also the Training Team Leaders and the Lautoka District Scouters Council.

Finally, as the Father of Scouting once quoted, “the real way to gain happiness is to give it to the others”, hence this practical approach embraces on developing myself as Scout Leader and the Scouts by putting others before self. Also, the scouts of 1st Namara Dolphins Troop had been of great inspiration towards achieving the succession of this project work. The island kids are naturally talented when it comes to outdoor work which is an added advantage. Hence, my scouting journey has had one of the most wonderful beginnings.

Question 1: Consider one cub/scout in your troop and say how you feel the pack/troop activities have helped this cub/scout develop.

PhysicallyScouting was not taken at Namara Village School up until 2014. Upon consultation with the head teacher, I decided o introduce scouting. After observing the students for a term, I came to find out that there was a 10 year old boy named Veniasi (Ben) in my class who was not so active when it came to hands on activities. He would be standing at a distance, preferring to be an observer when activities were carried out.

Slowly, as the scouting activities in the school gained momentum, Ben developed interest towards scouting, especially pioneering and knotting. His attitude towards

school work also improved as he was always eager to finish his school work and teach others.

MentallyBen’s involvement in scouting pushed his intellectual ability. As he realised his potential, he was able to employ those skills both inside and outside the classroom. Ben was able to improve his leadership skills as he was able to make sound decisions and was more active in his role as a leader.

Spiritually One of the most important characteristics of a scout is “Duty to God”. Ben, through scouting has developed this very well in him and he has influenced the troop in a positive way.

During devotions, he would be leading or delegating duties while singing hymns. This develops positive energy in the classroom. Ben has also developed moral values in himself which has helped him to achieve success in academic and extra-curricular activities

Scouting has really influenced Ben’s life and has helped him change in a positive way in becoming a responsible and disciplined student.

Question 4:The Annual camp or Expedition should be the climax of a scout year.

i. Describe in detail how far your planning, in conjunction with your P.L’s and other leaders, has progressed towards the next Annual Camp

ii. What steps you still have to takeiii.How are your troops programmes related to achieving a purposeful camp

programme and training towards a high standard of Camp Craft and Badge Achievement?

i. PLANNING OF ANNUAL CAMP The planning of the annual camp begins right at the beginning of the year. The GSL, SL’s and the Lay Council prepare a budget for the rally. Plans are also made in regards to the financial aspect of the camp. After the budget is prepared, duties are allocated to the Lay Council members and the SL’s to organize the programmes leading up to the main event.

Some important things that are highlighted at the beginning of the year are:- Uniform for the students- It was decided that the students will be told not

to buy the uniforms as majority of the students are from poor backgrounds. Instead, money will be invested in the activity t shirts.

- Activity T-shirts- The troop needs a sense of identity and Activity t-shirts promote teamwork amongst the scouts. Taking this into consideration, sponsorship has been organised to cater for the finances of the troop’s activity t-shirt.

- Camping gear- During the first camp, there were some difficulties faced in regards to the camping gear. In conjunction with the lay council and the school committee, the decision was made to hold a fundraising to gather funds which would be used to purchase two big tarpaulins, and few pitching tents. Ropes will also be purchased as it will be cost effective.

- Meals- There was not much issue regarding the meals at the camp. However, for the next, there is a plan to provide meals which are balanced and supplement the needs of the scouts. This has to be taken into consideration as the weather has drastically changed.

- Camp Craft- The aim of camp craft is to train the students in order to survive in the real world. With the numerous skills learnt through camp craft, the idea is teach the students as many camp crafts as possible. More videos and pictures will be shown to the students to give them an idea of the different types of camp crafts that can be made so scouts are confident when it comes to making camp craft.

- Transportation- When it comes to camps, transportation becomes a major factor. Catering for a large number of students, with camping materials needs a lot of man power and transport. In the next camp, I plan to get quotations from a number of service providers to ensure that I am able to work within the budget of the camp.

ii. STEPS STILL YET TO BE TAKEN The following steps need to taken in order to prepare well for next scouts camp:

- Arranging/ purchasing of a tarpaulin to for the common tent.- Liaising with the Lay Council to buy utensils that will be the property of the

troop and can be used in the Scouts camps.- Arranging for fundraising events to gather funds for the upcoming scouts’

camps to be held throughout the year.- Permission from Vanua to cut bamboos for tent structure and fencing. - Sketch the hike route and take a visit to the site.- Water storage drums.- Refreshments for visitors.- Preparation of Camp Budget.- Necessary tools and ropes. - Volunteer service for the community. - Visit and Social with Scout’s Parents for permission. - Invite Resource Personal on First Aid.- Complete Outlined Camping Requisites and Deliberations- Medical assessments of students

iii. TROOPS PROGRAMMES RELATED TO ACHIEVING A PURPOSEFUL CAMP PROGRAMME AND TRAINING TOWARDS A HIGH STANDARD OF CAMP CRAFT AND BADGE ACHIEVEMENTThe weekly clubs programmes are designed in such a way to prepare the students for the camps and expeditions. Some of the activities include:1. Knotting and lashing

- To ensure a wide range of camp craft, scouts will be taught various knotting and lashing skills which they will be able to showcase their talents

2. Safety procedures- All scouts need to be prepared in the event of any disaster. The scouts should

possess a high level of first aid skills. Through the scouts’ activities, the students will learn.

3. Cooking skills- Cooking is a basic life skill that a scout learns in camp.-

4. Personal Care- A very important like skill is personal care. This includes the care of

belongings and personal hygiene. This will be conducted in troops to ensure that students are able to take care of themselves and become more organized.

Describe the following:a. How is the Law and promise used in the training

of Cubs/Scouts on a progressive basis?b. How can a leader develop his own understanding

of the Law and Promise?c. How is the Law and Promise related to and used as a tool for training in

everyday life.

a. The scout promise and laws are the elements which contribute to the upbringing of a scout. Since scouts is carried out on a weekly basis in schools, the following are some of the ways in which it is used to train the cubs/scouts:

- Every week, the scouts re-affirm the promise together in their patrols. All

the scouts know the promise by heart. - After re-affirming the promise, the scouts

explain what the promise means by a short quiz session.

- Scouts are always reminded of their behaviour and conduct as they are part of a disciplined movement.

b. A scout leader can develop his/ her understanding of the scout laws by : - Practicing the laws in their daily life.- Learning the laws by heart.- Searching for reading materials related to the laws and sharing it with others.- Developing activities related to the laws.

c. The Law and Promise are related to our everyday life in many ways. Through scouting, the students learn many things which are important in their personal development. The following are some of the ways in which the promise and law are related:

The Promise“.................Duty to God....”

- Right from an early age childred are taught the word of God. - The scout promise compliments this and through scouting, the students learn

about their religion and God. - Fiji being a multicultural country is very unique as scouts are able to learn

each others religion during rallies and camps.

“.................and my country....”- Students learn about their country through scouting. As a scout, students take

pride and ownership of their belongings and their surroundings.- By being a scout, students learn citizenship skills.- Students develop social skills needed to create peace in a society.- Learns protocols and customs.

“.................to help other people....”- A scout is someone who is ever ready to help.- A friend in need is a friend in deed.- With all the values taught to a scout, he/she is happy to help around with and

work given to them.

Question 10a. Describe two cubs/scouts in your Pack/Troop who have problems and need

your guidance or those who are problems to you at Pack/Troop meetings or at camps.

b. Give an assessment of their difficulties and say how you think you can help them.

Waisea Namotu’s Problema. Waisea faces the problem of not being able to express

himself due to his problems with the rate at which he learns things. He is a very hardworking child but needs a lot of attention. During Pack/Troop meetings, instructions would have to be given very precisely to Waisea. He was reluctant at times to speak out as he thought he would be laughed at and made a joke. He would show signs of withdrawal would not be such an active participant as the other scouts were,

After consulting his teachers from previous years, his problems were made quite clear to me and I was now able to understand his needs.

After conducting a study of Waisea’s background, it was found that he his father addict at the time he was born. It was therefore assumed that his slow responses and rate of his learning were due to these effects.

b. To help Waisea become an active member of the Namara Dolphins, I took a few steps to help him be part of the team. Waisea will be guided and grouped with an active scout. He will be encouraged and motivated during the activities. His involvements in the troop activities would boost his morale. By the time of the Annual camp at the end of the year, Waisea should be transformed into a scout who is disciplined and will be able to use all the ten scout laws in his life.

The aim here is to help Waisea to develop enough confidence to express himself

Josateki Dawai’s problema. Dawai comes from a family where he is living with his

father and step mother. The problem with him is that he becomes aggressive at times and bullies others. He has been greatly influenced by the school drop outs in the village. Since both his parents are working, there is less family time. He spends most of his time roaming in the village and spends time with these dropouts.

During troop meetings, he would want to be an attention seeker. He would do things that would provoke other students. With this kind of attitude, it becomes difficult to leave in unsupervised as he is bound to do things that would create problems.

b. In order to help him, I have planned a behaviour management programme for him. Dawai will have to use polite words and use the core values, which are courage, courtesy, commitment and cooperation. There will be conditions set for him to adhere to and if he is able to follow it, then his reward will be attending the year end camp. However, if he continues with such behaviour, he will have to remain back at school.

Question 11a. Describe the part you play in the life of your Scout District.

b. Describe how you would recruit and train an Assistant Cub/Scout Leader of your Troop.

c. Explain how you could further help your district in the general development of scouting.

a. In the year 2014, I was posted to Namara Village School, in the Yasawa group of Islands. Being a first year teacher, the community of Wayalailai expected a lot from me. The only experience I had in scouting was from my primary school days. Deep inside, I had the scouting spirit which pushed me to begin scouting at Namara. I was fortunate enough to have contact with a few leaders from Lautoka who helped me with the registration of my troop; Namara Dolphins.

In that same year, I attended the BTC Stage 1 course in Lautoka. This really bolstered my scouting spirit. Soon I was reaping the rewards of the training as I was able to conduct scouting sessions in my school.

In the Lautoka District, I am the Publicity officer. In this role, I help the office bearers in the planning of scouting events throughout the year. As my interest lies in designing and artwork, I help the Council when it comes to designing of rally badges, scarfs, etc.

My other roles in the district are to:

Attend to all District Scout Council meetings and contribute to deliberations and suggest on upcoming scouting events such as Annual Rally, Patrol Leaders Course, Refresher Courses and Basic Trainings.

Coordinate any duties delegated by District Commissioner such as Base Activities and ensure safe and successful event completion such as Young Scouts Rally and Scouts Rally and outings under District banner.

Help run proper troop programme aligned to District Annual Calendar of Events and guide other leaders towards the same

Aid with resources and in taking base activities for other Scout Leaders during Training Courses.

Help raise funds for National Head Quarters with Job Cards and paying levy to as laid out by the district on Job Cards and contribute with Universal Funds during Founders Day Celebration.

Ensure the scouts prosper with guidance to get Proficiency Badges.

Work with other responsible Scout Leaders to bring Scouting to boys and help other leaders in the District with my knowledge and skills such as Woggle making using ropes.

Set a good example such as wearing Uniform correctly and live by the Scout Promise and Law.

b. As a young leader, it sometimes becomes tough to convince older and more mature people to become scout leaders. I grab every opportunity to encourage teachers and other people to join scouting and take leadership roles. We always need to be on the lookout for opportunities to expand the Scouting family, but we need to do so by recruiting the right person for the right position. We need to be aware, though, that the person we want to serve in a leadership position may not be available to serve at that time.

Not all people can become good leaders so selection of Assistants is a very difficult process. Since we are dealing with primary school students mostly, we need leaders who are highly motivated. Some of the ways that I help new leaders are by:

Encouraging and supporting Scout Leadership in their running of the troop.Assisting the Scout Leader with his responsibilities.Attending troop meetings and outings.Filling in for Scout Leader when required.Setting good examples and living by Promise and Law.

In consultation with my Group scout leader, I will extend my invitation to the village. The target is to develop leaders in the community. As the vision for the Ministry of Education states: Quality Education for Change, Peace and Progress, we must start from the communities. Once we are able to develop leaders in the communities, the scouts promise and laws would create a change amongst the people. Bringing about change in the communities will promote peace. The young students who would take scouting would develop into good scouts.

c. With consultation from District Commissioner, would request the District Training Leaders to arrange more training programmes such as:

1. Refresher Courses for Prospect Leaders2. Patrol Leaders Course and Stage 1 and Stage 2 course for new

recruits. 3. Develop a website for the District where all the important dates,

events, news etc. Are posted. This will also help market our scouting from district through words and social networking sites to have better publicity of the events undertaken by the district and at the same providing encouragement for other not registered schools to join and request the GSL’s to start Youth Scouts or Scouts Troop.

4. Include environmental awareness programmes to combat climate change.

5. Inclusive Scouting for special needs children.

“CHALLENGE”Question 12

a. How do you use your assistants and instructors to be more effective in your troop?

b. What are your plans for further SCOUT training for yourself?c. Choose a cub/scout proficiency badge which interests you. In

cooperation with other scouters and instructions carry out an activity which will introduce the subject of the badge to the SCOUTS. Give a report of the interest show this activity. Provide a detailed report of the work progress of the SCOUTS and their successful completion of the training requirements of the badge.

d. Provide a scheme of training for one year of your newly invested SCOUT in achievement of the Scout Badge and Bronze Arrow/the scout standard badges (Relate the scheduled of the meetings time duration of your Pack/Scout Troop).

a. Assistants are of a great help in many aspects of scouting. As a young leader, I need a lot of guidance and support from my fellow colleagues to fulfil the targets set out for the troop.

I delegate duties to my fellow leaders. This helps in the distribution of the workload. Some of the tasks that are distributed include finance, songs and games, knotting and lashing and history. Usually the GSL takes the financial

responsibilities of the troop as it becomes easy for him to liaise with the leaders and other stakeholders of the school.

Leaders that have sound knowledge of knotting and lashing are given this focus area as their experience makes it easy for them to teach the students.

Unity and team work forms strong foundation which enables a Scout Leader like me to run the Troop successfully. This unity and team work comes from the adequate assistance best given by the well trained Assistant Scout Leaders, preferable one or two depending on my Troop size.

To get an effective contribution from my Assistant Scout Leader, the following are important aspects for me to consider for getting the very best help from him or her. These include;

Giving an opportunity to explore and expand physical and emotional limits by actively participating in all aspects of the troop’s program.

Knowing my assistant personally.

Exploring on his strengths and using them to troop’s effectiveness whereas discovering the weakness and helping him to overcome them through brotherhood of scouting.

Assigning him definite responsibilities, depending on his abilities and interests as well as on the needs of the troop.

Giving them tasks from that range from running an activity to helping a Scout with advancement requirements.

Letting ASL instruct patrols in variety of Scouts skills, running special programs at Annual Rally and aiding in the PLC’s program planning and troop program planning.

Giving due credit and praising for performing duties well as assigned to him thus keeping the scout spirit at the troop alive.

Helping him feel as a team player by accepting his advices and even allowing him to mentor, guide and assist the Patrol Leaders.

Socialising with SL’s from other troops thus sharing and learning further from their experiences and suggestions.

b. My scout Training Path began with Stage 1, proceeding to Stage 2 and then Stage 3 Assessment done by District Commissioner, Mr. Jainand Kumar at 1st Namara Dolphins Troop. Stage 4 (Practical Approach) was organized at Qalitu Primary School in the year 2015.After the Successful completion of my stage 4 assignments, I wish to continue training to up skill myself.

Some of my future targets in scouting include:1. Learn as many knots as I can from senior leaders, peers, and

through book and internet references.2. Attend one of the Venturers and Rovers rally in the near future.3. Attend refresher courses offered within the country, regionally or

internationally.4. Represent Fiji at the 2019 World Scouts Jamboree in the United

States of America.5. Aim to achieve my service hours in order to achieve my Messenger

of Peace badge. I also wish to encourage more scout leaders to offer services and aim for messenger of peace badge.

Currently, with warrant to serve scouting at the Troop, I will be a fully trained leader and I will continue to uplift scouting at the Troop I am currently posted to or get posted to in near future.

c.)Proficiency Badge: Water Safety

This proficiency badge was chosen because of the location of the school. Since the whole island is surounded by water, there was a need for all scouts to be know water safety.

1. Talk to parents, boat captains and other people in the village to gather information on some of the safety skills required while out at sea.

2. Identify and list the safety equipment needed while trafvelling at sea

3. Describe three common cause of bush fire and how those causes can be reduced.

4. Gather information on some of the disasters at sea due to improper safety.

Step B. Skill

As a member of a Patrol:

1. Learn the use of the following from a trained person in the village (boat owners/ resort workers):

- Life jacket- Flare- Rope (tieing bowline)- Safety signals- Buoys

2. Demonstrate the steps in applying CPR in case of emergencies. 3. Demonstrate the steps in saving a drowning person.4. Seek help from trained personel at the resort to learn swimming.

[Note: Recordimg sheets and permission will obtained from the boat owners/ resort managers for the students to learn about the equipment]

Step C. Activity

Carry out the following:

1. During a scouts session, demonstrate the use of the equipments mentioned above.

2. Explain the procedures carefully with steps written on charts.

Report:

This Proficency badge was the first badge that these island kids were going to work towards. There was a lot of buzz and excitementas they were all eager to get their hands on the first ever proficency badge for their scout uniform. All the necessary permissions were gained from the G.S.L, the Resort managers and the boat owners.

A timeline of three weeks was given to the scouts to complete their investigation and research. On Saturdays, the scouts were seen with boat

owners and at the resort learning about water safety. Positive feedback was given by the villagers after they saw the eargerness of the scouts in pursiut of their first proficiency badge. After the first week of activities, the scouts progress was checked. It was overwhelming to see that majority of the scouts were doing well

and their work was on par with the expectations. During this week, the scouts met up with a boat owner from the village. With him, they were able to learn about safety in a boat. Some of the activities carried out were the carried out were learning how to tie the bowline, the correct method of wearing a life jacket.

In the second week, the scouts learnt the use of the flare, saving a drowning victiom and CPR procedures. This was an interesting session for the students.

In the third week, the students compiled the reports for presentation and prepared themselves for presentation. Charts were made for displays.

The fourth week was the presentation week. During the school based scouts session, Mr Epeli Rawaqa, a former GSL of the school was the chief guest. The scouts did their presentation. It was evident through their presentations that they hard worked hard to learnd water safety skills. The chief guest was also pleased with the efforts of the scouts and commended them for their work.
