Though Vancouver has a relatively short history as a city, there is still a lot of interesting and important

Mortgage insurance rates are risingIF YOU ARE PLANNING TO BUY A PROPERTY WITH LESS THAN 10% DOWN PAYMENT, EXPECT TO PAY A BIT MORE

CMHC and Genworth have announced that starting June 1st, all homebuyers that are putting less than ten per cent down payment will be paying a higher mortgage default insurance. This is commonly referred to as simply “mortgage insurance”.

The mortgage default insurance increases the opportunities for homeownership with a low down payment as saving for a 20 per cent down payment can be difficult in today’s housing market. There are two types of mortgage options; conventional mortgages which are loans with a minimum 20 per cent down payment and high ratio mortgages are loans with less than 20 per cent down payment.

As per the Bank Act, mortgage insurance is required on all high-ratio mortgages. The insurance protects the mortgage lender only against a loss caused by non-payment of the mortgage by the borrower and it is not a protection for the homeowner. However, mortgage insurance enables borrowers to purchase a home with a minimum down payment of five per cent.

Mortgage default insurance is provided by insurers such as Canada Mortgage and Housing Corporation (CMHC), Genworth Financial Canada and Canada Guaranty. Each mortgage insurer has its own criteria for evaluating the borrower and the property and it decides whether or not a mortgage can be insured. The lender and not the borrower selects the mortgage insurer. It is possible that the mortgage application can be approved by the lender but might not be approved by the insurer.

The mortgage default insurance premium is a one-time charge and it is paid by the borrower to the lender. The

premium can be paid in a single lump sum at the time of closing or it can be added to the mortgage amount and repaid over the amortization period (or the life of the mortgage). The cost of default insurance is calculated by multiplying the amount of the funds that are being borrowed by the default insurance premium, which typically varies between 0.5 per cent and 6 per cent. Premiums vary depending on the amortization period of the mortgage, the loan to value ratio, the size of the down payment and the product.

In May 2014, CMHC increased the mortgage default premium for all high-ratio mortgages regardless of the loan to value. However, this new increase will be the second increase for buyers that are putting less than 10 per cent down payment which is more than 56 per cent of CMHC insured borrowers. History has shown that once CMHC increased their premium, Genworth and Canada Guaranty follow suit.

The new rate for a loan to value up to 95 per cent will increase to 3.60 per cent from the current 3.15 per cent. This will mean an approximate increase of $450 of mortgage default insurance for every $100,000 of a mortgage. In addition, a non-traditional down payment (where you borrow the down payment with a loan, unsecured line of credit or a cash back program), the premium will increase to 3.85 per cent from 3.35 per cent. This increase will not impact any homeowners that are currently insured. This increase will have an impact for anyone that is buying a property.

» If you are putting less than 10 per cent down payment and your lender has submitted your application to the insurer before June 1st you will be paying the current premium rate. It doesn’t matter if your completion date (when your mortgage closes) is after June 1st.

» If you have been pre-approved or pre-qualified and you don’t have an accepted offer and approved by the insurer you will have to pay the new premium.

Q My wife and I would like to get into the real estate market before it becomes unaffordable. We have saved

$10,000 for a down payment. We have above-average salaries but have been working only for the past three years. Is this the right time for us to buy? Joanne and Jake, Ajax

AAs we progress further from the financial crisis of a few years ago, economic slowdown, stock market and even

real estate declines, things are looking brighter for many Canadians. Canada survived the recession; though there are still some challenges, spending is up, stock markets have arguably rebounded and the real estate market has shown longer-term price and sales increases.

Many economists predicted real estate price declines, and few expected price increases and such a quick recovery. Homebuyers who were counting on further price declines may have been kicking themselves. How long will this continue, you ask? It’s anyone’s guess.

The federal Finance Ministry has, on occasion, given notice it is concerned about a potential overheating of the real estate market. Borrowers must meet the requirements for a five-year, fixed-rate mortgage, even if they plan to choose a shorter term and lower rate. The maximum amortization period for government-insured mortgages was recently

reduced to 25 years from 30. In addition, Canadians can now withdraw in refinancing only 80 per cent of their home’s value, down from 85 per cent, while down payment requirements remain at five per cent for primary homes and 20 per cent for investment properties. Some experts feel these changes may leave some first-time buyers sitting on the sidelines.

However, these issues should not be the primary factors to influence your decision to buy. Some consider-ations to reconcile before making the plunge include:

» How much of a house can you afford to purchase? Get pre-approved by your bank before shopping

» How much of a house do you want to afford? The answer is not necessar-ily to purchase the maximum house you qualify to buy, but what you want to afford

» What will your payments be, if interest rates rise (and they definitely will) one, two or three per cent? Ensure you can easily afford the increase

» First-time buyers of new homes priced at less than $425,000 will be minimally affected by the HST. Generally, there are no real estate commissions for the purchaser of a home. Legal fees are not usually high for a purchase and are minute in the grand scheme of purchasing a home

At the end of the day, a home is a long-term investment, so look beyond the next year or two.

The Real Estate Board of Greater Vancouver (REBGV) reports that residential property sales in Greater Vancouver reached 4,060 on the Multiple Listing Service® (MLS®) in March 2015. This represents a 53.7 per cent increase compared to the 2,641 sales recorded in March 2014, and a 32.6 per cent increase compared to the 3,061 sales in February 2015.

Last month’s sales were 26.8 per cent above the 10-year sales average for the month.

“We’re seeing strong competition amongst home buyers today. This is leading to more multiple offer situations and some upward pressure on home prices,” Darcy McLeod, REBGV president said. “For sellers, this means that it’s taking less time, on average, for your home to sell if you have it priced correctly for today’s market.”

New listings for detached, attached and apartment properties in Metro Vancouver totalled 5,968 in March. This represents a 13 per cent increase compared to the 5,281 new listings reported in March 2014.

Last month’s new listing count was 4.7 per cent higher than the region’s 10-year new listing average for the month.

The total number of properties currently listed for sale on the REBGV MLS® is 12,376, a 14.5 per cent decline compared to March 2014 and a 4 per cent increase compared to February 2015.

“The number of homes for sale today is below what’s typical for this time of year,” McLeod said. “If you’ve been considering putting your property on the market, these market conditions indicate that now may be a good time to list.”

The MLS® Home Price Index composite benchmark price for all residential properties in Metro Vancouver is currently $660,700. This represents a 7.2 per cent increase compared to March 2014.

The sales-to-active-listings ratio in March was 32.8 per cent. This is the highest that this ratio has been in Metro Vancouver since July 2007.

Sales of detached properties in March 2015 reached 1,711, an increase of 53.3 per cent from the 1,116 detached sales recorded in March 2014, and an 83.4 per cent increase from the 933 units sold in March 2013. The benchmark price for a detached property in Metro Vancouver increased 11.2 per cent from March 2014 to $1,052,800.

Sales of apartment properties reached 1,627 in March 2015, an increase of 47.1 per cent compared to the 1,106 sales in March 2014, and an increase of 65.7 per cent compared to the 982 sales in March 2013. The benchmark price of an apartment property increased 3.3 per cent from March 2014 to $390,200.

Attached property sales in March 2015 totalled 722, an increase of 72.3 per cent compared to the 419 sales in March 2014, and a 67.1 per cent increase from the 432 attached properties sold in March 2013. The benchmark price of an attached unit increased 4.9 per cent between March 2014 and 2015 to $484,900.

At first, you were afraid to put away the rain gear because it was impossible to believe that unrelenting, grey and wet season was really over. But as spring slowly slides into place, you’re finding spring jackets and raincoats being layered on hangers atop winter jackets. The hall closet is bursting at the seams trying to contain the collection of everything from mitts and snow boots to umbrellas to Wellies. It’s time for the seasonal switch-up. Make some space for your spring and summer, and don’t give Jack Frost another thought.

MAKE ROOM FOR SPRING. It’s that wonderful time of year again when we can put away the winter gear and lighten the load. Although there’s never enough storage space, there are creative ways to better utilize existing spaces when storing out-of-season items.

Try adding another shelf above the existing one in all the closets, and purchase under-the-bed organizers. If your bed is not high enough, you can get a bed riser to lift it. Consider creating a document on your computer that serves as an index to outline where you’ve stored what. When winter arrives again, you won’t have to rely on your memory to find what you need.

HOW LONG HAVE YOU BEEN PUTTING OFF THAT RUMMAGE SALE? Have you been saving items for years with the intention of selling them, but never seem to get around to it? Pull out your calendar today and book a definite date to have your sale this spring. Blocking the time now increases the likelihood of following through with it later.

Another option is to forgo the big sell-off entirely and donate these items instead. It takes several days to orchestrate a successful sale, so determine whether the money you’ll make is worth the time and energy it will take. After all, you can always get more money but you can never replace lost time.

Seasonal switch-up MAKE WAY FOR SPRING!

JUMP-START YOUR SPRING CLEANING WITH BABY STEPS. If you don’t know where to begin when it comes to spring-cleaning your home, start small. Pick just one room. Moving clockwise, remove anything that doesn’t belong in that room and place it in a “move elsewhere” box to deliver to the room it should live in. Pull out anything that doesn’t give you joy or value and place it in a giveaway box. Toss or recycle any papers and garbage that are left over. Designate this room as a “no-clutter zone” so you will always have a sanctuary to escape to, regardless of what the rest of the house looks like. HAVE YOU STORED YOUR PARK A?If you’ve been putting off the task of storing your winter coats because you don’t have an extra closet, there’s a solution. A sturdy, rolling garment rack makes an ideal spot to store winter coats during the summer.

Be sure to dry-clean all items before storing, even if they look clean. Body oils and not-yet-visible food stains attract moths – especially on wool coats. Cover the clothes with a clean, cotton bed sheet or use a zippered canvas wardrobe cover specifically designed for this purpose to keep your clothes dust-free. If you don’t have room for a garment rack, store seasonal items in large garment bags, suitcases or under-bed storage bins.

The problem with RRSPs being all things to all people is that its wider scope, its greater flexibility, its move from a hands-off-don’t-ever-touch-this-money retirement plan to a you-can-use-it-whenever-you-can-justify-it savings account is that the process of identifying your investment strategy has become more complex. Most people say they don’t have enough money to maximize their RRSP and set aside a

non-registered emergency fund, which explains the overlap between retirement savings and other types of savings that take place within an RRSP.

The first question to ask yourself when choosing investments for your RRSP is, “When am I going to use this money?” If you’re using a portion of your RRSP savings as your emergency fund, then keep that portion of the RRSP assets fairly liquid so you can access the money in an emergency. If you’re tapping into your RRSP to buy a home, you’ve got a short- to medi-um-term investment horizon and must choose investments that suit. So you’ll have to forgo equities in favour of a more-conservative investment portfolio. Since you don’t have the time to wait out the bumps in the road that are part of the equity-investment experience, you have to settle for less return.

The first question to ask yourself when choosing investments for your RRSP is, “When am I going to use this money?”

Being clear on how you plan to use your RRSP dollars is especially important when those dollars are being contributed to a spousal plan or the contributing spouse could find money withdrawn from that plan taxed in his or her hands. The rules for withdrawals from a spousal RRSP state that if money is taken from a spousal plan within three calendar years of a contribution, that money could be taxable at the hands of the original contribu-tor, defeating the original income-averaging strategy.

Make spousal contributions by the end of the calendar year as opposed to in the first 60 days of the new year, since spousal contributions are measured on a calendar-year basis. If you delay your contribution, you’ll end up extending the withdrawal period by another calendar year.

Perhaps the toughest part about using your RRSP for myriad purposes is keeping track of which of your RRSP dollars is for what. Here, consolidation may work against you. Instead, consider opening a separate RRSP for each of your purposes and file your statements based on what you’re trying to accomplish. Separate accounts will not only help you stay focused on the

purpose for which you are saving, it will allow you to keep your time horizon in perspective.

While the money in your RRSP is yours and you decide how to spend it, don’t sacrifice your long-term goals for short-term ones. It’s easy to get focused on a single objective to the exclusion of all others. To be balanced, look at what you want your savings to do for you long-term, medium-term and short-term. If you’re saving for a home, instead of putting this year’s total RRSP contribution into your

“Home Ownership RRSP,” consider dividing it equally between home owner-ship and retirement. It will take a little longer to get into your dream home, but when you do, you won’t be behind in terms of retirement planning.

Some call it their “castle,” others their “residence,” yet others simply their “pad.” But whatever moniker you use, most people would agree that a home is far more than just four walls and a roof. It’s a reflection of who you are and what matters most in your life. So choosing the right neighbourhood is just as important as choosing the right style of dwelling.

This issue, New Home Guide chats with Robert Grimm, principal of Portrait Homes, about some of the considerations to take into account when you’re deciding where, geographically, you want to come home to.

Q: The Lower Mainland offers an astonishing diversity — from agricultural communities to ultra cosmopolitan, downtown centres. Even within a single municipality, neighbourhoods often have a totally different character and ambiance than the one right next to it. How does a homebuyer choose the one that’s right for them? A: In a word, it comes down to lifestyle. So the first step is to establish what’s important to you in the way your live your life day-to-day. For example, having a garden, a workshop, and a ground-oriented home are all extremely important to me but not to my brother, Harry. Living in a downtown Vancouver condo with a balcony would suit him perfectly. I’d never be happy there.

I also prefer a neighbourhood that’s very family-oriented and active. In the South Surrey neighbourhood where I live you always see families out riding their bikes or walking together, and on a sunny afternoon there’s almost always a game of pick up hockey happening somewhere on the street. Personally, I like that for my kids, but for someone who doesn’t have children, it might be a detriment.

Q: You’re talking about fun, casual activities. What about things like cultural events and formal recreational opportunities? How do they fi t into the equation?A: Again, you have to be realistic about what’s important to you. Families with young children will want to know there are good schools close by. If you’re a serious swimmer, proximity to a year-round pool makes sense. A person who loves to ride horses, won’t fi nd many stables in downtown Vancouver or the North Shore, but for someone who has seasons tickets to the opera and a couple of live theatre venues those locations are ideal.

One interesting hybrid is the large, communal amenities you see some developers like Polygon putting into their masterplanned communities. While it may mean higher strata fees, it’s a lifestyle that works for people who don’t to have to travel for things like a gym or place to host large gatherings.

Q: What about the “feel” of a neighbourhood?A: Th e best thing you can do is go exploring and spend some time hanging out. Sit down and have coff ee or stay for dinner. Go shopping at the local grocery store. And be sure to check out neighbourhoods you’re interested in at diff erent times of the day and on weekdays as well as weekends — just because an area is quiet on a Sunday doesn’t mean it will be on Monday morning when all the local businesses and industries open.

I also believe in talking to realtors who specialize in an area you’re considering and to the neighbours who live there now. Most people are quite willing to help. We once knocked on a person’s door and ended up having a two-hour conversation with her over tea — we learned a lot that day.

Q: Have you got any cautions?A: If an area is scheduled for redevelopment, it can be a great potential for gain on your investment. But you need to be aware evolution usually takes time, and sometimes that means the neighbourhood gets a bit rundown before it evolves. Th ink about it this way. If an investor is holding several lots that he wants to sell to a developer for a multi-family project, there’s not a lot of sense repainting or reroofi ng because those houses are just going to be torn down.

Q: What’s your advice to fi rst time buyers?A: Be clear on what you’re willing and not willing to sacrifi ce to get the lifestyle you want. If having access to a natural setting, outdoor activities, and a larger home is important, some people are happy to accept a longer commute time and the possibility of needing two cars. On the other hand, if you really prefer to be within cycling or walking distance of where you work, it might mean giving up some space — which isn’t an issue for many urbanites.

Ultimately, though, I think the sooner you get into the market the better even if you initially have to make compromises, like taking in a roommate, or starting out with a condo when you really want a townhouse.
