42. Webcasting Introduction The Chairman reminded everyone present that the meeting would be broadcast live to the Internet, and that the Council had adopted a protocol for the webcasting of its meetings.

43. Confirmation of Chairman and Vice Chairman for the meeting Noted that at the last meeting it had been agreed that Daisy would chair this meeting and Tilly would be Vice Chairman.

44. Minutes RESOLVED:

That the minutes of the meeting held on 13 April 2010 were agreed as a correct record.

45. Guest Speaker Dr Charlie Davison

Charlie Davison from NHS West Essex R&D Department informed Youth Councillors about the PEBL (Patient Experience BLogs) project. The PEBL project provides a modern way for the people of West Essex to share their stories and experiences of health and to air their views and opinions about local healthcare services. Every month the PEBL project would be producing a summary of public contributions and sent directly to local NHS managers and decision makers with community views and feelings. In late 2010 and on into 2011 the project would be evaluated to see whether the project makes a difference. Youth Councillors asked questions about the confidentiality of the stories, the amount of bloggers involved and how the site was linked to Patient Advice and Liaison Service (PALS).

Charlie advised that confidentiality would be optional and up to the author with officers at PEBL checking each story before publishing to the website. The website had recently been activated, since Monday 10 May 2010 and had only received information and stories from pilot cases. In addition the PEBL project was linked to the PALS website, which deals with the actual complaint procedures and not general stories. The Chairman thanked Charlie Davison for attending.

46. Guest Speaker Mark Squire: Ongar Town Council Mark Squire, Ongar Town Clerk gave a short presentation about Ongar Town Council and the roles and responsibilities. Mark enquired whether the Youth Councillors would be able to help with advice and information on getting a Youth Council established in Ongar, because of previous unsuccessful attempts. Connor supported the idea as a Youth Councillor representing Ongar and advised that many young people would like to see partnership working to try and resolve issues that are affecting young people in this area of the District. The Chairman thanked Mark Squire for attending.

47. Project Group Updates. Diane confirmed the two project groups for phase one and Youth Councillors had decided on the membership for each project group; AGREED that project group 1 would be What’s on and where? with Abi, Connor, Daisy, Ellis, Jekin, Katie, Tilly, Trini and Yasmin. AGREED that project 2 would be ‘Free Time’ Vox-Pox Film with Annie, Gabriella, Harrison, Haris, Scarlett, Annette, Beejal, Heather, Hibba, Holly, James Harrington and James Jackson. AGREED that Duncan would advise Diane his preferred project group.

48. General Elections Connor, Annie and Duncan reported back to Youth Councillors on the General Election Count attended on Thursday 6 May 2010. The evening provided an insight into how elections were dealt with throughout the Epping Forest District. Annie and Duncan commented on the process and length of time taken verifying the votes for the General Election and District Election before the counting began. Everyone enjoyed themselves and recommended other Youth Councillors to attend a future count.

49. Use it or don't lose it Connor informed Youth Councillors that he had attended the ‘Use it, don’t lose it’ event in Parliament Square on 19 April 2010, to promote BYC general election manifesto to remind people that Tuesday 20 April 2010 was the last day to register to vote. Further information could be found out through the BYC website at www.byc.org.uk .

50. Youth Opportunity Funding

Annie informed Youth Councillors that the EFYC had been successful in obtaining £8439 from the Youth Opportunity Fund which she applied for, to create a DVD on safety issues for young people in the District. The funding would provide the ‘Free Time’ Vox- Pox Film project group to purchase the relevant equipment required to create a DVD.

51. Connexions Webpage Group Tilly advised that EFYC members of the Connexions Webpage Group had attended a meeting in Harlow which looked at the Connexions website, Essex Young Life and safety for young people when using the internet. The next meeting would be on Thursday 3 June 2010 in Chelmsford. Members that require transport should advise Richard Banbridge directly by the 24 May 2010.

52. EFYC Newsletter Lucy informed Youth Councillors that she would be creating a quarterly EFYC Newsletter, to be distributed across the District in schools, youth clubs and to District Councillors. Lucy asked that Youth Councillors produce articles and take photographs of events that they attend for the September Newsletter and advised that the first issue would be distributed in June 2010.

53. Open College Network Accreditation Vicky presented Annette, Katie, Haris, James Jackson, Harrison, Connor, Yasmin, Tilly, Jekin, Ellis, Heather, Scarlett, Beejal and Duncan with Open College Network Accreditation certificates.

54. New Submission forms received No submission forms had been received for Youth Councillors to consider.

55. Update on previous submission forms No further updates.

56. Business for next meeting (i) AGREED that Beejal would chair the next meeting on 15 June 2010, Daisy would be Vice Chairman.

57. Any Other Business (a) Notices by Diane

YEA Members - Diane would contact the Co-opted Young Essex Assemble members for a progress report. Resignation - Diane advised that a current member of the Youth Council may resign and officers would confirm the situation once resolved with that Youth Councillor.

Youth Council Award – Diane gave a short speech and awarded Annie the Youth Council Trophy. Annie received the award for her successful application to the Youth Opportunity Funding and achieved the full funding. Annie would now attend the Civic Awards in 2011. Consultation Event - Oakwood Hill, Loughton – Community Development team have arranged for a consultation day on 12 May 2010 for the local residents of Oakwood Hill, Loughton. Youth Councillors should advised Diane if they would like to attend. Drama Fun Day – Diane has arranged a drama day about Stereotypes by Sarah Bellairs and Amber Armitage from 10:00 – 16:00 at The Bridge Youth Centre, Buckhurst Hill. ASDAN Qualification – On the 18 May 2010, Youth Councillors can obtain a Volunteering at an event Award – Level 1, through documenting the learning experiences from the Youth Conference. (b) Notices by Members Waltham Abbey Town Show – Heather asked Youth Councillors who were attending on Saturday 26 June 2010, to help staff a stall and promotes the Youth Council to residents. All Youth Councillors are asked to bring lunch money or packet lunch Youth Councillors must wear EFYC T-shirts and ID badges. Cyber Bullying Workshops - Beejal enquired about further training and workshops to be provided in schools relating from the Cyber Bullying training Pc Shelly provided. Braeside, Debden Park and St John’s School pupils have expressed an interest in receiving the youth training. Connor advised Members that he had attended the BBC Politics Show and Question Time recently. The events provided a useful insight to adult politics and Connor recommended any Youth Councillors interested in journalism or politics to look at the BBC website for further information and free tickets. ACTION: Diane to contact Pc Shelly about further training for pupils.
