On a much better note… our other courses are on the upswing. After a decline in Advanced Grades, we have seen a major increase in deliveries in 2007. This can be attributed to the new JN and Seamanship courses released in the 2nd quarter of 2007. You also can see the effects of the release of the new P and AP in 2005. We have found a renewed interest in courses right after a major upgrade is released. Part of our plan is to continue to update courses to keep the interest up.
Our Elective courses have had some ups and downs for the past seven years with a significant increase in deliveries in 2007 attributable to the new Engine Maintenance course.

USPS’ new boating course
Superior content & graphics

America’s Boating Course – 3rd Edition … that is the name of our new public boating course. Since the Coast Guard Auxiliary has withdrawn from the ABC consortium, we are the sole owners of that program. The ABC name has wide recognition and we have chosen to use it for our new unified public boating course. It will be available late spring or early summer as the supplies of the Squadron Boating Course have been exhausted.

It will come with one book with two parts. The first part will look a lot like Boat Smart, but use graphics from ABC. The content will be more robust drawing some from the Squadron Boating Course. The second part will provide the fundamentals of coastal and inland navigation using electronics.

We will continue to offer the current ABC for our classroom use until the supply is exhausted. We also will offer the current internet course for the remainder of this year. We have sufficient quantity to do that.

Addition of Seminar Series…

Seminars attract ‘experienced’ boaters. Many of these people are not inclined to take a public boating safety course, but they want the information contained in the seminar, so they will come. This provides us with a recruiting opportunity. Ultimately, by taking enough of our seminars, and perhaps a course or two, they will receive much the same content that they would in a boating safety course. Having them in the classroom enables us to impart important information and recruit new members.
The seminars also represent an opportunity to ‘re-engage’ our existing member base with new content that they want. The seminars are easy to deliver – typically taking only one session, and we have excellent instructor tools. We recognize that the format is a bit different from that in a course, so we are launching an initiative to train the trainer.

Using GPS
Onboard Weather Forecasting

Here are the six titles that have been available. How to Use a Chart, Using GPS, Using VHF and VHF/DSC Marine Radio, Onboard Weather Forecasting, Boat Handling, and Sail Trim.
Of these, VHF should be one of our premier offering since DSC is becoming more mainstream with the roll-out of the Coast Guard Rescue 21 across the nation. (see separate presentation from USCG)

We are about to release these titles over the next few weeks. Paddle Smart is ready, Anchoring is ready, Marine Radar is ready, Hurricanes and Boats is ready. Marine Knots will ship as soon as we receive the knot board kits.
Radar is an outstanding seminar and features a book by Kevin Monahan. The book retails for $25 so the $25 seminar cost to squadrons is a bargain. PaddleSmart was presented at the Annual Meeting. It features a book written by Shelly Johnson which is superb and detailed. The seminar covers both canoes and kayaks. An optional canoe book is available if you have a more canoe-oriented audience.
We presented three seminars at the recent Trawler Fest in Stuart, FL. We had packed rooms and were the top attendance seminars for this major event. We presented Radar, VHF, and Anchoring. Anchoring was to a standing room only audience of 110 people. All got rave reviews. We have the right titles and the right material. Now it’s up to you to present them.

Paddling represents the most significant growth segment in boating. Over the past four years, in excess of 50% of all new boats sold were either canoes or kayaks. Paddlers unfortunately suffer the highest fatality rate because these boats are tippy. Many who buy them fail to consider the risks and train for them. That is what this seminar is all about… making paddling safer and more comfortable with sold, basic information.
There are all sorts of advance programs for serious paddlers, but little for the ‘newbie’ or emerging paddler. That is what our seminar is all about. It has been reviewed by the Coast Guard and they have indicated that this is excellent material that is really needed in today’s marketplace. We now have the product, let’s use it.
ON a related note, for those of you within the Coast Guard First District (our districts 1,2,3,4,12,14,18, & 19) we are supporting a safety initiative to be conducted during 1 May to 30 June this year. Packets will be provided by the USCG to squadrons and flotillas in this area. We are being asked to reach out the popular launch areas to hand out these packets and talk with paddlers. The packets contain several brochures and a whistle. Our plea is to help them understand the importance of wearing a life jacket.

We are also working on a host of other titles. Marine Compasses is nearing completion as is Partner in Command (this replaces Skipper Saver). This seminar is designed for spouses and crew to indoctrinate them to the boat. The Marine Maintenance Series will show you how to maintain various equipment on the boat. River Boating and Locks is well along. Using Chartplotters has been frequently asked for. Navigation Rules includes Charlie Wing’s, “One Minute Guide to the Nautical Rules of the Road” a USPS guide also included with Seamanship. This seminar is an outstanding refresher and helps with those seeking to get a CG license. We also will have a seminar on preparing for a CG license. No need to spend thousands of dollars.

Clearly, the seminars offer a number of advantages. We use them to migrate the latest technology into our programs. They are quicker and easier to deliver. We should use our best instructors, but they are fun to deliver and require only one evening.
They have demonstrated an ability to attract people new to USPS and gain members. They also serve as a refresher or update for trained boaters so we can use them to re-engage our existing membership.

You all are aware of the great new courses that came on line last year… JN, Seamanship, and Engine Maintenance. Now we are coming out with a new series of courses/updates.
Starting with Navigation 08 – the companion to JN 07… this course is about to begin beta sessions. We have surveyed the districts to find out how many want to give this. Again a record response. IN a few weeks the first part of the kits will be available at HQ for those who identified interest. After they get first shot, we will respond to any other squadron and district with the remaining supplies. This new course takes celestial navigation to the stars, moon, and planets. Then it goes into practical electronic navigation using a timed copy of Vessel Passage Planner which automates the Pilot Charts right on your computer to optimize your route for your desired time of travel, boat and preference. This then provides information to a full registered version of the CAPN software for navigation. The CAPN is delivered with 17 DVDs with the entire suite of NOAA charts and this commercial software used by the Coast Guard, the Navy and commercial/recreational navigators. This is an exciting course.

In the works, we are about to release Marine Electrical Systems. This new stand-alone course covers everything you wanted to know about your boat electrical system including design, installation, troubleshooting and maintenance. It also covers use of multimeters and other tools – a great course. This is the first of the 3-course series emanating from our existing Marine Electronics course.
The second of these courses, Marine Communications Systems, will be released this summer and the third, Marine Electronic Navigation Systems by the beginning of next year.
In addition, we are rewriting Instructor Development to include the latest tools. We are also rewriting the Recertification Seminar.

We’ve heard a lot about Boat Operator Certification… it’s ready to go. We will be starting the Inland Navigator Certification in the next two months. We also are working on the next level.

USPS is taking the lead in boater education… especially advanced boater education. This is our core strength as an organization and the reason for our 501 (c) (3) status. We are set up to do it and we are looking to strengthen this network with better material and training.

USPS University has been a great success for us… with wide recognition and support in the boating community. We are taking it farther with initiative and outreach to boat manufacturers and venues such as Trawler Fest.
