His road trips might be few and far be-tween, but that has not prevented a TableView pensioner from being slapped with acouple of unwanted traffic fines.

Rex Robert Rabie (80) has been issued withtraffic fines that are not his for the last fiveyears.

Rabie is the owner of a 25-year-old light blueVW Jetta and it is his pride and joy.

“That is my baby. I always say, if men lookafter their wives as they do after their carsthere would be no divorce,” he says with achuckle.

As much care as Rabie takes in looking afterhis vehicle, so cautious is he when driving.

In his driving career spanning 61 years hehas only received two traffic fines, one for trav-

elling too fast going into Beaufort West onceand another for running a red traffic lightin Koeberg Road.

“I am never in a hurry. I plan my day. When I have to be somewhere tomorrow, Iplan my route today. If someone wants toget in front of me, I let him in,” says Rabiewho received a courtesy medal some yearsago for his humble road usage.

“He won’t survive in today’s traffic,” hisdaughter Janis Rheeder says with a smile.

“Yes, that is why I drive after hours,” hequirks back.

Rabie was thus quite taken aback whenhe started receiving traffic fines for speed-ing.

“The fines started coming when I used tostay in Kraaifontein – always for traffic in-fringements at Klapmuts,” he says.

“I eventually got fed up and drove to look

where the camera is that takes these photo-graphs. I found a traffic officer under a bridgejust outside Paarl and explained the situationto him.”

The officer said it looked like an administra-tive error from the traffic department.

These days he receives fines that originatefrom Brackenfell. “It seems this bloke hassince moved.”

The latest fine was issued on 19 February forspeeding 76km/h in a 60km on the corner ofFrans Conradie Drive and Paradys Street inBrackenfell.

The accompanied photograph shows therear endof a light blueMercedesBenz. The reg-istration number is they same as Rabie’s.

“I have received seven such fines over thelast five years,” he says in wonderment.

“I am scared this bloke might do a hit-and-run and they come and arrest me,” he said.

Rabie has never paid any of the fines and hasnever received a summons either.

His daughter has recently written to the traf-fic department twice explaining the situation.

In response toher last registered letterRabiewas notified that the fine was withdrawn. Nofurther explanation or reason why the fine wasissued to him in the first place was given.

“I don’t know whether the plates are fraudu-lently used or whether it is a mix up at the traf-fic department,” Rabie said.

. In a more recent case Bernice Ebing of Ta-ble View also received a R200 fine for speedingon the outskirts of Beaufort West.

This time the photo accompanying the fineshowed the registration number of her HondaJazz sitting on the back of a motorcycle.

“I haven’t been in Beaufort West since Janu-ary last year. The day the fine was issued waswhen my son came back home,” she says.

“I think this is totally unacceptable andwould like to know what the explanation is go-ing to be,” an irate Ebing said.

Merle Lourens, chief inspector at the city’straffic services says her department is con-

cerned as it seems these incidents are on theincrease.

“We do come across such instances wheretwo vehicles have the same registrationnumber. It seems that it is happening all toooften lately,” she says.

She says they have started a database ofduplicate registration numbers to try weedout vehicles that are on the road illegally.

“The database will be monitored by ourwarrants section which has the facility ofthe automatic number plate recognitionsystem that can be used at roadblocks toidentify ‘cloned’ plates,” Lourens ex-plained.

She says most of these incidents are notdue to administrative errors.

“In general, people either ‘clone’ platesfor criminal reasons or to wilfully try to getaway from the responsibilities of traffic-re-lated fines and in some instances, they failto remove the old plates off a second-handbought motor car,” she says.

She confirmed that their records showthat Ebing’s licence number is registered toa Honda vehicle and not a motorcycle. Ra-bie’s licence number too is only registeredto his VW Jetta.

“Unfortunately, a registering authoritydoes not have any control over who makeswhat number plates.”

‘Cloned’ number plates ‘on the rise’

This photo taken by a speed camera clearlyshows a motorcycle with the same licenceplate number as that of Table View residentBernice Ebing (left).

The organisation Salt (Sharing Abun-dant Life Together) has been supplyingon average 1 000 food parcels monthly toclinics and organisations where patientsare being treated for TB and HIV/Aids.

The parcels are called “Lightbags” and arehanded out to various clinics and areasaround Table View and Milnerton.

“Adequate nutrition is the key factor tofighting TB and remaining healthy andfighting the HIV/Aids virus. Medicationwithout nutrition and the patient fights anendless battle,” saidPaulineDeKlerkof Salt.

Salt’s aim is to get patients to the pointwhere they are able to find employment orreceive training for skills development.

“ARVs can cause nausea, vomiting, stom-

ach ache, tiredness and short of breath. Im-agine being hungry on top of all these symp-toms?” said De Klerk.

Salt recently started assisting families ata school in Table View where they found thatkids were coming to school hungry. “If thechild is coming to school on an empty stom-ach, the situation at home must be prettybleak. We are looking for families to supporta family monthly with one food parcel. It’snot a big ask – R75 per month is what wewould spend on a pizza,” said De Klerk.

City officials have asked nation-al government to intervene inad-dressing the problem of the con-tinuing bitumen shortage.

City of Cape Town’s mayoralcommittee member for transport, roads and stormwater, Brett Her-ron, has written to the ministers ofenergy and transport calling uponthem to help in securing a reliableand predictable supply of bitumen.

The supply of bitumen, an essen-tial component in the production ofasphalt required for the mainte-nance and construction of roads inthe city, has been erratic and unre-

liable since last year. This is impacting negatively on

the city’s ability to keep up withconstruction and maintenance pro-grammes and may continue to do soover the coming months. This couldpotentially result in underspend onoperating and capital budgets.

“Everything possible is beingdone to ensure that the impact ofthe present bitumen supply situa-tion is minimised but delays on cer-tain projects could still occur,” Her-ron said.

“It is absurd that oil producersare continuing to export bitumenwhile South Africa is having to im-

port it in order to meet national de-mands. Not only this, but oil compa-nies are not co-ordinating theirmaintenance schedules in such away that there is always a reliablesupply,” he added.

The delays in providing bitumenthreaten to negatively impact sev-eral roadworks projects.

This includes construction of theMyCiTi feeder bus stop currentlyunder way in the Table View area.

“It is our view that our nationalgovernment needs to take urgentsteps to ensure a predictable and re-liable supply of bitumen in order toeffect our service delivery promis-

es,” Herron said in his letter to min-ister of transport Joel Sibusiso Nde-bele.

The steps proposed by Herron in-clude:

. Declaring bitumen a strategicmineral resource which would re-quire our refineries to maintainsufficient bitumen supply and re-serves;

. Ensuring that planned refinerymaintenance is co-ordinated andstaggered so that some bitumensupply continues whilst mainte-nance takes place, and

. Prioritising local supply of bi-tumen over export.

He has called for a meeting withthe minister to discuss the issue assoon as possible.

Other projects that could also bepossibly impacted by the shortageof bitumen include the SwartklipRoad rehabilitation, Main RoadMuizenberg to Clovelly rehabilita-tion, Old Oak Road rehabilitation,Francie van Zyl Road rehabilita-tion, Glencairn express way reseal,Spine Road/Old Faure Road reha-bilitation, Sergeant Street rehabili-tation (Somerset West), Temper-ance Town roads rehabilitation, and Van Riebeek Road rehabilita-tion.

Govt ‘must help ensure bitumen supply’

U goedheid en liefde sal my lewe lank by mybly en ek sal tuis wees in die huis van dieHere tot in lengte van dae. Psalm 23:6

We must not losebattle for rhinosIt seems as if we’re fighting a losing battlewhen it comes to protecting our rhinos. With 2012’s death toll at almost 200, oneshudders to think what the future holds.

As morbid as it may sound, extinctioncannot be ruled out any more. With SouthAfrica hosting 93 percent of the world’swhite rhino and about 40 percent of Afri-ca’s much rarer black rhino, the onus ison our government and nature conserva-tion to keep these animals safe. But it’s notthat easy – the poachers have becomemuch more organised and brutal.

It boggles the Western mind that theAsian demand for the animal’s horn isworth more than its weight in gold. Thestreet value of rhino horn has skyrocketedto $65 000/kg, against $52 500/kg of gold atcurrent spot prices.

Rhino horn has been used for centuriesin traditional Chinese medicine and aslong as there’s a demand, no rhino is safe.

The question is, what can Joe Public doto stop the poaching? Not much, except forsupporting worthy causes.

One such cause is the Rocking for Rhi-nos concert taking place this weekend out-side Durbanville. The proceeds will go tothe rehabilitation of a male rhino namedHiggins that lost 80 percent of his eyesightin a poaching attack at Fairy Glen Reservenear Cape Town. So why not make a differ-ence and have fun at the same time?

SLICE OF LIFESLICE OF LIFE

PLATTELANDERE-pos

Transport still bighurdle for disabledI am a 57-year-old paraplegic due to a car ac-cident in 1984. I lost my motor vehicle claimin 1989 due to negligence at the Table ViewPolice Station.

The police lost the original accident reportand the High Court only accepts the state-ment taken at the time of the accident.

Those years things were very difficult forthe disabled. Jobs were unheard of. I workedvery hard and went through so many humili-ations and insults trying to get a job. Thegrant those years was R189 per month andI was a single parent; my son was six yearsold at the time.

I did different courses and offered myskills free to companies just to show that Iam able. In 1989 I started at a company as anAutocad operator.

Those years companies paid you whateverthey wanted to. They told me that I was luckyso I should be grateful. The person that I re-placed earned R600 per week; I was paid R120for Autocad and accounts because I was disa-bled.

That did not put me off, it just made mestronger and more determined to do better.

I also got my driver’s licence in 1989. Thoseyears no driving school had ever taken a dis-abled person on the road.

These were only some of the challenges Ihad to overcome. The letter will be too longif I told you everything.

At the moment I am working at Murray &Roberts, Foreshore, Cape Town as a recep-tionist. My problem is public transport.

After writing so many letters to so manydifferent people including the mayor’s office,Nontando at Dial-A-Ride finally respondedby saying they will work something out.

Apparently Dial-A-Ride has only 27 vehi-cles and 6 000 registered people. Nontando,together with the mayor’s office respondedon 5 April.

They are busy negotiating to solve my

problem. I take the MyCiTi bus from the air-port to the Civic Centre. I need transport tothe airport.

The MyCiTi bus is very wheelchair friend-ly and the staff very accommodating, theywill help push me to work. The pavementsare not very accessible, no ramps.

I live in Ravensmead and work from 07:30to 16:30, Monday to Friday.

At the moment I use the MyCiTi bus fromthe Cape Town airport to the Civic Centre intown.

The bus is very wheelchair friendly andthe monthly is R424, very accommodating.

My problem is getting to and from the air-port. People charge R50 per ride and someare very unreliable. I have to ask differentpeople every day. My stomach is like a tum-ble drier, I have this constant fear, worry, that I will not get to work.

It is important for me to be at work on timeevery day.

The reason for this letter is to make peopleaware of the transport problem disabled peo-ple have. The government encourages per-sonswithdisabilities tobecome independentand apply for jobs, but how can they applyfor jobs when they have no way of getting towork?

There are so many disabled people whowould prefer to earn a salary than depend ona government grant.

This is 2012 – surely by now South Africashould be better equipped to accommodatetransport for the disabled?

Public transport in general is a majorproblem in South Africa. It should not onlybe a Dial-A-Ride problem. We should be ableto take public transport.

I need to address this problem to peoplethat will be able to act positively. Please as-sist!

The DanceCraft Youth DanceChallenge 2012 quarter-finalswere held recently where theteenage contestants energetical-ly took to the dancefloor show-ing off their newly acquireddance moves.

While initially the youths, whohad never danced before, werenervous, their confidence grew asthe competition progressed andthey got accustomed to the lime-light.

Dancers from 14 schools took partin the competition, eight from thenorthern suburbs and six from theCBD and Blouberg area.

The quarter-finals of the competi-tion were held over two days on theweekend of 14 April.

On the Saturday schools fromBellville and Kuils River took to thefloor at a venue in Bellville with theother learners competing on Sun-day at the Green Point BowlingClub. In total some 250 guests com-prising parents and teachers fromthe competing schools attended theevents.

Contestants competed in one ball-room (quickstep), one slow Latin(rumba) and one fast Latin (mam-bo) dance.

In the first six hours of trainingleading up to the quarter-finals, thecontestants learned the basic stepsin the three dances and one varia-tion, which included the mambocross-over, rumba underarm turnand the quickstep corner turn.

The atmosphere at both competi-tions was very lively with the com-petition fierce.

“The situation with four of the

competing schools is a bit compli-cated, as many of their coupleswithdrewduring the training,” saidMilanovic.

“As the rest of their contestantswere training regularly, and askedus to find a way to allow them tocompete, we made various combi-nations,” she explained.

The organisers chose to pair upCarlo Human who remained of Janvan Riebeeck with GhaafiethaAmoodien from Harold Cressy. They competed on behalf of HaroldCressy.

This couple along with the onlyother remaining couple of HaroldCressy competed against MicaelanGovendor/Silvia Correia (the onlycouple from Bloubergrant Second-ary who finished training).

All three couples are goingthrough to the semi-finals.

St John’s Private entered fourcouples, of which only one couplefinished training.

The withdrawal of the three otherboys left the girls without dancepartners.

“The girls really wanted to com-pete so we ‘borrowed’ three boysfrom Table View couples.”

The Table View boys will stillcompete with their school partnersfor their own school as well.

“We are still not sure how tojudge these combined couples, butwe will find a way.

“We just felt we should not disap-point those who were training regu-larly, working hard and looking for-ward to competing,” Milanovicsaid.

Tygerberg is currently leading intotal school points with 6,48 points, followed by Chesterhouse (5,75) andDF Malan with 5,57 points.

The semi-finals will be held thisweekend (Saturday 5 May in Bel-lville and on Sunday 6 May in GreenPoint).

In the next round, one couplefrom each school will be eliminat-ed.

The best dancers will remain tolearn even flashier steps for the fi-nals later in May.

Hy sê elke per-soon in die gehoor moet ten min-ste een keer in hul show hoender-vleis kry.Danweethullehullehethul werk gedoen.

Tripjas se EP is by hul vertoningsbeskikbaar.

Siyabonga Tyandela once againshowed why he is so highly ratedwhen he had little trouble win-ning the overall heavyweight tit-le at the Reeds N1 City WesternProvince Kyokushin-kan cham-pionship.

VIR AL U DRUKWERKBEHOEFTES

LEON STEENKAMP

Garry Gibson has been handed the reinsof the top team at Table View FootballClub (TVFC) for the next three seasons.

Gibson brings to the club not only a wealthof coaching experience but also his exten-sive knowledge of youth development.

As a player he was in action for Hellenic’sfirst team from 1983 to 1985 and also coachedat the club for nine years, whilst also holdingthe position as new development manager.

Gibson has also left his mark at Ajax CapeTown coaching the club’s u-17 team and healso assisted well-known coach Sergio dosSantos at the iKapa Sporting club playing inthe National First Division.

Last year Gibson coached the senior sideat Rygersdal.

This year he eyed the coaching job at hislocal club Edgemead but eventually foundhimself at Table View and is now eager tohelp establish the club as a force to be reck-oned with.

“We have a very young committee whowants to improve the club and make it work.Everyone is trying to get the club on a higherstanding,” Gibson says of the commitmentat TVFC.

He is convinced that clubs like TableView, Edgemead and Bothasig have the po-tential to become the biggest clubs in theWestern Cape.

“They just need the right structures inplace,” he says.

One of the things he plans on implement-ing is to share his experience of youth devel-opment with the current youth structure inthe club.

He is also proud of the fact that there isa new look to the first and second teams this

season.“We have a lot of young players in the

teams that have come through the struc-tures instead of importing many playersfrom outside the club,” Gibson explained, adding that this has also been encouragingfor parents who have supported the club foryears.

“That is the ideal of any club: to haveyoungsters from the club come through theranks. It takes a lot of hard work but it ishappening,” he says.

Being well known in local football circleshas meant that Gibson’s presence has indeedattracted other players to the Table Viewclub.

“At pre-season training we had about 80players here. We have cut it down to between35 and 40 players. We need about two moreexperienced players to get the mix of experi-ence and youth right in the team,” he says.

What he found refreshing at the club is thewillingness to be coached.

“The younger players here like to learnand play here. When you move higher up itis all about the money but at TVFC there isa lot of respect and commitment from theplayers.”

Gibson is convinced the Cape Town Tyger-berg Football Association (CTTFA) is goingfrom strength to strength.

“Many of the players from the Castle andVodacom league are coming to play here be-cause there are not so many restrictions. The Tygerberg district is probably one of thestrongest districts around and so a goodplace to breed and develop players,” he said.

Table View has had a bumpy start to theseason but managed to beat Kensington 1-0on Friday following two losses to Tramway(3-2) and Garden Village (3-1) and a 2-2 drawagainst Ruyterwacht.

Gibson takes over the helm
