HAPPY NEW YEAR!

CONTRIBUTING TO A REGISTERED Retirement Savings Plan (RRSP) is one of the most effective ways for Canadians to save for retirement. If an RRSP is part of your investment plan, here are some valuable suggestions you can take advantage of:

1. Make if automaticWith a biweekly or monthly pre-authorized plan, you can avoid the rush before the contribution deadline and benefit from tax-deferred growth on your contributions throughout the year. If your workplace offers a group a RRSP, sign up. Contributions can be deducted before calculating payroll taxes, lowering the taxes withheld from your paycheque. Some employers also match contributions.

2. Contribute more during peak earning yearsIf you are in a high tax bracket, consider maximizing your contributions to benefit from the tax deduction. Plan to withdraw in retirement when your income and tax rate are likely to be lower.

3. Consider an RRSP Loan1

If you have excess RRSP contribution room, you may want to consider an RRSP loan so you can make a larger contribution to your RRSP during the first 60 days of the year. You then use your tax refund to repay some or all of your loan. The result is more money working for your sooner.

4. Consider making your contribution to a spousal RRSPA spousal RRSP is an RRSP that is opened by your spouse or common-law partner, but that you contribute to – and you

get the tax deduction. When your spouse or common-law partner withdraws the money, he or she pays any taxes due, as long as your most recent spousal contribution wasn’t made this year or in either of the previous two years. This income-splitting strategy can save your household taxes before and after retirement.

5. Top up whenever you canThink about contributing raises, bonuses, tax refunds and extra cash flow after you pay down a debt. At the very least, boost your annual contributions by the inflation rate.

6. Plan for more than retirementYou can borrow funds from your RRSP to buy a qualifying home through the Home Buyers’ Plan or to pay for qualifying educational programs through the Lifelong Learning Plan. You do not have to pay tax on these withdrawals as long as you repay the money to your RRSP according to a set schedule.

Talk to your advisor about whether you’re taking full advantage of your RRSP, and regularly review your RRSP contributions and investments to ensure you’re on the right track for a comfortable retirement.

(GES) reported a need for volunteers and sponsors for its daily breakfast program. Money was needed to leverage funding al-ready received from the Canadian charity Breakfast for Learn-ing.

The Greenwood outdoor rink vol-unteers attended a Greenwood council meeting to ask council to rescind a 2013 mo-tion to demolish the rink boards. Christo-pher Yates, Ray Har-rison and Mike God-dard brought letters of support for the rink from Area E rural di-rector Vicki Gee and the Greenwood Im-provement Centre.

The Boundary Dis-trict Curling Club re-ceived a cheque for $2500 from the Heri-tage Credit Union’s Greenwood branch. The money went to-ward the purchase and installation of a replacement ice plant, after the one that had served the club since 1956 rusted so badly it had begun to leak.

The board of edu-cation for School Dis-trict 51 (Boundary) adopted the District Achievement Con-tract for 2014/15 at its regular board meeting for January. The report was presented to the

board by Superinten-dent Kevin Argue. It provided a snapshot of data that can help identify trends over a number of years and then sets targets for the future.

The Boundary C 4H Club held its first general meeting of the year at the Rock Creek fairgrounds, where they elected the year’s officers. Dawson Har-pur was re-elected as president, as was vice-president Adele Fos-sen. Marijka van Kuik was elected as the new secretary, and Hanna Harpur stayed on as treasurer. Olivia Sny-der remained the club reporter, Savanna El-liot became the safety officer and Danny Macfarlane and Lau-ren Fraser were desig-nated snack and drink coordinators.

February

Wet weather kept the spectators away from the sixth annual Snowmobile Drags sponsored by the Kettle Valley Racing Association (KVRA). The riders were there, however, coming from across the province and south of the bor-der to compete in nu-merous machine class-es. The start was aided by the use of launch pads made from old snowmobile tracks

mounted on plywood. Boundary Central Sec-ondary School’s grad class handled the food concession this year and were kept busy all day long.

There was non-stop adult rec hockey action at the Midway arena on Family Day week-end, as 11 teams met for the 6th annual Old-timers Hockey Tour-nament. There were six men’s and five women’s teams involved in the event, which was host-ed by the Midway Old-timers and the Midway Ice Maidens.

The Kootenay Boundary Hardwood Classic Senior Girls Basketball Tourna-ment was held at BCSS, with five teams participating: Na-kusp Cougars, Selkirk Storm, Osoyoos Rat-tlers, Grand Forks Wolves and Boundary Central Roadrunners, who won the tourna-ment. Roadrunners MVP’s were Maddie Baia, Kari Durban, Daniela Bergendahl and Daina Shaw. In a later tournament in Castlegar, BCSS fin-ished third out of eight teams, with its only loss coming against eventual winners L.V. Rogers of Nelson.

Midway Council agreed to endorse the Kettle River Watershed Management Plan, presented to council by coordinator Gra-ham Watt. The plan

was aimed at moni-toring the Kettle River watershed and raising awareness of its im-portance and promot-ing its conservation. The Regional District of Kootenay Boundary and Grand Forks have also expressed support of the plan.

A new study showed that a majority of hotels in the Bound-ary support a hotel tax that would go into marketing tourism in the region. If the plan is adopted, a two per-cent levy would be added to all hotel and motel bills.

Area ‘E’ director Vicki Gee held a town hall meeting at the Rock Creek fairground pavilion to brief tax-payers on the annual budget and five-year plan. Gee opened the meeting by provid-ing a brief overview of how regional district government works and the services it can provide to rural resi-dents. The grant-in-aid budget is one of the services provided in the annual budget and Gee explained that she expected to have about $20,000 less in that fund in 2015 than the $105,000 distrib-uted in the previous year. Gee said that she planned to work close-ly with organizations that apply for money and try to get people to plan ahead so that she would have a better idea at the beginning

of the year how much aid groups would be applying for. Water was a major topic of discussion, as attend-ees were encouraged to comment about that issue. One resident ex-pressed concern that water meters might one day become man-

With the New Year comes an opportunity for renewal; a fresh start that rises from the ashes of the previous annum. For some, the slipping of 2015 into the annals of history will be welcomed, while others may look back at the last twelve months with fondness.

For many people in the Boun dary, emotions will undoubtedly be mixed as the countdown to the first minute of 2016 commences this evening. The region has had a challenging year, climate-wise, and I don’t need to mention the events of August 13, which saw many residents experience the most terrifying and uncertain 72 hours of their lives. That everyone came out alive is, even in the words of this occasional agnostic, a miracle. A blaze that arbitrarily leapfrogged from property to property, destroying some homes while sparing others, left us shaking our heads in disbelief and wondering what had just happened.

As the smoke cleared, however, there emerged a remark-able mood of cooperation and a willingness to help, regard-less of cost. Starting with the establishment of the reception centre in Midway, and continuing through the striking of the Needs Committee and an amazing benefit fashion show, a desire to reach out and help those affected by the fire permeated the community like a sponge absorbing liquid, and saw individuals and organizations, some with, at best, a patchy history of cooperation, come together to pool resources and efforts to help those in need, making “volun-teer” the most widely used word in the Boundary.

And so it goes. What was a mind-numbing experience for many and something most would prefer not to experience

again in their lifetime, also brought something positive to the area that, it appears, may be more than something borne solely out of crisis, destined to dissipate as memory fades, but, instead, a new collective consciousness that has forever changed the community. As the old adage goes, “out of

everything bad comes something good.”

~~~~~~~~~
As for myself, I conclude my first calendar year as the Boundary Creek Times reporter also with ambivalence. While I am grateful to find myself here on a permanent basis, with the need to com-mute to Vancouver eradicated from my routine, I cannot deny that my first gig as a journalist has not been without challenges. I learned quickly that
readers can respond with lightning speed when they don’t like what I’ve written, yet are disappointingly reticent in offering positive reinforcement when an article rings true. That is the plight of the journalist, I suppose; vaunted when his words are agreed with, reviled when they are not. My learning curve has been steep, but I believe I have improved with time, and look forward to bringing the news to the readership throughout 2016. In some ways, I am hopeful it will be a less contentious year, one without natural, or man made disasters, yet in others I look for another opportunity to work on hard news stories such as those presented by the Rock Creek fire and local political issues.
Regardless of how 2016 plays out, rest assured I will con-tinue to support the community as best I can, and may we all have a positive and productive new year.
All the best!
Looking forward to a new year
On November 24, 1992, Queen Elizabeth II delivered a speech in London’s Guildhall that included a descrip-tion of that year as her “Annus Horribilis.” Her Majesty had endured a number of personal crises during the previous eleven months, including the divorce of her daughter Anne from Mark Phillips and the separation between son Prince Andrew and his wife Sarah, Duchess of York, Her general disdain for 1992 was amplified by her daughter-in-law Diana’s publication of her tell-all book Diana: Her True Story, which revealed the unhap-py truths of the princess’s marriage to Prince Charles and, ultimately, the near-destruction of Windsor Castle, which suffered significant damage due to fire.
For the Boundary, 2015 may well have been it’s own horrible year, caused not by family scandal but, rather, by the wrath of Mother Nature, who decided to effec-tively deny most of the province moisture for several months, culminating in a fire season that rivalled the worst in recent memory. Pastures were tinder dry, putting a lot of stress on the grass and making the life of a farmer even more challenging. This resulted in skyrocketing hay prices in the fall; small square bales, in particular, were scarce and at a premium.
The Rock Creek fire, of course, was the most devestat-ing event of the year, which, for many, made 2015 a year very much to forget. 30 homes were lost to the blaze, though there were no injuries to humans, which most consider somewhat miraculous. Some decided not to rebuild, due to various circumstances, but for those that are, their new homes will be poignant reminders of a day that will likely be forever etched in our minds.
It was, however, another great year to be a volunteer, especially post-August 13. So many people dropped seemingly everything to help those affected by the fire, surely making a Boundary volunteer a shoe-in for a Brit-ish Columbia Community Achievement award. Nomi-nations for the awards close on January 15, so come on, Boundary residents, step up and nominate one of your own!
Letters to the editor Thanks from the evacuation centre
Reflecting on the events that took place this past summer with the Rock Creek/Westbridge Fire, many of our family and friends to the west have suffered so much personal loss, many still suffer from other issues related to the fire. For the rest of us there is a feeling of sadness for our Rock Creek/Westbridge family, and the loss from the destruction to that area will be in all of our hearts and minds for a very long time.
The devastation of this fire also brought to-gether a wave of incredible support from many volunteers, residents, businesses, and organiza-tions from our community, the communities of the boundary area and beyond. Each of you played a very important role; with your assistance you ensured excellent care to the evacuees and to the success of the Midway Reception Centre, we
can say this would not have happened without your efforts and incredible generosity.
For this, we thank each and every one of you for your dedication of time, support and gener-ous contributions to the Midway Reception Cen-tre, what a wonderful feeling it is to know we can count on each other for support when it matters most. Thank You!!!
Wishing everyone a Happy New Year with many wonderful new beginnings in 2016!
Penny Feist, CAO/Village of Midway Midway Reception Centre Manager
Cathy Riddle, ESS Designate Midway Reception Centre
Happy New Year from MidwayTwo thousand fifteen was a year of beginnings
and Country wide attention for the Village of Midway. Council began its first year of the newly lengthened 4 year term. Council started the year in the usual way, holding planning meetings that informed the Budget process. We than presented our Fiscal plan at our Public Budget Meeting. Our plan was an ambitious one including begin-ning a process that we hope will see the needs of the Community Hall addressed, beginning work at the Medical Centre that will ensure it remains a sound building into the future by fixing a re-taining wall and drainage issue, and beginning work to upgrade one of Midway’s most popular destinations, River Front Park. Although we got off to a decent start working toward our goals, most of those plans were delayed significantly as staff worked overtime to help accommodate the needs of those displaced by the Rock Creek fire. Things eventually settled back into routine we managed to complete just about all our projects before the end of the year, with the outstanding work to be completed early in the new year.
The fire saw Midway become the center of at-tention as we worked to provide all the things needed to deal with the Rock Creek fire. We be-came home to those displaced by and fighting
the fire. We became a place to turn to for family and press looking for information and answers. We became the gathering place locals, heads of state and others caring enough to offer their help could come to connect. The one thing we did not become was overwhelmed. Local Emergency services, Village staff, and local volunteers per-formed extremely admirably during the fire re-ceiving many accolades from far and wide. Once again this community and area proved how giv-ing and dependable we are.
The other major beginning in 2015 was West Boundary Community Forest. WBCF began its first full year of operations this year, and although they are only just beginning to see the results of the first year of work, all indications are that the Community Forest will help our region have an impact on, and profit both economically and so-cially from forestry in our area.
On behalf of Council and Staff I would like to thank you for your support and continued inter-est in our wonderful community and wish you all the best in the New Year.
datory on rural wells. Alan Stanley, General Manager of Environ-mental Services for the district, responded by saying that for many years there has been a lack of protection for ground water. The province passed the Water Sustainability Act the previous year, but regulations for it were still being draft-ed. Stanley noted that this was a provincial initiative and outside the authority of the regional district. Sev-eral questions came from residents living in the Sidley Mountain area, where owners of Miller Springs have made an application to the Agricultural Land Commision (ALC)
for changes to their operation. Resident Don Halverson asked if the regional district had any authority or jurisdiction in such applications. He added if the system is capable of handling that, and who has the authority and capability to find out whether or not the groundwater system is capable of that level of water extraction. Gee acknowledge that the issue is a complex one and that she had been in conversation with numerous local offi-cials, with the lack of community planning or zoning in much of Area E an apparent hurdle.
March
High winds lifted the roof off Green-wood’s My Udder Store in early March. The violent gusts of wind lifted the sheet metal roof as well as some of the trusses, twisted and crumpled it and would have tossed it all into Deadwood Street.
Charles Houle and Bertha Williams of Norbert Recycling attended a Midway council meeting to discuss several items. Houle explained his vision of setting up recovery sites in West Boundary communi-ties that could create jobs while keeping re-cyclable waste out of landfills.
A meeting at the Midway Commu-nity Hall saw 30 West
Boundary residents come out to listen to Anarchist Mountain Community Associa-tion president Mark McKenny and resident Nick Marty deliver a case againts the two-tiered rate structure implemented by For-tisBC in 2012, which they claim discrimi-nates against those who do not have access to cheaper natural gas.
West Boundary fig-ure skater Emily Stew-art won a gold medal at the Star Skate Su-per Series in Kelowna. Stewart was skating with the Osoyoos based Sunbowl Figure Skating Club, which brought home three medals in total.
Water failed to finish in the top three at this year’s Berke-ley Springs Water Tasting competition, which it won in 2012. The water did, how-ever, make it into the final round of the contest.
Boundary C 4H members held their annual Speech Night at the Rock Creek Fairgrounds. This years se-nior winners were Marijka van Kuik in 1st, Megan Ew-ing in 2nd, Adele Fossen in 3rd and Sarah MacDonald in 4th place. Junior winners were Jade Fossen in 1st, Han-nah Harpur in 2nd, Matthias Bergendahl in 3rd and Olivia Schneider in 4th.
Brian Foy, principal of the four West Boundary elemen-tary schools, announced a change in those schools’ re-port card format, citing a need for educators to move away from the traditional methodology of forcing stu-dents to memorize a vast number of facts and then re-gurgitate that information in ensuing tests and exams. The new format moves the focus from memorization to im-planting ideas and concepts in each of the subjects being taught.
The Heritage Credit Union awarded the Midway and Beyond Theatre a second installment of $4700 on a three year grant program that is allowing the theatre to pur-chase a portable stage outfit. The stage can easily be moved out of the way when the hall
is not be-ing actively used for a theatre pro-duction.
April
New fishing restrictions on the Kettle River system intended to help protect the dwindling trout population went into effect on April 1. The main Kettle was sched-uled to be closed entirely to fishing from July 25 to Aug. 25, while the West Kettle Riv-er was earmarked for closure during the entire month of August.
April was daffodil month across the nation. During the month, Canadian Cancer Society volunteers raise vital funds for the fight against cancer, and area residents Anna Anderson and Kim Lindseth presented Midway mayor Randy Kappes with a daffodil lapel pin to signify the beginning of the cam-paign.
The Kettle Valley Golf Course opened it’s gates for another season, welcoming Sam Hall as its new club-house manager, replacing Krisi Goddard, who moved into the grounds keeping department. Hall joined manager Aaron Rexin in welcoming all members and non-members back to the club for another enjoyable season of golf.
Several residents in the area around the Miller Springs water bottling plant in the Sidley Mountain area of Bridesville called for a study of the aquifer prior to approval of the plant’s expan-sion.
Midway and Beyond Little Theatre presented a hilarious production of Nana’s Naugh-ty Knickers, which attracted near-capacity au-diences to each of four shows.
At the bi-monthly Green-wood council meeting, it was disclosed that legal fees hit $11,000 for the month of March, monies paid to the law firm retained by the city to manage the ongoing dis-pute with former councilor Barry Noll.
A quilt sewn by the Boundary 4H sewing club fetched $1700 during the live auction at this year’s Cattle Baron’s Ball. The money raised will help pay for club fees, the transportation of livestock, clinics and miscel-laneous expenses.
A 25 year old Greenwood man called RCMP to report a machete attack. The man stat-ed he was inside his residence when a person outside waved to him. The man recognized him as a person he had met several months ago. When he man went outside to greet the acquaintance, he reportedly attacked him, unprovoked, with the knife. There were no injuries, and the attacker’s identity and motive remained a mystery.
Midway pharmacist Cris Bennett completed his first Boston Marathon in a time of three hours and 19 minutes. This was Bennett’s thirteenth marathon.
Alice Glanville passed away at the age of 95. Glan-ville was a dedicated pioneer, lifetime eucator and treasury of historical wealth.
May
Former Times’ reporter Pat Kelly said goodbye to the Boundary at an emotional fairwell party hosted by the Midway Community Asso-ciation. The community hall was packed with well-wishers bidding Kelly a warm bon voyage. Kelly was returning
to his Oregon roots to be with family. He had lived in the Boundary for 40 years, 25 of those in Midway.
Songs for Water brought together representatives from several Boundary and Okan-agan churches for a simple celebration of water at St. Mary’s church. In song and performance were local mu-sical icons Peri Best and Vivi-en Browne, both members of the Singing Kettles choir.
A sizeable group of Sidley Mountain and rural Brides-ville residents appeared at an Advisory Planning Commis-sion meeting to voice their concerns about the proposed new official community plan.
A house at 15 Beaver Creek Road in Beaverdell was the site of an explosion and subsequent fire that de-stroyed the building. There was nothing suspicious about the blaze, and no one was in-jured.
Margaret and Johnny Eek celebrated their 70th wed-ding anniversary. Married on VE Day in Rossland, the Eeks had lived in Rock Creek for much of their lives.
The City of Greenwood fired CAO Robin Dalziel. No explanation for his dimissal was provided by the city.
The Village of Midway in-creased taxes by six per cent. The budget also included the allocation of $26,000 for ex-terior improvements to the Midway Medical Clinic and purchases made by the resi-dent doctor.
BCSS Graduates held their formal year-end celebration at Tinhorn Creek Vineyard in Oliver.
Halloween bonfires, parties and trick-or-treating ended the month on a ghoulish note.
November
The Greenwood Seniors Club held its annual general meet-ing and election. Re-elected was president Leslie Goddard and 1st vice-president Gladys Brown. Debbie Brownhill is the new 2nd vice-president.
The Benefit Fashion Show in Greenwood was a huge success, raising nearly $10,000 for victims of the Rock Creek Fair. Orga-nizers Cindy Fairs and Heather Smith were thrilled by the turn-out and with the funds raised.
Remembrance Day ceremo-nies in Kettle Valley and Green-wood attracted hundreds of spec-tators on a chilly morning. 93 year old Paul Lautard conducted the Kettle Valley service, which is only two years younger than he.
Vicki Gee reflected on her first year as Area E Regional Director, which was, in her words, “ordeal by fire in more ways than one.” Highlights included her work with special interest groups and their applications for funding, while the negative response to her proposed Official Commu-nity Plan for rural Bridesville fig-ured among the disappointments that political office often brings.
On Dec. 18, Midway RCMP re-ported a Break and Enter in the Westbridge area where Christmas presents were stolen from a residence. A male and female were apprehended on the Lower Mainland in a stolen vehicle be-lieved to be the same vehicle that was observed in the Boundary area. Charges will be recommended for Break, Enter and Theft for the two suspects.
On Dec. 22, Midway RCMP re-sponded to a Break and Enter at the Rock Creek storage lockers. Police discovered 5 lockers that had been
entered. At this time investigation is ongoing to determine what items were taken and who the rightful
owners of the lock-ers are. If anyone wit-nessed or has informa-tion related to these crimes please contact the Midway RCMP.
Midway RCMP responded to a total of ten motor vehicle collisions over the Christmas season. The col-lisions occurred in Beaverdell, Mid-way, Westbridge and Norwegian Creek. Only minor injuries were reported. Icy roads conditions and speed are believed to be factors in the collisions.
“Our heartfelt thanks to the Board of Directors and Executive Director Wendy McCulloch, for their demonstration of leadership in standing together when con-fronted with a disaster in our re-gion,” said executive director Bob Huff. “We would also like to state our gratitude to the national asso-ciation of Habitat for Humanity af-filiates in Canada. HFH Southeast BC has received financial support from as far away as Ontario for the Winn family rebuild. Thanks also to the BC affiliates in Kelowna, and Upper Fraser Valley for their finan-
cial support.”The goal for the organization is
to raise $100,000 and have the Winn family back living on their property by  the fall of 2016. HFHSEBC will begin construction on the Winn family home this spring with the collaboration of key businesses and individuals in the Boundary region.
“Rebuilding will be made easier with the generosity of our commu-nity,” said Huff.
the opening of Mt. Baldy, described earlier in the news as imminent. With the rejection of Mt. Baldy Corporation’s offer to purchase the resort, the mountain appeared doomed to closure.
John Hibber-son’s Midway Little Theatre teamed up with Nelson’s Alle-gro Dance to present an eclectic musical play entitled River of Dreams at the Mid-way Community Hall. Most audience mem-bers enjoyed the pro-duction, while others found it too esoteric for their tastes and not as enjoyable as Hibberson’s previous production, Nana’s Naughty Knickers.
The petition aimed at removing most of the Greenwood coun-cil was deemed by the B.C. Supreme Court to be not in proper form for submission. Petitioners vowed to reorganize their doc-ument and re-submit the petition in the ap-propriate format.
Marijka van Kuik was named Bound-ary C 4H club overall member of the year at the club’s awards ban-quet at the Bridesville Community Hall.
Paul and Gloria Lautard of Midway celebrated their 50th wedding anniversary.
December
The BCSS produc-tion of the Elvis Pre-sley inspired musical comedy All Shook Up played to packed houses for each of its four public shows.
Once again, the kids of West Boundary showcased impressive singing, dancing and acting skills under the direction of drama teacher Sarah Tripp.
Teresa Rezansoff was re-elected as chair of the SD 51 Board of Education.
Christmas concerts at West Boundary and Greenwood/Midway elementary schools were both a fabulous success, as was the “Entrepreneur Mar-ket” following the show in Greenwood. Students raised $600, which was donated to the West Boundary Food Bank and the Greenwood Public Pool.
Santa arrived in West Boundary, mak-ing stops at the Mid-way Childrens Christ-mas Party, Deadwood Junction in Green-wood, and the Heri-tage Credit Union.
The Greenwood Legion donated hun-dreds of dollars to the Boundary Food Bank, the Greenwood Seniors Community Christmas Dinner and Parkview Manor.
Christmas brought lots of snow to the region, making skiers on Phoenix Mountain happy. Unfortunately, it was announced that Mt. Baldy would not be opening for the season.
2015 was a chal-lenging year for many in West Boundary. We are all hoping for a calmer and more peaceful 2016.
Burned out cars served as another reminder of the intensity and devasta-tion of the Rock Creek fire.
