Freight Planning approval to develop a second Bulk Liquids

Berth (BLB2) at Port Botany was received in 2008. On

31 May 2011, John Holland Pty Ltd was engaged to

construct the BLB2. The berth became operational in

December 2013. The main products handled at the BLB

are refined fuels, gases and chemicals / other bulk

liquids. BLB2 comprise a steel piled pier adjacent to the

existing BLB1; associated infrastructure such as marine

loading arms, fire fighting equipment, onshore support

facilities and pipelines from existing user sites to the new

berth. The open access, multi user berth operates on a 24

hour/ 7 day per week basis. BLB2 has been designed to

accommodate 120,000 dead weight tonne vessels to a

maximum of 270m length overall.

level crossing with a road underpass that links General

to the Airport, Mascot and the eastern suburbs; providing

improvements to the Mill Pond Road intersections with

General Holmes Drive and Botany Road to support

future growth and access to the airport; widening Joyce

Drive and General Holmes Drive between O'Riordan

Road Roads north of Sydney Airport are being upgraded to

improve traffic flow and connections to the airport and

Port Botany. Key features of the upgrade include

converting the southern sections of Robey Street and

O’Riordan Street into one-way roads; widening

O’Riordan Street to provide six through lanes between

Bourke Road and Robey Street; reconfiguring the

existing traffic lights on O’Riordan Street between

Qantas Drive and Bourke Road; and upgrading the

footpath on the eastern side of O’Riordan Street. The

upgrades will help increase traffic capacity and reduce

congestion along O’Riordan Street, and improve access

to Sydney Airport domestic terminals.

Road Marsh Street, Arncliffe is being widened to three lanes

westbound to relieve congestion and improve traffic

flow. The project supports and complements upgrades to

Sydney Airport’s internal road network. Key features

include widening Marsh Street to three lanes westbound

between the Giovanni Brunetti Bridge and the M5

interchange, meaning Marsh Street would be three lanes

in both directions; providing a dedicated cycleway on the

southern side of Marsh Street to connect the existing

path on the bridge to the Eve Street cycleway; providing

a pedestrian crossing at the intersection of Marsh Street

and Flora Street; and minor widening of the existing

eastbound and westbound lanes to provide wider, safer

lanes for motorists. Key benefits include increasing

traffic capacity and reduce congestion on Marsh Street

for westbound traffic; improving cycle access in the area

and increase safety for cyclists; and improving

pedestrian access in the area.

upgrade at the Visitor Information Centre coach

interchange included a new bus shelter, lighting, CCTV

surveillance cameras and accessibility upgrades to the

existing rest rooms. The new shelter will keep

passengers out of the elements while waiting for coaches

and disembarking.

canopies on the footbridge and platforms; upgraded

CCTV surveillance cameras and announcement systems;

new sheltered bus stops, taxi rank and kiss and ride area

along Firth Street; new family accessible toilets at the

platform level; two new accessible parking spaces within

the existing car park off Burrows Street; upgraded stairs

and wayfinding signage; and new bicycle racks.

Maritime The Barangaroo Ferry Hub will serve Sydney’s newest

commercial district and provide increased capacity for

ferry services to meet future demand. The new ferry hub

will provide berthing space for additional ferry services

from the Parramatta River, as well as direct access to and

from the Eastern Suburbs and lower North Shore. The

new ferry hub will connect customers to the city centre

via Wynyard Walk, a high quality pedestrian link

between Barangaroo and Wynyard Station. Key features

include two new ferry wharves with a landing and ramp

to connect the floating pontoon to the land; two berthing

faces for ferries on each pontoon; new facilities for

customer safety and comfort at each wharf, including

seating, lighting, passenger information display and

weather protection; integrated electronic ticketing system

for public transport in Sydney using the Opal card; and

public amenities such as bins, ticket vending machines,

wayfinding and signage.

Barrington Hunter Road The Barrington Bridge which crosses the Barrington River at Barrington, was built in 1920. The bridge is

located on Thunderbolts Way, which is an important

freight link between the Mid North Coast and the New

England Tablelands serving tourism, livestock and

timber industries. The timber truss bridge is narrow and

requires a high level of maintenance. The proposal is to

replace the bridge with a conctete structure on a new

alignment. Design is progressing.

Road A package of safety works was undertaken on the Barton

Highway. Safety works at the intersection of McIntosh

Circuit and the Barton Highway included providing

turning lanes on the Barton Highway and McIntosh

Circuit and improving lighting. Safety at the Euroka

Avenue intersection with the Barton Highway was

improved including widening the shoulder on the

northbound lane, building new designated turning lanes

into Euroka Avenue and some vegetation removal to

improve sight distance. A curve on the Barton Highway

just south of Murrumbateman Road was realigned and a

turning lane was built for vehicles turning right into

Murrumbateman Road. A one kilometre section of the

Barton Highway at Capricorn Corner was realigned

given its crash history. Construction of 4.5 kilometres of

new road at Gounyan curves was undertaken to remove

seven bends in the highway. A 1.2 kilometre southbound

overtaking lane has also been built to replace the existing

northbound overtaking lane. Other safety works being

planned along sections of the Barton Highway include

extending culverts, removing trees, flattening

embankments and installing safety barriers.

Castle Hill Central City

District

Road Showground Road is being upgraded between Carrington

Road and Old Northern Road, Castle Hill from a two

lane to a four lane divided road to reduce congestion and

increase traffic capacity to meet predicted growth from

development in the area. Key features include widening

of Showground Road to at least four lanes between

Carrington Road and Old Northern Road with additional

turning lanes at key intersections; upgrading the

intersection of Showground Road and Pennant Street to

include additional turning lanes and a bus priority

measure; installing new traffic lights at the intersections

of Showground Road with Rowallan Avenue and

Cheriton Avenue; changing the intersection of

Showground Road and Britannia Road to left-in/left-out

access; installing a central concrete median with

landscaped planter bays at a number of locations along

the road; and providing a concrete footpath to both sides

of the road between Carrington Road and Pennant Street.

Light Rail

Moore Park Eastern City

District

Light Rail The CBD and South East Light Rail is a new light rail

network for Sydney, currently under construction. The

12 kilometre route will feature 19 stops, extending from

Circular Quay along George Street to Central Station,

through Surry Hills to Moore Park, then to Kensington

and Kingsford via Anzac Parade, and Randwick via

Alison Road and High Street. Key features include high

frequency ‘turn up and go’ light rail services operating

every four minutes in the peak in the CBD, and every

eight minutes in the peak from Moore Park to Randwick

and Kensington; reliable and high-capacity services;

additional special event services between Central and the

Moore Park and Alison Road stops; a one-kilometre

pedestrian zone along George Street, between Hunter

and Bathurst Streets; and a fleet of electric-powered light

rail vehicles with air conditioning and accessible low-

floor design.

Road Intersection

Upgrade

West Gosford Central Coast Road The upgrade provides a range of benefits for businesses,

motorists and the community, including: the newly

aligned intersection at Brisbane Water Drive and Manns

Road will substantially improve traffic flow and improve

access to local businesses; the Central Coast Highway

westbound exit ramp onto the newly constructed Grieve

Close underpass will provide improved access to local

businesses; the traffic lights at Manns Road and Grieve

Close intersection will provide access into Grieve Close

and the link road connecting to Dyer Crescent; improved

access to new developments including the Riverside

Park; urban design improvements will improve the visual

appeal and amenity in the commercial area; and shared

pedestrian and cycle paths along the Central Coast

Highway, Manns Road and Brisbane Water Drive will

improve connectivity to existing paths.

Highway, Carlton Road

to Ocean View Drive

Erina Heights Central Coast Road The upgrade of the Central Coast Highway between

Carlton Road, Erina Heights and Ocean View Drive,

Wamberal involved widening to two lanes in each

direction. The project improves safety for motorists,

cyclists and pedestrians; increases capacity to improve

traffic flow and reduce travel times and congestion;

improves access for public transport; and formalises

parking arrangements.

Street Intersection

Upgrade

East Gosford Central Coast Road The upgrade involved road widening to provide a

dedicated right turn lane eastbound on the Central Coast

Highway (York Street) into Frederick Street (south) to

reduce queues during peak periods; extensions of the

shared pedestrian/cycle paths and pedestrian facilities on

the southern side of the intersection to Albany Street;

adjustments to traffic light phasing to allow extra time

for pedestrians to cross before traffic proceeds; and

stormwater drainage improvements and utility

relocations.

Highway, Racecourse

Road Intersection

Upgrade

West Gosford Central Coast Road The upgrade includes the following improvements:

providing a left turn lane with traffic light control on the

Central Coast Highway (eastbound) for vehicles turning

on to Racecourse Road. This will allow for an additional

through lane for motorists travelling east on the highway;

providing a left turn lane with traffic light control on

Racecourse Road (southbound) for vehicles turning onto

the Central Coast Highway. This will separate left

turning traffic from through and right turning traffic to

provide extra capacity for this leg of the intersection;

providing a new pedestrian crossing on the western leg

of the Central Coast Highway and installing pedestrian

traffic lights within the median on Racecourse Road

(southbound); and providing a 2.5 metre wide shared

path along the northern side of the Central Coast

Highway and extending along Racecourse Road to allow

cyclists and pedestrians to safety cross the road.

Ferry Road Intersection

Upgrade

Somersby Central Coast Road Key features of the upgrade include lengthening the

existing right turn lane and providing a second right turn

lane from the Central Coast Highway (from Gosford)

into Wisemans Ferry Road, to reduce queuing and

improve safety; providing an additional left turn lane

with both lanes under traffic light control from

Wisemans Ferry Road into the Central Coast Highway

(to Gosford), to improve safety by removing the need to

merge; providing a continuous lane on Wisemans Ferry

Road for southbound vehicles exiting the M1 Pacific

Motorway heading towards the Central Coast Highway

to improve safety by removing the need to merge;

providing a new right turn lane from Wisemans Ferry

Road onto the northbound on-ramp of the M1 Pacific

Motorway to improve safety by separating traffic

movements; providing a new car pool car park with

approximately 100 parking spaces; and providing an off

road cycle path between Wisemans Ferry Road and

Kangoo Road.

Improvements

Terrigal Central Coast Road The Terrigal Drive intersections at Charles Kay Drive

and Brunswick Road were improved to improve safety

and traffic flow along Terrigal Drive. Key features of the

upgrade include new traffic lights at the Charles Kay

Drive and Brunswick Road intersections; widening

Terrigal Drive between Duffys Road and Charles Kay

Drive to provide two through lanes in each direction and

additional left and right turn lanes out of Charles Kay

Drive; providing a shared pedestrian and cycle path on

the southern side of Terrigal Drive between Duffys Road

and Bellbird Avenue; and providing pedestrian traffic

lights east of Duffys Road to improve safety for

pedestrians crossing Terrigal Drive.

Tomboye South East and Tablelands

Road The Charleyong Bridge is a single-span Allen truss

timber bridge built in 1901, which crosses the

Mongarlowe River at Marlowe. The bridge is located

on Main Road 92 connecting Braidwood and Nowra via

Nerriga, which is a regionally important link for goods,

quarried material and stock between Nowra, Braidwood

and Canberra. The bridge is proposed to be replaced as

it does not meet current loading standards and has

become increasingly expensive to maintain.

Replacement of the bridge would greatly improve

regional and local freight route continuity and allow

Higher Mass Limit Vehicles to use the road.
