If you are passing by the Thirumangalam fly-over on the Jawaharlal

Nehru Salai, more popu-larly known in common parlance as the 100 Feet Road, you are sure to come across some tin structures beneath the flyover. These

bunkers are prominently visible to any passer by and motorist near the Thiru-mangalam Junction as they take a left turn to-wards Red Hills Road or while coming from Red Hills Road and proceeding towards Koyambedu.

Well what are these bun-kers doing there? Not

many seem to have any clue about it. But everyone has seen them.

“From the look of it, these bunkers appear to be abandoned police posts or a waiting room for a traffic policeman. But now that it is in a state of disuse, we can’t tell for sure. But one thing is certain, abandon-

ing these bunker like struc-tures beneath the flyover is a waste of public money and also an eyesore,” said Alaguraj, a vendor near the Asiad Colony, which is located opposite the Thiru-mangalam flyover.

The bunkers have been lying beneath the flyover for many months now say

those using the stretch on a regular basis. “Out of curi-osity, I have often wondered what they are but have not got any con-vincing response. There is definitely no way that it was a private property. I do feel it is an aban-doned facility that could have possibly been once upon a

time used by government officials. The least the au-thorities could do is to re-move them from the spot and put them to some other efficient use if pos-sible. Leaving them here makes absolutely no sense,” said Kalaimagal, who identified herself as a

resident of the Rohini Flats which is located a few hundred metres away from the Thirumangalam fly-over.

In any case, local people feel that the flyover is no place to dump unwarrant-ed junk. “Government authorities are launching so many campaigns in fa-vour of maintaining our surroundings clean. The flyover is a government owned and government maintained proper ty. When we park our vehicles beneath the flyover, the traffic police personnel object to it saying it is un-authorised to do so. That being the case, how can they allow these bunkers to be junked here,” asked Kalaimagal.

Two months after the Tamil Nadu Government banned manufacture, storage, sale and usage of single-use plastic items, there are telltale signs of the ban being violated in the neigh-bourhoods of Mogappair and Anna Nagar as is the case in many other parts of the city.

The garbage bins in street corners and roadsides, placed by the Greater Chennai Corporation, in Mogappair East, Mogappair West, Nolambur and Anna Nagar are still overflowing with wastes dumped in polythene carry bags. This bears testimony to the violation of the ban order and the wider prevalence of the use of carry bags despite the Government con-ducting an awareness campaign on the need to end the use of single-use plastics to save the environment from degradation.

Conservancy workers, engaged by a private contractor authorised by the Greater Chennai Corporation, say that even over 60 days after the ban, it is very common to find polythene carry bags with household waste be-ing dumped in garbage bins on a

daily basis. “Each morning we find heaps of polythene bags containing household waste. We thought after the ban this practice will end. But that has not been the case. Even now we find dogs and cattle forag-ing these carry bags looking for food. Most often we come across rotten food waste from the kitchens inside the carry bag,” said a conservancy worker, who did not give out her name.

Many of these carry bags are not recyclable as they are of less than 40 microns thickness, which worsens the problem.

Some neighbourhood environ-mental activists wonder where these carry bags come from. “Post-ban, all retail outlets are required to end the practice of giving shopping consign-ments in polythene carry bags. In-stead they are expected to use biode-gradable stuff such as carry bags made out of paper and cloth. How-ever, by the look of what goes into our neighbourhood’s garbage bins it appears that these plastic carry bags are still being widely distributed in retail outlets. In turn they are being

used by households to dispose of their kitchen waste. We need to in-crease awareness on the ban on single use plastics to end this menace,” said Meera Nair, a housewife and green activist in Mogappair neighbour-hood.

The Eri Scheme First Main Road, which con-nects Mogappair East and West besides being an im-portant link to parts of Nolambur, is in need of repair works. The tar road has given way at some places on the main street making it a rough ride for vehicle users.

"This was one of the good roads in the Mogap-pair and Eri Scheme neighbourhood as some

top police officers live in the locality. More than three years ago contractors engaged by the govern-ment authorities had laid very good road here using tar and bitumen. However, in between, the civic agen-cies had dug up the Eri Scheme First Main Road for laying underground sewage pipelines and did not cover is properly. This and the regular usage have led to wear and tear result-ing in large battered patch-es at some places on the

road," pointed out Kama-lini, a resident of an apart-ment off Eri Scheme First Main Road.

Since a private school is located close by the road is used by hundreds of parents on a daily basis. Besides, all those going to Ambattur Industrial Es-tate and Mogappair West from neighbourhoods in Mogappair East also use the road regularly. Even Metropolitan Transport Corporation (MTC) buses ply on this stretch thereby

making it a well used road.The scattered patches

of potholes make it diffi-cult for riders especially those on two-wheelers. "Not that life is any easy for car drivers. When driv-ing fast, the vehicle's bum-pers some times get hit on the potholes.

Also the suspension of the wheels get damaged due to this. Of course, for two-wheeler riders it is worse as they have to bal-ance on the potholes. But no one has paid attention to the need to relay such an important road," la-mented, Pathy, another resident of an apartment in the Eri Scheme neigh-bourhood.

A cross section of resi-dents and vehicle users insist that the potholes be covered properly with blue metal and tar. "The relay-ing works on potholed stretches should be done in such a manner that the surface is even with the existing road. Otherwise, despite covering the pot-
