Hot weather and a hot market

Take advantage of low interest rates

The Bank of Canada’s most recent rate announcement – holding its interest rate target at 0.5 per

cent – is the continuation of good news for prospective homebuyers and those otherwise in the market for a new mortgage.

� ere are many excellent mortgage products available from banks and brokers that will suit your individual needs, and could well be lower than posted bank rates, which are currently hovering around three per cent for a variable rate.

With a pre-approval in hand, you’re protected if rates rise; if they go down, you’ll likely get an even lower rate. A pre-approval can be a win-win situation for shoppers, since it means you don’t have

to wait to get ­ nancing approval on a home when you put in an o� er. � is is an especially good tool to have when markets are hot. Removing the “conditional on ­ nancing” clause could mean your o� er is accepted ­ rst since you already have your ­ nancing in place.

So when will rates rise? It’s anyone’s guess, but most experts agree there could be some movement later this year. (BoC’s next rate announcement is in the fall.)

However, we can’t assume that will be the case, and you shouldn’t wait too long to get pre-approved for a mortgage. It can take a few days. Many lenders o� er online pre-approvals to make the process faster and easier.

Take advantage while you still can.

Well summer’s here, and the pavement is sizzling. Surprisingly, so is the real

estate market. Normally people take the summer o� to go on vacation and laze around beaches or swimming pools, but evidently this year people have decided their recreational activities will include camping out on a sidewalk to be ­ rst in line to scoop up a beautiful new pre-sale condo or townhome in one of Metro Vancouver’s exciting new developments.

As we have pointed out over the last couple of months, the summertime can

be a great time to look for a new home for many reasons. � is year, one of those reasons is the great opportunity to buy into one of the sought-after new highrises and townhome developments springing up very close to new Skytrain and transit hubs all over the Lower Mainland.

First in line means ­ rst choice for the home, the � oorplan and the view you want the most. While others spend the summer � opped on a beach towel with a trashy novel, those with the foresight to get in on the action ­ rst just might have the last laugh — if not the tan lines.

Kensington-Cedar Cottage Kensington-Cedar Cottage is a neighbourhood in the very centre of East Vancouver. It is bordered by 16th Avenue and East Broadway on the North, Nanaimo Street on the east, 41st Avenue on the south and Fraser Street on the west. It is an ethnically-diverse, up-and-coming place to live.

Though not the most aesthetically-pleasing of Vancouver ‘hoods, Kensington-Cedar Cottage more than makes up for it with a close-knit family-friendly community, lots of great restaurants and services, fantastic schools and a great location close to downtown, Main Street and Commercial Drive. Bisected by a stretch along Kingsway called “Little Siagon,” the area was for many years home to a large Vietnamese population, still in evidence by the Vietnamese grocery stores and many restaurants, delis and cafes.

This is a tight-knit community of a diverse range of people who know and care about their neighbours. Local businesses know their customers personally, most businesses are independently-owned, and a popular community Facebook page allows people to connect, promote activities and businesses (and occasionally squabble). Cafes are full of people working on laptops as well as hanging with babies, playing music and hosting knitting clubs. It’s welcoming and unpretentious.

Diverse in age and ethnicity, you can expect to see lots of young families, some seniors, and virtually every ethnicity you can imagine. According to the city hall’s census, under half of this population of 50,000 residents speak English as a first language,

food, and great for playing pool, watching the game, throwing darts or

just hanging around the fireplace. The coffee house upstairs is great,

4. Trout Lake and Trout Lake Community Centre

Work out while overlooking the lake and mountains, run around the

lake, throw a ball for Spot at the dog park, go skating, play baseball, take

5. Kim Chau Vietnamese Deli

For the cheapest, freshest, most delicious banh mi you can imagine,

served by the sweetest, most friendly people. Also pick up frozen

Vancouver’s original natural food store is still the best market in the

city for all things natural. Go for the bulk goodies and incredible organic

Hot Spots

» Home Buyers

This area is predominantly single-family with quite a few duplexes and

new townhome complexes popping up due to new density zoning laws.

Townhomes are more affordable, as developers are snapping up lots

that can be densified. Condos are going up in mixed-use buildings along

the main routes such as Kingsway, Knight Street and Fraser Street.

» Renters

There are lots of rental suites in homes, and quite a few affordable

apartment buildings, though they’re not very fancy.

and mixed-race couples and kids are the norm rather than the exception. The residents are predominantly white-collar and politically left-leaning, with the NDP ruling here since people can remember.

Apart from the incredible restaurants here, there’s a library at Knight and Kingsway, and Kensington Community Centre and Pool is at 33rd and Knight Street. There are many incredible schools offering both progressive and more traditional learning environments, including French immersion, and two private schools. The jewel of this area is Vancouver’s only lake, Trout Lake, in John Hendry Park beside Trout Lake Community Centre; home to farmers’ markets, festivals, a skating rink and tennis, soccer and baseball facilities.

It’s still less expensive than the Westside, but this formerly rundown neighbourhood has been on the rise for a while and is now considered one of the most desirable places in the city to buy. House prices are high, but there are a surprising amount of reasonable rental buildings and most homes have a revenue suite.

This is considered one of the best neighbourhoods to live in in Vancouver for a reason: it’s beloved by everyone who lives there. Neighbours are friendly, there are amazing parks, restaurants, schools and community activities. It’s safe, conveniently-located and connected.

But… being so close to the DTES means that there is some property crime, but the community patrols and policing services have improved things a huge amount.

“NO” VOTE FOR PLEBISCITE  e votes have been counted in Metro Vancouver’s transit plebiscite, and the majority of voters do not support a sales tax increase to fund transit. Sixty-two percent of the votes cast were for the “No” side, and 38 per cent for the “Yes” side.   e “No” vote for plebiscite means that it will be important, in the months and years to come, to make improvements to the city’s transportation infrastructure, since Metro Vancouver continues to grow at a rapid rate.

MAYORS PROPOSE SEPARATE DISTRICT UTILITY FOR TRANSLINKSome of Metro Vancouver’s mayors are hoping that a separate utility district for TransLink can be created that would function in a manner similar to the area’s sewer and water services.   e motion will be debated by the Metro board next month, and if it passes, regional directors would have more control over TransLink’s � nances and general operations.   ey would also be able to collect regional service taxes to pay for it.

It remains to be seen what form such a utility might take, however, and the provincial government, whose approval would be necessary before any serious changes were made to TransLink, has shown reluctance to give the mayors more control.

HOUSING AFFORDABILITY: MANY VANCOUVERITES “MISERABLE”A recent opinion poll asked Vancouverites if they were happy, comfortable, uncomfortable or miserable their housing and transportation situation, and the results showed a wide gap between the have and the have nots, or the homeowners and those trying to climb onto Vancouver’s real-estate ladder. Two things that an overwhelming majority of respondents agreed on? Nearly four in � ve felt that the government should collect “data on the pro� le and location of Metro Vancouver homebuyers,”

Is less more when it comes to mortgages?NO-FRILLS MORTGAGES

While No-Frills mortgage products typically offer a lower interest rate when compared with many other available products, the lower rate is really their only perk.

This type of product will only be ideal for you if you have no plans to take advantage of benefits that will help you pay off your mortgage faster – such as pre-payment privileges, including lump- sum payments.

No-Frills products also won’t let you take your mortgage with you if you purchase another property before your mortgage term is up. Portability is an important option that could save you money over the long term if the home of your dreams is within your reach before your mortgage term is up and rates have risen, which they have a tendency to do over a five-year period.

It’s understandable why these products may seem appealing. After all, during tougher economic times, who has the extra cash to put down a huge lump-sum payment? And who needs a portable mortgage if they are not planning on moving until the market picks up? But it’s important to remember that a lot can change over the course of five years – or whatever term you choose for your

mortgage. You could get transferred, find a bigger house, have babies, change careers, separate from your spouse, etc. Five years is a long time to be anchored to something.

Many people won’t sign a cell phone contract for longer than two years that they can’t get out of, so why would they then sign a mortgage for five years that they can’t get out of?

You can still obtain great mortgage savings without giving up the perks of traditional mortgages. For starters, many lenders are willing to offer significant discounts if you opt for a “quick close,” which means that you complete the transaction within a determined period offered by the lender (usually within 30 or 45 days).

There are other ways in which to save more money. For instance, by switching to weekly or bi-weekly mortgage payments, by obtaining a variable-rate mortgage and increasing your payments to match those of the current five-year fixed rate. By implementing some of these tips you will be far ahead of the savings from a No-Frills mortgage interest rate.

No-Frills products represent a great example of why interest rates are not the only important factor to consider when deciding whether to opt for a particular mortgage product. Much like buying a car, you get what you pay for. If you don’t want a car with air conditioning, a stereo, a cup holder, and so on, then you can get the cheapest car going… but you will likely regret it later.

That’s why it is essential to discuss the full details surrounding the small print behind the low rates. It’s also important to take into account your longer-term goals and ensure your mortgage meets your unique needs now and into the future. CHRISTINE AND JORDAN AT HIGHLANDS

Putting Down Family RootsWhen it came to house hunting, Christine and Jordan had a clearly defined, long-term strategy. First, they wanted a home that was new or nearly new. They wanted a house with three storeys and a separate dining room, and it was crucial to have both an elementary and secondary school close by.

One afternoon, it all came together. “We saw an ad for The Highlands at Sullivan Ridge and went to the preview,” Jordan explains. “We’d already looked at a lot of homes in South Surrey because we both have family in the neighbour-hood. But nothing we’d seen was comparable in quality or features.”

“I love the showhome’s colour scheme — especially the darker grayish flooring — and the way the rooms were staged to show how they could be used for different purposes,” Christine says. “And when we looked up the developer, we discovered Marathon has an outstanding reputation for quality — we’d made an offer on a brand new house several months earlier, and when we sent in the inspector, we learned the hard way that not all builders do.”

Jordan adds that Highland’s location less than a 10-minute walk from the elementary school and Bell Centre for the Performing Arts plus the unexpected mountain views to the north helped seal the deal for him. Sounds like once we’re moved in at the end of July, we’ll be having a block party for sure.”
