Minutes of 20th Meeting of WR Constituents regarding Connectivity & Long-
term Access applications in ISTS for Generation Projects in WR held on
17.02.2015 at MP Hall, POWERGRID Township, Gurgaon.
List of participants is enclosed at Annexure-1.
1. COO (CTU-Planning), POWERGRID welcomed the members and participants
to the 20th meeting of WR constituents regarding Connectivity/Open Access
applications.
2. POWERGRID informed that Minutes of 19th Meeting of WR constituents
regarding Connectivity/Long-term Access Applications for Generation Projects
in WR held on 5thSeptember, 2014 at Andheri (E), Mumbai were circulated
vide POWERGRID letter dated 27.11.2014.
3. POWERGRID informed that a no. of IPPs located in Western & Eastern
Regions had applied for Long term Open Access indicating Western and
Northern regions as target regions. Based on the above applications, High
Capacity Power Transmission Corridors (HCPTCs) towards Western and
Northern Region were planned and are under various stages of
implementation. Subsequently, with successful implementation of a number of
generation projects in Western Region and delay in implementation of a
number of generation projects in Eastern & Southern Region the power
scenario changed resulting in surplus in Western region, less than envisaged
surplus in Eastern Region and deficit in Southern Region. The changed power
scenario has resulted in requirement of additional power transfer from
Western Region to Northern and Southern regions and less power transfer
from Eastern Region to Western, Northern & Southern regions. Upon
analysis, it is observed that the transmission corridors presently under various
stages of implementation will not be adequate for inter-regional power transfer
under the changed scenario. In view of the above, additional transmission
corridors need to be planned. Presently, following inter-regional corridors
between Western & Northern region and between NEW grid and Southern

region are under operation / various stages of implementation by
POWERGRID / through Tariff Based Competitive Bidding (TBCB) route.

4. CTU informed that a substantial quantum of power transfer requirement is
envisaged to be taken care of by the above mentioned inter-connections.
Further, a comprehensive study has been carried out for assessing the
requirement of additional transmission system keeping in view the existing
allocation / LTA; LTA granted on the basis of target regions, firm PPAs & new
LTA application submitted for transfer of power from various IPPs in Western
Region. A brief study report in this regard was circulated as part of agenda
and the same is enclosed as Annexure-2. The highlights of the study report
are as below:
The total LTA quantum granted to NR from all the generation projects in
WR and ER including the central sector allocation is about 27000MW as
given below :

Further, the following requirement of power transfer has been indicated

Out of these new projects of 3240MW capacity, about 1244MW from
Khargaon TPP is proposed to be allocated to WR. In order to identify the
need for transfer of balance 2000MW power, it has been assumed that
the same shall be allocated to NR. Accordingly, total about 4000MW
additional power need to be transferred from WR to NR. With this, the
power transfer requirement from WR and ER projects to NR is as given
below:

5. From the study results, following common strengthening transmission system
has been identified for transfer of additional 4000MW power from various
generation projects in WR:

The implementation of the link and allocation of LTA would depend on the
requisite application by the generation projects as well as signing of requisite
commercial agreement as per CERC regulation.
6. CEA suggested that in place of Indore (WR) – Chittorgarh (NR) 765kV D/c
line, option of Vadodara(WR) – Banaskantha (WR) 765kV D/c line may also
be explored in order to utilize the Banaskantha – Chittorgarh 765kV D/c line
which is seen to be under loaded in the 2018-19 time frame.
7. CTU stated that in the present study, a low generation of Renewable Energy
(RE) has been considered so as to examine the need of corridor for transfer
of other conventional power. However, a lot of RE generation is envisaged to
get pooled at Bhuj Pool and Banaskantha and since the gestation period of
RE generation is very small (about 9 to 12 months), pushing generation from
conventional sources in WR to Banaskantha may only overload the corridor
beyond Banaskantha which has been planned for renewable generations.
Further, CTU informed that studies were also conducted taking into
consideration the suggested alternative of CEA and it was found that the
power flow on the Vadodara – Banaskantha 765kV D/c line is not substantial
(about 600MW).
8. CTU further informed that in some cases where quantum of PPA is more than
the quantum of LTA granted for a particular target region, the applicant shall
be initially allowed for operationalization of LTA up to the quantum for which
LTA has been granted based on target region, and for the additional quantum,
a fresh application shall be required to be submitted where change in region is
involved or change in quantum is more than 100MW, in line with CERC
Regulations which states that “ in cases where there is any material change in
location of the applicant or change by more than 100 MW in the quantum of
power to be interchanged using the inter-State transmission system or change
in the region from which electricity is to be procured or to which supplied,
afresh application shall be made, which shall be considered in accordance
with these regulations”. Further, the balance quantum (beyond the quantum
for which LTA has been granted based on target region)shall be considered

for grant of LTA after relinquishment of equivalent quantum from the LTA
already granted along with applicable relinquishment charges in line with
CERC Regulations / directions.
9. In the above backdrop, items-wise discussions were held in the subject
meeting and summary of the deliberations is as given below:
1.0 Connectivity Application of Surguja Power Pvt.Ltd. (4x150 MW)
POWERGRID informed that connectivity has been sought by M/s Surguja
Power Pvt. Ltd. (SPPL) for their proposed 4x150MW Surguja Thermal Power
project near dist–Surguja in Chhattisgarh vide their letter dated 06.09.14 to
POWERGRID.

ii. Status of Generation Project
As per information submitted with the connectivity application, the status of
generation project is given below:

1 Land 47.5 Ha of land is proposed for the Power Project.
The Power Project is being established for utilization of Coal
Washery Rejects generated from Parsa East &KantaBasan Coal
Block allotted to RVUNL. RVUNL has accorded its approval to sub
lease 47.5 Ha of the land to SPPL for setting up the reject based
Thermal Power Plant in Mine lease area.
2 Environmental
Clearance
Proposal for Environmental Clearance was submitted and ToR has
been issued by MoEF, New Delhi
Activities / Studies to comply with the conditions specified in the ToR
are under Progress.
3 Forest Clearance Forest Clearance has been given for Mine by the Competent
Authorities; further application for transfer of Forest Clearance in
favour of SPPL is submitted to the competence authorities and is in
progress.
4 Fuel Arrangement The power Project is based on the Coal Washery rejects generated
from the Parsa East &KantaBasa Coal Mine
5 Water Linkage WRD, Chhattisgarh has allotted 35 MCM water required for the
Power Project.
iii. Proposal of Connectivity
In view of the project capacity, unit size, and proximity of the generation
project, following connectivity was proposed:
SPPL Switchyard – Dharamjaygarh 400kV D/c line
CTU informed that the above line can be either implemented by the
generation developer as dedicated transmission line or can be implemented
under coordinated transmission plan of CEA/CTU through Tariff Based
Competitive Bidding (TBCB) route subject to fulfilment of desired conditions
viz. signing of necessary agreements, submission of Bank Guarantee etc.
However, looking into the time frame when the connectivity has been sought
(Jan, 2017) i.e. only 23-24 months are remaining, generation developer
requested that they may be allowed to undertake implementation of the
dedicated transmission line.
CTU enquired from M/s SPPL about the reasons for seeking connectivity for
only 490MW, though the installed capacity is 600MW (I.C.:4x150MW). M/s
SPPL informed that they have applied for connectivity on ex-bus capacity

which is 490MW. The balance 110MW of power is envisaged to be consumed
within their plant as a part of plant auxiliaries, washeries etc.
CTU advised M/s SPPL to apply for LTA at the earliest as mere connectivity
does not ensure the evacuation of power and may result in congestion.
After detailed deliberations, following was agreed:
a) Connectivity is granted to SPPL for 490MW for their 4x150MW plant at
Parsa Village, District Surguja, Chhattisgarh through following
transmission system
SPPL Switchyard – Dharamjaygarh 400kV D/c line
b) The above transmission system along with line bays at either end shall
be implemented by the generation developer matching with the
commissioning schedule of the project.
c) 1x125MVAR, 420kV bus reactor shall be provided at the generation
switchyard by the generation developer.
d) Transmission system strengthening to facilitate power transfer from
Dharamjaygarh Substation shall be identified once M/s SPPL applies
for Long-term Access as per CERC Regulation, 2009
2.0 Request of TRN Energy Limited for change in Beneficiary
CTU stated that TRN Energy Limited (TRN) was granted LTOA in 2010 with
target beneficiaries; WR – 243 MW & NR 150 MW. TRN vide their letter dated
29thJuly 2013, enclosing the copy of PPA for 390MW with UPPCL through
PTC, informed that they have signed the PPA for 390MW with distribution
companies of Uttar Pradesh which is scheduled to commence from October
30, 2016. In view of the above, TRN requested for change of beneficiary as
390MW to NR and 3 MW to WR from October 30, 2016 onwards. The matter
was discussed in the 18thLTA and connectivity meeting of WR constituents
and based on decisions taken in the meeting, letter incorporating above

modification in the LTA quantum (NR-390 MW, WR-3 MW) was issued on 27-
12-2013.
CTU informed that the matter was again discussed in the 19th LTA and
connectivity meeting of WR constituents wherein it was agreed to
operationalize 150MW LTA to NR as per earlier BPTA signed by TRN with
Champa - Kurukshetra HVDC link (1st 3000 MW module) and other
transmission system) subject to fulfillment of other requirements by TRN / UP
in line with CERC regulation. Operationalization of balance quantum shall be
subject to relinquishment of 240MW from WR in line with CERC Regulations /
directions.
TRN requested for early operationalization of the balance quantum of 240MW
to NR (UP) as the project is expected to be commissioned at an early date.
CTU informed that the matter of fresh application for change in region had
earlier been referred to CERC for clarification. CERC in its order dated
16.02.2015 against petition no. 92/MP/2014 has categorically mentioned the
need for fresh applications in all such cases where there is a change of
region.
M/s TRN submitted that following the MoM of 18th OA meeting they have
already made commitments to their beneficiaries for transfer of power.
CTU stated that as per the CERC orders; all applicants need to comply with
the regulations.
It was agreed that 150MW LTA to NR may be operationalized with Champa -
Kurukshetra HVDC link (1st 3000 MW module) and other transmission system
subject to fulfilling of other requirements by TRN / UP in line with CERC
regulation as per the BPTA signed by TRN.
It was desired that TRN may submit all relevant details regarding their
commitment for operationalization their entire quantum of PPA for further
deliberation.

3.0 LTA and Connectivity Application of NTPC Ltd. for Khargone TPP
(2x660MW) and Connectivity Application of 2x660MW Dwarkesh Energy
Ltd. in Madhya Pradesh
CTU stated that Connectivity and Long term Access has been sought by M/s
NTPC Ltd. (NTPC) for their proposed 2x660MW Khargone generation project
near Khandwa in Madhya Pradesh. Entire power from this project is proposed
to be allocated to constituents of Western Region. In the 19thmeeting of WR
constituents regarding connectivity and LTA, some constituents had raised
the issue regarding the quantum of power for which NTPC had sought LTA.
NTPC during the meeting had agreed to revise LTA quantum as per MoP
allocation. NTPC had also informed that coal block allocation at Pakri
Barwadih was under review by the Supreme Court and the decision was
awaited. Subsequently, NTPC had intimated the revised LTA quantum as
1244.19 MW with following allocation proposed for constituents of WR.
Madhya Pradesh : 622.14 MW Chhattisgarh : 49.77 MW Gujrat : 164.57 MW Maharashtra : 205.06 MW Goa : 8.21 MW UT of DNH : 4.73 MW UT of DD : 3.10 MW Unallocated : 186.61 MW Further, CTU stated that M/s Dwarkesh Energy Ltd (DEL) had applied for
connectivity for their Torniya Thermal Power Project (2x660MW) at Khandwa,
Madhya Pradesh. The application was discussed in the 16th Meeting of WR
constituents regarding connectivity and Long Term Access held on 9th May
2012. In view of the slow progress made by the generation project, further
processing of connectivity application was kept in abeyance. M/s DEL vide
their letter dated 3rd January 2014 have updated their project progress and
have requested to consider the connectivity application of the project and also
to consider Connectivity at 400kV level instead of 765kV level proposed
earlier.
The salient features of M/s DEL generation project, as per connectivity
application, are given:

CTU informed that these two projects have been considered in
comprehensive studies (refer Annexure-1) and following associated
transmission system is proposed.

CTU asked M/s DEL to update the status of the generation project as well as
tentative timeline of submission of LTA application.
M/s DEL stated that their generation project has been delayed on account of
coal block allocation issues and the anticipated schedule is U1: Mar’19; U2:
Sep’19. Regarding submission of LTA application, M/s DEL agreed to
deliberate on the same but gave no clear timeline.
CTU asked NTPC to update the status of coal block allocation for Khargone
TPP as well as the schedule of their generation project.
NTPC informed that coal block issues are now sorted out and the anticipated
commissioning schedule is- U1: Jun’19; U2: Apr’20. NTPC also stated that
startup power requirement would be at 400kV level tentatively by Oct’17.

Further, NTPC requested connectivity at 400kV level via LILO of one circuit of
Rajgarh – Khandwa 400kV D/c line at NTPC Khargaon switchyard in addition
to the identified evacuation system. NTPC stated that as the subject line
passes very near to the generation project, the same may be used for startup
power. LILO of one ckt of Rajgarh-Khandwa 400kV D/c line may be bypassed
at Khargone generation switchyard after commissioning of the identified
evacuation system and may be utilized under contingency condition.
CTU stated that if M/s DEL fails to submit the LTA application soon,
transmission system for Khargaon TPP would have to be taken up first.
After further discussions, it was decided that in view of mismatch in the time
schedule of Khargaon (keeping in mind the startup power requirement of
NTPC) and Dwarkesh project, the phasing of transmission system would be
carried out. After further review, following transmission system emerged:

The above transmission system would be taken up in the next Standing
Committee Meeting for approval by the WR constituents.
4.0 LTA and Connectivity Application of Ideal Energy Projects Ltd. Nagpur,
Maharashtra (1x270MW)
CTU stated that M/s Ideal Energy Projects Ltd. (IEPL) has applied for grant of
connectivity (270MW) to ISTS grid and LTA (240MW to SR) on 05-12-2013. In
the 19thmeeting of WR constituents regarding Connectivity and LTA, CTU had
informed that IEPL is already connected with MSETCL Grid. As per clause 1.4
of detailed procedure “the applicant (Generator / bulk consumer) already
connected to grid (regional or state grid) or for which connectivity is already
granted under present arrangement, cannot be allowed to apply for additional
connectivity for the same capacity”. Accordingly, IEPL was requested to
provide an NOC from MSETCL for withdrawal of connectivity from state
network, which is still awaited.
CTU informed that connectivity application shall be processed subsequent to
receipt of NOC from MSETCL.CTU also stated that in order to process the
LTA application for power transfer to SR (240MW) along with other
applications, it is requested that NOC from MSETCL may be submitted at the
earliest.
No representative from M/s IEPL was present in the meeting.
5.0 LTA Application of Shirpur Power Pvt. Ltd., Dhule, Maharashtra
(2x150MW)
CTU stated that M/s Shirpur Power Pvt. Ltd. has applied for LTA quantum of
230MW (WR: 110MW, NR: 50MW & SR: 70MW). Further, Shirpur has
requested vide letter dated 09.09.2014 to reduce its LTA quantum to 155MW
(NR: 35MW, WR: 60MW, SR: 60MW).In the 19thmeeting of WR constituents
regarding Connectivity and LTA, CTU had informed that M/s Shirpur Power

Pvt. Ltd. is proposed to be connected with 220kV level of Maharashtra state
grid. Hence, an NOC may be issued by MSETCL after checking the adequacy
of its network for power transfer of 155MW from 220kV Amalner substation to
400kV Dhule (MSETCL) substation. The same is still awaited.
M/s SPPL stated that they have been making all efforts to get the NOC from
MSETCL. MSETCL assured the constituents that they would look into the
matter.
It was decided that subject LTA application of Shirpur Power Pvt. Ltd. can be
considered only after receipt of NOC from MSETCL.
6.0 LTA Application of MB Power (M.P.) Ltd., Dist. Anuppur, M.P. (2x600MW)
CTU informed that in the 12th Open Access meeting of Western Region
Constituents held on 08.07.2010, M/s MB Power (M.P.) Ltd. (MBPMPL) was
granted LTA with target beneficiaries: NR – 192MW and WR-200MW.M/s
MBPMPL, vide their letter dated 21.01.2014, enclosing the copy of PPA with
UPPCL, has requested for re-allocation of LTA quantum as NR (UP) - 290MW
with firm beneficiary and WR-102MW as target region from 30.10.2016
onwards. Further, MBPMPL vide letter dated 09-12-2014 has requested to
grant them LTA for 361MW to UP from 01.03.2015 onwards. Also, M/s
Madhya Pradesh Power Management Corporation Ltd (MPPMCL) has been
granted LTA for additional 420MW from the same project.
CTU stated that Long term Access has been sought by M/s MB Power (M.P.)
Ltd. (MBPMPL) for 200MW from their 2x600MW Anuppur Thermal Power
Project in Madhya Pradesh with 71 MW firm PPA with UP Discoms (NR) and
129MW target beneficiary as Northern Region.

to the LTA granted to them i.e. NR – 192MW and WR-200 MW. Further, how
much out of the 200MW (fresh application) may be considered as firm PPA to
UP Discoms (NR).
M/s MBPMPL vide its letter ref MBPMPL/ANP-I/PGCIL/14-15/6067 dated
12.02.2015, clarified that the revised allocations would be as under:

Based on further discussion it was agreed that 192MW LTA to NR
corresponding to application no (1) above would be operationalized with the
commissioning of Gwalior – Jaipur 765kV 2xS/c lines along with other
identified transmission system.
In regard to application no. 2 & 3, it was agreed that the total LTA of 344MW
(200MW +144MW) may be granted with the commissioning of new proposed
Indore – Chittorgarh 765 kV D/c corridor as per the Comprehensive studies
(refer Annexure-1) subject to fulfilling of other requirements by MBPMPL /
UP in line with CERC regulation.
8.0 KSK Mahanadi Power Company Ltd. Distt. Janjgir - Champa,
Chhattisgarh (6x600MW)
CTU stated that KSK Mahanadi Power Company Ltd. (KMPCL) was granted
LTA for 2340MW with Western Region as target region for entire quantum.
Further, CSPTrCL (Chhattisgarh) has also taken LTA for 1153MW from the
same generation project with WR & NR as target region. The power plant
shall be connected to Champa Pooling station through 400kV 2xD/c (quad)
line. Bulk Power Transmission Agreement was signed by KSK Mahanadi
earlier with POWERGRID. As per BPTA, the IPP was granted LTA subject to
commissioning of High Capacity Power Transmission Corridor (HCPTC-V)
which inter-alia includes Champa-Kurukshetra+800kV, 3000MW HVDC bi-
pole.
CTU informed that now KMPCL have sought revision of LTA target
beneficiary to firm beneficiary pursuant to signing of 1000 MW PPA with UP
discom (NR).In this regard KMPCL has filed fresh application in line with the
CERC regulation. Salient features of the application are given below.

GUVNL informed that KMPCL have also signed PPA with Gujarat for
1010MW.
CTU also informed that additionally, KMPCL upon signing a PPA with
TANGEDCO for 500MW had applied for change of target beneficiary from the
same project for a quantum of 500MW (with TANGEDCO as firm beneficiary).
Intimation for part LTA for 179 MW out of 500 MW was issued, however,
same has been kept in abeyance as per CERC order.
CTU stated that the total PPA that KMPCL has signed with UP, Gujarat and
Tamil Nadu totals to 2510MW. Further, the LTA taken by CSPTrCL from
KMPCL is for 1153MW. Hence, the total quantum of PPA and LTA equals
3663MW which is 63MW more than its Installed Capacity. Hence, KMPCL
was asked to clarify regarding the firming up of its beneficiaries.
KMPCL agreed to revert back to CTU with a clarification in this regard at the
earliest.
It was decided that upon receipt of clarification from KMPCL, the LTA for 1000
MW power transfer to NR (UP) can be granted with commissioning of new
proposed Indore – Chittorgarh 765 kV D/c corridor as per the Comprehensive
studies (refer Annexure-1) subject to fulfilling of other requirements by
KMPCL / UP in line with CERC regulation and relinquishment of equivalent

quantum from the LTA already granted for WR along with applicable
relinquishment charges in line with CERC Regulations / directions.
9.0 DB Power (Chhattisgarh) Ltd., Raigarh, Chhattisgarh (2x600MW)
CTU stated that M/s DB Power (Chhattisgarh) Ltd. (DBPCL) was granted LTA
for a quantum of 705MW with target beneficiaries in WR (530MW) and NR
(175MW). The power plant has been connected to Kotra Pooling station
through 400kV D/c line. Bulk Power Transmission Agreement was signed by
DBPCL earlier with POWERGRID. As per BPTA, the IPP was granted LTA
subject to commissioning of High Capacity Power Transmission Corridor
(HCPTC-V) which inter-alia includes Champa-Kurukshetra+800kV, 3000MW
HVDC bi-pole. Subsequently M/s DBPCL signed PPA with TANGEDCO for
208MW and target beneficiaries were proposed to modified as WR-322MW
(Target), NR-175MW(Target) and SR-208MW(Firm).
CTU stated that M/s DBPCL has now sought further modification of the target
beneficiaries pursuant to signing of long term PPA with Rajasthan discom
(NR) for quantum of 410MW. In this regard, they have filed fresh application
for 410 MW with Rajasthan as firm beneficiary.
CTU asked M/s DBPCL to clarify whether LTA granted for 175 MW target to
NR is a part of the above 410MW firm PPA signed with Rajasthan Discom.
M/s DBPCL clarified that 175MW out of 410MW PPA signed with Rajasthan
Discoms must be considered a part of their first application for 705MW.
Hence, the target beneficiaries may be modified as WR-322MW (Target), NR-
175MW (Firm) and SR-208MW (Firm).Further, the balance 235MW firm
allocation to NR may be considered for the second application.
CTU stated that the above 175MW LTA to NR would be operationalized as
per earlier BPTA signed, with the commissioning of the requisite transmission
system (with Champa - Kurukshetra HVDC link (1st 3000 MW module) and
other transmission system) and subject to fulfilling of other requirements by
DBPCL / Rajasthan Discom in line with CERC regulation.

CTU asked M/s DBPCL to submit a letter regarding the above modification
(stating earlier granted 175MW quantum to NR is a part of 410MW PPA
signed with Rajasthan Discoms) in target beneficiaries within one week.
It was decided that upon receipt of the above letter from DBPCL, the LTA for
balance 235MW power transfer to NR (Rajasthan) can be granted along with
commissioning of new proposed Indore – Chittorgarh 765 kV D/c corridor as
per the Comprehensive studies (refer Annexure-1) subject to fulfilling of other
requirements by DBPCL / Rajasthan in line with CERC regulation subject to
relinquishment of equivalent quantum from the LTA already granted for WR
alongwith applicable relinquishment charges in line with CERC Regulations /
directions. Revision of methodology for computation of applicable
relinquishment charges is under consideration of the CERC.
10. Maruti Clean Coal and Power Limited, Chhattisgarh, (1x300MW).
CTU informed that LTOA for 171MW was granted to M/s Maruti Clean Coal
and Power Ltd. (MCCPL) vide letter dated 24.02.2010 with target
beneficiaries as WR – 126MW and NR – 45MW. Further, LTA from this power
plant to CSPTrCL was also granted for 96MW. Bulk Power Transmission
Agreement (BPTA) was signed by MCCPL earlier with POWERGRID. As per
BPTA, the IPP was granted LTA subject to commissioning of High Capacity
Power Transmission Corridor (HCPTC-IV), Bina-Gwalior 765kV S/c (3rd),
Gwalior-Jaipur 765kV S/c (2nd) & Jaipur-Bhiwani 765 kV S/c. The transmission
elements namely, Vadodara 765/400kV substation, Gwalior-Jaipur 765kV S/c
(2nd) & Jaipur-Bhiwani 765kV S/care under construction and remaining lines
are commissioned.
CTU further informed that M/s MCCPL vide their letter dated 18.01.2014
informed CTU that PPA was signed with PTC for selling 250MW to
beneficiaries in NR (Jaipur Vidyut Vitran Nigam Ltd – 97.5MW, Ajmer Vidyut
Vitran Nigam Ltd – 72.5 MW, Jodhpur Vidyut Vitran Nigam Ltd – 80 MW) with
effect from 30.11.2016. Also PPA was signed with CSPTrCL (WR) for LTA of
15MW.Thus the firm beneficiaries of above LTA as indicated by MCCPL are

Rajasthan Discoms – 250MW and Chhattisgarh – 15MW. Hence M/s
MCCPL has requested to approve the change in quantum in the earlier
granted LTA. In the 19th Meeting of WR constituents regarding LTA and
connectivity, it was informed that MCCPL’s PPA with Rajasthan Discoms had
gone into litigation and it was agreed that the matter shall be taken up after
the settlement of court case.
M/s MCCPL informed that their PPA with Rajasthan Discoms is pending with
Rajasthan Electricity Regulatory Commission (RERC) and that they would
revert back as soon as the litigation is cleared.
CTU stated that the quantum of firm PPA with Rajasthan (250MW) is more
than the target LTA quantum for NR (45MW). Thus, LTA for 45MW can be
regularized in line with CERC regulation. The balance quantum of 205 MW
can be considered for grant of LTA after receipt of a fresh application in line
with CERC regulation / procedure.
11.0 Revision in the LTA quantum of Chhattisgarh State Power Trading
Company Ltd (CSPTrCL).
CTU stated that CSPTrCL vide its letter has informed that the Govt. of
Chhattisgarh has reviewed the policy of purchase of power by the state under
first right of purchase from IPPs setting up power plants in Chhattisgarh. It has
been decided by the Chhattisgarh State Govt. that in place of 35% power, the
state shall be purchasing only 5% power from IPPs which are not allocated
Captive coal blocks and 7.5% from those IPPs allotted Captive coal blocks.
Thus in accordance with the directives from State Govt. composite power
purchase agreements have been terminated with their consent and new
agreements are executed. Consequent upon the change in Govt. policy the
quantum of LTA requires downward revision and the same is as given at
Figure-1. Further, CSPTrCL vide above letter indicated that the reduction of
LTA quantum of CSPTrCL shall be increased by same quantum of respective
IPP.

CEA pointed out that the list of revised LTA quantum for CSPTrCL from
various generation projects is not complete as certain generation projects like
TRN Energy, GMR etc. do not appear in the list. CSPTrCL stated that all
details shall be furnished at the earliest.
Accordingly, CSPTrCL vide its letter ref. No/MD/Trading/TechCell/69 dated
26.02.2015 provided the details of Power Purchase Agreements executed by
CSPTrCL with IPPs of Chhattisgarh, the same is as given at Figure 2.

generation projects on account of auxiliary consumption of the generation
project was already discussed in the last meeting that the reduction in LTA
quantum on account of auxiliary consumption cannot be accepted.

CTU further informed MPPMCL vide letter dated 08.12.2014 have stated that
it is the prerogative of DIC to apply for LTA for any quantum and hence they
have requested for reduction in LTA quantum irrespective of auxiliary
consumption or any other factor.
It was informed by CTU that as per the existing CERC Regulations, LTA
quantum can only be relinquished fully or partly subject to payment of
applicable relinquishment charges.
13.0 Request of PTC for reducing the LTA quantum from 300 MW to 273 MW
from Lanco Amarkantak Power Ltd. (Unit #1) to Madhya Pradesh.
CTU stated that long term open access was granted to PTC in November
2006, to PTC for transfer of 300MW on long term basis from unit#1 of Lanco
Amarkantak Power project to Madhya Pradesh and subsequently BPTA was

signed in March 2007. The billing under the LTOA had commenced from May
2009. Now, PTC vide letter dated 5th June, 2014 had indicated that after
reducing auxiliary consumption of 9%, the net capacity at generator bus is
273MW and same is also available for the scheduling purpose of the project.
In view of the above M/s PTC India Ltd. has requested to reduce the
BPTA/LTOA capacity from300MW to 273MW. Further, PTC also requested
for refund or adjustment of transmission charges from May, 2009 onwards.
CTU stated that as per the existing CERC Regulations, LTA quantum can only
be relinquished fully or partly subject to payment of applicable relinquishment
charges.
14. Review of application for connectivity of M/s Jinbhuvish Power
Generations Pvt. Ltd. (600MW)
CTU informed that M/s Jinbhuvish Power Gen Pvt Ltd. (JPGPL) had applied
for connectivity for its power plant of 600MW (2x300MW) in Maharashtra and
the same was deliberated in the 16th Meeting of Western Region constituents
regarding Connectivity/LTA held on 09.05.2012. In this meeting, it was
decided to provide connectivity to ISTS through LILO of one circuit of Wardha
- Parli 400kV D/c (quad) line at JPGPL TPS.
It was further informed that no progress of the development of generation
project has been reported. Therefore, the schedule of the project is uncertain.
Even, in the last JCC meeting no representative from the generation
developer was present.
Recently with the commissioning of various intra-state generation projects
located in Wardha area, congestion at Wardha flow gate has been observed.
Further power from IPPs of Chhattisgarh will also be available at Wardha
through Raipur-Wardha 765kV D/c lines. A new 765/400kV pooling station at
Warora is proposed under Associated Transmission System (ATS) of
Gadarwara TPS (2x800MW) being setup by NTPC Ltd. The ATS is proposed
under Tariff Based Competitive Bidding route and the Warora Pooling Station
is expected by 2018-19 time frame.

Looking at the congestion at Wardha flow gate and availability of new
765/400kV pooling station at Warora, following revised connectivity is
proposed for JPGPL TPS:

M/s JPGPL is proposed:

Above line may be implemented by the generation developer, otherwise, the
transmission line shall be implemented through Tariff Based Competitive
Bidding (TBCB) route subject to fulfilment of desired conditions viz. signing of
necessary agreements, submission of Bank Guarantee etc.
The transmission system strengthening to facilitate power transfer on long-
term basis shall be identified once M/s JPGPL applies for Long-term Access
as per CERC Regulations, 2009.
Here, it may also be clarified that as per CERC regulations, the grant of
connectivity shall not entitle an applicant to interchange any power with the
grid unless it obtains long-term access, medium-term open access or short-
term open access, however, one unit of the generating station shall be
allowed to inject infirm power into the grid during testing including full load
testing before its COD for a period not exceeding six months from the date of
first synchronization after obtaining prior permission of the concerned
Regional Load Dispatch Centre.

Further, M/s JPGPL is requested to apply for LTA at the earliest as mere
connectivity does not ensure the evacuation of power and may result in
congestion.
15. MTOA application from Daman & Diu
CTU informed that an MTOA application from Daman and Diu was received
with details as under:

16.0 Gadarwara STPS : Revision of Transmission System & LTA Quantum
CTU informed that LTA was granted to Gadarwara STPP of NTPC with
system strengthening in WR in the 36th Standing Committee Meeting of
Western Region constituents / 18th Meeting on Connectivity and Long term
Open Access applications of Western region held on 29.08.13 at NRPC,
Delhi.
In line with decisions taken in the 32nd meeting of the Empowered Committee
on Transmission held on 06-02-2014, the above transmission system is
beingimplementation through tariff based competitive bidding in two parts:
Part (A) & Part (B) as detailed below.
Part (A)
Gadarwara STPS – Jabalpur Pool 765kV D/c line

(As per interim arrangement, LILO of existing Seoni – Bina 765kV S/c line at Gadarwara
STPP would be established. At a later date, LILO portion would be delinked from Seoni –

Subsequently, in a meeting held at CEA to discuss the phasing of
transmission elements of the above transmission system on 12-01-2015, the

Entire power from Gadarwara STPS may be evacuated through Part A of
the transmission system identified with Gadarwara STPS of NTPC.
Part B of the Gadarwara STPS transmission system is now to be
implemented as System Strengthening in Western Region (WRSS-XV) to
facilitate dispersal of power beyond Warora pooling station.
Further, NTPC vide letter dated 08-01-2015 has indicated revised LTA
quantum of 1507.99 MW instead of earlier quantum of 1586.15MW. The
revised quantum for beneficiaries is as given below:

248.55MW, Goa: 9.95MW, DNH: 5.73MW, DD: 3.76MW, Unallocated:

Revised intimation for grant of LTA incorporating above modification i.e. LTA
for Gadarwara to be made effective subject to commissioning of Part A of the
transmission system as mentioned above, proposed to be issued.
Members agreed for the same.
17.0 Request of DB Power M.P. Ltd. for change in implementation agency for
Connectivity transmission system.
CTU informed that M/s DB Power M.P. Ltd. (DBMPL) is implementing a
2x660MW thermal generation project near Vindhyachal in Madhya Pradesh.
DBMPL had applied for Connectivity and LTA to CTU in October, 2010. In the
14th Open Access meeting held on 13.05.2011, Connectivity and LTA was
granted to M/s DB Power (MP) Ltd. for 810MW vide letter dated 05.08.2011.
The transmission system for Connectivity is given as below:
DBPMPL TPS - Vindhyachal Pooling station 400kV D/c (Quad) line
The Connectivity transmission line was agreed to be implemented by the
generation developer.
Subsequently, M/s DBMPL, requested for change in point of connectivity from
Vindhyachal Pooling station to Dhanwahi Pooling station. The proposal was
discussed in the 19th Open access meeting held on 5.09.2014 in Mumbai. In
the meeting, it was informed to M/s DB Power Ltd. that proposal of Dhanwahi
Pooling station has been dropped.
Now, DBMPL vide letter dated 30.01.2015, has requested that the
connectivity line which was to be implemented by the generation developer
(DBPMPL) may be taken up for implementation under the coordinated
transmission planning.
In this regard, it may be mentioned that LTA has been granted long back and
DBMPL is yet to sign the LTA Agreement. If the immediate evacuation system
is to be implemented through TBCB, the applicant has to sign necessary
agreements in line with CERC regulations. Therefore, DBMPL shall have to
sign “Transmission Agreement” for the connectivity line strictly following time

line as per regulation / detailed procedure, failing which connectivity
application shall be closed. The representative from M/S DBMPL stated that
they will revert back to CTU shortly.
Further, Transmission system strengthening for LTA indicated in LTA
intimation for DBMPL is as below:

02.01.2013 / 08.08.2014 and noted in 37th SCM in Western Region dated
05.09.2014. The revised system is as below:

18.0 LTA Application of Solar Energy Corporation of India (70MW)
CTU informed that M/s Solar Energy Corporation of India [SECI], an Electricity
Trader, has submitted the application for grant of LTA for 70 MW from the
Solar PV Projects in Madhya Pradesh to the state of Chhattisgarh.
Salient features of the application are as under:

Considering the quantum of LTA, location of solar projects and time frame for
which LTA is required, it is proposed that LTA may be granted to M/s SECI for
70MW without any system strengthening. The existing inter-state transmission
system is adequate for transfer of this 70MW power from Madhya Pradesh to
Chhattisgarh. The transfer of power shall be on the basis of displacement.
The grant of LTA shall be subject to fulfilment of other requirements by SECI
in line with CERC Regulations.

Study Report for Additional Power Transfer from WR to NR
1.0 Introduction
A comprehensive system study has been carried out to examine the
requirement of additional transmission corridors from WR to NR considering the
power transfer already granted under long term access from generation
projects in WR and ER to NR.
2.0 LTA allocation to NR and Load generation Balance
A. Base Case
The total LTA power granted to NR from all the generation projects in WR and
ER including the central sector allocation is about 27000MW as given below:
From WR Projects : 15200 MW
From ER projects : 11700 MW
Total : 26900 MW
Considering the above, load generation balance has been created with the
requirement of 26,000MW import of NR from WR &ER. Balance demand of NR
is being met through generation available in NR (43,600 MW). This amounts to
55% of the Installed Generation Capacity of NR (80,000 MW). The Load
Generation Balance considered is given below:

B. Additional power allocation to NR
Additional requirement (other than already granted) of about 2000MW power
transfer from WR to NR has been considered from following generation projects
in WR:

Out of these new projects of 3240MW, about 1244MW from Khargaon TPP is
proposed to be allocated to WR. In order to identify the need for transfer of
balance 2000MW power, it has been assumed that the same shall be allocated
to NR. Accordingly, total about 4000MW additional power need to be
transferred from WR to NR. With this, the power transfer requirement from WR
and ER projects to NR is as given below:
From WR Projects : 19200 MW
From ER projects : 11700 MW
Total : 30900 MW
Balance demand of NR is being met through generation available in NR
(39,600 MW). This amounts to 50% of the Installed Generation Capacity of NR
(80,000 MW). The corresponding load generation balance is given below:

4.0 Case Studies
A. Base Case
The power flow for the base case is given at Exhibit-1. The power flow in major
WR-NR corridors are as below:

It may be seen from the study results that all the corridors are considerably
loaded. We therefore need new corridor for transfer of additional power to NR.

With the additional power transfer requirement of 4000MW from WR to NR as
explained above, following new transmission system has been proposed which
consists of new NR-WR corridor along with transmission system for evacuation
of power from Dwarkesh Energy Ltd. (DEL)(1320 MW) and Khangaon
TPP(1320 MW) Generation projects :

5.0 Conclusion
Following transmission system has been identified for transfer of additional
4000MW power from various generation projects in WR as well as for
evacuation of power from Khargaon TPP (1320 MW) and DEL (1320 MW)
generation projects:
