    Matjhabeng delivered a lawyers letter to

    the Matjhabeng Local Municipality

    ordering them to refrain from further

    introducing the new electricity step-up

    tariffs which were not approved.

    The approved electricity tariff increase

    of 7,39% will be effected retrospectively

    with effect from 1 July 2014, states the

    letter.

    The step-up tariffs were invented by

    officials of the municipality and not by

    the municipal council, which render these

    tariffs unenforceable by law.

    HANDCUFFS, not traffic fines, will soon be

    the fate of motorists, minibus taxis and the

    four plus ones who do not obey traffic laws

    in Mathjabeng. This is the warning voiced by

    Supt Mojoro Makgalema of the Matjhabeng

    Traffic Department.

    The department has issued a strict

    warning to all motorists in the Goldfields

    area, as illegal driving is getting out of hand

    and a decision was taken to step up law

    enforcement. Intensive action will be taken

    against all forms of illegal parking. Motorists

    who obstruct traffic by parking on the road,

    those who use parking spaces reserved for

    the disabled or buses, as well as pedestrians

    who wait at illegal hiking spots for taxis,

    will be prosecuted. The department says the

    towing away of vehicles will form part of the

    action and motorists will find their cars

    removed when they have parked illegally.

    According to Makgalema the National Roads

    Act (Regulation 320) makes provision for

    authorities to impound vehichles which

    cause obstruction. The operation will start

    on 22 September and will go on as long as

    the department deems it necessary.

    Makgalema also says the department will

    soon meet with small farmers whose cattle

    are grazing in the city area and cause traffic

    problems. The department will negotiate

    with the Animal Welfare groups to find a

    way of keeping the animals safe in an

    impounded area if the farmers do not keep

    the animals off the streets. See story and

    A new action where all taxis will be

    registered and issued with a sticker to

    identify the drivers as legal operators, will

    also be implemented. Taxi associations will

    form part of this proccess.

    Makgalema issued a special warning to

    minibus and four-plus-one owners and

    drivers that they will not be fined, but

    arrested during this road safety campaign.

    Criminal cases will be opened and they will

    appear in court. The habit of ignoring traffic

    fines has forced the department to look into

    other ways to enforce the law.

    According to statistics kept by the depart-

    ment about 2 000 taxis are operating in the

    Goldfields. This includes taxis from other

    areas coming into the city, as well as local

    operators. With so many taxis in the area,

    the department can no longer tolerate the

    transgression of road laws by either taxis or

    other motorists, warns Makgalema.

    CRUELTY towards cattle and the

    disregard for motorists safety have

    caused both the traffic department and

    Claws to speak out against Welkoms

    cattle farmers.

    Cattle are constantly found to be walking

    in streets and wandering around in

    residential areas.

    At night motorists lives are endan-

    gered by animals on the roads surroun-

    ding the city.

    On Monday night a waste truck hit a

    herd of cattle near Bronville on the road

    between Welkom and Virginia.

    Four of the cattle were maimed

    and had to be put down by a police

    officer.

    Rochelle Tonks, a Claws animal welfare

    officer, told Vista about how she was

    called to the scene.

    Four of these animals were severely

    injured and had to be shot to end their

    suffering.

    People from the surrounding township

    area immediately arrived on the scene to

    cut pieces of meat from the carcasses.

    This caused an even greater road hazard

    as the incident happened right on the

    notorious sharp bend of the R73 road.

    It was already dark and according to

    Tonks it is a miracle that oncoming traffic

    did not hit the people who were harvesting

    meat in a free for all.

    According to eyewitnesses a herd boy

    drove the cattle across the road, but as it

    was already dark the truck driver did not

    see the animals.

    According to the public, most of the

    cattle in Welkom belong to councillors,

    wealthy businessmen or other highly paid

    officials.

    These so-called farmers employ illegal

    immigrants from Lesotho to look after

    their cattle and some of these young men

    have no idea of the implications of herding

    cattle across a busy road, as they come

    from rural areas.

    of the People (Cope), Matjhabeng Coun-

    cillor and party chief whip:

    THE Congress of the People (Cope) would

    like to put it on record that it is not aware

    of any agreed tariff hike as stipulated by

    Communications Officer of Matjhabeng

    (Kgojane Matutle) on 28 August.

    Cope would also like to make it clear that

    it has decided at provincial level to monitor

    the municipalities who are involved in

    increasing tariffs beyond Nersa require-

    ments.

    The increases will impact badly on poor

    communities to make up for debts done by

    officials who fail to be accountable and use

    finances responsibly, with no action being

    taken against them.

    Explanation and clarity are required from

    the responsible people in the municipality.

    Because of the economic climate in

    Matjhabeng, residents are not in a position

    to accommodate the extra charges being

    levied against them.

    The proposal sought by the DA as a

    remedy to avoid the extra charges would

    seem like the writing is on the wall,

    because with them not in the driving seat to

    see such a plan put in place, it was clear

    from the faces of ANC councillors that the

    easy way out would be to increase the tariff.

    They will not be beaten. They merely boast

    of having the majority and not the facts

    when they approach the matter.

    The municipality loses far over R50

    million with loss of water. If something is

    done to address this loss the municipality

    can save a lot of money, thus avoiding these

    unnecessary increases.

    There is no structure within the munici-

    pality with the power to approve the budget

    except the municipal council itself. Accor-

    ding to Section 59 of Municipal Structures

    Act, this power cannot be delegated.

    The overall financial implications, and the

    impact thereof, were fully discussed during

    the approval of the budget. What has

    happened cannot be claimed to have been

    fair or agreed upon. If these tariffs were

    agreed to in March, they will then force the

    increase to exceed the Nersa approved hike,

    which is 7,39% for Matjhabeng.

    Cope also notes that the impact of rates

    payment is not the same in the different

    communities of Matjhabeng. It can be seen

    from the Records of Payment for wards how

    the payment is done from disadvantaged

    communities, different sections of the towns

    and so on. This makes it clear from which

    area one can expect community members

    will bemore likely to complain about the

    tariff hikes. We need to stand together and

    protect the principle of acting according to

    resolutions, rules and regulations and call

    our municipality to account.

    The political will is needed from the

    ANC-led council to ensure the collections

    are done to pay Eskom.

    Cope made it clear at the 26 August

    council sitting that residents cannot be

    pushed and turned to pay rates only for the

    money to be used for unplanned, unbudge-

    ted provincial activities and other questio-

    nable items like t-shirts and bags. The

    municipality is left with millions of rands

    in debt.

    The worst part is that community

    members are invited to such events for

    political gain. The community does not

    realise that whatever resources are used for

    these events will in the end haunt them,

    such as possible electricity cuts.

    The community of Matjhabeng needs to

    work together and keep the municipality

    accountable.

    This is just a short note of appreciation

    to you and your personnel for all the hard

    work and effort from the Goldfields Hospice

    during the passing of my uncle, Werner

    Scholz.

    The dedication shown, especially by

    Sisters Annah Thebe and Leanie van

    Heerden, was admirable. As someone who

    has only heard about Hospice and who has

    never seen the organisation in action, this

    was an eye-opener. My family and I have a

    new-found admiration and respect for what

    Hospice is and does.

    An e-mail was sent on Saturday evening,

    and Hospice promptly made contact the

    Monday morning and came and visited the

    home. The patient was assessed and the

    family was counselled. For the next two

    months or so they made regular visits,

    provided support and advice on what to

    expect, how to handle certain situations

    and there were no unnecessary interven-

    tions. They provided comfort and caring to

    both my uncle and the family.

    On the evening my uncle passed away,

    Sister Annah was a rock of compassion and

    comfort. She stayed by his bedside right to

    the end and assisted with the arrangements

    thereafter. It is very rare in the times that

    we live in to come across dedication and

    commitment like this.

    Once again on behalf of the family, we

    wish Hospice all the best. Thank you for

    your hard work.

    THE Bronville police are looking for the

    family of a victim of an accident that

    occurred at Bronville on the Welkom

    Virginia Road on 10 June. The 38-year-old

    male, known as Richard Ralefifi Makheta,

    was allegedly walking on the side of the road

    on the day of the accident.

    A fast approaching vehicle hit him and he

    died on the scene. A case of culpable

    homicide was opened for investigation and

    was assigned to Det. WO Schalk Steyn of the

    Bronville SAPS Detective Unit.

    Anyone with information that may help to

    find relatives of the deceased can call Steyn

    from the Matjhabeng Ratepayers Associa-

    IN one of the biggest

    clamp-downs ever on

    corrupt police offi-

    cers the Hawks ar-

    rested 24 policemen

    inWelkom last week.

    Charges relating to

    contravention of the

    Precious Metals Act,

    money laundering,

    defeating the admini-

    stration of justice

    and theft were laid

    against the officials.

    The police mem-

    bers arrested include

    2 captains, 5 warrant

    officers, 2 sergeants,

    12 constables, an ad-

    min clerk and 2 reser-

    vists.

    They were mem-

    bers of various units

    from Thabong and

    Welkom.

    The whole opera-

    tion was started after

    the public had infor-

    med the Hawks of

    suspicious behavi-

    our of certain mem-

    bers of the police ser-

    vice.

    The officials have

    been under surveil-

    lance since April,

    said Lt GenThabethe

    Mpembe.

    The accused are Jo-

    Verlede jaar kon Ruth nie haar

    100ste verjaardag geniet nie, want

    sy was siek en in die hospitaal.

    Vanjaar was dit egter n ander

    storie. Talle familielede en vriende

    was daar en daar is onder meer

    aan n reuse-verjaardagkoek

    gesmul.

    Ouma, of is dit nou groot-ouma-

    grootjie Ruth, is op 10 September

    1913 op n plaas naby Odendaalsrus

    gebore. Sy het nooit die geleent-

    heid gehad om te reis nie. Die see

    het sy ook nog nie gesien nie.

    Ouma Ruth het 12 kinders gehad

    van wie 4 nog leef. Haar oudste

    kind is in 1936 gebore.

    Sy kan nie eintlik hoor nie, maar

    n n geslaagde katarak-operasie

    kan sy weer die Bybel in Sotho

    lees. Sy loop ook met n kierie.

    Al wat pla, is ho bloeddruk,

    maar, s haar jongste seun,

    Andries Mphono (54), sy eet

    heeltemal te veel sout.

    Sy het baie jare by n Martiens

    Berger in Odendaalsrus as huis-

    hulp gewerk.

    Later het die familie n HOP-huis

    by die munisipaliteit gekoop.

    Andries werk as tuinier by

    Elsab Steyn (86) in Dagbreek,

    Welkom.

    Toe sy hoor ouma Ruth word 101,

    het haar dogter Petro Fourie na

    Checkers by die Goldfields Mall

    gegaan om n verjaardagkoek te

    bestel. Sy het om afslag gevra,

    maar toe Pottie Potgieter, die

    bestuurder, hoor waarvoor dit is,

    het hy die koek geskenk.

    IN a desperate attempt to avoid bankruptcy,

    the Matjhabeng Municipality is taking a firm

    no-nonsense stance to recoup its finances.

    At a press conference on Tuesday morning,

    Sebenzile Ngangelizwe, the executive mayor

    of Matjhabeng, said that last month the

    municipality had to write off close to R1

    billion in bad debt. The Matjhabeng council-

    lors and officials owe the Matjhabeng council

    almost R8 million in arrears.

    He made no mention of the almost R1

    million the council gave towards the premie-

    re of the Free States inauguration.

    The heading of the press statement handed

    out at the conference was Cut-off looming.

    A very serious Ngangelizwe told journa-

    lists the naked truth about the desperate

    state of affairs in Matjhabeng.

    We have submitted down-payment plans

    to both Sedibeng Water and Eskom to avert

    legal action.

    He told of plans to collect monies owed and

    where the municipality could not collect they

    would write off that which was uncollectable.

    He said the municipality would no longer

    tolerate ratepayers who misused the system

    to duck their responsibilities.

    People who can afford to pay for services,

    but who avoid doing so by exercising some

    kind of ploy, will be brought to book.

    Vista tried to get to the bottom of the

    debate surrounding when and by whom the

    step-up tariff for electricity was approved, by

    asking the mayor and his panel several

    direct questions. Thabiso Tsoaeli, the chief

    financial officer, Mothusi Lephaena, the

    acting municipal manager, and the executive

    mayor all gave reasons and explanations, but

    still there is no clarity.

    They supplied the minutes of the meeting

    where the decision was taken on 30 May and

    a copy of an advert which appeared in Vista

    on 14 June (which the mayor says qualifies

    as public participation).

    Nowhere in any council meeting minutes

    is a breakdown of summer and winter tariffs

    given or even that this step-up tariff was

    approved with the 2014-15 budget. At the

    budget meeting council approved a 7,39% and

    the advert also states a 7,39% increase in

    electricity. Again, nowhere is the breakdown

    of a step-up tariff documented or advertised.

    Minutes of the meeting, where the budget

    was approved by a majority ANC vote, states

    that a step-up tariff for water and electricity

    must be introduced. A breakdown of the

    water step-up tariff is provided for public

    perusal, but no break down of a step-up tariff

    for electricity has ever been given or

    advertised, only a straight 7,39% increase.

    Vista understands that the DA has sought

    legal opinion, and on such advice is in the

    process of obtaining an interdict against the

    implementation of the step-up tariff for

    electricity in Matjhabeng.

    SEBENZILE NGANGELIZWE, the mayor of

    the Matjhabeng Municipality, said the

    municipality was not acting illegally in

    response to allegations of an illegal electrici-

    ty tariff structure. Currently, the municipali-

    ty is collecting 55% out of the envisaged 75%

    monthly. Mothusi Lepheana, the municipal

    manager, said the step-up tariffs of 7,39% had

    been approved in a council meeting with DA

    councillors and Nersa. There was a dispute

    with the DA, but the matter was passed by a

    vote which was won by the ANC.

    On the budget of R64 906 014 for 2014-15,

    the step-up tariff increase of 7,39% was

    indicated, said Lepheana.

    Thabiso Tsoaeli also confirmed that the

    winter tariffs were more expensive than the

    summer tariffs. He said buying electricity

    from Eskom cost the Matjhabeng Municipali-

    ty R35 million, which in winter increased to

    from R54 million to R62 million.

    Operation Patala campaigns are in full

    swing using the office of the CFO and

    municipal manager to act upon defaulters

    stealing water and electricity from the

    municipality and residents are encouraged to

    settle their accounts.

    Ngangelizwe said: The municipality will

    be collecting in all areas. Areas from where

    we cannot collect, will be reported to the

    council. Besides the main issues, there are

    also consumers who can afford to pay for

    services but who hide behind pensioner

    tariffs. As we implement our credit control

    policy we might cut off services at your

    premises permanently if we discover you are

    doing this.

    As for residents who try to escape their

    arrears by installing pre-paid meters, this

    will also be reviewed. If there is any illegal

    bypassing, the meter will be blocked.

    Local Municipality

    is on the verge of financial

    ruin following a combined debt

    by rate payers of over R2 billion.

    The Municipality is currently

    collecting 55% out of envisaged 75%

    every month of rates and taxes.

    According to the Acting Municipal

    Manager, Mr. Mothusi Lepheana the

    governments constitutional obligation to

    ensure sustainable, effective and efficient

    municipal services, promote social and

    economic development, encourage a safe

    and healthy environment by working with

    communities in creating environments

    and human settlements in which all our

    people can lead uplifted and dignified

    lives has been compromised by deliberate

    withholding of payments by ratepayers.

    Payment ratehasdroppedsignificantly

    to 55% and this has impacted negatively

    on our plans to improve service delivery

    and respond in time to our constitutional

    mandates due to lack of resources,

    he said.

    Residents; businesses; indigents;

    rentals; mines; schools; farmers and

    government departments owe the

    Municipality approximately R2, 645, 737,

    268.01 in unpaid debt.

    Operation Patala is in full force

    and the campaign is aimed at clamping

    down on services payment defaulters.

    Our objective as the Municipality is to

    ensure that services are delivered in an

    efficient, reliable and sustainable manner

    to all residents. To achieve that, we need

    income generated from, amongst others,

    electricity and water, said Chief Financial

    Officer Mr. Thabiso Tsoaeli adding that

    the Municipality will embark on a cut

    off campaign which is the last resort to

    enforce the discipline that comes with any

    credit

    transaction.

    We will be cutting

    the supply of electricity and water

    to consumers who are defaulting and we

    are also making a call to all rate payers to

    make arrangements to settle their accounts

    before we get to them. Rate payers are

    also warned that illegal bypasses and

    meter tempering are serious offences and

    culprits will be dealt with accordingly,

    said Mr. Tsoaeli.

    The disconnections are not something

    out of the blue. Matjhabeng will

    implement its credit control policy in all

    cases, which include letters of demand and

    other

    measures to retrieve the

    payments in arrears. We will even offer

    rate payers the opportunity to make

    arrangements for

    community and will face harsh

    consequences in the interest of rate payers

    who are honest and pay for the electricity

    and water they use, said Mr. Tsoaeli.

    Matjhabeng is serious about its

    mandate to deliver services to the 500 000

    residents but without resources it is simply

    not possible. Citizens must understand

    that that they dictate the level of service

    delivery by Matjhabeng to a large extent

    themselves. By withholding payment

    for services, or not paying for at all, it

    becomes an evil

    cycle which benefits no one.

    The Municipality is also in the process

    of investigating indigents following cases

    fraud where we have discovered that

    most elderly people are living with their

    children or relatives who can afford to

    pay for services consumed.

    The Municipality receives its revenue

    from two sources: from citizens who

    pay for municipal services, and from

    national government in the form of

    grants.

    The Municipal Infrastructure Grant

    (MIG) is one of them, whereby

    national government assist all

    municipalities with the developing of

    infrastructure and other projects that

    address the backlogs in previously

    disadvantaged communities. Council,

    however also has to provide counter

    funding, with other words: provide

    money from its own funds to pay for

    these projects.

    National government grants,

    unfortunately, are not sufficient

    to deliver all the programmes

    listed in Matjhabengs Integrated

    Development Plan. This necessitate

    that Council generates its own

    revenue. Sustained service delivery

    will not be possible without this

    revenue.

    It is therefore important that

    residents pay for their services such

    as water, electricity and others.

    Council buys water for the community

    from Sedibeng Water, and pays for

    it before reselling it to consumers.

    When consumers do not pay for their

    water, it means Council has to absorb

    the expenditure. This in turn impacts

    Councils cash flow negatively,

    resulting in being less able to deliver

    services such as repairing potholes,

    broken streetlights, new high mast

    lights and others.

    A Municipalitys service delivery

    expenditure can be compared to a

    circle: when consumers do not pay

    for what they have used, the circle is

    broken and the gap causes serious

    problems in other areas of service

    delivery. It is therefore very important

    that consumers and residents pay for

    their municipal services.

    Non-payment or with-holding

    payment for whatever reason, in the

    end impacts everyone negatively.
