FortisBC in 2012 is discriminating against those who do not have access to the cheaper natural gas to heat their homes. That was the message brought to about 30 West Boundary residents who turned out for a meeting at Midway Community Hall last week.

The Anarchist Mountain Community Associa-tion (AMCA) and the West Boundary Sustainable Food and Resources Committee (FAR) sponsored the meeting.

AMCA president Mark McKenney came with Nick Marty to deliver the case against the current two-tiered billing system applied in the province. Marty is an Anarchist Mountain resident who re-tired from a career as a senior energy advisor to the government of Canada. He spent the last 18 years before retiring working to develop policy and pro-grams aimed at energy conservation.

But when he looks at what was put in place in B.C. he says the BC Utilities Commission dropped the ball when they approved the plan. About a year and a half ago he started writing letters to the BCUC and the provincial government. The re-sponses he got were disappointing so he, under the umbrella of the AMCA, took his argument to MLA Linda Larson last December. Through her efforts the minister of energy has now been in communi-cation and Marty has had a meeting with ministry staff.

Marty said a follow up conference call with the minister is scheduled for April 14.

The two-tiered rate system is formally called the Residential Conservation Rate (RCR). It is supposed to encourage conservation by charg-ing a lower rate for the first 1,600 kWh of power used in each two month billing cycle. Any power used above that threshold is charged at a higher rate. The system was meant to be revenue neu-tral—meaning that FortisBC would not bring in more revenue than under the old flat-rate billing system.

nale for having BCUC regulate electric utilities is  to ensure that rates are non-discriminatory. “So, BCUC is violating the conditions of its own mandate,” he asserts.

He suggests possible fixes would be to:a) Set a higher block threshold for those cus-

tomers with no access to natural gas b) BCUC could return to a flat rate for those cus-

tomers with no access to natural gas and continue two-tier pricing for remaining customers 

c) In the longer term, BCUC could move to time-of-use pricing as is being done in Ontario.

It was pointed out that time of use pricing would require smart meters; and a number of people at the meeting said they were not in fa-vour of those.

He said his goal is not special treatment for rural customers. “As rural residents we realize we have higher energy costs because we live in a ru-ral area. We are just asking them to stop making a bad situation worse.”

The group has an online petition, which can be found at tinyurl.com/outzukv.

FortisBC has filed two RCR reports with the BCUC; the most recent in November. Marty is eager to see the BCUC response to that report.

If BCUC says everything is fine with the pro-gram, as they did last year, Marty said the group will urge the government to provide policy direc-tion to the BCUC to bring the RCR into line with their mandate.

Marty said the way ahead would require both action and community champions. He urges B.C. residents, regardless of whether they are For-tisBC or BC Hydro customers, to sign the online petition.

McKenney said AMCA welcomes groups in other communities to help set up meetings  in their locale.

Vivien Browne of the FAR society reported several homes in the area suffering hardship. She said government policy encourages low-income families to move to the area, but there is a lack of adequate rental housing and the power bills they

face are forcing them to choose between pay-ing the power bill or putting food on the table. Marty said it is important that these people feel empowered to find a voice so that their stories are known.

Some of those present at the meeting shared details of their mid-winter bills under the RCR. One West Boundary couple using wood heat with electricity for backup saw a $1,000 bill. A Beaverdell couple that rely solely on electricity for space heating opened their last bill to find themselves owing $1,980 for the two-month bill-ing cycle.

Another Beaverdell resident showed a bill for $778, with almost 73 per cent being charged at block two rates. A third was billed $670, with two-thirds being charged at the block two rate.

Marty urged everyone to sign the petition; write to the government, BCUC and Fortis; and to contact their MLA.

“We believe this can be fixed. We think this can be changed so it would be fair. This is just not designed well and let’s fix it.”

“If your prices are screwed up, then your energy policy is screwed up,” Nick Marty told a group of citizens concerned about their electricity bills.

Landfill fees on the riseLandfill tipping fees rising

Midway Councillor Mar-guerite Rotvold warned council at their regular meet-ing on Monday, March 16 that landfill tipping fees are increasing. Landfill closure and liability reserve funds must be established for the Grand Forks, Greenwood and Trail landfills, at a cost of $2.2 million over the next four years.

She said the Environ-mental Services Committee has budgeted $600,000 for 2015—coming from Multi-Materials BC (MMBC) fund-ing, changes to recycling ser-vices in Beaver Valley and an increase in tipping fees from $95 to $110 per ton.

Resident wants to retain mobile home zoning

Midway council received a letter from resident Barry Poirier complaining that the rezoning of his lot at 516 Border Place has reduced the chances of his being able to find a buyer for the property.

He said his intention has always been to place a new

manufactured home on the lot and that the developing on that lot was done to ac-commodate a 14’ x 60’ (4.26 x 18.28 metre) manufactured home.

“The positioning of the permitted garage, shed, wa-ter, sewer, electrical, tele-phone and cable are all in and paid,” wrote Poirier. “All these improvements were done at a great expense keeping in mind the zoning at that time, and was done long before the zoning was changed.”

He asked the property to be classified as legal non-conforming to allow the placement of a manufactured home on it. “We were pre-paring for the future, build-ing a new home on another lot by ourselves. It took three years.”

Council voted to receive and file his letter.

Community Forest deal finally signed

Mayor Randy Kappes told council that the West Boundary Community For-est (WBCF) agreement has been signed, as has a forest management plan with the Osoyoos Indian Band.

He said Vaagen Fibre Can-ada is managing the commu-nity forest and contractors would do the logging.

WBCF will host a public meeting April 14 at 7 p.m. in the Midway Community Hall to let residents know of their plans for the coming year and to get their input.

Village wants more arena funding

Councillor Marguerite Rotvold reported that the re-gional recreation committee has recommended a $5,000 grant to the Phoenix Ski Hill. She told them her mandate from council was not to sup-port the motion unless there was an increase for the facili-ties run by the village (arena, library and museum).

Rotvold asked council to

give her the go ahead to pro-pose an amendment to the recreation committee budget recommendation that would see the Phoenix Ski Hill grant removed.

They gave her that sup-port and staff will provide her with figures on how much the museum and li-brary cost the village to oper-ate each year.

According to Rotvold, re-gional recreation currently gives the arena $16,330 an-nually. But she said if they are going to give $5,000 to the ski hill then they should increase the amount given the arena.

Rotvold said the region-al recreation grant to the hill was first given in 2014 and that former Area E di-rector Bill Baird had paid Midway’s share rather than raise the arena funding.

For the ninth year the Kettle River Lions Club offering their free Easter dinner—it’s a turkey and ham serving.

The Easter Saturday event happens on Sat-urday, April 4 at 5 p.m., at the Rock Creek and Boundary Fairgrounds pavillion. Children are welcome. While the dinner is free of charge, it is expected that those who can afford it, make a donation. Those who are for some reason not able to pay for it—it’s okay, that is what the dinner is all about. This is the ninth Easter dinner and the over 200 people which attend each year have enjoyed it.

The Kettle River Lions club is dedicated to serving the West Boundary for over 30 years.

Letters Policy

I live across from an elementary school playground where they have a huge grass field that the kids play on during recess. When I opened my kitchen blinds on Mon-day morning that field was covered from one end to the other with all of that snow. It wasn’t deep, but it was ad-equate and it had stuck enough that it covered the entire field.

It snowed on Sunday. That’s not news though. Everyone knows that it snowed on the Ides of March 2015. It was made all the more memo-rable because of the ridiculously beautiful early spring weather we were enjoying just the week before.

The snow in that school sports field didn’t stand a chance. By the end of the lunch recess, the kids had the field cleaned off and that icing sugar landscape I’d seen from my window had been replaced by numerous snowmen standing in a grass lot that were going through various stages of meltdown.

***Many years ago I was looking through a real estate fly-

er and noticed one listing advertising a tennis court on the property. Another offering was described as a “tennis property.” I asked the real estate agent what that meant and was told that the lot was large enough there was room to put a tennis court in if the new owner was so inclined.

At the time I was partnering on an 81-hectare farm (200 acre) on the hill overlooking Rock Creek and I asked the agent if, seeing as we had so much open ground, we could list that as a tennis property.

Apparently not. I guess that’s why you don’t see a lot of farmers out playing tennis after the cows have been milked. That and maybe the ALC.

Both Midway and Greenwood have public courts, though. It’s not quite as convenient for the farmers as hav-ing their own court, but it’s only a short trip to get to one town or the other. People in the Lower Mainland think

nothing of having to travel for 20 or 30 min-utes to get to the doctor or the hairdresser or the mall with the sale. So realistically, those of us country folk who have an itchy tennis elbow can get in a game whenever we like.

Wintertime might be a bit of a hindrance, but what you can do for that is to invite all of the kids from the local elementary school to come over and make a few snowmen for you.

newspaper industry, because if you print the picture big enough on the page it will take up the same amount of space as a thousand words. And filling up blank space on a sheet of newsprint is a lot of what this job is all about. “All the news that’s print to fit” is our mantra, you know.

So here’s a trick I use when taking a group photograph that I need to stretch just a bit.

I just ask everyone to give me a nice wide smile so that they take up more room in the frame.

West Boundary Road Rescue has asked support of local governments in their fight for compensation and insurance coverage when flagging at accident scenes until Ministry of Highways flagging crews relieve them.

Provincial policy states that, “Flagging is only autho-rized for ensuring the safety of the emergency services personnel involved in the removal of the subject(s). Once the subject(s) are safely extricated, flagging is no longer covered.”

Road rescue would like that changed so they are funded while flagging until a Highways flagging crew is on scene. They also ask that coverage by WCB, ac-cidental death and dismemberment, and liability in-surance cover road rescue groups until suitable traffic control, flagging from the Ministry of Transportation and Infrastructure is in place.

In the past WBRR has remained on scene providing flagging for the safety of RCMP and ambulance per-sonnel.

It may be Ministry of Highways responsibility to provide flagging but if they are not on scene and road rescue is, it would make sense to use road rescue crews if they are already there. They are trained and have the equipment.

The alternative is to leave the RCMP and ambulance emergency personnel at an accident scene without proper traffic control available.

This is not the way to protect and respect those who stand ready, day or night, to rush to aid those in trou-ble on our highways.

For the sake of our loved ones, the government should allow road rescue to provide the service until flaggers paid by Highways are on site. These volunteers should be covered by insurance while providing the service. The quarrel between two government offices over who should pay the bill should be sorted out later.

As the snow begins to disappear and thoughts of warmer weather become reality, an update to your financial plan may be in order. Now might be a good time to take a look back and think about all the changes that you and your family have experienced over the past year and plan for any updates needed to your financial plan.

Any major changes, whether they are personal or professional, can have a significant impact on your family’s insurance needs. A spring time review of your situation will help ensure that you have adequate coverage.

If your family has grown, or you plan on getting married this year, your responsibility now extends to another person. Be sure to expand your life and disability coverage accordingly. A divorce, serious illness, or death in the family may also require you to adjust your insurance and estate plans.

If you have changed employment or are expecting a raise or promotion soon, then your financial plan needs to be updated. With higher income come higher financial losses to your family if something were to happen to you. If you have lost your job or retired, then it is crucial to replace your group insurance benefits with a personal plan.

With rising costs, perhaps you have taken on more debt. If you have purchased a new home, a new car or borrowed to renovate your bathroom, make sure your insurance is adequate to cover all liabilities and interest payments.

Spring time is also a good time to give your mutual funds and investment portfolio a check-up. With RRSP season over, it may be a good time to rebalance your portfolio and ensure that your investments meat your risk profile objectives. Consider starting contributions to a Tax Free Savings Account. The more you save on a tax free basis, the more funds you leave in your pocket and out of the tax man’s coffers.

If appropriate for your investment strategy, consider selling your non-registered portfolio of holdings that are in a loss position. A capital loss must first be used to offset the tax on any capital gains realized in the same year. Any remaining loss can be applied to gains from the previous three years or used in the future. It is important to seek professional advice to determine the best strategy for your situation.

December 31 is the deadline to contribute to a Registered Education Savings Plan (RESP) for your children, grandchildren, nieces, or nephews so that you qualify for the Canada Education Savings Grant for 2015. Recent government budget changes to RESP rules raised the amount on which the CESG is paid to $2 500 from $2 000. So if you contribute $2500 before the end of the year, your RESP will get an extra $500 from the CESG. The budget also eliminated the annual contribution limit and raised the lifetime maximum contribution to $50 000 from $42 000 per beneficiary.

If you turn 71 this year, you have until December 31, 2015 to convert your RRSP’s to a Registered Retirement Income fund. Your income, however, can be deferred until the next year to allow you time to start budgeting this extra income for tax purposes.

Professional guidance in all these circumstances is essential and can assist you in keeping your insurance, investment and estate plans up to date and allow you to take advantage of any opportunities that may arise.

On Sunday, March 15, Midway RCMP were  dispatched to a single vehicle accident on Highway 3 three kilometres east of Midway. The vehicle had gone off the road into the rock face and ditch.

RCMP Corporal Judson Mayes said the accident was due to slushy road conditions. He reported there were minor injuries sustained by the male driver; however, an ambulance was not called. The accident did not require any road closures.

Crafters knit hats for babiesThe Midway Seniors’ Cen-

tre is the venue for a group of crafters, from throughout the Boundary, who meet once a week for coffee and craft-ing. We come together on Thursday mornings at 9:30.

Some knit others quilt, hook rugs, cross-stitch and lately weave pine needle baskets. Jean Carpenter shared her knowledge of pine needle weaving and there has been some wonderful baskets cre-ated. Quilters often choose to work on the same patterns and share fabrics, some even

bring their lunch and make a day of it.

When they first started last year bags of yarn, pat-terns and needles were of-fered around and many of the hats have been a community project.

The preemie hats are to be made of 100per cent acryl-

ic yarn, and should be sized to fit an orange or grapefruit (according to information on the Internet). The following

pattern works up a tiny hat that fits an orange.

If anyone would like to make some of these preemie hats for the hospital, they are invited to do so.

Hats can be dropped off at the Midway Seniors’ Centre, or to Lynn Wickens in Mid-way or Lynne McKillican in Westbridge.

Everyone is invited to join the crafting group, drop in any Thursday and join us.

A membership fee of $10 per year to the seniors cov-ers our rental and use of the facilities.

Knitting needles have been clicking in the Boundary. A busy group of crafters sent about 50 hats to Vancouver Children’s Hospital in January. A hearty thank you was sent back with a request for preemie hats so the needles started clicking again and within two weeks this tableful of toques was produced.

The 59th annual Midway Men’s Bonspiel has come to be almost the sole event of the curling season at the Boundary District Curling Club in Midway because of mechanical prob-lems that shut the rink down last Dec. 5.

What was thought to be an $8,000 refit became a $28,000 job with the club having to scramble for dollars to get it back in operation.

They finally got the ice in on March 5, one day ahead of the 2015 bonspiel.

“Our goal was to be up and run-ning for the men’s bonspiel and then curl for whatever interest there is for the rest of the month,” said club president Kim Lindseth. This month of operation will be a shakedown of sorts, making sure the new chiller unit works perfectly.

To help cover the costs, a number of the club members paid their dues as a donation; others provided re-fundable donations. Grants and do-nations also came from other orga-nizations and local government. The result is a plant that should be good for another 20 years though, Lindseth said.

The equipment in the rink is es-sentially brand new because the brine pump had been changed out in Sep-tember before the season began.

Twelve teams came together to play in the 2015 Men’s Bonspiel.

The earliest record of Jean Carpenter being involved with the Midway Seniors’ Branch 117 is dated 1977. Over the intervening years she has served on the ex-ecutive, attended meetings and helped in various ac-tivities of the group.

Last Wednesday, March 11 she was presented a lifetime membership from the Senior Citizens’ Asso-ciation of British Columbia. Carpenter now joins Rose Boltz and Buster Smithers as the only members of the Midway Seniors’ branch to have been so honoured.

Midway Seniors’ Monthly is a very active group with events scheduled throughout the week. Mondays 2 p.m., art club; Tuesdays 9:30 a.m., easy chair exercise and pool; Thursdays 9:30 a.m., crafts and pool; and Fridays 9:30, coffee, pool and games.

The second Wednesday of each month there is a business meeting at 2 p.m.; the third Wednesday at 2 p.m. they have a birthday tea; and on the last Wednes-day they gather at 5 p.m. and enjoy a potluck supper at 5:30. Midway Seniors’ Branch 117 is located at 541 Seventh Ave.

➤ Licensing Court – “Hotelkeepers were treated to their quarterly lecture at the regular sitting of the licensing court. The theme for this quarter’s lecture was gambling in licensed hotels. The com-missioners had found tables with holes in the center in all but one hotel—and while none of the hotelkeepers were charged with allowing gambling, they were told to avoid the appearance of evil.

“Tables with holes in the center were intended for gambling purposes and the commissioners did not license gambling joints, they licensed hotels.”

Another licensing issue came before the court when “A. Bourke’s application for a hotel license for the Ottawa House was refused. An objection was voiced by the police magistrate when he stated that the building was not fit for a hotel. The court was not going to grant a hotel license for a shack.”

➤ Mistaken Identity – “Mr. Wick-

wire, the enterprising manager for W.M. Law & Co., is occupying his spare moments in study-ing the Italian language. He made his first attempt to hold a little conversa-tion with a swarthy-look-ing customer yesterday, but as the man turned out to be a Russian, no headway was made in this conversation.”

➤ Advertisement – The P. Burns & Co. in Greenwood is advertising that they deal in “Fresh and Cured Meats; Fish and Oysters; Live and Dressed Poultry” and will deliver meats to all mine sites free of charge, and will “at-tend to all mail orders promptly.” Other shops “for the Boundary Creek division are located at Cascade, Grand Forks, Ni-agara and Midway.”

➤ Railway Construction – “It is now almost certain that railway con-struction will commence in the vicin-ity of Greenwood before the end of the year. The contractors are busy grad-ing within 8 miles of Greenwood. The C.P.R.’s physician at Cascade, Dr. Foster,

has received instructions to move to Greenwood in a very short time.”

➤ Municipal Election Campaign – “There are two candidates in the field for the mayoralty con-test in Greenwood. Mr. Ralph Smailes is the man-ager for Rendell & Co. He is a shrewd and careful business man. With Mr.

Smailes in the chair we feel sure that municipal business would not be car-ried on in an irregular and haphazard fashion. Mr. Thomas Hardy is a mem-ber of the Russell Hardware Company and has always shown himself to be an enterprising and public-spirited citizen and has always taken a keen interest in public affairs. With these two candi-dates, the electors have some assurance that Greenwood will not be without a good mayor . . . Mr. Smailes will, in our opinion, be the next mayor.

Every Christian has vital part to play

Scheduled outreach services slated

Believe it or not, every Christian has a vital part to play in God’s plan for man kind.

I Peter 4:10 As every man has received the gift, even so minister the same one to another, as good stewards of the mani-fold grace of God.

It is hard to imagine, but thousands of God’s dear children think that God can’t use them in a mighty way. They are often heard saying, “I know Jesus can use others ... but He could never really use me.”

We read over and over again about the shortage of laborers....even in this very hour the work of the Lord is be-ing greatly hindered because of the re-luctance of His children to roll up their sleeves and get personally involved!

It is not uncommon to hear people putting themselves down. How many times have you asked someone what they do and after a short moment of si-lence they shrug and say something like: “Oh, I’m just a cook, or I only fix cars.” It is as if they are saying— “I really don’t do anything important.”

Unfortunately this mentality has drifted into the church.

Far too many of God’s children look to others and say, If only I was talented like that, or if I had their gifts. Some-where along the line we began to give out a false idea that those in “Public ministry callings” are the only ones that God can really use.

To have a different calling does not mean it is a lesser calling!

There’s not one of God’s children who can’t be used if they are fully yielded to Him. No one is useless in God’s King-dom! No matter what you can or can’t do God has a job for you.... It is not your ability but your availability that God looks for!

Folks, this may not be too deep or too profound... But the Work of the Lord is just that - it’s a lot of work! There are countless jobs needing to get done, so few willing to do them.

Our response as true Christians ought to be... “God if you need me just point me in the direction you’d have me go.”

The back bone of the church is ordi-nary people doing ordinary things. God looks for ordinary people to do—that’s it!

Romans 12:6-8 Having then gifts dif-fering according to the grace that is given to us, whether prophecy, let us prophesy according to the proportion of faith; Or ministry, let us wait on our minister-ing: or he that teaches, on teaching; Or he that exhorts, on exhortation: he that gives, let him do it with simplicity; he that rules, with diligence; he that shows mercy, with cheerfulness.

Besides the occasional opportunity to tell someone about Jesus, most of God’s children feel like they are literally wast-ing their lives away. They are bored and discouraged.

I‘ve got good news for you! God not only can use you, He is waiting to use you ... if you’ll only let Him.

Please understand that it is you as a person not your ability that makes you valuable to God.

God raises up people as He sees they are ready .... not before.

Please understand that there are not better ministry responsibilities, just dif-ferent ministry responsibilities. Colos-sians 3:23 .. whatever you do, do it heart-ily, as to the Lord, and not to men;

Effective this Friday, March 20, a Service Canada officer will be available at Service BC’s Grand Forks location (7290 Second St.) on the third Friday of every month, from 9 a.m. – 3:30 p.m. (closed 12 – 1 p.m.).

The officer will answer questions and guide clients through

Government of Canada websites and online forms, helping them better understand and access the services and benefits available to them, such as Canada Pension Plan and Old Age Security, Employment Insurance, and Social Insurance num-ber registration.

Star Skate Super Series was held in Kelowna, March 6-8, 2015. This is a BC/Yukon competition for figure skaters.

The Sunbowl Figure Skating Club in Osoyoos had four young ladies skating in this competition. The club came home with two silver medals and one gold medal.

Emily Stewart belongs to the Sun-bowl FSC and is a student at BCSS. Four days a week she skates in Os-oyoos.

Emily skated Senior Bronze Free Skate. She has been in three compe-titions this season. At the Okanagan

Interclub on Nov. 29 she placed sil-ver.

At the Okanagan Regionals, in Armstrong on Feb. 14 she again placed silver. On March 7 in Kelow-na, at the B.C./ Yukon Starskate Su-per Series, she finished her season with a gold medal. Her mark, a per-sonal best score of 23.92, was more than three points higher than the closest skater. Emily also received Senior Bronze Champion Trophy for the highest mark in senior bronze in B.C., Andrea Umstaetter is her coach.

The Kettle Wildlife Association (KWA) combined the tur-key/fun shoots for both rifle and shotgun last weekend. The day brought out about a dozen competitors shooting rifle and another 27 shooting trap. There were both novice and open classes.

A terrific lunch was served, something the club has be-come well known for.

The trap club held a shoot the preceding weekend that trap secretary Geoff Fern said brought in some new mem-bers.

There were 29 meat prizes awarded before lunchtime on the March 14 shoot.

Fern said that every discipline at the club is active: rifle, shotgun, pistol and archery. KWA has conservation as its pri-mary focus.

Current KWA club president Les Best said he was pleased with the turnout. The club is planning another shoot for kids in early April.

This Saturday night the clubhouse will be a hive of activ-ity as the KWA hosts the 2015 Wildlife Banquet. This popu-lar event is undoubtedly sold out by now, so if you haven’t bought your ticket yet, you had better be well connected.

Please do not dump paints, petroleum based oils, medications, or unwanted chemical into the sewer system. Very small amounts of these chemicals can disrupt the wastewater treatment process resulting in increased cost, odours and labour. The chemicals and medi-cations eventually end up in the groundwater affecting its quality as well.

Homeowners please do not pump water from your basement sumps into the city sewer system. The wastewater treatment facility and collection system are currently working beyond their engineered design fl ows. Emergency conditions could ensue during the spring freshet if owners don’t comply.
