In most regions across Canada, you’re guaranteed some bone-chilling cold in January and February. Another sure thing during these months, which coincide with RRSP campaigns, is that you’ll be facing a sea of financial advice delivered on TV and the radio, in newspapers and magazines, and through e-mail messages.

Your challenge will be to wade into these sometimes-uncertain waters and make the right investment decisions to suit your specific financial needs.

Investing in guaranteed investment certificates (GICs) using the laddering strategy could be a comfortable choice in your overall financial strategy. You’ll know that your investment is earning a secure rate of return. And by laddering your investments, you can put your money away for the short term to gain flexibility, as well as for the long term to get better interest rates.

Laddering works like this: you choose the amount of money you want to invest. Divide this initial amount into five smaller guaranteed investments. Then pick different terms and maturity dates for each of these smaller investments.

Here’s an example:• Your initial investment is $10,000. • Divide this amount into five separate investments of $2,000 each. • Invest $2,000 each into a one-year, two-year, three-year, four-year and five-year

term. • When your first investment matures after one year, you reinvest that $2,000,

plus the interest you’ve earned, in a five-year term investment. • Each year, one of your investments will mature. You would then reinvest in a

five-year term, possibly benefiting from a higher interest rate and continuing the laddering process.

Laddering your investments can benefit you by:• Minimize interest rate risk: By investing in regular intervals, you can reduce

your investment risk. Only a portion of your portfolio comes due at any one time. This strategy can limit your exposure to possible fluctuating interest rates.

• Maximize the long-term rate of return: If you convert your maturities to five-year terms, you can take advantage of the possibility of higher interest rates. Longer-term investments typically offer better interest rates than short-term investments.

• Comfort of guaranteed returns: You’re secure with the knowledge that your investments will grow at a constant interest rate, with a guaranteed return at the end of the term.

Laddering your investments will give you the flexibility to respond to investment opportunities and financial needs:

• Ability to respond to interest rate changes: You’ll have access to 20 per cent of your investments every year. If the interest rates are higher, you can invest in longer-term investments. If interest rates drop or temporarily flatten out, you can minimize your risk because only 20 per cent of your investments are maturing at any one time.

• Increased availability: Each year a part of your investment matures and you’ll be able to spend it if that’s what you need to do. You also have the opportunity to make new investment decisions.

• Ability to choose the maturity dates: You can have specified investments mature when you need money for a large purchase or special occasion, for example college or wedding expenses.

Your advisor can help you to decide if this strategy matches your long-term and retirement objectives. “This lashing out at people—calling citizens “cave people”, making a point of singling out individuals for criticism—that’s not leadership, as far as I’m concerned,” said Stevenson when asked about the mayor’s

comments. “When you run for office, and get elected—you represent everyone in the com-munity—whether you get along with them, agree with them or not. You can’t pick and choose who you want to represent, and you have to treat everyone with the same level of respect.”

Year Two as Mayor Looking forward to 2016 The first year in office as

Mayor required some difficult decisions to be made. There were things that happened that we had little or no control over and we dealt with them the best we could. Having said this, we have accomplished a lot in 2015, and although we are still playing catch up from prior years, focus will be on the year ahead.

I would like to comment on some troubling comments that were brought to my atten-tion on face book. Face book is something that I normally don’t do.

Letters Policy

The recent death of pop icon David Bowie, who suc-cumbed to liver cancer at age 69, has likely forced some Baby Boomers, particularly those over 60, to reflect upon their mortality, something that, according to many social commentators, does not come easily for the most privi-leged of generations. Once the brash, adventurous and confident demographic, Boomers are now seemingly staring down a tunnel of uncer-tainty when it comes to their health. As earlier pointed out in this paper’s Editorial column, cancer continues to be the number one cause of death in this and most other western na-tions, and Bowie’s passing may just be a sign that we may be in for a spike in cancer deaths in the next 10 years.

Those who took to social media to lament the artist’s passing were largely Boomers, many born early in that generation (1946-1964), some at the tail end of it, though some even younger. What was clearly communicated was the sense of loss felt by all, as though a part of themselves had died when the Thin White Duke passed away. Even more recently, the death of musician Glen Frey, founding member of the Eagles, caused another deep tremour throughout pop culture. While Frey was not a victim of cancer, he too was a Boomer and, at age 67, “too young to die.”

It seems that whenever social icons, musicians in par-ticular, pass away, many of us are thrown into a state of uncertainty, especially when those deaths are unexpected. I suppose it’s human nature to react in that fashion; maybe it’s the age-old “am I next?” mentality that kicks in or a “wow, I can’t believe he’s dead” reaction, leaving a sense of uncertainty within those watching their peers succumb to a disease that may just be related to the era in which they were born.

Baby Boomers make up the first generation that is pre-dicted to fall short of surpassing the longevity of its par-ents, and, perhaps, this recent cluster of sixty-something deaths is a testament to the accuracy of that prediction. The fact that Boomers, traditionally, have been in an ongoing state of denial regarding their own aging and death, as well

as leaving an undue economic burden on their children for their retirement and care, makes this worldwide reaction to the recent deaths of Bowie and Frey, as well as Motorhead founder Lemmy Kilmister even more poignant.

~~~~Well, was I wrong! So confident months

ago in calling the weather experts’ forecast of a mild and dry winter as one virtually etched in stone, here I am standing in Bridesville up to my thighs in the white stuff. Sure, it’s been un-

seasonably warm (well, actually, last year was the same), but as for dry, well give me a break! With quite a bit more snow in the forecast for the weeks ahead, we may just have the most snow in our yard and on the roofs of our out-buildings than we have experienced since we moved here permanently in 2010. Now many of you, particularly those who live at lower elevations, are likely wondering what I’m talking about, but it’s simply a testament to how high our elevation is, and an illustration that living at 1000 metres is rarely going to be entirely predictable! For now, I say “bring it on” (the snow, that is), but please don’t melt it all in February! I’d honestly like to see the temperature drop and the snow stick around; that would bode well for our pasture’s regeneration and, combined with an (ideally) wet spring, have me running joyfully through tall grass come June.

Boomers mourn their heroes

The new B.C. school curriculum, already in a trial phase with some teachers and set to officially launch across the province in September, is, perhaps, one of the boldest education-related moves made by the Min-istry of Education in recent memory. The new curric-ulum, designed to allow teachers and students more flexibility in delivery and design of education, is the ministry’s response to a changing world; a society and its future that is being largely reshaped by technology and innovation.

The traditional methodology of “read, ingest and regurgitate” is being replaced by a more “project-based learning” approach to education, with a goal of provid-ing students with more real-world experiences as they follow their own personalized goals and passions.

For instance, instead of being suffocated with alge-bra and other mathematical platforms, students might engage in more tactile pursuits as a hands-on way of learning math; students in one central B.C. school are engaged in First Nations projects, building small wooden structures and furniture, using measurements to devise formulas and methods of assembly. This project provides students an environment in which to build the basic skills to one day build houses and, per-haps, a career.

Another student in rural B.C. is getting a head start in her veteranary studies by working directly with horses at a local stable, earning credits while learning biology and anatomy.

The new curriculum appears to be a significant im-provement over what some may view as a stale and rig-id school structure and will, perhaps, make education fun rather than a task. It is designed to focus on each student’s strengths and encourage the development of skills via more real-world situations, heralding an ex-citing new chapter in public education.

Whether or not it will be suited to all students remains to be seen, however. Some parents have expressed con-cerns about the new curriculum, saying it has not been clearly explained to them, but let’s hope the new and im-proved public school system will, as it promises, prove more inclusive of all ability-levels and realistically pre-pare each student for the world that awaits them upon graduation.

Teachers respond on curriculumBoundary District Teachers’ Association vice-

president Debra Klockenbrink recently provided the School District 51 board of education with an update regarding teachers response to the soon-to-be implemented new curriculum, and the two additional non-instructional days (NIDs) slated for this school year in the district.

Speaking at the recent SD51 board meeting on Jan. 12 in Midway, she identified Feb. 12 and April 18 as the added non-instructional days, designed to provide teachers an opportunity to network with their colleagues regarding the re-designed curriculum, which will be put in place for the school year beginning in September 2016. Kindergarten to Grade 9 will be first out of the block with the new curriculum, followed by Grades 10-12 the following year.

The new curriculum affords teachers more flexibility and creativity in how education is de-

livered and how assessments are made. It is based largely on the concept that all kids can get pas-sionate about something that interests them—whether it’s dinosaurs, soccer or music—and that their education should be geared more toward those passions and designed as a more person-alized educational platform. Rather than the traditional “regurgitation” of material that stu-dent assessments are based on, students will be encouraged to concentrate on subjects that truly engage their imaginations. For instance, many parents know first hand how video games are a part of life—at home and on mobile devices; within the new curriculum, students could turn their gaming passions into knowledge and, ulti-mately, into job skills.

At the meeting, Klockenbrink began by asking the hypothetical question, “What are we trying to achieve and how did we get here?” as a platform for her update to the board. She noted key dates last fall which saw the curriculum implementa-tion committee convene in November and again in December to start planning the framework around the additional non-instructional days.

A subcommittee was formed to come up with a survey to send to teachers trying to determine what understanding they had of the new curric-ulum and areas they felt they needed more expe-rience with. Seventy-four teachers responded to the survey, 63 of which reported that they were comfortable using the new curriculum website, and 57 reporting that they had significantly ex-plored the new curriculum.

Many teachers reported having already ex-perimented with the different components of the curriculum—Big Ideas, Core Competencies and Curricular Content, though less than half reported that they have changed their reporting and assessment practices.

On Jan. 11, the planning committee, com-prised of 7.5 teachers and 2.5 administrators (10 altogether; some have dual roles within their schools and are considered half teacher, half ad-ministrator) met to set a more definitive sched-ule and picture of the Feb. 12 session. The com-mittee felt that minimum orientation would be required for teachers navigating the curriculum website, but was concerned about the groupings of teachers during the session.

The committee decided to adopt an organic “ed-camp” format for both non-instructional days that would have no set schedule. Rather, teachers will be asked to arrive at the session armed with specific goals and questions around the new curriculum. Session coordinators will then group the teachers based on similar themes.

In the Jan. 14 edition of the Boundary Creek Times, a con-cerned citizen gave a “slug” to the paper for commenting on the fu-ture byelection necessitated by the

passing of Councillor Nola Tutti and all the “hoopla” surrounding it, in the same edition of the paper in which her obituary appeared.

I don’t quite understand their issue. Nola’s passing, two weeks earlier, was tragic, especially so considering the death of her hus-band just two months prior to her

own. A terrible loss to her family and anyone close to her, but also a loss to Greenwood.  We’ll never know how great a loss.  

Her professional background and global experience brought a perspective to Greenwood which Greenwood sorely needs, and as she settled in to her position as

councillor, I’m sure her con-tribution to our city would have been substantial. That alone, in my opinion, makes mention of the byelec-tion completely within the bounds of “decorum”.

I think, however, that the men-tion of potential “hoopla” sur-rounding the byelection is what irked the slugger, and I think its mention might have irked them at any time.

But given the contrast between Nola’s cooperative personality and, what seems to me to be the chronically disgruntled and ego-driven behaviour of some of the people who might want to fill her tragically vacated position, mak-ing mention of the discordant sit-uation our town might soon face only increases our awareness of

the value of the person now lost to us—even to those of us who didn’t know her personally.

As an aside: from my under-standing, Nola and Ed, though never having served on Green-wood council before, inherited the responsibility for a lawsuit direct-ed at a previous council. That be-ing the case, anyone interested in becoming a councillor might want to consult a lawyer prior to enter-ing the ring . . .

School district crews busySchool District 51 held its regu-

lar board meeting Tuesday, Jan. 12 at the Boundary Learning Centre in Midway.Board members busy

Several maintenance projects were completed over the Christmas break. Perley had its library paint-ed and recarpeted and a handicap washroom installed; GFSS had new linoleum laid in the staff room, the school’s gymnasium floor was refin-ished and the auditorium robotic lights were cleaned and the new sound system installation complet-ed.

Additionally, the weight room equipment at BCSS was moved from the workout room to the stage area in the gymnasium.New systems installations soon

Dust removal systems for both GFSS and BCSS are set to be in-stalled, though both projects are

a little behind schedule due to the late arrival of specific ductwork re-quired. The board hopes to have both systems up and running for the beginning of the next semester on Feb. 1. Both installation projects went to tender, with Kelowna’s D&G Mechanical successful in winning both jobs.Technological updates done

The IT department was busy over the holidays, making technological updates throughout the district. These include:

• Software updates on all switches• Deployment of PaloAlto fire-

walls to BWCS, BES, WBES, MES, BCSS, GES, and CLES (in prepara-tion for NGN / PLNet transition)

• Began migrating fiber sites off PLNet hardware (preparation for NGN / PLNet transition)

• Upgrades to phone systems to current shipping version

• Added additional network drops for GFSS TV Studio comput-ers

• Completed installation of fiber terminations in datacenter for City/RDKB offices

• Replaced UPS’s in WBES and IT building for serversStudent numbers up slightly

Enrollment across the district re-mains steady, with a slight increase of 26 students from September to December 2015. J.A. Hutton and Big White Elementary schools saw the sharpest increase, with nine and 12 respectively.

McNeil (Neil)Smith1929 – 2016

Born to Howard and Hazel Smith of Rock Creek on June

5, 1929. Passed away January 16, 2016. Neil was predeceased by

his parents, his brother Howard and Betty, his wife of 52 years. He is survived

by his daughter Barb (Harvey) Comazzetto, sons Ian (Bev) and Larry, grandchildren Jordana (Jeff), Jeremy, Brookelyn and Coleton and great grandson Deacon.

Neil’s whole life revolved around agriculture. Except for four years spent in South Africa as a young boy and absences for schooling, he lived and worked on the family ranch his entire life. A gradu-ate of the School of Agriculture at the University of Saskatoon he never stopped studying the industry as he strove to keep up with the many advances he saw in his lifetime. He was, for many years, an active member of both the local Kettle River Stock-men’s Association and the Southern Interior Stock-men’s Association, had served on the executive and been president of both, as well as sitting on many other industry committees. Neil was for many years the leader of the Boundary 4H Beef club and 4H was very much a part of him to the end. Neil enjoyed showing cattle as a young man and later judged many fairs and shows around the province. He was also very active in the Rock Creek Fair Association for much of his life. Participating in these organiza-tions was his recreation and through which he made many lasting friendships.

Neil was proud of the accomplishments made in developing the ranch from where his father had left off and was happy to see it still in the family. He never really retired but, rather, was pressed into observer status these past few years due to ill health.

No service by request. Donations in Neil’s mem-ory can be made to Canadian Cancer Society or the Alzheimer’s Society of B.C.

Second highest count everThe 2015 West Boundary bird count

was enjoyed by 29 participants who sighted 56 species including 2,791 indi-viduals. Very surprisingly, this was the second highest count ever with only the 2006 count being higher with 3,893 in-dividuals sighted. The species number at 56 was average with the highest being 60 in 2009.

Last year 55 species with 1,615 indi-viduals were counted.

The West Boundary count area in-cludes all of the West Boundary starting from and including Eholt.

Bohemian waxwings which topped the count last year with 443 birds sighted dropped to zero this year. This is the first time with no waxwings being observed.

California quail topped the count this year with 360 birds sighted. American Golfinch were second with 236 birds and Pine siskins were close behind with 226 individuals counted.

Another absentee this year were the Robins with none observed. Two new birds to the area are the Boreal chicka-dees (four) seen near Eholt by Dennis Graham and five White winged doves counted by Mary Cannon. The normal range for these doves is Mexico! So a long ways from home.

Mary said there were quite a few around during the summer with a few

other people also seeing them and five stuck around for the Christmas count.

Unusual sight-ings included four Townsend soli-taires with two be-ing sighted by Pat Uglik near Rock Creek and two by Don Henry near Hulme Creek.

Lorri Harpur sighted the lone Northern Shrike while Norma Howes provided us with beautiful pic-tures of a Northern saw-whet owl and a Cooper’s hawk, both the lone sightings.

Len and Jean Schmidt observed nine ring-necked ducks.

R i n g - n e c k e d pheasants which were regular resi-dents at the Harpur ranch along Myers Creek for many

y e a r s have not been ob-s e r v e d for the last six years.

The Chukar partridge res-cued by Len and Jean Schmidt on their front porch just north of Midway recovered and joined his brethren on the hill-side above their house (likely some gray partridge) but was not sighted during our count period so was not included in the species mix.

Property assessments fluctuate significantlyProperty values throughout West

Boundary fluctuated significantly during the most recent assessment, conducted in July of 2015. By now, property owners should have all received their assessments, and some may have been surprised by the information provided by BC Assess-ment. Some rural properties, for instance,

dropped dramatically from the year be-fore; a small acreage holder in Bridesville, for instance, reported that his 2.8-hectare hobby farm (agricultural holdings are gen-erally assessed lower for taxation purpos-es) dropped in assessed value by a whop-ping $35,000, while others reported much more modest fluctuations.

In Greenwood, property values rose by as much as five per cent, with the av-erage increase coming in at just over two

per cent. One owner noted that his property assessment rose by nearly six percent, his sharpest increase since 2010. Over in nearby Mid-way, the story was fairly similary, although the average assessed value in that community rose by less than two percent.

The information on property values comes from the 2016 B.C. Assessment, which was released in early January. The assessment de-velops and maintains real property assessments throughout British Co-

lumbia in addition to providing real property information.

According to the BC Assess-ment website, the assessments are in compliance with the Assessment Act, which requires that properties be assessed as of July 1 of each year. To do this, BC Assessment produces assessment information annually to provide tax authorities with a tax base and other information collect-ing about property.

According to the site, property values are assessed by taking into account a number of factors such as location, age of home, size of home, size of lot, miscellanous features, comparable sales prices and other real estate information. The infor-mation is gathered from a number of sources such as building permits, land titles, real estate transactions, on-site inspections, aerial and street front imagery, and owner re-

porting.Assessments are completed by July 1

and mailed to property owners in January. Assessments can also be viewed online at evalueBC, which is on the bcassessment.ca website. Property owners can also check out the assessments of neighbouring prop-erties for comparison. Residents can also call 1-866-ValueBC with any questions. Anyone wishing to appeal their assess-ment has until Feb. 1 to file an appeal. The assessments are used to determine prop-erty taxes.

“The value of all real estate on the annu-al provincial assessment roll is more than $1.3 trillion and provides the foundation for local and provincial taxing authorities to finance communities with billions of dollars in property tax revenue,” said the website.

A total of 1,996,112 properties were as-sessed this year, up 1.06 per cent from the year before. The total value of real estate assessed in B.C., $1.34 trillion, is up 11.1 per cent from the previous year. The value of new construction, subdivisions and re-zonings was $20.36 billion, up 8.9 per cent.

In the Kootenay-Columbia region, owners of more than 142,000 properties will be receiving their assessments this month.

“The majority of residential homeown-ers within the region can expect an in-crease compared to last year’s assessments,” said Ramaish Shah, Kootenay Columbia Region deputy assessor, in a press release. “Most homeowners in the Kootenay Co-lumbia region will see modest increases depending on their location. For example, a typical single family home in Nelson that was previously assessed at $315,000 was valued at $333,000 in the summer of 2015.”

The typical percentage change in value (as of July 1) has increased from 0 to +10 per cent for residential single family homes and residential strata units such as condos, and -5 to +5 per cent for commercial and light industrial. Overall, the Kootenay Co-lumbia region’s assessment roll increased

from $36.97 billion in 2015 to $37.89 bil-lion this year.

A press release stated that value reflects a change due to market movement as well as $361 million in growth due to subdivi-sions, rezoning and new construction. The Kootenay Columbia region includes the southeast portion of the province from Cranbrook to Grand Forks and from Trail to Golden.

The 2016 assessment roll (market value as of July 1, 2015) estimated value for single family residential properties in the City of Grand Forks is $194,000, up from $189,000 in 2015. By comparison, Trail is $155,000, down from $166,000 in 2015; Nelson is $333,000, up from $315,000; Greenwood is the lowest valued at $125,000, which is actually up from 2015’s $121,000; Midway is $176,000, up from $173,000 in 2015; and Castlegar is $264,000, up from $254,000 in 2015.

Although there are no estimated aver-age values for RDKB rural areas, Shah said Area D/Rural Grand Forks properties are up an average of 5 to 10 per cent from last year, while Area C/Christina Lake is up 10 to 15 per cent.

Shah urges property owners to go the BC Assessment website and compare as-sessments with their neighbours. “Prop-erty owners can find a lot of information on our website including answers to many assessment-related questions, but those who feel that their property assessment does not reflect market value as of July 1, 2015 or see incorrect information on their notice, should contact BC Assessment as indicated on their notice as soon as pos-sible in January,” said Shah.

“If a property owner is still concerned about their assessment after speaking to one of our appraisers, they may submit a Notice of Complaint (Appeal) by Feb. 1 for an independent review by a Property As-sessment Review Panel.”
