buyers, low earners and existingcouncil and housing associationtenants are set to reignite thedream of home ownership forthousands who have until recentlybeen locked out of the market.

Shared ownership is one suchscheme enabling buyers to get astep onto the ladder withouthaving to take out a mortgage andget a deposit on the total value of aproperty.

“At a time where more and morewould-be first-time buyers arefrustrated by high house pricesand deposit requirements, it is anideal solution,” says Ben ClayDirector of HomesHub and NewBusiness. “Shared ownershipoffers the most affordable routeinto home ownership, meetingfamilies’ aspirations and allowingthem to live and work in areasthey wouldn’t otherwise be able to afford.”

So, how does it work and whocan qualify?

Homes are provided throughHousing Associations (HA),allowing buyers to purchase ashare of the property. The buyercan purchase anything between25% and 75% of the property’svalue at the beginning. Subsidisedrent is then paid to the HA on theremaining share and some or all ofthe remainder can be bought at alater date through a process knownas ‘stair-casing’.

With a shared ownershipscheme the purchaser will onlyrequire a mortgage for the share ofthe property they are buying andas a result will require a muchsmaller deposit.

Jayne Holley general manager ofAtrium, part of SymphonyHousing Group based in Liverpoolsays: “Shared ownership allowspeople who would otherwise beexcluded from home ownership -for example because a largemortgage deposit is unaffordable -to get onto the property ladder.

“It's often cheaper than rentingand it allows people to stay insought after areas where they havefamily ties.”

Shared ownership is managedby 15 local HomeBuy Agents whohave been appointed by thegovernment’s Homes and

Communities Agency (HCA) toguide buyers through the variousoptions available whilst explainingthe eligibility and affordabilitycriteria.

Eligibility to purchase throughthe shared ownership scheme isstraightforward and is not limitedto key workers such as nurses andteachers for example. As long asthe buyer falls into one of thebelow categories acceptance on tothe scheme shouldn’t be a problem:

• The household must earn £60,000 or less a year

• The buyer is a first-time buyers or a buyer who once owned a home but can no longer afford to buy one

• The buyer rents a council or housing association property

STAIR-CASINGAt anytime after the initialpurchase the occupier has theoption to buy additional shares.The cost of the shares will be basedon the market value of the propertyat that time. Buyers can continue tobuy shares if they desire until theyown 100% of the property. Rentpayable is recalculated and reducedproportionately after each newpurchase.

SELLING UPIf 100% ownership of the home isachieved through staircasing, theowner can sell the propertythemselves. If part ownership isstill the case the housingassociation will market the share atthe market value of the home atthe time of sale.

When the property is put up forsale, the housing association hasthe right to buy the property backfirst. This is known as ‘first refusal’and the housing association hasthis right for 21 years after fullownership.

Benefits of Shared OwnershipFirst-time buyersShared ownership offers a real

chance for first-time buyers to havetheir own home. More stringentlending criteria coupled with thehigher cost of living effectively ledto many first-time buyers beingunable to save the required depositto buy a home suitable to theirneeds. With shared ownership,because only a share of theproperty is being bought, a first-time buyer could need a mortgageand deposit for as little as 25% ofthe value of the property.

Alison Gittins, sales andmarketing coordinator atHomesHub in Liverpool says: “Ithink Shared ownership is a greatoption for first-time buyers. Buyinga share of a property means asmaller mortgage and therefore lessdeposit is needed. Sharedownership makes buying a homeaffordable and monthly paymentscan often be less than the averagemarket rent for the area.

“There are lots of really goodshared ownership mortgageproducts out there and withinterest rates low it is a great timeto buy.”

OLDER PEOPLEThe Older People’s SharedOwnership scheme (OPSO) isaimed at those aged 55 and overwho are unable to purchase a newhome without assistance. The

The launch of thegovernment’s new Help toBuy scheme will bring awelcome boost to thehousing sector, accordingto the managing director ofLiverpool’s Andrew Louisestate agency.

The two-part homebuyinginitiative was announced withinthe 2013 Budget and will aim tohelp people get on or move upthe property ladder.

From 1 April this year, thoselooking for a new-build will needto raise a 5% deposit and canborrow a further 20% interest-free loan from the government.Then from January 2014, buyerslooking for a new or existingproperty will be able to securemortgages even if they only have asmall deposit, as the governmentwill provide the lender with aguarantee for up to 15% of a loanif the buyer is able to raise adeposit between 5% and 20%.

Andrew Louis’ managingdirector, Louis Anastasiou,welcomes the scheme and says:“There’s an awful lot of peoplewho prefer owning their owningtheir own property as opposed torenting, and people who can save5% can now move a lot sooner.

“People were having to save10% and 15% and they have notgot the money so this willdefinitely help. With the lenderseasing off on their criteria there’smore competition amongst them

and, coupled with this newscheme, I think it’s really positivefor the housing sector."

Business boomsfor Abode Abode now boasts one ofthe biggest showrooms onAllerton Road, after theagency’s second officeexpanded into theneighbouring property.

The move has allowed Morecroftssolicitors to set up home within thebranch which, according to Abodearea manager Stephanie Walker,has turned the office into a “onestop property shop offering freeadvice on house sales, rentals,mortgage advice and nowconveyancing also.”

Abode, which opened its firstoffice in Crosby two years ago, hasalso increased its opening hours tomeet the demands of those livingand working Merseyside and, as aresult, the agency’s sales staff arenow said to be carrying out morethan 40% of its viewings duringevenings and weekends.

The changes are just the latestin a long line of developments forAbode, which has enjoyedongoing success since thecompany was first launched.

The agency’s expansion intoAllerton last year has morerecently been followed withAbode acquiring Edward &

Brazier estate agents, and newstaff have joined both of thecompany’s offices in the pastsix months.

Around six months after X1Developments relocated tomake way for its rapidexpansion, the company saysit has continued going fromstrength to strength.

X1 Developments previously launchedX1 Students to manage the sale of thehigh quality student accommodation ithas been refurbishing and buildingaround Liverpool.

The fast progression of X1prompted a need for a “larger andmore prime” base, so the agencymoved from Duke Street to OldHaymarket in the city centre lastOctober.

secured a book deal through American publisher ThePerlacher Press for the book, which is based on a youngTurkish –Cypriot police officer called Osman Zahir.

Christine, who has been on many visits to northernCyprus, decided the destination would be the ideal settingfor her book about the character who, after being stabbedin the line of duty, returns to work and is called out toinvestigate the murders of two men.Having carried out research, Christine aims to deal withreal issues that confront thecountry in her story.

Glam exploded in a haze of glitter and smoke into British culturefrom 1971 – 1975, a brief albeit flamboyant moment in history

which we are still feeling the reverberations from now. We spoketo the curator of the first ever in depth study of the era at the Tate

Liverpool about why commentators are drawing parallelsbetween the 1970’s and the present day and why the Glam style

still captures people’s imaginations and hearts in 2013.

How did the idea for this exhibitioncome about? A number of big museumshave staged exhibitions which explore therelation between fine art and popularculture and we knew that there had neverever really been a serious criticalexamination of art and style in the 1970’s.There have been so many exhibitions aboutthe punk era and we felt glam was aneglected moment. We also knew that itwould be a very rich and entertaining show.With Bowie’s first new music in tenyears, the V&A Exhibition in his honourand the Glam exhibition, it almost feelslike 2013 is the year of Glam revival?Was there any element of planning inthis? It wasn’t planned and it’s allcoincidence but it’s all about how historyrepeats itself. These things have a logic tothem and there is a real resurgence of interestin the 1970s not only in pop culture and instyle but the whole political culture of the1970s. There are real parallels between what

is happening now and in the 1970s, forexample right now the economy is in a badstate and there is a sense of a societycollapsing in on itself because of that and theconservative party are currently in power. Ina way it is a parallel of what was going on inBritain in the 1970s, I don’t think it’s nearlyas extreme, but a number of commentatorsare now finding parallels between what ishappening now politically and culturally andwhat was going on in the 1970’s. How did you go about selecting thepieces for the exhibition? It was achallenging show in a sense that no one hasattempted to do a show about the glam erabefore. Trying to create a show about art andstyle through the prism of glam rock meant alot of meetings with historians and looking atart, thinking about what work can you showin 2013 that is still relevant and sheds lighton the 1970s.Why do you think the Glam style hascaptured people’s imaginations andcontinues to be adopted by stars suchas Lady Gaga and others even in 2013?Glam is one of those styles that in a sensenever really went away, it is one of thosestyles which is constantly re-discovered andregenerated by artists in the present. I thinkwhen a style still has a light and a

contemporary relevance in 2013 that tells youthat there is something interestinghappening. What is it about glam that has made it soinfluential? It was quiet a short livedtransient pop moment but at the same timewhen you look around you can see it evidentin lots of things style, culture, pop music,artists such as Lady Gaga and Goldfrapp.Why do we return to glam? It’s one ofthose iconoclastic styles and points to amoment of liberation. If you think aboutDavid Bowie, Roxy Music and theandrogyny and the idea of creating a fictionalpersona, it’s a powerful idea, the notion thatyou can create your own identity, glambecame a catalyst for personaltransformation. So many people look back atthe 70s and say that’s when I became myself,I had the confidence to go out and be who Iwanted to be. I do think glam was moremeaningful to more people than somethinglike punk rock and that’s another reason whywe wanted to do the show.What is next for you in 2013? The show isgoing on tour when it closes in Liverpool on12 May. It will travel to Frankfurt in thesummer and then to further locations untilthe beginning of 2014. So for the foreseeablefuture I will be taking care of the tour of glam.

The reunion, which was sponsored by KWP solicitors,Goodmans Law and Price Partnership, also featured afundraising raffle in memory of Liza Watson, a founderof the city’s Heaney Watson firm who lost a battle withcancer last year.

A range of prizes were given away in the raffle, whichsaw a total of £175 being raised towards a breast cancercharity in Liza’s honour.

n arrival at Hickory’sSmokehouse in WestKirby I was drawn inby the barbequearoma coming from

the restaurant’s authenticAmerican smokers, which hadalready been slowly preparingsignature meats for hours.

This authenticity has beencombined with a host of quirkyfeatures, such as a popcornmachine, drinks served injam jars, and a cinemaroom for children,making the eateryappear fun, friendlyand intent on leavinga big impression.

I met Karl Tatler,the managing directorof Karl Tatler EstateAgents & Lettings, wholaunched his Wirral companyback in 1997 and now has sevenbranches around the borough.

As we browsed at the menu,packed with hearty dishes you’dexpect to see across the pond(ranging from £4.95 to £12.95), Icaved in to the temptation ofHickory’s delicious smellingsmokers and opted for the big pigsandwich – a light bread bunoverflowing with Hickory’ssmoked barbecue pulled pork. Itwas served with crispy fries,

coleslaw and a barbecue dip. Karl picked the chargrilled

chicken ceasar salad which camewith Hickory’s smoked baconand, although it may havesounded like a lighter option, thegenerous portion was in keepingwith Hickory’s Smokehouse’s bigall-American approach to food.

We were also encouraged totuck in to tasty sample dishes

including beef ribs, mapleribs and burnt ends – a

popcorn beef-stylesnack – whichwere brought tothe table,although findingroom alongsidethe flavoursome

but filling maincourses proved

challenging.Karl chatted about how

his enthusiasm for working inproperty from an early age hashelped him to nurture his ownbusiness to success.

“I fell into estate agency as mydad was a building surveyor inLiverpool. I used to enjoy goingon surveys with him, and he’dtake me to these big old Victorianhouses. He’d teach me and say‘look at that crack, what do youthink has caused that crack?’when I was 11 or 12.”

By the age of 15, Karl had aSaturday job drawing plans forsmall houses around Liverpoolwhere a lot of grants wereavailable to build extensions atthe back of them. He adds: “Mydad would do all the architecturalnotes but I’d do all the drawings,so that was my interest. Like adoctor’s son inevitably becomes adoctor, it was almost inevitablethat I was going to be a surveyor.”

It was then through thenecessary surveying training Karlhad to go through that he was firstintroduced to estate agency work.

“When I was training, the onlything they could do with youbetween going on site was put youin the estate agency office toanswer phones. I started sitting inthe office and I thought ‘I likethis, I like talking to people’.Then I’d get someone to view ahouse, and I got that buzz thatyou get for the very first timewhen you sell a house and youknow that’s what you want to do.

“It’s that buzz that you getwhen you say to somebody ‘you’dlike this house, go and have alook at it’, and they come backand say ‘it’s fantastic, I’d havenever have gone to see it, thankyou very much’.

“I started in October 1985 whenI was 18. I got my first buzz

probably six weeks into that roleand I’ve never looked back since.

“Now my role has changedsomewhat, because I don’t do thatmatching of the buyers withhouses, but through embracingtechnology and training my staff Itry to instill that enthusiasm, sothey get the buzz off of all thethings I used to.”

Maybe it’s this widespreadenthusiasm and the company’songoing efforts to keep up withthe latest technology and theopportunities it can provide inpresenting properties, which hashelped Karl’s agency achieve somuch industry recognition.

Having won numerous EstateAgency of the Year and LettingsAgency of the Year accolades overthe years, he says: “The awardsare my way of pitching mybusiness against the industry’sbest agents throughout the UK.

“Each year it gets harder, thestandard is immense. I thinkthese economic times have forcedagents to try harder and I thinkthat’s great for the industry andgreat for the customer.”
