Prior to plugging the well, NMED collected depth-discrete groundwater samples from six depths within the well. NMED also visited the site occasionally throughout the plugging and abandonment task. At your request, NMED is providing analytical results of our sampling, and observations of the plugging and abandonment activities. The former Coca-Cola production well was located approximately 150 feet south of Roma Avenue, and 50 feet east of Commercial Street on the former Coca-Cola bottling plant at 205 Marquette Avenue NW in Albuquerque, New Mexico. This well, listed with the Office of the State Engineer as RG-24633 replacement well, was originally drilled in 1975 to a depth of 581 feet and completed with 10-inch steel casing and five perforated zones. The perforated zones were located at depths of220'-240', 260'-295', 310'-350', 445'-465', and 545'-555'. In 1999, the bottom of the well contained approximately 40 feet ofsilted-in fill material. On August 23,1999, NMED collected groundwater samples from six depths within the Coca-Cola production well using a depth-discrete Theif-sampler. The samples were shipped to an EPA-contracted laboratory for analysis of volatile organic compounds (VOCs). Dear Mr. Abbott:

The New Mexico Environment Department (NMED) appreciates your prompt response to our May 14,1999letter, and the subsequent plugging and abandonment of the production well at the former Coca-Cola bottlingplant (now owned by Commercial Holding Company) at 205 Marquette Avenue NW. Prior to plugging thewell, NMED collected depth-discrete groundwater samples from six depths within the well. NMED alsovisited the site occasionally throughout the plugging and abandonment task. At your request, NMED isproviding analytical results of our sampling, and observations of the plugging and abandonment activities.

The former Coca-Cola production well was located approximately 150 feet south of Roma Avenue, and 50feet east of Commercial Street on the former Coca-Cola bottling plant at 205 Marquette Avenue NW inAlbuquerque, New Mexico. This well, listed with the Office of the State Engineer as RG-24633 replacementwell, was originally drilled in 1975 to a depth of 581 feet and completed with 10-inch steel casing and fiveperforated zones. The federal maximum contaminant level (MCL) for trichloroethene (TCE) is 5 ug/L; all sample depthswithin the Coca-Cola production well exceeded this level. The MCLs for cis-l,2-Dichloroethene (DCE) andtrans-l,2-DCE are 70 ug/L and 100 ug/L, respectively. The concentrations of these chemicals in the Coca-Cola well did not exceed regulatory standards.

NMED intermittently visited the site to observed the plugging and abandonment of the Coca-Cola well. Ourfield notes are included as Attachment C. Commercial Holding Company hired Rodgers & Company(Rodgers) to conduct the plugging and abandonment of the well. Rodgers attempted to remove theapproximate 40 feet of fill material at the bottom of the well, but had difficulty extracting the deepest 10 feetof fill. A sample of the fill material was submitted to the New Mexico Scientific Laboratory Division foranalysis ofVOCs. The laboratory reports for this soil sample, along with a trip blank sample, are includedas Attachment B. No VOCs were detected in the soil sample, therefore, NMED agreed that the last 10 feetof fill material did not need to be removed from the well prior to plugging it. Rodgers conducted perforationof the entire well casing using a Mills knife to cut four slices into the casing every 10 feet. Thereafter,Rodgers and their contractor, American Energy Services, welded a cap onto the well casing and commencedpressure grouting of the well. NMED calculated one well casing volume would require 2,309 gallons ofgrout, assuming no loss to the formation. Typically, to seal the gravel pack outside of the casing, a minimumof 25% loss to the formation is required. The total volume of grout pumped into the Coca-Cola well was3,392 gallons. This indicates that the well took approximately 47% more grout than it's casing volume toseal the well and gravel pack. NMED considers the Coca-Cola production well to have been properlyplugged and abandoned.
