Boundary Central Secondary School’s wood shop will be undergoing a major tech-nological upgrade in the next several weeks with the installation of a new state of the art sawdust collection system.

The Ministry of Education approved the capital project last month, committing up to $208,000 to refit the shop. The new system will replace the existing one, which, while still functioning, is outdated and no longer up to the stricter codes that now govern school facilities., and the school hopes to have it in-

stalled by the beginning of the next semester, which begins Feb. 1.

Sawdust in an enclosed space presents sev-eral potential hazards, including the health of those exposed long-term to dust, as well as its extreme flammability.

Grand Forks man loses life on river

A local man has died after falling through the ice on the Kettle River just east of Grand Forks on Wednes-day (Dec. 30). The BC Coroner’s Service has confirmed the deceased as Thomas Charles Grubisic, aged 54, of Grand Forks.

Grubisic fell through the ice at approximately 2:45 p.m. An RCMP press release stated that a witness saw Grubisic and called police. “RCMP officers arrived on the scene and spotted Grubisic through binoculars and observed him in the water hanging on to the ice edge,” said Cpl. Dan Moskaluk, district advisory NCO, South-east Division, in the release. “RCMP officers were a distance away when they spotted him and were unable to reach him prior to Grubisic losing his grip and go-ing under.” On Thursday, RCMP dive teams and search and rescue personnel were able to locate and recover Grubisic, deceased, from the river.

Police look into break-insVehicle impounded

On Dec. 31, Midway RCMP investigated an impaired driv-ing concern in Midway, re-ported Cpl. Judson Mayes of the Boundary Regional RCMP Midway Detachment.

At approximately 11:30 p.m. police observed a vehicle driv-ing slowly on Florence Street. RCMP pulled the vehicle over and began an impaired driving investigation. The male driver was requested to provide two samples of his breath in an Ap-proved Screening Device (ASD) and both samples produced a fail. The driver was advised of an Immediate Roadside Prohibition under the Motor Vehicle Act.

The vehicle was impound-ed for 30 days, and the driver

prohibited from driving for 90 days, Mayes said.Several break and enters

Midway RCMP is investigat-ing a rash of break and enters in the Boundary region.

On Jan. 1, a rural Rock Creek Bridesville road was bro-ken into.

On Jan. 2, the Vaagen Mill shop was broken into; at this time it is not known if any items were taken.

On Jan.2, the Kettle Val-ley Golf Course clubhouse was broken into.

On Jan. 3, the Westbridge thrift store was enter unlaw-fully.

Between Dec. 23 and 27 there was a break and enter in Greenwood.

In most of these break and enters, a red Ford F350 pickup truck was observed in the area and fled when witnessed. The vehicle has been seen in the Penticton and Oliver areas in-volved in similar criminal ac-tivitities.

Mayes reminded Boundary residents to be aware of suspi-cious vehicles in your area, day or night, and advised to call the Midway RCMP with a license plate and direction of travel and description of individuals in-volved if possible.

Impaired driving increasesLocal traffic police saw one

encouraging trend in 2015, but lots of others that have them concerned.

In a roundup of annual statis-tics, RCMP Sgt. John Ferguson of West Kootenay Traffic Ser-vices said there were four fatal crashes on local roads last year, down from 11 in 2014, “how-ever four is still too many.”

None was alcohol-related, but Ferguson said impaired driving charges increased by 35 per cent and roadside suspensions relat-ed to alcohol increased 100 per cent. Charges of driving while impaired by drugs increased 10 per cent.

“This is an alarming in-crease,” Ferguson said. “We can-not stress enough the devasta-tion an impaired charge or an immediate roadside prohibition can have on the driver, family or victims of a crash.”

On Boxing Day alone, a single officer pulled over four suspected drunk drivers in the Fruitvale area, which Ferguson called “unbelievable.” Another four drivers were taken off the road on New Year’s Eve.

There was also a 25 per cent increase in drug seizures and

100 per cent increase in drug trafficking charges related to people travelling on local high-ways. Seatbelt and cell phone-related infractions decreased, al-though Ferguson said distracted driving remains one of the main causes of crashes.

Charges related to speed-ing more than 40 km/h over the posted limit increased by 50 per cent. “Slow down and drive to the road conditions, not the posted speed limit,” Ferguson advised.

Ferguson said neither en-forcement nor manpower changed with his unit between 2014 and 2015 — in fact it was down slightly due to one officer who was off injured.

He does theorize, though, that some increases had to do with people becoming used to

stricter roadside prohibition penalties that came into effect a few years ago. Initially, he said, people were more vigilant, but “now they’re back to not think-ing about it.”

Ferguson said no one part of West Kootenay/Boundary has a lock on questionable driving. “If it was just Nelson, going to Playmor Junction, we could eas-ily target that, but it’s the entire Kootenays, not just one specific place,” he said.

“Our patrol’s mandate is to make Kootenay Boundary roads the safest in BC and we will con-tinue to strive to do this through enforcement and education. We need the public as well to under-stand that adverse actions on the roads can and will affect them-selves and others.”

Letters Policy

The recent passing of Greenwood councillor Nola Tutti has left a hole not only in her family and friends’ lives, but also the city’s council, on which she sat for just over a year.

As due process dictates, her seat will have to be filled within a designated time frame, particularly in this case due to the fact that there are nearly three years remaining in the present council’s mandate. I have been told that there had been a previous death on the Greenwood council but, because there was a fairly short period of time left in the term, it was able to continue without a re-placement for the deceased councillor.

This should prove an interesting byelection, especially considering the turmoil that has sur-rounded council for much of the last year. Not only did the mayor and councillors have to en-dure the wrath of some citizens through their removal of then-CAO Robin Dalziel in May, and, shortly thereafter, deal with a petition aimed at ousting all but one member of council from office, they also had to address the ongo-ing legal wrangling with former councillor Barry Noll, a situation inherited from the previous council that has cost the city thousands of dollars in legal fees.

Nola’s death has opened the door for a new councillor who could prove either divisive or, in the hope of many, including the mayor and council, a galvanizing addition that would allow them to continue with their quest to ren-der the city fiscally sound.

However, some residents have voiced concern that an individual with disdain for present council and less than noble intentions may run for the seat, possibly to make waves for what appears to be a ship finally headed for calmer waters. It would be disappointing to see such a scenario unfold, despite the fact that it would likely give me much to write about. Not being a resident of Green-wood, it would not affect me directly, but those citizens I do talk politics with would like to see harmony permeate

the city’s governance and finally buck the trend that, by all accounts, seems to have plagued this cool little city on and off for decades.

Don’t get me wrong, I am not advocating for Nola’s successor to be a patsy. They will hopefully grace council

chambers with a personality and work ethic befitting of the office, though many will likely question their soundness of mind! Let’s face it, who can possibly be eyeing the job with glee, considering the events of 2015? Beats me, but I am fascinated by the possibilities of the elec-tion, and look forward to working with the candidates during their campaigns!

~~~ We’ve had some chilly temperatures lately

in the Boundary, and a fair bit of snow too (as if you didn’t notice). The weather has not been exactly as forecast by the experts, though considering winter is, of-ficially, only a couple of weeks in, one can say with confi-dence that “it’s early days,” and that the weather prognos-ticators’ vision of a mild, dry winter may still ring true. One good thing that may come out of a lengthy cold snap is that it could kill the pesky moths that continue to deci-mate our forests, though I’m not sure 20 below is going to do it. Any experts out there? I’d love to hear from you on that subject!

~~~ Our oldest cat, now approaching 20 years old, appeared

to be “on her last legs” only days ago, looking like an an-imal knocking quietly on heaven’s door. Not taking food, lying lifelessly under the dining room table, no longer lashing out mercilessly at her fellow felines, she looked like she was more than ready to end her stay in this mor-tal coil. Surprisingly, however, she has somehow stepped back from the gates of kitty heaven and is, once again, eat-ing a bit of food, walking, (albeit with difficulty) and even grooming herself. Mimi, you are an inspiration!

Election anyone?

Cancer continues to be the leading cause of death in Canada, and the seeming rampant nature of the disease makes one seriously consider why so many people in their 60s, especially, are succumbing to various forms of cancer.

Some researchers claim that cancer is a modern dis-ease. One group of scientists reported finding only one case of cancer in hundreds of Egyptian mummies, and found little reference to cancer symptoms in ancient literature. A U.K. professor claimed that cancer was ex-tremely rare in ancient times and, since there is really nothing in the natural environment that can cause can-cer, that it has to be a man-made disease, likely caused by pollution and diet.

On the other hand, some cancer researchers disagree with the theory that cancer was unknown centuries ago and many have cited several natural causes of the dis-ease. UV radiation from the sun, bacteria, viruses and the radioactive gas radon are as natural as breathing and are all linked to cancer.

Even here man’s influence may be at play. Cases of the most dangerous form of skin cancer, malignant melanoma, have been rising in Canada the last few years, while the incidence of other forms of the diseased has levelled out. This could be attributed to two factors; people not protecting themselves against harmful sun rays, and the weakening of the ozone layer, caused, ac-cording to most, by man-made chemical toxins.

Obviously, we are living longer and in the West can-cer detection rates are better than ever. But does that explain the continued onslaught of this often cruel and, for most, incurable disease? Is it something in the air we breathe, the water we drink or the food we eat? Has surrounding ourselves with radiation from electronic devices produced unforeseen effects? Are modern lives now so stressful that our bodies are rebelling?

Nobody knows for certain the answer to those ques-tions, though it does seem logical that if we are careful with what we put in our bodies, make sure our skin is protected from the sun and avoid filling our lungs with toxins, we have a better chance than others of avoiding the disease known simply as C.

Philanthropy? Whoa! � at’s a big word.

Is philanthropy a disease? Is there a cure? If I told you philanthropy is simply thinking about what CAUSE is close to your heart, and then putting some of your MONEY to WORK so that THINGS GET BETTER in that area—would you say “Yeah, I get it”?

� e Phoenix Foundation of the Boundary Communities exists to do exactly what I’ve de-scribed. We are NOT the ski hill. We receive do-nations from all sorts of people (like you). And local businesses like Interfor and Roxul. And registered charities—small ones like Boundary Women’s Coalition, and bigger ones like the Van-couver Foundation. And other organizations like the Rock Creek Medical Clinic and West Bound-ary Elementary School.

We have partnership funds with Greenwood Improvement Society and the Village of Mid-way.

We invest the money we get, whether it’s $100,000 from the Grand Forks Credit Union, $25,000 from a person’s will, or $25 a month from a monthly donor. We choose low risk investment options so that the money is as protected as pos-sible. We want to have that capital FOREVER.

� en, once a year, a� er we have received the revenues (the interest our money has earned) we give back to the community—helping CAUSES important to the people who gave us the money in the � rst place.

We provide scholarships to students carrying on their education. We give money to organiza-tions who have created funds with us to help with their work (more on that in another column.) We encourage local charitable groups to apply for grants, and our grants committee meets to con-sider which proposals we can a� ord to fund.

� e Boundary is not known for being a wealthy region. We don’t have a lot of rich corporations, or a ton of individual millionaires, for that mat-ter. So it is pretty amazing that the Boundary has a community foundation in the � rst place.

Now, why is this column called Million$ + Change? Because we want to increase our CAPITAL so we can do more granting to local CAUSES.

We currently hold about $2.5 million. We want to have at least $4 million working for the community. And we’ll accept millions and we’ll accept pocket change. PLUS the revenues we re-ceive from our Million$ will help create positive CHANGE in our Boundary communities. Check out our website: www.phoenix-foundation.ca

� e Boundary has long been a bastion of volun-teerism, and Rock Creek resi-dent Vivien Browne has, dur-ing her 11 years in the region, exempli� ed the principles of “neighbours helping neigh-bours.”

Browne’s tireless dedica-tion to the needs of the less fortunate through her vari-ous food distribution e� orts has not gone unnoticed, and the Boundary Creek Times would like to acknowledge her work by awarding Browne the inaugural “West Bound-ary Community Volunteer Award.” � e award carries no material reward; simply, it is a big thank you from residents, who wish Browne to know how much they value her presence in the community.

Browne moved to Canada in 1973 from her native Eng-land, settling in Kamloops, though soon relocated to Nanaimo with her husband and four children. � ere she remained for 22 years, even-tually making her way to Penticton in 1991, where, in nearby Vaseux Lake, she es-tablished and operated an or-ganic berry farm from 1996 to 2004.

� e people Browne has worked with are quick to laud her work ethic. Here are some of the comments received by the Times:

“Back in 2010, I started working with her within the Food Sharing group as she was concerned about help-ing people not only with food to alleviate hunger, but with nutritious food to improve

health. She has delivered food to people, visited with them, and in some instances has shown them how to cook the food in their own kitchen.

“She has also been in-volved with community gar-dens, o� en doing much of the work of growing in order to give away the produce to those in need. When food stores were short, she would sometimes purchase items out of her own pocket. With a concern for the whole person, she has advocated for health and social assistance needs of others, o� en driving people to medical/government/food bank appointments.

“She has been the coor-dinator of the Kettle Valley Seniors’ wellness car, and was instrumental in obtaining a grant for that car’s purchase. Even when she was a paid ad-ministrator of some commu-nity grants, she would o� en take the money she made and use it for gas money to volun-teer.

“With a music therapy background, she also teaches violin and organ to individu-als at below rates, or even vol-unteering her time. Her main concern is for the students, not making money from teaching. She has also musi-cally volunteered with the Singing Kettles and St Mary’s church in Kettle Valley.

“Vivien is de� nitely an asset to the West Boundary. She exempli� es “a neighbour helping a neighbour.”

~~~“Vivien is one incredible

lady. I have never had the op-portunity to work with an in-dividual as focused and dedi-

cated to what she believes is right and just, and what she is focused on, is something that we all should be involved with—each in our own way. Each of us has a lot to con-tribute to the common good, but Vivien goes above and be-yond what one person can do. She is the in� uence behind the beginning of the FAR So-ciety, and the moving force of the Food Sharing Exchange.

“Aside from these two ma-jor ways of helping those who would otherwise fall through the cracks of our governmen-tal systems, she cares enough to make sure they get heard, and get the help they need She also is the person who will spend time to take peo-ple to appointments, whether in Grand Forks, Penticton or Kelowna, many times using her own limited funds to help them get there.

“She was one of the orga-nizers of the Senior Car Ride, and still does quite a bit of driving for them.

“Quite frankly, she does— without fanfare or demand of recognition or compensation —what the Bible would teach us if we were to listen: Taking care of the widows, orphans, the downtrodden, and those who cannot help themselves.

“Is she a saint? No, just a very caring, loving, and self-less human being.”

~~~“For many years Vivien

has always had a heart for those in need and has always reached out by helping out in whatever way she can. She has been instrumental in de-veloping the West Boundary community garden and en-

suring that it was and contin-ues to be a bene� cial experi-ence for all involved—either as volunteers, participants or food recipients. Her more re-cent focus has been on help-ing ensure that all families in the West Boundary are well and properly fed and cared for in whatever way they need with no questions asked.

“To this end she has helped develop a regular and well-coordinated food sharing program with many individuals and families be-ing assured of no bare cup-boards—ever!

“She has also been a very active musician sharing her time and talents with other community members and doing all of the above and performing many other ran-dom acts of kindness with complete sel� essness! A true friend of everyone, but espe-cially of those in need.

“We are blessed to have Vivien as a friend and neigh-bour.”

~~~Browne herself, in a fash-

ion typical of most dedicated volunteers, is quick to down-play her contribution, stress-ing that there are many others who donate their time and ef-fort to volunteerism.

When noti� ed about the community award, Browne said, “I’m a little dumbfound-ed! It’s taken a little while to know what to say. I feel there are so many more deserving people, but I know the food sharing cause will be helped by a positive article.”

West Boundary residents will undoubtedly make sure the cause is supported.

Noela Deanne Tutti

We are saddened to announce that Noela Deanne Tutti passed away

on December 22, 2015 after a brief illness at the age of

68. She is predeceased by her husband Tiit, and is survived

by her children Nicola (Faizal) and Graham, and her longtime best

friend Linda Gerow.Nola will be greatly missed, but she is now

forever sailing the Caribbean with Tiit on their boat The Flying Scot. There will be no funeral by request. Donations can be made to your local SPCA.

Richard Nicholas Hoskin

On December 10, 2015, Richard Nicholas Hoskin, age

70, passed away peacefully in his sleep with family by his side.

He was born in Exeter, Cornwall, England on June 10, 1945 to Reginald

and Marie Hoskin. Richard grew up in Cornwall and after fi nishing school began work at the Lloyds Bank. After several years he left the bank and began to travel. Starting in New Zealand, he went through Australia and into South America. These adven-tures included a canoe trip down the Amazon river. When his travels came to an end he settled down as a grain farmer in Lousana, Alberta for a period of 30 years. Richard then moved to Rock Creek, B.C. and worked as a hay farmer.

Richard is predeceased by his parents Reginald and Marie Hoskin and his second wife Precilla Destura. He is survived by his wife Jane Paez, his fi rst wife Judith Serl, his sister Joan Sidwell (Michael Sidwell), his children Megan Taylor (Tim Taylor), Tobi Duckering (David Duckering), Rob Hoskin (Carol Van De Weghe) and Daniel Hoskin, his grandchildren, Nathan and Olivia Taylor, Kara, Ga-briel, Caleb, Patience and Alinda Duckering, Blaze, Elizabeth and Izabelle Van De Weghe.

Richard was always a hard worker and enjoyed the challenge of farm life. He was an outdoor enthusiast and whenever time allowed he always wanted to spend it taking his family camping, fi sh-ing, golfi ng and swimming. Richard was a loving husband, a devoted father and a cherished friend. He was a kind hearted, generous man with a great sense of humor who left behind a wealth of wonder-ful memories. He will be lovingly remembered and dearly missed.

A memorial service was held in Midway, B.C. on December 15, 2015 and a second one will be held in Lousana, Alberta in May, 2016.

In honor of Richard’s concern for the underpriv-ileged and his love of farming, memorial donations can be made to Plan Canada choosing gifts related to farming, medicine or education.

Robert Leslie “Buster” Smithers

January 12, 1921 Elstow, Saskatchewan

January 2, 2016 Grand Forks, British Columbia

Passed away peacefully at Boundary Hospital. Pre-deceased by his parents Les and Myrtle Smithers and his wife of 46 years Katherine and 2 son-in-laws.

Survived by daughter Marquerite Rotvold, Pat (Joey) Tatangelo, Carol Lowrie, Roberta (George) Fielding, 11 grandchildren, 7 great grandchildren and numerous cousins.

Buster cherished his family and friends and the time he spent with them. He was very proud of his garden and was well known for the garlic he grew even at Boundary Lodge. He made many friends through his hunting from the Okanagan to the East Kootenays and other hobbies including bowling, curling and playing crib. He was a life member of the Oliver Elks Lodge and a life member of B.C. Senior Citizens Association.

He was very proud of his work for West Kootenay Power (Fortis) as a lineman, meter repairman and fi -nally as a supervisor in Grand Forks and Greenwood for over 40 years. Buster retired in Midway in 1981 and spent the last four years at Boundary Lodge “the best place to call home” he always told his family.

Special thanks to his family doctor, the staff at Boundary Lodge and nurses at Boundary Hospital and Home Care. You will be missed by family and neighbours at Boundary Lodge and many friends, but forever will be cherished and we will have many fond memories of you.

A week of two big strikes

Boundary C 4H Club’s first meeting of 2016 will be held on Jan. 7 at 7 p.m. at the Rock Creek Fair-grounds.

The first business of the meeting will be to hold elections for the executive officers, safety officer, reporter and snack and drink coordinators. We will also be discussing re-cord books and mak-ing plans for speeches.

We are looking forward to the 4H year and welcome new members. Happy 2016.

➤ Tramway to Phoenix – “Charles AE Shaw, C.E., has completed the pre-liminary survey of the tramway line from Greenwood to Phoenix. Accord-ing to the survey, the line will begin to ascend the hill near the Elkhorn Brew-ery (on Elkhorn Street), and gradually ascend, passing near the Last Chance mine and on to Phoenix. The distance is seven miles, and the grade will nowhere be more than seven percent. The line is sure to do a large business, not only in carrying passengers and freight, but also in carrying ore from such properties as the Last Chance which are situated away from the railway or branch lines.”

➤ Two Big Strikes – “This has been a week of big strikes in Boundary Creek. First it was at the Mother Lode

where the railway grad-ers opened up 40 feet of ore on the Primrose claim, and now at the Winnipeg and Golden Crown new wealth has been discovered. The railway is responsible for the new strike on the Golden Crown, while development work at the 300-foot level on the Winnipeg has exposed a large vein of high-grade ore. Duncan McIntosh of the Winnipeg and George Collins of the Golden Crown were discussing the big strike on the Winnipeg and proceeded to the new railway grade that is to ser-vice both mines. They were astonished to find the whole face of the railway cut on the Golden Crown to be solid pyr-rhotite carrying gold and copper. The cut is at least 25-feet wide. The railway passes through the property to the rear of the shaft house

where Mr. Collins be-lieved there were no ore bodies.”

➤ The Guess Block- “Messrs. Guess Bros., the pioneer assayers of the district, have moved into their new brick block, the basement of which is 25 x 50 feet, entirely given up to their business. Their office is one of the best equipped

public assay offices in the province. A large rock crusher to be driven by a gas-oline engine gives facilities for handling large samples of ore. A double decker brick assay furnace gives capacity for handling a large amount of rock. The partitions throughout are of glass giving the whole of the basement a fine light.” (ed. – The Guess Block is now home to the Copper Eagle Cappuccino & Bak-ery.)

A concert already scheduled for the Kettle River Museum’s end-of-summer celebration turned into a benefit for Rock Creek fire victims. Tiller’s Folly entertained an audience of hundreds amidst skies still smoke-laden from fires burning in Washington. The concert raised more than $20,000.

Premier Christy Clark visited evacuees at the Midway Re-ception Centre three days after the fire erupted in Rock Creek.

Midway grain farmer Nathan Harpur used sugar water as part of a spray to repel crop-damaging insects. His efforts, despite the ex-tremely dry summer, were rewarded by a re-spectable rye harvest.
