This was highlighted by provincial com- munity safety minister Dan Plato at a meet- ing in Table View this week. The meeting, attended by the Community Police Forum, Table View police, the Parklands Neigh- bourhood Watch (PNW) and the Table View Neighbourhood Watch (TVNW), was held to address discord between the two watches. In his address, Plato said he had received several emails from the community as pa- trollers had concerns about the watches im- pinging on each other’s boundaries. The meeting revealed an ongoing rivalry be- tween the two watches following a “break- away” several years ago. Discord According to those present, the debacle unfolded when members who live in Sector 2, which includes Parklands, Rivergate and Sunningdale, broke away from the TVNW due to in-fighting and formed PNW. The watch was later accredited by the Depart- ment of Community Safety (DOCS) and in re- cent months attempts have been made to get the two watches to work together. According to CPF chairperson Johan van den Berg there had been complaints about the operation of two watches in the same ar- ea. He said there had been several debates on the matter and the discord was affecting the community. “There have been concerns about PNW starting in the same boundaries as the TVNW and a few concerns about PNW not being in the same area as constituted. We came to the resolution that PNW should be allowed to respond to anything in their area and this was objected to by TVNW mem- bers.” Micro-managing According to Plato, the emails and com- plaints have also reached Helen Zille, who has questioned when the regulations in the Act would be promulgated. In response, he explained, the regulations which governed the operations of watches were very clear. He said boundaries needed to be clearly de- fined and said the problem arose as PNW op- erated in the same boundaries as the TVNW. Plato explained the issues with bounda- ries were a problem across the province and said DOCS staff spent time “dousing fires”, but with the new regulations the way for- ward was clear. For this reason, he implored the two watches to come together and find a resolution to the problem. In his comments, Sector 2 chairperson Da- vid Harris said he was very proud to have two watches working together. He said vari- ous successful joint operations have been held and members of both organisations worked well together. As the floor was opened to questions, members of PNW and chairperson Gary Le Roux stated their reasons for starting their own watch. Le Roux explained this was aimed at micro-managing an area they live in and address issues affecting Parklands residents. V To page 2. An attempt by a pedestrian to crossthe N7 highway resulted in a fourcar pile up over the weekend.

According to a report fromCityofCapeTown Fire and Rescue Services spoke-sperson Theo Layne the incident tookplace on Friday 21 August shortly after19:00 when a man crossed the highwayandwashit by an oncomingmotorist bet-ween Bosmansdam and Plattekloof Ro-ads.The incident resulted in other moto-

rists swerving to avoid the body.Layne says the incident saw four da-

maged in the crash and five adults andfour children injured.“There were four male adult patients

and two female adults injured. A womanwas trapped in one of the vehicles andhad to be cut out with the use of the jawsof life,” Layne explains.Bothasig police spokespersonWarrant

Officer Jacques Mostert says an investi-gation is underway and the pedestrianwas killed in the crash. He says the iden-tity of the man is unkown at this stage. In recent months, the N7 has become

synonymous with pedestrian fatalities.Earlier this month a 33-year-old securityguard tried to cross the highway shortlyafter 19:30 and was hit by an oncomingvehicle travelling in the direction ofGoodwood. In July, motorcyclist reported seeing

two bodies in just a week and questionedwhat authoritieswere doing to tackle theissue. At the time, provincial transportdepartment spokesperson SiphesihleDube explained the higway had beenidentified as a hotspot due to the high vo-lume of pedestrians crossing the N7 dai-ly.Police are investigating a case of culpa-

ble homicide.V Anyone with information regarding this inci-dent is asked to call Constable Godwin Oppel atBothasig Detective Branch on 021 558 3688.

“We don’t want to fight. All we want to do ismicro-manage and area where we live. It issilly for us to patrol an area where we don’tlive. We also don’t mind helping in other sec-tors if we need to,” a PNW member said.Members of the TVNW raised several con-

cerns about the splitting of resources and thetwo watches operating on different radio fre-quencies and other communication chan-nels.Members also questioned why the two

watches could not be combined while othersquestioned why they were not informedPNW was allowed to respond to complaintsoutside of their boundaries.Plato said while his department supported

the work done by watches in the Table Viewprecinct, the number of letters he receivedwas concerning.Chuckles were heard when Plato said he

was also told not to attend the meeting onMonday.Police station commander Colonel Dirk

Vosloo said the challenge came from PNWpatrolling an area which was originally cov-ered by TVNW. He said the matter would be

easier if the area they covered did not havea watch at all.“Subsequently, because of issues therewas

a break-away group that established them-selves in an existing area covered by TVNW.From the onset I said I saw a challenge withthis, because you cannot now draw bounda-ries. I am really sad to say there are issuesbut let’s be open and frank. We will never beable to draw a boundary for PNW in an exist-ing watch boundary. We could say absorbthem into TVNW or we say each area havetheir own watch. I don’t have the answer butthe problem is there is a problem,” Vosloosaid. After much debate and subtle mud-sling-

ing, Plato recommended a task team consist-ing of the executive members of each watchand the CPF be established to find a way for-ward. He said the task teamwouldmeet withhimsoa solution couldbe found.LeRouxandTVNW chairman Justin Croucher agreedand briefly discussed the possibility of com-bining control rooms.V What do you think is the solution? KarooDisclosure, a collaborative art in-stallation investigating the highlycontentious issue of fracking, opens at

the Iziko South African Museum on Satur-day 29 August. The exhibition explores notions of herita-

ge, culture, ownership and legitimacy in thecontext of external economic and politicaldrivers that threaten to change the landsca-

pe and the lives of communities in unfore-seen ways, says Hamish Robertson, Direc-tor of Natural History Collections at IzikoMuseums of South Africa.“The Karoo has always been a feature of

the exhibitions in the Iziko South AfricanMuseums, the Quagga foal on display per-haps being themost symbolic representati-on of fragility of this region. Iziko encoura-ges exhibitions like Karoo Disclosure thatstimulate debate about important issues,”he says. The exhibition comes at a pivotal time in

South Africa’s history when national go-vernmenthas given the green light for frac-king prospecting to begin in the Karoo, with the explicit intention to exploit its re-serves. The opening of Karoo Disclosurewill feature a discussion panel on the issueof fracking led by experts in anthropology, climate change, art and natural science.V For more information, please visit www.izi-ko.org.za

Several new sites for the discharging offireworks have been tabled followinga meeting of various representatives

this week. The meeting was called by ward council-

lor Nora Grose was attended by membersof the Ward 23 committee where severalnew sites were tabled including Theo Mar-ais Park and the Milnerton Flea Market. The proposals follow the furore over the

recommendation by the City of Cape Townto designate Blouberg Beach as a suitablesite to discharge fireworks on Guy Fawkesand New Years’ days. The recommendationhas come under scrutiny in recent monthsas ward committee members have chal-lenged the municipality on a list of safetycriteria prescribed in a report to the com-mittee. Among some of the criteria, it statesa discharge site needs to be atleast 100maway from buildings.InBlouberg the designated site covers the

area of beach near the tourism office andthe close proximity of residential and com-mercial buildings as well as the petrol sta-tion have been tabled as a concern.

RecommendationsOpening the meeting, Grose asked each

committee member for their recommenda-tions for an alternative site. In response,Melkbosstrand Ratepayers Associationchairperson Smokie le Grange suggestedthe Milnerton Flea Market.“It may be outside Ward 23 but there is

more than sufficient parking and the carguards are well organised. The ablutionsare there and maybe more could be madeavailable,” she said.Christian De Wet Groenewald recom-

mended TheoMarais Park and said if an ar-ea for fireworks needed to be in Ward 23,it gave limited options. She also suggested

the sports complex be used and an entrancefee charged.Roy Fuller-Gee of the Friend of Blaauw-

berg Conservation Area (BCA) questionedwhy the site needed to be inWard 23. He ex-plained the members did object to the siteand said being a former resident of WavesEdge, he was familiar with the issues facedby residents on these days.“You cannot even get out of your property

and if there was a fire in that area, I can un-derstand the concerns the concerns of resi-dents. If we need to find an alternative, Idon’t see why they won’t accept the fleamarket site which is just south to our bor-der,” he said.Grose explained the site was designated

before she was voted as councillor forWard23 and says the sites across the city weredesignated after site visits.“It’s important to say why we don’t want

it and make sure it’s legit. I have receivedemails from Waves Edge residents wheresome are against it and others claim theynever voiced an opinion about it. Sowe can-not speak for an entire complex unless wehave their signatures. Some like fireworksand somedon’t. Due to the history,misman-agement and chaos, that contributes to thefrustration,” she said.In addition, Grose said, the City should

take responsibility to ensure all fire regula-tions are adhered to and officials are on siteto manage issues like traffic and law en-forcement.Werner Louw of the Ridge Residents As-

sociation questioned the cut off time forfireworks. He said while it stated on theCity’s website the cut off was at midnight,it carried on until the early hours of themorning. In response, Subcouncil chairperson

Heather Brenner explained Theo MaraisPark used to be the designated site but dueto concerns raised by the sports clubs wholease the facility from the municipality ob-

jected to it due to clean-upproblems, the sitewas withdrawn. However, committeemembers said while

they could understand the objections, theenvironmental impact on the beach wasgreater.

Environmental concerns“I am not clear if you have been to the

beach after the fireworks, but the amountof rubbish ...no one looks after that. I thinkin a contained area like Theo Marais Parkits better than the entire beach,” Louw said.Fuller-Gee proposed Table View Soccer

Club as another alternative and said if theclubs could charge an entrance fee it couldbe an incentive. In addition he questionedwhether the City went through an event ap-plication process for these sites.Brenner explain it was not an applied for

event and it was not hosted by the City. Sheexplained the sites have been designated asa result of people flocking to a certain areaon Guy Fawkes and New Years days.Justin Croucher of the Table ViewNeigh-

bourhood Watch raised the criteria in thereport andwas informed by Grose it was anold report. She read an email from the firechief Ian Schnetler. In addition she said thecriteria raised by ward committee mem-bers do not appear in the relevant by-laws.Croucher also proposed the committee re-

ject the beachfront as a designated site andtell the City to pick from a list of alterna-tives.Brenner explained there are locations

around the city to which people flock andsaid to try and prevent this, theywere fight-ing a losing battle.Croucher said this need not be the case

if there was political will, but Brenner saidit would come down to resources.“I do not believe you are going to change

the site this year,” she said.Grose said she would table the proposed

alternate sites and provide feedback

Rainy days indoors can be fun

Homemade play dough is non-toxic and super cheap and kids will have loads of fun shaping allkinds of things from the dough.

Staying indoors on a wet or windy daydoesn’t have to be dull. The blog ParentPatter onParent24 provides a number of

fun ideas to keep the little ones entertainedon a rainy day.

Indoor treasureEverybody loves a good treasure hunt and

moms; this one is super easy to set up. Makea set of clues for each player (or get them intoteams).Have some funwith the clues:Useage-appropriate rhymes, catchy phrases or funnyjokes to lead the little ones onto the next clue.Seal each clue in an envelopewith a cluenum-ber to help the kiddies keep track of wherethey are. The person (or team) who solves allthe clues first will find the treasure – perhapsa stash of chocolate coins.

Make play doughAll you need is a bit of flour, water, oil and

salt. You’ll find that it takes a bit of time to

get the right consistency, but once you’vegot the formula right, your kids will lovemaking it.If you’re particularly adventurous, have

them add different food colouring to themixture.Homemade play dough is non-toxic and

super cheap and kidswill have loads of funshaping all kinds of things from the dough.

Camp in the great indoorsIt’s time to turn those pillows, duvet co-

vers, mattresses and towels into grade-Afort building materials.Find a table or use some chairs. Drape

the sheets over them and have a distinctentrance where all the kids can crawl inthrough. And what better way to camp than with

an indoor picnic?

Play simple gamesThese games are great as they get chil-

dren’s imaginations ticking over while be-ing fun and passing time. Here are someof the easiest to play.

. The one word story: Sit in a circle, then starting with “Once upon a time…”continue the story by going around the cir-cle and have each kiddo add one word.

. Improvised poetry: Have someone saya line of poetry or a song lyric. The nextperson needs to say something that rhy-meswith it, and so on. It tends to help withmomentum if the kid’s get to start and youdo the rhyming.

Paper jet competitionAll that this requires is a few pieces of pa-

per and a basic paper jet blueprint (but halfthe fun is comingupwith your owndesigns).

Have each kid spend some time folding theirpaper into the shape of a jet, and then seewhose jet goes the furthest or does the besttricks. – Parent24.co.za

Owls are the answer to the ratproblem (“Rotplae in buurtes isgif se skuld”, TB Bellville, 19August). An owl will kill manyrodents in one night, more thanit needs to eat. Many wheatfarmers have solved the pro-blem by installing owl boxes intheir fields. Why not work withthe bird society and bring owlsinto the neighbourhood.Several Vierlanden owners

have already installed owlboxes (contact the owl man,Mike 0723750134). In the meanti-me rat poison will kill the owls, but how about a middle way, asnot everyone wants to keep afox terrier. If traps were madeavailable, luring the rats in toeat the poison but not let themout to possibly be caught by anowl. This way we can keep thenumbers in control while webuild up the owl population.People also need to be educatedabout this, else they will justcontinue putting poison down.

The incidentwas reported, he was warned, yet there has been no changeand the damage has been doneto my child.

I don’t blame the dog, Iblame the owner but willcertainly not hesitate to protectmyself or my children, by anymeans possible should any dogoff leash approach us in anagressive fashion. Would I alsobe charged with animal cruel-ty?

If you can’t be a responsibledog owner, get a goldfish.

Vir Mandela was daar nie ’n grys ge-bied as dit kom by eerlikheid nie, sê sy.

meet her only child who should be 64 yearsold this year. Maritz tells her heart-wren-ching story with desperate longing, sayingshe will only feel better once they reunite.“Iwas 19when I fell pregnant. At the time

I lived with a woman in Retreat who tookme in as her own daughter. She eventuallynoticed Iwas pregnant. I was already inmysecond trimester,” she says.“She asked who the father was and I told

her. I suggested the guy come meet her aswell, but she did not want to hear anythingof it. Not long after, the father of my childdid not contact me anymore,” Maritz says. She says on the day she gave birth, she

remembers a midwife assisting with herdelivery at home. “After giving birth I wasso tired and exhausted. All I know is I gavebirth to a boywho had a distinct birthmarkon his back. After the birth I was exhaus-ted, my guardian mother said we could gothe next day to give my child’s details atthe clinic,” she recalls. She says the next morning she was wo-

afternoon, she came home drunk and wit-hout Maritz’s child. “I asked her where mychild was and all she said was: ‘Wat worryjy vir jou? Jou kind is vrek.’ (Why are youworried? Your child is dead). I couldn’t be-lieve it and I kept asking her where mychildwas, but shegaveme the samerespon-se each time. Up until today I do not knowwhat happened tomy child on that day, butI have a strong suspicion that hewas eithersold or given away. Bust corruption with your phoneThe Justice Alliance of South Africa

(JASA) launched anewplatform to ta-ke action and unite against corrupti-

on in every province and City of South Af-rica last week.“Expose It uses reports of bribery and

corruption collected on its website andUSSD phone app to fight corruption at eve-ry level within public service organisati-ons, including government departments, political parties and parastatals,” said di-rector John Smyth. As a socially driven movement, Expose

It relies on citizen reports.“The more incidents that are reported,

themore hotspots are exposed for our legalteam to know exactly where to take acti-on,” he said. The reporting process is simple, free and

user friendly, making Expose It open andaccessible to allmembers of the SouthAfri-can public on a mobile friendly website(http://www.ExposeIt.org.za). Old cellphones that do not have internet capacitycan also be used by dialing the free USSDnumber *134*1105#.

“Incidents of corruption can be safelyand anonymously reported – from bribery,back-hand deals and bullying, to abuse ofpower.”“Unlike many other corruption organi-

sations, Expose It’s legal team of experts isdedicated to taking legal action and act onhotspots exposed by public reports on ourplatform. Through JASA, we have the sup-port of the Hawks, Crime Intelligence, theNational Prosecuting Authority and Pu-blic Protector to help ensure cases are pro-secuted whenever there is appropriate evi-

dence,” said Smythe. To spread the word and galvanise sup-

port,Expose It has started a popular onlineprotest by calling on all South Africans tocreate a protest poster against corruptionand post it to socialmediawith the hashtag#exposeit.JASA is an NGO entirely independent of

the government, comprising lawyers wor-king to advance justice in South Africa.

Stroll back in time

Artscape Theatre Centre is a hive of storiesthis August and September in celebrationof Heritage month.

Heritage Month means different thingsfor different people but Artscape is celebra-ting heritage by telling stories and conside-ring how narratives are reflected orally, inwriting and other creative forms.

Through various disciplines, Artscapequestions identity through a focus on “whowe are, what we are and what we havebeen”, encouraging people to reclaim and

restore the im-portant sto-ries of our her-itage, to chal-lengemisappropria-tions and findhealing.

Some of theheritage festi-val highlightsinclude a newwork, Inkund-la, by IndoniAcademyDancers, which looks atthe “theatre oflife”, andSiembamba, amultilingualplay which ex-plores the lifeof a black do-mestic workerand the white

child she helped raise.Choirs from around the province will

sing alongside the Cape Philharmonic Or-chestra on Sunday 13 September for theWestern Cape Choral Music Association’s(WeCCMA) 2015 Choral Music Eisteddfod.

Fans of more contemporary sounds canlook forward to Zanne, Zoid and Zolaniwith Freshlyground’s Zolani Mahola, rockqueen Karen Zoid and soprano Zanne Sta-pelberg.

Back by popular demand, Izityhilelo Zo-buze by Lingua Franca will explore theconcept of circumstantial inheritancethrough sensational poetry and music whi-le Words of War by Anele Rusi will tell sto-ries of heritage and history through inspi-ring poetry and songs of celebration.

Much of South Africa’s heritage is tiedup in stories from neighbouring countries,a point proven by Born around Here, a pro-duction by Botswana’s Company@Maitis-ong. The work tells the often unknown sto-ry of Botswana and other neighbouringcountries’ contribution to the struggle forfreedom in South Africa through the eyesof a Botswana family.

Away from the stage, Artscape will hosta dialogue titled “Connecting Creatives”on Heritage Day while Artscape’s Tunnel(mural area between Artscape and CivicCentre Parking) will become the backdropfor Ngokomzekeliso Wakhe (In His Image)– a performance art installation that canbe viewed on Thursday 24 and Saturday 26September.

V The Artscape Heritage Festival runs from Thurs-day 27 August to Sunday 27 September. Tickets areavailable from Computicket or Artscape Dial-a-Se-at on 021 421 7695. Visit www.artscape.co.za formore information.

SECOND EDITION: SANLAM CAPE TOWN MARATHON

Marathongoes forggoldold label With less than a month before the running of the second Sanlam Cape Town Marathon the wheels

are set in motion to make it the first IAAF Golden label status race in South Africa. Ainsley Moos(Sanlam), George Grieve (CEO, Vital Health Food), Roxanne Moses (City of Cape Town), ElanaMeyer (Sanlam Cape Town Marathon Ambassador), Jakes Jacobs (Western Province Athletics)

With less than 30 days to go to one ofAfrica’s most prestigious road ra-ces, the Sanlam Cape Town Mara-

thon organisers are gearing up to presenta spectacular event when they host the se-cond edition of the relaunched running fes-tival on 20 September.

Having made a number of announce-ments with 60 days to go, the organisers arepleased to reveal further information aboutthis year’s event, as they aim tomake histo-ry by becoming the first race in South Afri-ca to achieve IAAF Gold label status.

A faster, flatter route has already beenconfirmed, and the course will be discussedin more detail along with any further chan-ges in the build-up to the race.

“Last year there were concerns over theroute which made the race a little slowerthan we had hoped, so this has been one ofthe main focus points ahead of this year’sevent,” says race ambassador ElanaMeyer.

“Having earned Silver Label status at ourfirst attempt, we know we are on the righttrack, but there are some areas where weknow we can improve and various tweaksto the route couldmake a notable differencefor participants hoping to achieve personal

bests.”Meanwhile, after announcing a promi-

sing local field and the first few elite inter-national entries at the 60-day countdown tothe event, organisers confirmed the line-upwould be further boosted by a number ofglobal stars whowould chase themen’s andwomen’s course records set last year by Ke-nyanWillyKiborKoitile (2:10:45) andEthio-pian Meseret Mengistu Biru (2:30:57).

The men’s field will include nine IAAFGoldLabel Status athleteswhohave runun-der 2:10.00. David Kemboi Kiyeng, who fi-nished third at the 2009 Paris Marathon in2:06:26, holds the fastest personal best in therace, while three other men have also dip-ped under 2:08:00.

The domestic contingent also includes so-me of the country’s most accomplished ath-letes, including 43-year-old Hendrick Ra-maala (2:06:55 PB), who won the 2004 NewYork Marathon, and 42-year-old ShadrackHoff (2:11:51), a former SA record holderover 5 000m on the track. Both men havetheir sights set on the veterans’ title. ShaunMeiklejohn (53), who won the Comrades ul-tra-marathon in 1995, lines up in the mas-ters’ division.
