ALFRED J. BOHLINGER

A native of the City of New York, and following his preliminary education, Alfred J. Bohlinger entered upon the study of law in the New York Law School in 1921, and became a member of the class of 1924.

While engaged in practice of his chosen profession, he was designated in 1943 as Counsel to a Moreland Act Commission, assisting in the investigation of the New York State Department of Mental Hygiene, in the preparation of the Commission's report, and in the drafting of remedial legislation.

In 1944 he became Deputy Superintendent of Insurance, and as such super­vised the Life, Casualty, Fire, Fraternal, Real Estate, Title and Mortgage Bureaus of the Department of Insurance. In 194 7 he engaged in a study of insurance practices in England, and was co-author of a monograph entitled "Insurance Supervision and Practice in England".

In 1950 Alfred Bohlinger was appointed by Governor Dewey as Superintendent of Insurance, which department has supervision over the business of insurance in the State. During his term of office he was active in the work of the National Association of Insurance Commissioners, serving on a number of its important committees, including the Executive Committee. He was also conspicuous in the development and drafting of model legislation adopted by that Association in connection with the regulation and supervision of fire and casualty insurance rates, model unfair trade practices law, and other uniform nationwide legislation in connection with insurance supervision in the United States.

Mr. Bohlinger is presently a member of the Executive Committee of the Civil Service Reform Association; of the Board of Trustees of New York Law School; and is engaged in the private practice of the law as a partner in the firm of Aranow, Brodsky, Bohlinger, Einhorn & Dann. He is a member of the Amer­ican and New York State Bar Associations, the American Judicature Society, serves on the Insurance Committee of the Association of the Bar and on the Committee on Banking and Insurance of the New York County Lawyers' Associ­ation. He is also a member of the faculty of the College of Insurance, lecturing on insurance law and regulation of the insurance business. He is a past President of the New York Law School Alumni Association, and has been active in the work of various charitable organizations.

Mr. Bohlinger, in recognition of your distinguished service as an outstanding citizen, a loyal friend of your Alma Mater, a devoted public official, and a lawyer faithful to your trust, in the training of whom we have had some part, New York Law School is pleased to confer upon you the degree of Doctor of Laws, honoris causa, admitting you to all its rights and privileges. A common denominator characterizes your manifold activities. Whatever you touch involves human welfare and whatever involves human welfare touches you. Ere one task is done, another beckons. You are a realist in judgment and an idealist in your concern for your fellow man.

A distinguished graduate, with first honors, of the Class of 1934 of New York Law School, you soon forsook the active practice of the law to organize the Research Institute of America, of which you are still the Executive Director.

Not content with the day-by-day problems of the business world, you entered the field of public service. At the invitation of our War Department, you served as Advisor to General MacArthur in the revision of the tax laws of Japan; you served as Special Economic and Political Advisor to President Diem of Vietnam; you are Chairman of the Board of the International Rescue Committee and Chairman of the Executive Committee of Freedom House.

You have been awarded the Commander's Cross of the Order of Merit of the Federal Republic of Germany; the French Legion of Honor; and the Kim Khanh Medal of the Republic of Vietnam.

You have served on the faculty of Georgetown University School of Foreign Service and lectured at the United States Mili_tary Academy.

You are a man of diverse talents for, in recent years, you have achieved notable success in the field of sculpture. Your bronze of Lincoln rests in the White House; your sculpture of Sir Winston Churchill was part of the Prime Minister's collection. The portrait of President Kennedy was commissioned by the City of Berlin, and your most recent bronze of President Johnson was pre­sented to him as the 1966 Annual Freedom House Award. Yours has, been a life full of interesting and significant accomplishments.

And now by virtue of the authority vested in me, I confer on you the degree of Doctor of Laws, honoris causa, and admit you to all the rights and privileges thereunto pertaining. In token of our action, I present you with this diploma and cause the hood to be placed over your shoulders.

ORISON SWETT MARDEN

I present to you, Judge Froessel, as a candidate for the Honorary Degree of Doctor of Laws honoris causa, ORISON SWETT MARDEN, President of the American Bar Association.

Mr. Marden was born May 22, 1906 in Sea Cliff, Long Island. His father was a lawyer and physician, and a distinguished author, editor and magazine publisher, who died in 1924 when Orison was 18 years of age. He earned his Bachelor of Science Degree at New York University in 1928, and his Degree of Bachelor of Laws from New York University in 1929. He was admitted to the New York Bar in 1930. He commenced the practice of law with the distinguished firm of White & Case, of which he is now a senior partner.

In spite of the burdens of practice in a large law firm, Mr. Marden soon became interested in the work of the New York Legal Aid Society, of which he has been a board member since 1948. He has also been a member of the Executive Committee of the National Legal Aid and Defender Association since 1948, and served as its President from 1955 to 1959. Through his leadership, the International Legal Aid Association was established in 1960, and he became its first President. He presently serves as Chairman of the National Council on Legal Clinics, and Chairman of the Defender Project of the National Legal Aid and Defender Association, which is administering a $4,300,000 grant from t11e Ford Foundation for the improvement of defender services. In 1961 he received the Arthur V. Briesen Award for devoted leadership in legal aid, and at ,that tinie the citation read:

"From the first, his heart has been committed to causes built on the ideal of equal justice under law. His ardor and his labors for it have grown during the years, but now they are world-wide in scope."

As a busy lawyer, he has also found time to devote his talents and energy to the work of the organized bar. He served as President of the Association of the Bar of the City of New York,1960 to 1962, and of the New York Bar Association, 1964 to 1965; Chairman of the National Conference of Bar Presidents, 1964 to 1965, and as a Director of the New York County Lawyers' Association since 1962, and as Chairman of the National Conference of Judicial Councils since 1963. He is a Trustee of New York University and the William Nelson Cromwell Founda­tion, and a member of the President's Committee for Civil Rights under Law. He is now completing his term as President of the American Bar Association, where he has served with great distinction. He is an original Fellow of the American Bar Foundation, and of the American College of Trial Lawyers. He has also served by appointment on state commissions and other civic bodies, where his public service has been a great contribution for good government.

It is with great personal pleasure that on behalf of the Board of Trustees I present to you Orison Swett Marden as a candidate for this honorary degree.
