• Developing countries are at a lower capacity to adapt and have limited local best practice for new challenges.

• Sharing experience and advances developed in other countries can release this burden and provide practical approaches and experience for reducing vulnerability to climate change.

• Global shift away from a supply-driven adaptation projects to longer-term national planning. All this would be strengthened if underpinned by coordinated knowledge sharing between countries at similar stages of development.

• Significant recognition of this at an international level, leading to institutional arrangement. • China as a “laboratory “for climate change adaptation. The practical approaches developed in China

are of global importance, i.e. slow onset, transboundary issues. • With the National Adaptation Strategy in its final stages, China has experience to share of

responding to climate impacts with a coordinated, cross-ministry strategy to mainstream adaptation into Chinese policy.

• China (alongside India) is being increasingly looked to by other developing countries to stimulate mutual learning and capacity development.

• Public commitments - Xie Zhenhua announcing four major areas of work at COP17, Rio promises. • 12FYP, White Paper of China’s Policy and Actions in Responding to Climate Change and the White

Paper on Foreign Aid also provide for similar assistance to developing countries to support their adaptation measures.

Strategic IKS and communication for the ACCC Project is a systematic approach to better understand our stakeholders and therefore effectively communicate the lessons of ACCC to them through tailored and targeted products and events. The result will be evidence based decision making for climate change adaptation and increased resilience to the impacts of climate change in China and target developing countries.

Forum Objective How we support ACCC Activities

UNFCCC Nairobi Work Programme

To assist all Parties to: 1. improve their understanding and

assessment of impacts, vulnerability and adaptation to climate change;

2. make informed decisions on practical adaptation actions and measures to respond to climate change on a sound scientific, technical and socio-economic basis, taking into account current and future climate change and variability.

We support this through: - Official partnership with the NWP, and engagement with expert workshops and knowledge sharing. - Directly improving understanding & assessment of impacts, vulnerability and adaptation to climate change through capacity and direct assessment in key sectors on a national and provincial level in China. - Supporting evidence-based decision-making by providing policy relevant data and tools.

Current activities: - Official Partner organisation - focal point meetings, pledge - Experts sent to technical workshops (i.e. Water in Mexico) Planned: - Experts submitted to the roster - Updates to the pledge - Case studies for the knowledge sharing database

UNFCCC Cancun Adaptation Framework : Capacity Building, Finance and Technology Transfer

To enhance action on adaptation through international cooperation and coherent consideration of matters relating to adaptation under the Convention.

We support this through: - domestic implementation of capacity building and research on appropriate financial mechanisms. -- feeding into the Third Review on CB for Economies in Transition (due before 2016) as part of ACCC’s M&E work. When the Capacity-building information portal is launched in Autumn 2012, we will share experience there.

- Developing and delivering capacity building activities for researchers, policy makers and communities - Supporting the strengthening of national-level institutional arrangements for adaptation. - Financial and technical approaches for adaptation action, such as CRCPP and NDRCC’s research on risk transfer, and the development of RCMs with UK Hadley Centre Met Office for improved regional climate science.

UNFCCC Work Stream on Loss and Damage

To strengthen international cooperation and expertise in order to understand and reduce loss and damage associated with the adverse effects of climate change, including impacts related to extreme weather events and slow onset events.

We support this through: -considering approaches to address loss and damage associated with climate change impacts in China. - improving understanding of disaster risk and slow onset events.

Experts sent to the Asian Experts meeting in Bangkok to present on China’s experience, particularly with slow onset events.

5th Asian Ministerial Conference on Disaster Risk Reduction

To enhance DRR at the local level as part of strategic venue to build nations’ and communities’ resilient to disaster.

We support this through: -Integrating Local Level Disaster Risk Reduction and Climate Change Adaptation into National Development Planning - Local Risk Assessment and Financing Strengthening Local Risk Governance and Partnership.

A joint side event with CDKN and the Red Cross on Risk Transfer and innovative mechanisms to protect vulnerable people at the local level. An expert from NDRCC will appear.

UNCSD Rio+20 To secure renewed political commitment for sustainable development, assess the progress to date and the remaining gaps in the implementation of the outcomes of the major summits on sustainable development, and address new and emerging challenges.

We supported this through: -Contributing to events on assessing progress and identifying gaps for sustainable development, -- Presenting on responses to new and emerging challenges such as climate change adaptation and desertification.

ACCC Speakers at a series of side events from the launch of Brazil’s National Panel on Climate Change, UNEP’s China Focus panel, two Oxfam events, Actionaid side event on Community Risk and Vulnerability and a high-level panel convened by the World Bank to discuss Inclusive Green Growth with 3 Ministers and the Dep MD of IMF.
