ASA Board Meeting MinutesFebruary 5, 2015

Present: Mike Bennett, President, JimFreed, Ed Kruse, Robert Alden, RickLeone, Tom Turner, Marty Loving,Nancy Grathwohl Heter, and MontieSoules. Mark Gordon, Vice Presidentwas on conference phone and JakeAlden was in attendance for Show,DNA and Type Conferencediscussions and for the GeneSeekpresentation by Ryan Ruppert.

Called to Order at 9:45 a.m. byPresident, Mike Bennett.

Key Performance Indicators (KPIs)were reviewed.

Minutes from the January 16, 2015board meeting were approved.

No Financial report was availablebecause of the early date in themonth of the meeting. New Cashflow reports were reviewed.

Reports were given on Digital Beef,new registry in progress, EncoreVison progress on the website,Impact 2015 Type conferenceupdate, WHR RestructureCommittee concerning AI and ETcertificates.

Gary and Kathy Buchholz have asemen tank containing embryos andsemen from a number of herd siresand donors. They are going todonate the tank and its contents tobe used for sponsorship of the JuniorNational.

The Board approved that all proceedsfrom the Buchholz donation will gofor sponsorship of the JuniorNational.

Ryan Ruppert answered questionsconcerning issues with GeneSeek.Ryan explained the processes ofDNA testing at the lab andGeneSeek policies. Ryan and theBoard agreed that GeneSeek wouldput a letter in the ShorthornCountry explaining these issues tothe membership. Ryan indicated thatGeneSeek is now performing asecond test to confirm carriers forGenetic Conditions. This time wasimportant for GeneSeek tounderstand the importance of theissues the ASA has beenexperiencing.

The Board approved that there will beno costs to breeders for retestingDNA samples.


The Board discussed the need for AIand ET certificates when the newregistry system is in place.

The Board approved to discontinueissuing ET certificates. The $5 ETcertificate fee will be added to theET registration fee. This motion alsoapproved donor cows on WHRinventories that are paid in full, tohave credit to register 1(one) naturalcalf given to the first ET calfregistered from said Donor cow. Theadditional ET fees will still be due onsaid calf. If Donor has a natural calfborn later in same year of WHRinventory, the first ET calf will becharged full value less ET fees andnatural calf will be registered free forWHR fees. The motion alsoincluded discontinuing AIcertificates at the option of the AIsires owners. If the AI sire’s ownerdecides to make a bull a non-certificate bull, the bull may never bere-designated as a certificate bull.Owners that decide to continueusing AI certificates may do so; thefee for AI certificates to be issued byASA to AI sires’ owners will be $20.There will be no additional fees toregister an AI calf. These rulings willgo into effect June 1, 2015 or whenthe new registry from Digital Beefgoes live at ASA.

ASA staff is to inform members of thischange in the March ShorthornCountry.

The Board approved to employ amoderator and hold the ASA AnnualMeeting in conjunction with Impact2015 (Type Conference) in earlyDecember 2015 somewhere in thecentral part of the US for best accessof ASA members.

It was approved to weigh all animals(heifers and bulls) at the JuniorNational, Louisville and Denver.

The Board suggested a random hipheight measurement be taken forreference at the Junior National thatmight be disclosed and used atImpact 2015.

The Board approved to include theCow/calf classes (with naturel calf ) asa division champion to compete forGrand Champion Female at JuniorNational, Regional Shows andNationals shows. One vote against.

The Board approved DNA samples betaken to verify parentage on alldivision and reserve divisionchampions, and a blood sample betaken on any female that is a division

or reserve division that is over 20months of age and does not have acalf at side to verify pregnancy,according to the show rules at theJunior National and the 2 Nationalshows at NAILE and NWSS.Original registration papers shouldnot be required for check in after thenew registry is in place and tattooswill not be checked at the abovementioned shows. Exhibitors are stillresponsible to bring information tocheck in area to find entry andreceive their entry number to wear inthe show ring. One vote against.

Comments from members and breederswere presented regarding issues withthe lack of participation andopenness of the Show Committee.The perception of breeders is theywere not included when it came tojudge selections.

The Board instructed staff to contactShow Committee and inform themof rule changes and bring in a biggercommittee member base.

The Board Approved Jim Freed, GwenCrawford and Montie Soules to meetand identify the role of a JuniorCommittee.

The Board approved the By-Lawchanges presented by the By-LawsElection Committee, for re-districting districts, electing delegatesand ASA Board members. Seeattached for details. (This motionapproval was rescinded in the JuneASA Board meeting. (Laterrescinded: the membership will bevoting on this at the annual meeting)

The board agreed to have the By-LawsElection Committee continue tofunction as the By-Laws Committeeto review and makerecommendations to the Board inregard to updating the current ASABy-Laws.

Montie will contact legal for a rulingon changing the power of theExecutive Committee.

Discussion and update on selling theASA building.

The Board approved the use of ASAfunds for an audit of the ShorthornFoundation.

This monthalso marks a new changes for theShorthorn breed - check the newpolicies on 18 and 50 in this issue ofShorthorn Country. The new registry from Digital Beef is

a new and exciting tool that ASAmembers can proudly use. We havereceived many positive comments onthe options and user friendlyatmosphere of this package. Of coursethere are still some frustrations inlearning a new system; thestaff at ASA is here to assistyou in any way possible.Online bill payment withyour credit card is a newfeature. For your protection,ASA will no longer keepcredit cards on file. ASA members can

Impact 2015 Shorthorn Conferenceand Annual Meeting is a new activityand should be on your radar this year.This will be an exciting and importantevent for the Shorthorn breed.“Impact” is the force exerted by a newidea, concept, technology orphilosophy that will have an effect,influence or impression on someone or

something.The impact of new ideas

to move Shorthorn forwardwill be determined by thoseattending this conference.Attendees will have access toinformation that willdetermine the best pathstoward breed prosperity.Topics will include

changing/improving our breed to meetthe demands of the industry andaddressing the type of cattle we shouldproduce to expand our market andassure longevity. The willingness ofbreeders to accept what is necessary toproduce better Shorthorn cattle shouldbe the ultimate goal. We have need for a unified breed

concept of the important traits thatposition our breed for more marketshare. Discussion panels of judges,Shorthorn breeders and industryleaders will help provide the conceptthe breed needs. Other sessions willaddress the type and quality ofShorthorn cattle that will be theShorthorn of the future. That modelwill be directly decided upon by thebreeders who participate in this activity.We plan to have an instantsurvey/voting system allowing panelistsand attendees to voice/votes theiropinions; the results are available and

There will be presentations ongenomic EPDs and how they areintegrated with the EPDs of today. Allattendees will have the opportunity toask questions to help gain a fullunderstanding of our industry’stechnology.

Another topic is breed philosophy,the attitude or viewpoint creating a wayof life and direction for the breed. Ourcompetitors in the beef industry have

an attitude and a way ofthinking that sends amessage about whattheir breed stands for.Impact 2015 willinclude presentations onthe viewpoint ordirection Shorthorn

breeders desire. Shorthorn breeders willbe polled and attendees will besurveyed to provide a direction for ourbreed. Breeders joining this group ofleaders will determine the values andthe direction of our breed. Each andevery attendee will have theopportunity to provide input.Kevin Oschner, the host of NCBA’s

Cattlemen to Cattlemen show, willserve as moderator. He is also helpingplan the program and is acquiringresource people who think outside thebox. Industry leaders from all phases ofthe livestock industry have beeninvited. We will look at the past,present and future in many areasincluding shows, technology, juniorprograms, breed image and promotion.This conference is a “must attendevent” that will influence and effect ourbreed. It is time to make aSHORTHORN IMPACT!

will be a great addition to any breeding program as mature cows of donor quality.

WHR (Whole Herd Reporting)Restructure Rules and Fee Changes

A committee of three ASA members (2 WHR and 1 TOC) and three Board of Directors was formed last fall to look atrestructuring the WHR program. This group met a number of times, compared ASA to other breeds structures and fees, lookedinto needed revenue related to changes, and worked at streamlining the price sheet for ASA. This group spent many hoursreviewing many possible options. They felt it important to try and service both WHR and TOC at the present time, whileunderstanding the need for more performance data. They felt it was important to give discounts to members that paid promptly;additionally they saw the importance of getting the magazine to every member for more communication between ASA and itsmembership.

The Shorthorn breed is now on the cutting edge of technology for herd management and multiple other options availablethrough the new registry that went live July 1. The need to purchase an outside herd management system no longer exists as wehave made sure to have it included with your membership. You can now manage your cow herd within the registry which meansentering data only once, therefore making registrations and transfers much easier to complete without having to rely oninformation from paper notes or other software systems. Inputting performance weights as a group can be done all at once. Nomore entering them one at a time. The ease of putting in any activity has become more efficient through the new registry. Yes, thishas an expense but, the ASA Board felt the advantages to its membership and breeders across the breed made it worth the addedcosts. Many other breeds are moving to the Digital Beef registry system and it’s nice to be on the forefront of this movement.

WHR (Whole Herd Reporting) Restructure Rules and Fee Changes

1. Beginning September 1, 2015 WHR will be the only type of memberships available for new members.

2. TOC memberships will be grandfathered in and can stay a TOC type member/breeder after September 1, 2015. To maintain the TOC member/breeder status their membership cannot lapse or become a member not in good standing. TOC grandfathered memberships are not transferable. If a TOC member/breeder loses membership status as a TOC member/breeder they must rejoin ASA as a WHR member/breeder or in the future after January 1, 2016 as a WHR Breeder.

3. All memberships starting January 1, 2016 will be at the same fee regardless of breeder type.(WHR / TOC)

Annual ASA Membership Fee January 1, 2016 (membership includes subscription to Shorthorn Country magazine)….. $100

1. One membership fee for all members regardless of breeder status WHR Breeder or TOC Breeder as of January 1, 2016. (WHR member and TOC member will be referenced as WHR breeder and TOC Breeder.)

a. All paid members will receive a 1 year subscription to the Shorthorn Country Magazine included with annual membership fee. (Out of the US subscriptions will need to pay additional postage.)

b. Annual membership has access to new Digital Beef Registry with built-in herd management software to manage cowherd, breeding dates, birth activity, BW, WW, YW, DNA, ET activity, semen inventory, embryo inventory that will enhance and streamline management of your herd.

c. Annual membership is for the calendar year January 1 to December 31 of each year.

d. Annual membership will be billed in January of each year and is due on or before February 28. (TOC Breeders must not let membership lapse or will be required to become a WHR Breeder.)

e. As of January 1, 2016 you must be a member to register an animal at ASA.

f. No registration privileges will be granted until membership is paid each calendar year.

WHR (Whole Herd Reporting) Breeder Rules and Fees as of January 1, 2016

1.WHR Breeders receive EPDs on all qualified animals. WHR is a program for performance data to be turned in on every cow’s calf in the breeder’s inventory for EPDs to have full value of performance data. WHR Breeders are enrolling the cow for activity on said calf born in the calendar year the assessment fee is paid. The assessment fees also include the processing of performance data, ultra sound data, carcass data and genomic data.

2. Inventories will be available online or mailed upon request to WHR Breeders November 1st each year. The breeder will update their inventory and submit online or mail in to ASA. Inventories paid in full by December 31 before the calendar year the assessment is due will receive a 20% discount, per assessed female. Inventory and full payment is due before March 1 of calendar year in which the WHR assessment is due.

a. The WHR Breeder has to turn in their inventory before the invoice for the total herd assessment is created at ASA.

3. The Inventory the WHR Breeder turned into ASA for invoicing should include all females that are due to calve during the calendar year in which the assessment is paid.


a. The Inventory the WHR Breeder receives November 1 from the ASA will include all females that turn 21 months of age in calendar year the assessment is due. (Breeders have option to remove young first time females from inventory if they will not calve in assessment year see “3b” below.)

b. Any young female that will not calve in the calendar year and the WHR Breeder marks as “too young to breed” will not be charged an assessment fee for that year, it will remain active and can be added the next year with no penalty.

c. A reactivation enrollment fee will be charged for females removed from an inventory and are needed to be re-enrolledin a breeder’s inventory. Example: (assessment fee paid in 2013 not paid in 2014 and re-enrolled in 2015 would be charged a fee of $50.00)

4. The resulting calf from an enrolled female in WHR is allowed to be registered for free if the registration is completedbefore the calf is 12 months old.

5. Donor cows that are enrolled on a WHR inventory will be given either a free registration on their natural calf or ½ price of a regular registration fee on an ET calf, whichever is recorded first in the calendar year. After that any natural calf will get ½ price of a regular registration fee and all regular registrations fees will apply to any ET calf.

6. Registered Shorthorn and ShorthornPlus cows that are used as recipients that are enrolled in a WHR inventory will be given either a free registration on their natural calf or ½ price of a regular registration fee on an ET calf.

7. The resulting natural calf from a WHR enrolled female will get one free transfer if transfer is completed within 60 days from date of sale.

8. Females enrolled in WHR receive one free transfer for her, if transfer is completed within 60 days from date of sale.

9.WHR Breeders receive waived Herd Book acceptance fees.

10.WHR Breeders receive website link free under Breeders link on ASA website.

11.WHR Breeders receive waived initial entry fees. (Commercial and/or foundation animals registered with another breed).

12.WHR Breeders receive waived multiple transfer fees completed less than 60 days from date of sale.

13. The assessment fee is attached to the female for the calendar year; therefore cows that have had their assessment paid by a WHR breeder and sold to another WHR breeder will be part of the purchaser’s WHR inventory. (Breeders should note when a cow is transferred and or calf registered the waived fees for that female may have been used previously to entering thepurchasers inventory.)

14.WHR breeders can add a purchased animal (from TOC Breeder) to their WHR inventory for the same per cow assessment fee they initially paid on their WHR inventory for that calendar year.

WHR Assessment Fee Schedule Beginning 2016

1. Assessment fee for each qualifying female in inventory paid in full by December 31 before calendar year the assessment is due (20% discount)................................................................................................................................$16.00

EPD rulings for Whole Herd Reporting (WHR) and TOC Breeders

1. Only WHR Breeders will receive EPDs. TOC Breeders do not receive EPDs as of January 1, 2015.

2. EPDs will not be issued on progeny from animals that have two generations of pedigree estimates (PE) on sires, dams andgrand sires and grand dams. Performance data must be turned in for BW and WW in order to continue to have EPDs calculated. Effective January 1, 2017.

Whole Herd Reporting (WHR) Annual Audit on Data Submitted

1. Select top 50 bulls with most registrations each year.

2. Randomly select 3 sires from the 50 bulls (with computer software).

3. Inspect and audit all data and contemporary groups from three bulls randomly selected.

4. From the randomly selected three herd sires there will be a second random selection for three contemporary groups that will be subject to an on-farm audit.

5. Any suspect data or information will be fully investigated.

6. A third party will do the data audit. =


The annual Key Conference was heldin Sioux Falls, South Dakota and drewyoung Shorthorn enthusiast from sixdifferent states. The two day conferencegave the juniors the opportunity tolearn about different facets of theindustry, meet new people andreconnect with old friends, as well ashave some fun along the way. A total of24 people were in attendance at thisyear’s Leadership Conference.

Most of the participants arrived inSioux Falls on Thursday evening andon Friday morning the conference hitthe ground running when participantsloaded the vans to head to Brookings,South Dakota. The group started theirday at South Dakota State University inthe livestock arena, where past andpresent South Dakota state FFA officersconducted ice breakers and leadershipworkshops where participants got toknow one another better and learnedmore about leadership. Next, the groupheaded to the SDSU meat lab to have alesson in preparing meat from aprofessional. Each group waschallenged to cook a beef steak, achicken breast, and a pork bratwurst.During this workshop participants gotto sample what they made, and maketheir own dry-rub or marinade of theirchoice. Our participants had a lot offun and came up with some interestingflavours along the way. The next stopfor the day was Trans-Ova headquartersin Iowa. The group enjoyed a tour of

the facilities and had the chance to askquestions about the operation. Afterthe Trans-Ova tour was completed thegroup loaded the van for SchragShorthorns in Marion, South Dakota.At Schrags, the group had a quicklesson and livestock judging contestfacilitated by Joshua Cribbs, LivestockJudging Coach at South Dakota StateUniversity. After working hard duringthe livestock judging contest, the kidsenjoyed a beautiful evening of music,great food, games and great hospitalityfrom the Schrag Family. After of a longday of travelling and action-packedactivities, the group headed back toSioux Falls.

On Saturday the group started theday at Sanford and toured SABIOTherapeutics. While on this tour thegroup enjoyed making DNA in testtubes and learned about cloning andthe benefits that cloning livestock canhave in the human health industry.Upon completion of that tour, juniorsenjoyed some time at Falls Park inSioux Falls. Then the group enjoyedseveral activities and lunch at Falls Park.The rest of the afternoon was filledwith fun at Wild Water West WaterPark and completed by a miniature golftournament, where thecompetitivenesss of the group was atthe forefront. Upon arrival back to thehotel, the group reflected on theconference and had some more teambuilding and leadership activities.
