Welder, assistant killed in sewage sump at Nolambur

A welder and his assis-tant were killed after inhal-ing noxious fumes when they fell into a sump at a sewage treatment plant at Nolambur on Monday.

Kannan, 45, was weld-ing the roof over a sump when he slipped and fell into eight feet of sewage. Prakash, 24, jumped in to save Kannan, who was struggling to stay afloat in the enclosed space. Within minutes, both men lost consciousness after breath-ing the fumes in the sump and drowned.

Other workers raised the alarm and the sewage plant staff informed the police and fire and rescue personnel. A police team from the Ambattur Indus-trial Estate rushed to the spot but had to wait for fire and rescue personnel from J J Nagar to arrive.

Two firemen used a ladder and ropes to bring out Kannan and Prakash from the sump, which was

12 feet deep. Paramedical staff of the ‘108’ ambu-lance confirmed the two were dead. The bodies were sent to the Kilpauk Medical College (KMC) hospital for autopsy. Fur-ther investigations are on.

Motorists are extremely concerned about the poor condition of the Second Avenue Road, a crucial bus route road connecting Thi-rumangalam Junction with Anna Nagar Roundtana. The road, which witnesses high density traffic on both sides on all working days and during peak evening hours on weekends, has developed several potholes and rough patches follow-ing the short spells of rains experienced during the just concluded monsoon sea-son.

What has bothered mo-torists is that the road was

laid only under two years ago after traffic on both sides of the arterial stretch were restored following the commencement of the Metro Rail operations on the circuit. “Now you can find loose bitumen at many places on either side of the busy roads indicating that the blue metal has been washed out in the recent rains. Also one can find large potholes – though they are not deep – on both sides of the Second Avenue Road. What is surprising is that this road was laid un-der two years ago and at that time it was claimed that this is one of the high quality roads laid in the

neighbourhood of Anna Nagar but now what we see is that it has potholes,” said Vidhu Naik, a resident of an apartment near the Blue Star bus stop in Anna

Nagar.Many of the motorists,

who found it difficult to ride on the stretch due to the loose bitumen and pot-holes are lamenting that

such battering has hap-pened on a main road. “We can understand if we wit-ness such condition of roads in interior areas of the neighbourhood. But it

is indeed shocking that this is the state of a stretch, that is considered one of the longest stretch of a bus route road in the Anna Nagar area,” said a motor-ist Veena Nair.

“We are finding it diffi-cult to maintain balance while riding a scooter on the stretch now because the wheels are small and the chances of skidding is high,” she added. “I hope that the authorities con-cerned undertake some inspection at the earliest to assess the state of this road and take immediate reme-dial measures to fix the stretches that are battered,” said Veena.

Mosquitoes, street dogs pose threat to residents

The short spells of rain and added to it the dumping of garbage in the open has led to

an increase in mosquito breeding at VG Panneer Nagar in Mogappair. In the last few weeks, mosquitoes are found in abundance and the residents are complaining of the menace de-spite precautionary measures. It’s high time covered dustbins are placed at different spots to stop the dumping of garbage on the streets.

Street dogs are yet another nui-sance in this area. They wander in groups making life difficult especially for seniors and kids. Corporation of-ficials will have to act fast to curb the dog menace.

Pattas is an action film written and di-rected by RS Durai

Senthilkumar, starring Dhanush, Sneha and Meh-reen Pirzada in the lead roles. It has Nasser, Mu-nishkanth, KPY Sathish and others in crucial sup-porting roles. The film is produced by Sendhil Thya-garajan and Arjun Thyaga-rajan under the banner Sathya Jyothi Films. Vivek-Mervin head the music department while the cin-ematography is handled by Om Prakash.

Dhanush plays the role of Pattas (a) Sakthi, an audio thief who turns into a mixed martial arts fighter after he meets Kanyaku-mari (played by a mature Sneha). He has his roots in Adimurai, an ancient mar-tial art, considered as the base for every other martial art in the world. Sakthi’s father Thiraviyamperumal (also played by Dhanush) is an exponent in the art-form, and how he influ-ences Sakthi forms a major chunk of the plot. The film follows the usual under-

dog-becomes-champion template, so all that matters is how well it engages and entertains you.

In that sense, Pattas turns out to be a neatly written film. There is no forced romantic track be-tween Dhanush and either of the female leads, and right from the start, it is clear as of what it wants to achieve. The characters of Sakthi, Kanyakumari, and Thiraviyamperumal are sketched really well, and Sneha in particular stands out as Kanyakumari. She fights with the same valour as the men in the film, and also takes a hit or two.

If you are among the residents of the Anna Nagar neighbour-

hood, who is hoping that fencing an open area would keep those dump-ing garbage at bay, you may well be wrong in your assumption. At least that is what the scene on the corner of the 12th Main Road in Anna Nagar – the area where the road merg-es with the Anna Nagar Fourth Avenue road (bet-ter known in common parlance as Shanthi Colo-ny Road) – would convey.

A vacant spot, abutting the compound of a multi-storied apartment, on 12th Main Road was a favoured spot for those sans any civic sense, to dump wastes, particularly tree wastes and old household mattress, furniture and the like. The issue was high-lighted in the columns of

Mogappair Mail in Septem-ber last year as well. But a visit to the spot now shows that an interim solution to end the menace has hardly been effective.

“After Mogappair Mail had brought the issue of indiscriminate dumping of wastes at this spot to the notice of the authorities of the civic administration, we expected some action. And then the area was fenced using a green wired mesh in the hope that this would dissuade people, who need a lesson or two in conservancy, from dumping wastes at this place. But our hope stands demolished today and our purpose defeated. People are continuing to dump all sorts of waste just outside the fenced area leaving us absolutely frustrated,” said Prakasam, a local resident pointing to the piled up garbage and throwing up his hands in

the air as a sign of des-peration.

Back then, i.e., about five months ago, a resident of an apartment, prefer-ring anonymity told this Correspondent that: “Ev-ery now and then we can see workers engaged by the conservancy agency, which has been hired by the Greater Chennai Cor-poration to maintain sani-tation, clearing the spot. However, quite mysteri-ously we find that within no time the area has again turned into a dumping spot. We do not know who is dumping the tree wastes and other assortment of wastes that should not be discarded here. But we find them quite often.” Ironically there is no ground change in his state-ment as even now resi-dents said they were clue-less about how the garbage finds its way just outside the fenced area.

Where fencing has not helped counter waste dumping

Corporation to collect user fee to have garbage removed

Come April, owners of residential and commercial establishments in the city and those hosting events will have to pay extra mon-ey as user fee to the Great-er Chennai Corporation for removing garbage.

Occupants of a house with a built-up area of up to 500 square feet will have to pay Rs 10 every month, while those living in a house with built-up area of more than 2,400 square feet will have to pay Rs 100 per month.

The bye-laws propose to collect the fee from hotels, lodges, public and private

community centres, cine-ma theatres, private and government offices, stalls to which trade licence is issued, private schools and colleges, places of worship and medical institutions. The organisers of events would have to cough up as user fee Rs 5,000 if less than 500 people attend, while it would be Rs 20,000 if more than 1,000 persons attend. The fee would have to be paid along with the property tax once in six months, it is learnt.

Apart from the user fee, the byelaws also mandate collection of a stiff amount

as penalty for littering. For instance, unauthorised dumping of construction waste in any public place will attract a fine of Rs

2,000 for upto one tonne of waste and Rs5,000 for more than a tonne. In the case of a public gathering or a cultural programme,

the organisers will have to pay a penalty of Rs 5,000 if the venue is not cleaned up within 12 hours of the conclusion of the event.
