The Weather Network released its winter forecast for 2015/16 last week, and, if it holds true, the Southern Interior can expect milder temperatures and below-normal precipitation during the next few months.

Above seasonal temperatures are expected for most of British Colum-bia, though they are not expected to be as mild as they will be for

the western portion of the Prairies. B.C.’s west coast will likely see more moisture than normal, though there does appear uncertainty when it comes to the south coast, especially around Vancouver and southern Vancouver Island.

The storm tracks bringing heavy precipitation are predicted to be north and well south of the region, though while this should result in fewer rainy days than the south coast traditionally receives, at times the so called “Pineapple Express”

will deliver periods of heavy rain-fall, resulting in precipitation totals that are near average for the sea-son. As the weather pattern moves inland, precipitation is expected to taper to near normal amounts while this region’s moisture will dip below normal totals.

While this winter forecast as a whole is not favourable for skiers, it does indicate an improvement over last year’s conditions. This alpine season is already off to a much bet-ter start for many operations, and

the pattern for early December is expected to result in further build-ing up of bases at most resorts, in-cluding several in the southern in-terior.

Locally, Phoenix Mountain is scheduled to open on Dec. 18, al-though the Boundary is expecting only light snowfall in the foresee-able future, which may push back that proposed date.

On Dec. 2, Midway RCMP attended a motor vehicle colli-sion between a fully loaded log-ging truck and a jeep that had crossed the centre line.

The female driver of the jeep had to be extricated from her vehicle and was taken to Boundary Hospital for pre-cautionary reasons. Witnesses stated that the jeep’s windows were snow covered, inhibiting visibility. The driver was issued a violation ticket under the Mo-tor Vehicle Act for undue care

and control of the vehicle. The truck driver was uninjured.

On Dec. 3, Midway RCMP attended a single vehicle col-lision on Highway 3 in Green-wood. The driver walked away with minor scratches. The ve-hicle had been in cruise control and had come in contact with

some slushy snow and left the road.

An earlier police report sug-gested that the Greenwood Inn had been the site of an alterca-tion between two men. This was incorrect (the fight broke out in a nearby apartment), and police would like the Inn’s proprietor to know that Midway RCMP did not target his establishment in any way. A personal apology was offered to the proprietor of the bar, and was gladly ac-cepted.

Evanson a welcome addition

Nurse Practitioner Celia Evanson has been a welcome addition to the Rock Creek Health Centre Clinic since she took the position in January of this year.

Since then, Evanson has been offering various services to area residents each Tuesday, Wednesday and Thursday, including prescribing medi-cations, referring patients to specialists and ordering lab tests. Evanson calls her in-augural year a great success, and the Westbridge resi-dent is looking forward to a lengthy stint as Rock Creek’s primary health practitioner.

“I don’t know exactly how many regular patients we have,” said Evanson, “but I do know that more than 600 people have been registered in our system. Residents have responded very posi-tively indeed.”

Evanson also serves Greenwood one day per week, working alongside clinic head Dr. Michael Slatnik performing similar tasks as the resident doctor. While nurse practitioners are not qualified to diagnose diseases, perform surgery requiring anaesthetic or deliver babies, Evanson finds

her role very similar to a gen-eral practitioner.

She also has an excellent support system within Interior Health, including internal med-icine specialist Dr. Christine Simpson who offers specialized care weekly at the Rock Creek clinic. This means that if one of Evanson’s patients requires services that fall outside the parameters of a nurse practitio-

ner’s mandate, she can easily re-fer them to Dr. Simpson, who is able to meet with the patient in Rock Creek and consequently save them a potentially ardu-ous trip to larger centers such as Kelowna and Trail.

Evanson is no stranger to the Boundary, having spent consid-erable time here upon her par-ents relocation to Grand Forks years ago. She also did her nursing masters’ practicum in the region during her UBC pro-gram, so knows the area and its lifestyle well. Her family bought property in Westbridge recently with their sights set on building a home in which Evanson will

not only eventually enjoy a well-earned retirement, but also an opportunity to re-main in a region she has long found dear to her heart.

During the Rock Creek fire, Evanson, along with many others, found herself in a position to help, manag-ing to convince authorities to allow the center to remain open, despite being within the evacuation zone. This al-lowed the clinic to provide support to those evacuees in need of basic medical ser-vices such as prescription drug refills and remain open beyond normal operating hours.

All in all, 2015 saw a big step forward for care delivery in the West Boundary, and most agree that Dr. Celia Evanson has been at the forefront of an ongoing drive to deliver excel-lent health care to this small, yet vibrant community.

I had a dream last night. In it, I was in line at a li-quor store, and the couple ahead of me were taking what seemed an eternity in getting through the check out. They had a couple of bottles of wine to pay for, as well as what appeared to be a small container of marijuana, quite nicely packaged with the label Heaven Scent prominent on the wrapper. It was obvi-ous the store clerk was having her doubts about selling them the pot.

“Have you been smoking marijuana today sir?” asked the clerk, somewhat sheepishly. “Uh, no,” came the equally diffident reply.

Personally, I doubted the fellow; after all, he and his partner were giggling and one of them was munching on an enormous cinnamon bun, both clear signs of THC ingestion. The clerk hesitated for a moment, but then forged ahead with her cross-exam-ination of the suspects, seemingly intent on denying them their newly awarded right of being able to buy recreational drugs in a government-run establishment.

“Sir, would you kindly remove your sunglasses?” came the clerk’s request. She was obviously looking for another sure sign of marijuana consumption in bloodshot eyes, and it appeared she had found what she was looking for.

“Sir, I’m afraid I’m unable to sell you marijuana today, as you are obviously stoned,” said the clerk. “But that’ll be $23.77 for the wine.”

I awoke drenched in sweat, but soon discovered that my dream could indeed be a harbinger of a new reality.

If Prime Minister Trudeau fulfills his promise of legaliz-ing recreational marijuana in Canada, British Columbians may soon be able to buy recreational bud along with their beer. Government and private liquor stores have joined forces in calling for legal marijuana to be sold through the existing alcohol retail system.

The partnership, called the Responsible Marijuana Re-tail Alliance of B.C. (maybe one day simply RMRABC?), is hoping that pot will be available in liquor stores by Christ-

mas of 2016. BCGEU president Stephanie Smith said her union,

which represents workers in nearly 200 public liquor stores, has not taken a position on whether it supports

Trudeau’s plan to legalize marijuana (though I would be extremely surprised if the employ-ees, as a whole, are against Trudeau’s intent), but it does believe that when legalization is a reality, existing liquor stores are the logical choice as the primary retail outlets.

I guess that makes some sense, though somehow I’m having difficulty envisioning store clerks standing with customers eschew-ing the qualities of certain strains of marijua-na. I can, however, imagine the descriptions.

“This stuff is really trippy; the nose is thick and smoky and the finish pure hacking cough.”

“This bud goes very nicely with black comedies, though does tend to leave the palate a little on the dry side.”

“Highly recommended! Big and luscious, though doesn’t make you think everyone’s out to get you.”

In all seriousness, this whole marijuana legalization thing should make for some potentially laughable scenar-ios as far as the retail component is concerned. I am also asking myself many questions about this shift in our laws, such as:

“Are people who have never smoked marijuana because it’s always been illegal suddenly going to start lighting it up?”

“Will my aunt, while shopping for her Christmas sher-ry, also select a mingler pack of pot to go along with her Yuletide tipple?”

Do you know a British Columbian who has made a significant contribution to their community?

Often we see news articles about people winning these prestigious awards, and often we never know the people who win them. We say to ourselves, “Joe is far more dedicated to helping out at the thrift store,” or, “Marie dedicates her life to coaching youth soccer—she deserves this award!”

So nominate someone from the Boundary! Winners are invited to a special ceremony and

presented with the British Columbia Community Achievement Medallion. No money, but then this type of award is for people who don’t do it for the money in the first place. A little recognition, though, goes a long way.

The deadline for nominations for the British Co-lumbia Community Awards is Jan. 15, 2016..

Nominees will have made a contribution in any area that provides a benefit to the community—ei-ther as a volunteer or in the course of their work. These include, but are not limited to, arts and cul-ture, sports and recreation, multiculturalism, envi-ronment, healthcare, education, civic duty, business, community volunteerism, philanthropy, and youth or seniors’ leadership.

pass by the large pockets of blackened forest and, for a few moments at least, provide a sense of hope for the future of the decimated area.

The architect of this art proj-ect designed to promote ongo-ing hope and healing within the community is local art therapist and yoga instructor Rossana Garcia Manzano who, along with husband Emilio Martinez, has strung more than 300 flags along the highway.

“I started this project because of the sensation of being help-

less when I saw the big flames in front of our house,” Garcia Manzano explained, “so my thought after the fire was ‘how can I bring back something to the community and nature?’”

She began the project at this year’s Rock Creek Fall Fair by inviting people to participate in the process by taking one piece of the mounds of fabric do-nated by members of the com-munity and decorating it with a message or something symbolic that represented hope and love to them.

“After that I thought that the kids in the differ-ent schools where I work would like to participate in the project,” Garcia Man-zano said, “so students from B e ave rd e l l , Rock Creek, Midway and Gre enwo o d schools par-t i c i p a t e d . Also teachers

in the district were invited to take the project to their class, so Perley and Hutton elementary schools also contributed, as well as some teenagers from Grand Forks Secondary. Then some of the teachers and even practitio-ners in our yoga studio jumped on board and the project grew from there, ultimately becom-ing more of a community col-laboration rather than simply a school project. Around 350 flags were placed in the area, some on the properties of peo-ple that lost their homes, while others have been moved from their original location because of ongoing tree removal.”

Explaining the philosophy behind the “Rope of Hope” as the spreading of goodwill, love and compassion all around the affected area to lift the heart of the community, Garcia Man-zano is extremely grateful to all of the contributors during the project.

“The goal was to place our thoughts and intention into a physical form,” she said, “and bring awareness and hope and the thoughts of a better future to the area that we all love so much.”

The Liberal government campaigned on significant tax changes which were integral to their election platform. Accordingly, taxpayers should take the time to consider the implications of these changes and respective tax positions for 2015 and 2016. It is likely that 2016 will be the year that taxpayers see the effect of these changes. The following list contemplates some of the tax issues that should be considered prior to 2016.

Family Tax ConsequencesThe family tax credit that was introduced for 2014 tax filings could be gone in the new future if the Liberals stick to their promise to eliminate it. This means that 2015 may be the last year that you and your spouse can take advantage of the credit (up to $2,000 per family) if each of you have different tax brackets and a child under the age of 18.

Highest Marginal Personal Rate Change for 2016You may want to consider increases tor your salary or the payment of a bonus to take effect in 2015 rather than deferring the amounts to 2016. The top marginal tax bracket increases from 29% to 33% for incomes in excess of $200,000. Conversely, taxpayers in the top bracket may wish to defer claiming expenses or deductions until 2016. The combined effective tax saving would be 1.9% for BC residents in the top tax bracket by accelerating income reporting to 2015 or by deferring the claiming of expenses or deductions until 2016. The combined effective tax rates will vary depending on the province of residence. Of course, proper tax planning and cost/benefit analysis must be performed before

contemplating increasing income or deferring expenses as there are other considerations such as payroll and withholding taxes, alternative minimum tax and cash flow implications. Increasing eligible dividend payments in 2015 will achieve an effective tax savings of 2.62% (ineligible dividends effective tax saving of 2.63%) in BC.

TFSA contributionsThe Conservative government increased the TFSA limit to $10,000 for 2015 (from $5,500.) However, the Liberals election platform promised to cancel this increase and roll back the contribution limit to $5,500. It is anticipated that the contribution limit change will likely be in effect for 2016 and on. Taxpayers may wish to consider making the full $10,000 TFSA contribution for 2015.

Relocation to another province in CanadaTaxpayers that are planning to move to another province at the end of the year, may wish to defer their move until early 2016. A taxpayer’s province of residence on December 31st, is generally the province for which taxes will be computed for all of 2015. Therefore, it may be prudent to consider the tax rates in effect for the new province of residence and how these compare to the existing province. Taxpayers may wish to defer their move date until the new year if moving to a higher-tax rate province or move before December 31st, if a lower-tax rate province results.

Maximizing your RRSP contributionsTaxpayers have until February 29, 2016 to make

their 2015 RRSP contribution. A taxpayer in the top marginal tax bracket of 46% would realize a tax savings of approximately $11,500 on an RRSP contribution of $24,930 for 2015. The top marginal effective tax rate increase of 1.9% for 2016, may warrant a consideration of deferring the deduction of the RRSP contribution to 2016. However, all factors should be considered including the payment of higher taxes for 2015 by not deducting the contribution in that year and the effect on cash flow as a result.

QUALIFICATIONS, PREFERRED EDUCATION, TRAINING AND EXPERIENCE: • Diploma or Degree in health care, counselling, project management, business

administration, or related discipline such as organizational development or leadership or a combination of education and experience.

• Recent, related experience in project coordination, change management, and organizational development and or primary care.

• Knowledge or experience with Child and Youth Mental Health and/or Substance Use is preferred.

What is the state of your health?What is the state of

your health? Do you ever consider doing something like an annual inventory? This would be a good time of year to do that.

You might decide that you would like to initiate some new habits for the new year so that a year from now you can look back and see that your health has actu-ally improved.

Aside from all the big things we can do (that most of us know about) such as more fresh air and exercise, more sleep, better eating, etc, there are often many little things that we do or don’t do (and should) that can add up to make a sig-nificant difference to our overall health.

Also, there are new and coming health challenges in our world and new developments on the cutting edge of health and wellness. You could benefit from an annual, personal health evalu-ation—kind of like a state-of-the-union summary of your present state of health.

As we get older, our bodies change but they generally do it slowly. Some-times, it is so gradual that we don’t per-ceive the changes; we continually adapt to “the new me” and don’t recognize the slow but steady decline.

Our bodies, in most ways, change slowly and that may be frustrating if we are trying to lose weight or get fit or re-cover from an accident or health challenge. Howev-er, that can also be a bless-ing as the decline is also slow enough that we can do something about it.

We just need to recognize that there are changes so that we can take the ap-propriate action.

It is very important that we become informed on health matters. To just de-pend on your doctor to maintain your health with a brief visit every few months or years may be a neglect of responsibil-ity on your part. It is your body; you know best how it reacts to your inputs and environment. You are the one who makes the daily choices that can make a difference.

To encourage you to really look at the state of your health, I am recommend-ing a free, on-line “State of Your Health Global Summit” featuring 20 world-renowned experts. So I would encourage you to check into the health summit which is starting today, listen carefully, take notes, find some tips that you could do to help you improve the state of your health.

Then implement those and let’s see if, a year from now, you are perhaps in bet-ter health than today.

Screening draws a turnout

Not sure how it got to be Decem-ber already, has anyone else noticed the time is zipping by?

The cold weather is good for the library though, people need good books to curl up with and we have a huge selection of new fiction and non-fiction titles to help pass the winter days! If you recently attended the author visit at the Midway Library, you were in for a treat! A truly delightful presentation by Invermere author Elinor Florence was well attended last week and the reviews are in! Her book, Bird’s Eye View, is fantastic, and we have a copy at the Midway library for you to borrow. If you en-

joy historical fiction, this book will be sure to keep you enthralled.

Midway Library is actively seek-ing new members to join our board of directors for the coming year.

Our annual general meeting will be 6 p.m., Jan. 27, 2016 at the Midway Fire Hall, so if you’re look-ing for a way to give back to your community, please consider donat-ing your time. Meetings are once a month, and always include free cof-fee!

Without the dedication of our community, the library would cer-tainly struggle so thank you to any-one that can help out. If you have any questions, please feel free to contact the library at 250-449-2620.

If you’ve been in the children’s area of the library lately, you will have noticed lots of new picture books on display.

We received a grant from the Phoenix Foundation of the Bound-ary Communities (thank you!) this year, and by matching that grant from our own book budget, we were able to purchase 90 new pic-

ture books (including some book and CD sets) for the preschool and early primary age children.

The children who come regularly to Storytime and others have been enjoying them—come and have a look.

Just a reminder that if we don’t have an item you are seeking, we can usually borrow it for you from another library. Either we (or you—ask the librarian how) can order it from another Kootenay library us-ing the Kootenay Connect program, or we can order it from another B.C. library through the Outlook Online program.
