Over the past week, the Table View Rate- payers’ Association (TVRA) and Maria Blount, director of Synergy Events The Cor- porate Butler have been embroiled in heated exchanges over the proposed event. This follows a public meeting on Monday 27 July where residents posed several ques- tions regarding the event (“Festival seeks diversity”, TygerBurger, 29 July). The proposed festival is scheduled for Sep- tember and is expected to attract 10 000 peo- ple to the Table View beachfront. Following the meeting, Leon Alhadeff, chairperson of the TVRA, sent the City of Cape Town a letter requesting they do not make a final decision on the event applica- tion until the ratepayers are allowed to voice their concerns. This sparked a flood of letters between Blount and Alhadeff, including a letter to the TygerBurger (see page 8). In subsequent emails between them, vari- ous issues were debated, including the noti- fication of residents, the presentation, resi- dents’ support and plans for the event. Speaking at the public meeting last week, Blount said the event had been approved. However, City mayco member for tourism, events and economic development, Garreth Bloor, said the application had “not been ap- proved as yet as planning is still in process”. Asked to clarify her earlier statements, Blount said she would not comment until the matter was resolved with the TVRA. At the same meeting, TygerBurger ques- tioned whether event organisers were re- quired to pay for the use of a public amenity and Blount responded saying they do. She would not say the entire amount but claimed the deposit was R10 000. But according to City mayco member for community services and special projects, Belinda Walker, this was not the case. Walker said the commercial rates charged amounted to a deposit of under R2 000. V To page 2. Organisers of the proposed BloubergFestival have comeunder scrutiny fol-lowing several public statements.

Walker said the rates are chargedwhenacom-pany makes a booking or when an individualwants to utilise an area and charge an en-trance fee and market possible sponsors dur-ing the event.“The cost for the event in question (a large

event for approximately 5 000 to 10 000 peopleas per submitted application) will be R11 183hire fee (per day) plus R1 962 breakage fee/de-posit which is refundable after the event, pro-viding the venue is left as found and cleanedas per the approved City tariff schedule,” shesaid.Asked to clarify why she stated the deposit

was R10 000, Blount did not respond.Bloor said the municipality considers vari-

ous factors before approving events, includ-ing applicable legislation, public safety andsecurity, event impact, environmental andpublic health aspects, among others.According to a press release in November

2014, the same events company planned tohost the festival on Saturday 29 November.However, Bloor said the 2014 event was notpermitted as the organiser was deemed to benon-compliant in terms of the submission ofthe required plans.According to Alhadeff the TVRA is not op-

posed to the event in principal. However, theyare “opposed to the lack of public participa-tion”, which he said could lead to the resi-dents’ concerns being overlooked.“It also does allow for the City to generate

income, that is not reinvested into this com-munity and the resources that generate such.In this case a resource that is desperatelyneeding love and attention.”Among the main concerns raised by resi-

dents are traffic flow, waste management,safety and security, restricted access to a pub-lic area, parking on private property, damageto private property, restricted movement ofresidents and restricted movement of emer-gency personnel.Alhadeff said should these concerns be ad-

dressed, the association would support theevent.Speaking during the public meeting, the or-

ganisers alsomentioned they have applied fora noise exemption permit for the festival.According to City mayco member for

health, Siyabulela Mamkeli, the applicationis being processed but whether it is grantedwill depend on the outcome of the communityengagement the applicant is required to fol-low in terms of theNoiseControl Regulations.“As part of the Noise Exemption applica-

tion, the event organiser has to contact affect-ed Ratepayers’ Associations and businessesto obtain their comments or indication oftheir support,” said Bloor.

“We are the eyes and ears,” is aphrase widely used at publicmeetings across Table View

to garner support for crime-fighting initi-atives.

Last week, TygerBurger joined the Ta-ble View Neighbourhood Watch (TVNW)on a patrol to see how this principle is be-ing applied.

On a chilly Thursday evening, as manysettled in for the night armed with headlamps and candles ready to brave the pos-sibility of yet another evening withoutelectricity, a group of dedicated men andwomen geared up to take to the streets.

Standing in Westport Square, yellowlights shining brightly on neighbourhoodwatch members’ vehicles, a quick intro-duction to patrollers revealed just howclose members are as they discussedwork, their families and plans for theevening.

A dip in crimeAccording to TVNW media liaison Ja-

mie Agenbag, patrollers head out to thestreets and keep an alert eye out for possi-ble illegal activity. Having been involvedin several arrests in recent weeks, thewatch is a force to be reckoned with.

Agenbag says their analysis, has re-vealed adip in crimewhenpatrols are car-ried out. Their numbers boast approxi-mately 2500 members, with about 160 ac-tive patrollers.

According to chairperson JustinCroucher much of the work done is be-hind the scenes. He explained the com-plexities of running a successful neigh-bourhood watch and said many who donot patrol carry out other important func-tions such as attending meetings and ad-min.

During the patrol, members walkedthrough the thick vegetation near the oldbaby drop along West Coast Road. Theyhighlighted concerns around vagrancy,including large amounts ofwaste found inthe thick bush.

The patrol also covers Marine Circlewhere patrollers noted the number of ille-gal car guards. A man seen in the cornerof a parking lot quickly walked awaywhen the watch was spotted. For patrol-lers this is anormal reactionandAgenbagexplained being the “eyes and ears” of acommunity is a deterrent to criminals.“Our patrols remind them we are watch-ing over our community and with accessto police we can alert them as soon assomething happens,’’ she said.

Escape routesHowever, on this patrol, sector com-

mander Captain Marius Nimb, showedhis support for patrollers and joined in.During the patrol, he often led the wayalong green belts and parks.

Croucher said greenbelts in thevarioussectors were not only under threat by va-grants but were often used as a “quick es-cape” by criminals.

During this patrol, no major incidentswere reported and the watch spent mostof their time collecting waste found dis-carded in public areas.

Tired from a long night on the road,TygerBurger bid the group farewell justafter midnight. For patrollers, however,

thenightwas far fromover as theyheadedback into the darkness to keep watch.

Croucher said one of the most impor-tant elements of the TVNW is all work isdone by volunteers who care about thesafety of their communities.

The patrol provides proof thatwhile thegreater Table View community, likemanyothers, has issueswith crime, an ac-tive neighbourhood watch can go a longway to deterring criminals.

Marconi BeamPrimary School buzzedwith excitement yesterday as pupilslined up with bags of recyclable

goods for an exciting new programme.The school has been adopted by Milner-

ton High School and together theymake ex-changes of recyclable goods and food dona-tions.According to Angel Snyman who heads

the Christian Connection Society at thehigh school, the project was initiated by pu-pils and the school partnered with the OutOf Africa Children’s Foundation (OOAF).OOAF founder Kim Ferroli-Highfield ex-

plains the initial step taken was to identifya nearby underprivileged school.

Each school was contacted and decidedwhether or not they wanted to participate.The privileged school is responsible for col-lecting food donations while the underpriv-ileged learners clean the streets of theircommunity by collecting recyclable goods.Snyman explains they were excited to

partner with Marconi Beam and managedto secure a R15 000 donation fromOK Foodsand struck a partnership with Meals onWheels in Brooklyn to provide soup for 400pupils.Ferroli-Highfield says the project is

aimed at bridging the gap between pupils.She sayswhile the two schools are just a fewkilometres away, pupils come from“twodif-ferent worlds”.“The project is a new way for them to

come together while addressing very im-

portant issues like food security and envi-ronmental impact. The Marconi pupilsworked hard to collect the recyclable goodsand we hope this will help teach them totake pride in their community. In addition,theMilnertonpupils get to see first hand theissues that other pupils face and how theycan lend a hand,” she says.During the first exchange yesterday, pu-

pils from both schools braved the coldweather and spent time socialising.The project was also assisted by various

sponsors including Tuffy, Woolworths,Hirsch’s, Postwink Recycle Solutions andWaste Man.Snyman says Milnerton has now chal-

It was a night of hopeless devotion,summer loving and hand jiving asMilnerton High School pupils took

to the stage for their latest produc-tion, Grease.

The stage came alive with life-sizeprops and energetic dance sequencesas pupils belted out their rendition ofthe classic musical. Pupils and pastpupils also received a blast from thepast with a video snippet dating backmore than 20 years when Grease wasperformed at the school.

The classic teenage love story wasbrought to life with music, dance andvocal performances which received astanding ovation from the crowd.Monique Duval took the pictures.

Tidy sands: Another beach clean­up took place at Sunset beach on Saturday. A class ofGrade 9 learners from Elkanah House High School, a team from Woolworths, Miss EarthSouth Africa and a group of local residents took part in the clean­up, organised by CapeTown Beach Clean Up and the NPO Clean C. The eager trash collectors soon turned a lessthan glamorous task of picking up litter into an enjoyable morning and turned a beach thatwas filthy from the storms of the last few days into a clean and respectable beach forvisitors and nature’s own occupants to enjoy. In a little over an hour more than 90 bags oflitter were collected, providing a total haul of somewhere between 200kg and 300kg of litterthat was removed from the beach. A clarion call for information aboutfour men suspected of smashing win-dows of cars in Sunningdale and

Blouberg has been made.According to a report by Table View

Neighbourhood Watch (TVNW), four van-dals set out in the early hours of Sunday 26July and smashed the windows of a numberof cars parked outside.

According to TVNW media liaison JamieAgenbag, nothing appeared to have beenstolen andmore than 14 caseswere reportedto the watch.

The watch also released CCTV footage ontheir Facebook page showing a silver Audipull up in front of a home and three menget out and smash the window of a vehiclebefore driving off.

In her social media post, Agenbag wrote:“On Sunday morning between 05:00 and07:00, at least 14 vehicles in Sunningdaleand Blouberg were vandalised. This ofcourse is not acceptable and as a communi-ty we need to not only put a stop to it, butfind the vandals and take them to task.”

She said Table View police have asked forthe footage to be released in the hopes resi-dents may be able to recognise the perpetra-tors.

The watch said these incidents were re-ported in various roads and three incidentstook place in Sunningdale Drive.

According to Table View police stationcommander Colonel Dirk Vosloo, 16 caseshave been reported.

At this stage, he says, no arrests havebeen made and it is unclear whether or notthe perpetrators live in the precinct as thematter is being investigated.

“ We will have no mercy on the perpetra-tors. Once they are identified, they will bearrested and face charges in court,” Vosloowarned.

Questions around the legality of a taxirank along Sandown Road have aris-en.The rank, located in the emergency

lane close to the West Coast Road intersec-tion, continues to irk motorists.During peakhour traffic,motorists travel-

ling towardsWest Coast Road are facedwithseveral delays as taxis are seen picking uppassengers.Each day between eight to 10 taxis can be

seen. When a taxi is filled with passengers,drivers then proceed to cross three trafficlanes into the right turning lane.Other motorists are forced to give way as

drivers shout out ofwindowsandcross laneswithout looking out for other road users.TygerBurger witnessed as a taxi driver

proceeded to the intersection in the rightturning lane and made an illegal u-turn,nearly causing a collision.

Safety concernsAccording to Leon Alhadeff from the Ta-

ble View Ratepayers’ Association (TVRA)the association has received complaintsfrom residents who are concerned abouttheir safety.According to City of Cape Town director

for safety and security, RichardBosman, theCity’s Traffic Service has also received com-plaints and has carried out a number of en-forcement operations focusing on the taxisin the area.In the most recent operation, conducted

on Tuesday 23 June, various offences wererecorded.“Eight for having no PDP [public driving

permit, four for driving without a driving li-cence, six for failing to wear safety belts, 55for passenger overloads, five for disobeyingdirectional arrows and one arrest for reck-

less and negligent driving” Bosman said.The City referred questions regarding the

legality of the taxi rank to the provincialtransport department.However, according to department

spokesperson Siphesihle Dube, taxi ranksare the City’s responsibility.Dube provided a comprehensive overview

of legal taxi routes along Sandown Road,none of which indicate a start/stop point onSandown Road.According to City mayco member for

transport Brett Herron, the current mini-bus-taxi operations were moved to their po-sition from the West Coast Road as a tempo-rary arrangement in 2012.“This arrangement will apply until such

time as all of theMyCiTi Phase 1 routes havebeen rolled out and the bus service has re-

placed the minibus-taxi operations in thisarea – by 2016, if all goes to according toplan.”Another issue raisedby residents is the in-

troduction of informal trading next to the ar-eas where the taxis rank.Traders can be seen selling their wares on

the pavement, causing pedestrians to walkin the street to access the taxis.According to Citymaycomember for tour-

ism, events and economic and development,Garreth Bloor, there is no informal tradingplan for the area, which means that as longas informal traders comply with the City’sby-laws there is no restriction on their trad-ing in the area.In addition, he says the municipality is

considering an informal trading plan for thesubcouncil area and it is proposed no in-

formal trading be permitted at this location.Asked whether traders are contravening

any by-laws, Bloor says: “There is no ongo-ing by-law contraventions directly attribu-table to the informal traders”.TygerBurgerquestionedhow thiswas pos-

sible when traders were obstructing pedes-trian access and in response Bloor repeatedthe statement about the absence of a tradingplan.

No trading restrictionsHesaid thismeans that as longas informal

traders comply with the City’s by-laws,there is no restriction on their trading in thearea and the proposal being considered bythe City to not allow trading at this location“because it is not considered an appropriateinformal trading area in terms of concernsabout congestion and the narrow pave-ment”.“In terms of the question about obstruc-

tion, the Courts have ruled on a similarmat-ter that an obstruction needs to be substan-tive to be seen as a contravention of the by-laws. That being said, the City hasacknowledged that the current activities arenot appropriate in that location and in termsof the informal trading plan that is underconsideration, the City is proposing that noinformal trading be permitted at that loca-tion,” Bloor said.The trading plan has been a contentious

issue inTableView in recentmonths as resi-dents have cried foul over the public partici-pation process.Askedwhether these traders have permits

A bold plan to address vagrancy in thegreater Table View community hasseen several residents, City officials,

CPF members and other stakeholders taketo the streets to share information.

Armed with pamphlets and posters, thegroup handed them to passing motoristsand those in need of assistance. The pam-phlets, created by the Table View CPF, list-ed organisations which assist homelesspeople. The vision was to educate residentson how to give responsibly, and assistthose in need of help by giving them the or-ganisations’ contact details.

In less than a week, one homeless manshowed up on the TLC Outreach Projects’doorstep.

The organisation has assisted homelesspeople by providing skills, counselling andprojects to aid their rehabilitation.

On a cold winter morning, TLC founderColleen Pietersen can be seen hosting aphysical exercise class for a group of home-less people. Among them is the latest re-cruit, a man (23) who tells a tale of life onthe streets and how he came to TLC afterbeing handed a CPF pamphlet.

Pietersen says the organisation has beengoing for 19 years and their focus is rehabil-itation and reintegration.

The organisation formerly ran a safehouse in Atlantis, a farm along the N7 anda house in Blouberg for seven years.

Another homeless man (29) who has beenliving on the streets for many years, saysgoing back home is not always an option.His family, he said, live in Atlantis have re-lations with a well known gang.

He came to Table View at the age of 9 insearch for a better life. “My father died andI did not know my mother. I grew up at TLCand went through various projects. AuntyColleen found me and she found a house forus first on a farm and then in Blouberg.”

Petersen said these homes formerlyserved as half-way houses to assist thosewho could not be reintegrated with theirfamilies by providing basic skills for em-ployment. Due to financial constraints, thehomes have closed

The man explains for many years he bat-tled with a tik addiction and was first intro-duced to the drug at a hostel. During histime at the TLC house he underwent reha-bilitation and overcame his addiction.

“The drugs on the streets are the prob-lem. When we smoke our minds go butwhen we’re on the programme it keeps usnormal, not like the drugs,” he says.

Wesley Krotz is without doubtone of the very best ice hockeyplayers in the country, proven

by the fact the Canadian Parry SoundIslanders team has acquired his servi-ces.

Bearing in mind, the 19-year-oldfrom Milnerton was already selectedto represent South Africa on a seniorlevel when he was 15.

“Between the age of 10 and 13, I usedto skate with my cousin at every publicsession because we enjoyed ice skatingso much. One holiday in Johannes-burg, we were skating at Northgate Icerink and the manager approached usand asked if we would like to play icehockey for them.

Astonishing accolades“On our return to Cape Town, my

mother made enquiries about ice hock-ey and we immediately signed up forthe Learn to Play Academy that tookplace on Sunday mornings.

“I then joined the Penguins Club aft-er attending the academy and the nextmonth was selected to represent West-ern Province u.14s. That was the begin-ning and I never looked back,” saysWesley.

This young man’s accolades are as-tonishing. Representing his country inMexico at an international tourna-ment in 2011 he was voted the best u.18player of the tournament. He receivedthis honour again in Turkey in 2013,thus making him possibly the only na-tional ice hockey player to receive thebest player of the tournament award asboth a junior and senior.

“I have been fortunate to play inMexico, Turkey, Bulgaria, Spain andNew Zealand. You learn a lot by travel-ling overseas and seeing how othercountries play. The sport is also muchbigger overseas and played profession-ally. For example they train six daysa week for up to five hours a day.

“That is one of the reasons why I amso excited to join the team in Canada.I want to play well and work hard and

become the best player I can possiblybe.

Next level“It is my dream to become a profes-

sional player and one day become acoach and help grow the sport in ourcountry.

“The Canadian season starts on 6September and I will be flying out, Godwilling, on 4 or 5 September to startthis exciting journey in my hockey ca-reer.”

Parry Sound Islanders is a club thatattracts scouts from all the pro teams,and Wesley hopes this will give him theopportunity to get to the next level.
