A head-on collision on Highway 33 Monday morning claimed the life of a 73-year-old Bea-verdell woman.

The accident, which took place 25 kilometres south of Big White Road, occurred at 8:29 a.m. and caused the highway to be closed for several hours. Kelowna RCMP and Central Okanagan Traffic Services responded to the crash.

“Preliminary findings at the scene suggest that a southbound Mazda van had crossed the centre line to pass a semi-tractor trailer when it collided head on with an older beige Ford four-door se-dan passenger car,” said Jesse O’Donaghey of the Kelowna RCMP in a press release. “The driver of the beige Ford was pronounced deceased at the scene. Preliminary findings also indicate that the woman was partially ejected from the vehicle dur-ing the collision as she was not wearing a seatbelt at the time of the crash. Her passenger, a 21-year-old man also of Beaverdell, sustained non-life threatening injuries and was treated in hospital.”

The driver of the Mazda van, a 35-year-old woman, and her passenger, an eight-year-old girl, both from Kelowna, were treated at Kelowna hos-pital for non-life threatening injuries.

No names have yet been released. The RCMP and the BC Coroners Service are continuing to investigate.

Greenwood city council met on March 14 for their regular council meeting in which they discussed several important is-sues including the appointment of the fire chief, a Slag Royalty Reserve Fund bylaw and a Slag Reclamation Reserve Fund by-law.Capital Asset policy

Council approved Capital Asset Policy No. 1705-01. The policy is a framework which has been established for the management and control of the city’s capital assets. Included in this framework are proper rec-ognition, measurement, thresh-olds, aggregation, segregation, amortization, reporting, safe-guard and disposal.Appointment of fire chief

Greenwood council ap-proved the appointment of Roy Terashita for another term as fire chief for Greenwood Fire and Rescue.Vadim Upgrades

Greenwood council ap-proved the city to spend $5,800 on the Vadim computer ac-counting system to install the VadimExplorer program, get the budget section implement-ed, upgrade Vadim to 2.5, train staff on reporting and budget-ing and cover travel and accom-modation costs.

“Vadim Explorer allows us to import and export data from

Excel, which is a requirement for our auditor,” said acting CAO Wendy Higashi. “With this software we will be able to print accurate financial re-ports.”Slag bylaws

Council approved the first three readings of both the Slag Royalty Reserve Fund Estab-lishment Bylaw No. 897 (2016) and the Slag Reclamation Re-serve Fund Bylaw No. 898 (2016).

The Slag Royalty Reserve Fund establishes a reserve fund for the money received from the sale of slag from the city’s por-tion of the slag pile. The inter-est earned on the money shall be used to pay for a number of items such as: capital projects; the purchase of machinery or equipment; the purchase of land and/or building; and re-pairs and maintenance expen-ditures over $5,000.

The amount of money that should be in the Slag Royalty Reserve Fund is $20,337. The remainder of the slag fund ($37,521.70) has to be put into the Slag Reclamation Reserve Fund. The city will have to open an account at the Heritage Credit Union for the Reclama-tion Reserve Fund.

The money is to be used for the reclamation of land under

the slag pile. Until the reclama-tion work is complete, the prin-ciple and interest may be spent on: reclamation work at the slag pile; testing required for recla-mation work; and testing to es-tablish a base line on Boundary Creek and the creek that goes under the slag pile.

Higashi pointed that there is nothing happening with the slag pile. “This is something that happened in 2003,” she said. “There were agreements put in place to move the slag but the bylaws were not in place. This is just a formality.”

Final reading for both by-laws is expected at the next council meeting.

Fire department operational guidelines

Greenwood now has an Operational Guidelines Fire/Rescue Manual after council approved it at the last meeting. Higashi says this is the first time the city has put together the manual. “If anything changes we can go back and make ad-justments,” she said.Lion’s Park kiosks

In his report, Mayor Ed Smith noted that Greenwood received $37,000 from the Min-istry of Social Development and Social Innovation for the replacement of three kiosks for Lion’s Park. The building of the kiosks would be undertaken by three individuals on Employ-ment Insurance under the Job Creation Partnership program.

Letters Policy

It’s still on my bucket list, but I’ve crossed it off as done. I first came across it when I was looking at a map and no-ticed a stream up by Whistler that goes by the name the River of Golden Dreams.

One of my favourite memories is my recollection of buying a rod and license and driving up to that place. It was a fresh, sunny day, and although I don’t recall catching any fish, the memories of the white puffy clouds, blue sky and, of course, the name of the place come together to earn the River of Golden Dreams a top spot on the short list of “My Personal Happy Place” ven-ues.

I still like to travel a different road and of-ten try to find a route that will give a more pleasant commute than the freeway offers. There are many such roads in Rogue Valley where I am living now.

These are beautiful drives—with the hustle of the city giving way to farms and orchards. There is an abundance of paved roads winding through the rolling hills, connecting these rural folks to each other and the Wal-Mart.

I am looking forward to travelling a loop called Dark Hollow Road which heads into the hills and back again further down the valley. The name sounds kind of mys-terious, so it’s on my bucket list now—and this time I will take a camera.

I took Mom and Gin on one of these country lanes last week. The paved shoulders beside the roads here are much narrower than we are used to in British Columbia. Mom was riding shotgun and she didn’t like the thrill that came with being so close to that ditch.

Mom taught us kids to be honest, and she “walked the

walk” in providing those lessons. She also taught us that, just as sugar helps the medicine go down, a dash of tact is often handy when the recipe includes honesty.

source recently bounced into my Facebook newsfeed: a commencement speech delivered by comedian Jim Carrey. I share here a few lines from the speech (which he totally nailed) and invite you to find his entire address on-line.

The back roads on my bucket list

This weekend is Easter, and with the long week-end comes travel for many.

The Minister of Transportation and Infrastruc-ture is encouraging everyone to check DriveBC.ca before they head out on their travels.

“On a long weekend, there is more traffic on the roads, as many people travel to visit their loved ones for family dinners and gatherings,” said Minister Todd Stone. “And at this time of year, the weather can often be unpredictable. We want everyone to stay safe on the roads this upcoming long weekend and so we are urging you to ‘know before you go’ by checking your route on DriveBC before you set out on your journeys.”

DriveBC provides information on latest road conditions, weather, incidents, and special events, such as road construction. DriveBC also provides seasonal driving tips and other helpful links for planning a safe trip. Road conditions can also be ac-cessed toll free at 1 800 550-4997.

The ministry has increased the DriveBC network by adding more than 66 new highway cam views last year, which boosts the network to more than 549 highway cam views across B.C.

Another way to “know before you go” is to follow DriveBC and TranBC on Twitter and get up-to-date information on your desktop or mobile phone.

Drivers are reminded to obey all posted speed limits and if the weather is bad, slow down accord-ing to road conditions and maintain a safe following distance.

Motorists are also reminded of the “slow down move over” law, which now includes all vehicles dis-playing a flashing red, blue or yellow light. This law improves safety for first responders, Commercial Vehicle Safety and Enforcement (CVSE) and tow truck drivers, as well as all roadside workers, includ-ing highway maintenance workers.

Letters to the editor On our way to a police state

Editor, The Times:In response to Gerald Dennil’s letter regarding road closures

and homeowners being evacuated, in my opinion we are fast becoming a police state, being over governed by a mob of power-hungry dictators.

Midway hall will be upgraded

There were plenty of topics up for discussion at the Mid-way council meeting on Mon-day ranging from talk of a new community hall and a bylaw to establishing a reserve fund for gas tax. Community Hall

The Village of Midway will not be getting a new commu-nity hall but instead will make upgrades and additions to the current hall. At the regu-lar meeting Monday, council passed a motion to strike a committee with eight members of the public and two council members (Gary Schierbeck and Darrin Metcalf) to start the planning process.

“The hall was built in 1967 and has minimal in the way of heating and no cooling at all and has no hand-icap-accessible wash-rooms,” said Mayor Randy Kappes to the Times. “In order to keep it as a good place for rentals and com-munity use we need to do some upgrades.”

Kappes said the Community Hall Committee will look into exactly what up-grades and additions will be made. “Right now we’re exploring what’s possible,” he said. “We’re looking at more space for storage and fixing the kitchen so it’s up to commer-cial standards and do a few other things. It’s just a matter of the costs.”

Kappes said having a committee will allow more input from the public. He said coun-cil chose the upgrade route over building a new community hall after receiving input from the citizens at a well-attended public meeting on March 14.

“The residents were invited to give their opinion and tell us what they wanted to see whether it be a new structure that could house multiple uses

or renovations to the old one,” he said. “The majority wanted renovations so that’s what we’re going to do.”

The village will be putting out a public notice asking for candidates for the Community Hall Committee to submit their interest to the village by April 14. UBCM - National inquiry on missing and murdered Aboriginal women

With the drought of last year and subsequent water restrictions, water is a hot topic in the Boundary. The Kettle River Watershed Management Plan, which began in 2010 under the direction of project coordinator Graham Watt, is a colloborative initiative supported by a stakeholder advisory group with participation from local and provincial governments and representatives from various sectors and organizations across the Boundary.

The plan, which is now in the implementation phase, is to develop a shared understanding of watershed ideas and create a vision, goals and strategies to care for the Kettle River watershed.

Watt has accepted a position at the City of Grand Forks as an engineering consultant and will be stepping down as project manager of the Kettle River Watershed Management Plan. Jessica Mace, who moved to Grand Forks a year and a half ago with her young family, will be taking over as project manager. Watt,

however, will be staying on as an advisor with the project.

“Right now Commons­Place Consulting, which is a business owned by Cavan Gates and I, has a contract with the RDKB to coordinate the implementation of the Kettle River Watershed Management Plan,” said Watt. “It’s a three­year contract (2015­17) so we’re just under halfway through. Now I’ve flown the coop after taking an opportunity with the city but I still have a really strong interest in the Kettle River Watershed Management Plan and especially some of the work as it relates to city work.

“As it stands, our company needed someone to come in and take over the coordination part of it and I could still stay on a little bit as an advisor. It’ll be Jessica Mace who will be leading the work and making sure everything is ready to flow.”

Watt said he will continue to support the events already underway with the plan and connecting on some of the shared initiatives between the city and the RKDB around water conservation and protection of the aquifer.

Mace originally comes

from Ontario but lived in Yellowknife, Northwest Territories for the past six past years before coming to Grand Forks with her family. Her first job was doing environmental work on the distant early warning (DEW) line sites. Most recently when living in Yellowknife, she helped clean up contaminated mine sites as a project manager working for Aboriginal Affairs and Northern Development Canada.

“I think it’ll work well,” she said. “I can use my management skills to manage the project. We’ll hire consultants when we need to and work with partners to ensure the implementation of the plan is underway.”

With three children under six, Mace has spent her time in Grand Forks mostly as a stay­at­home mom although she has been active in the community with sports and groups such as the agricultural society where she sits on the board.

“I think the timing has been really good for looking ahead to the rest of this phase of implementation,” said Watt. “We kind of have an end goal of understanding

how to have governance over the watershed. It’s a really complex task.”

Watt said the “passing of the baton” is a great chance to refocus on the big initiative to get the big tasks done around drought management, drought response and governance over the complex issue of water. He said it’s important that all the stakeholders work together for the betterment of the project.

RCMP had a report of a stolen 2006 grey Chrysler Sebring car, re-ported Cpl. Judson Mayes of the Midway RCMP Detachment.

The car’s BC license plate number is CB751F; it’s registered to a male from Beaverdell, Mayes added.

Boundary Central Secondary’s Spirit Club collected 197 pairs of socks during a sock drive for the Boundary Women’s Transition House.

I have always been a supporter of women’s rights and through personal experience I have witnessed unhealthy relationships that have occurred in the Boundary. This initiated my interest to help end violence against children and women and also take an action towards women and men equality.

In addition, I thought creating aware-ness of the issue in my school would

help youth differentiate healthy and un-healthy relationships and what support systems are available just in case they need any. My goal was to spread aware-ness and benefit the organization to help in any way. I was aware of the Boundary Women’s Transition House from partici-pating in workshops when I was young-er so I already knew how amazing this organization was and how much it ben-efits and impacts our local and provin-cial areas. I wanted the fundraiser to be successful so women and children could feel more comfortable during their time of hardships, so I sought help from all members of Spirit Club at Boundary Central Secondary School to help make

the fundraiser successful and without hesitation they have supported the cause immensely.

Also, Ms. Spelay and Mr. Spelay, lead-ers of Spirit Club and teachers at my school, were very excited and enthusias-tic about supporting the fundraiser and I am very grateful for their support, time and their ability to engage students to help.

I hope the fundraiser not only ben-efited the Transition House but also cre-ated an awareness towards the horrific topic for youth as this was my goal. I am truly in awe at the work and support the Women Transition House has for the Boundary Area.

Council gave final reading and ap-proval to Bylaw #478, which is a bylaw to establish a reserve fund to receive gas tax funding through the Community Works Fund. Council responds to closing of reuse facility at Rock Creek landfill

On Monday, council heard the RDKB

report from council representative Mar-guerite Rotvold. Rotvold reported that the RDKB is discussing reducing the hours at the Rock Creek landfill. She also said they would be closing the reuse facil-ity for safety and liability concerns. Coun-cil directed to send a letter to the RDKB regarding the closure of the reuse facility and why the public was not consulted.

At the RDKB regular board meeting today (after press time), the board of di-rectors will vote on whether to change the Sunday closing time of the Rock Creek Transfer Station to 5 p.m. and the Saturday closing time of the West Boundary landfill to 4 p.m. Also at the meeting, the board will vote on directing staff to initiate a communications plan and close the reuse centres at the West Boundary landfill as well as at the McK-elvey Creek and Grand Forks landfills.

➤ Smallpox Across the Border – “The attention of provincial authorities is directed to the fact that there has been a bad outbreak of small-pox on the Colville In-dian reservation. There are over 40 cases in the pest-house at Nespe-lim. The authorities at Republic have taken precautions to guard the town against the inva-sion of the epidemic. Indians as a rule do not take kindly to the modern methods used to stamp out this terrible epidem-ic, and there is a possibility that some of them may wander north to escape necessary restrictions. The provincial officers should be instructed to take all precautions to prevent the Indians from the affected district coming in contact with people on this side of the line. Dr.

Schon, medical officer of health, said that in view of a possible visitation of smallpox, and in order to secure an ef-ficient precaution against it, that he asks everyone to be vaccinated. A nominal fee of $1 will be charged for vaccina-tion.”

Incorporate – “A largely attended meet-ing of the citizens of Phoenix, including the representatives of the Cameron, Old Ironsides and New York townsites, was held last night for the purpose of taking steps towards incorporation. The repre-sentatives of the Old Ironsides and New York townsites opposed incorporation for the present. However, the citizens appeared to be largely in favor of it and after a lengthy discussion a resolution was passed authorizing a committee of seven to take preliminary steps, with power to raise funds and send a special delegate to Victoria. About 200 were present and the most friendly feeling prevailed.”

It’s time to talk about ticksThe early spring weather means

many of us are spending more time out-side. We aren’t the only ones enjoying the unseasonable warmth—the change in weather also brings out ticks—small bugs that feed on the blood of humans and animals and can sometimes trans-mit disease.

  Ticks are most often found in tall grass and wooded areas, so covering up before you head outdoors and checking for ticks on yourself, your children, and your pets after being outdoors, are sim-ple things that go a long way to prevent tick bites. 

  “The most common tick species in the Interior Health region is the Wood Tick (Dermacentor andersoni), which is not known to carry the Lyme disease bacteria, said Dr. Silvina Mema, Medi-cal Health Officer with Interior Health. “The Wood Tick can carry other dis-eases such as Rocky Mountain spotted fever, although it is very rare. Some ticks also have toxins that can cause tempo-rary muscle weakness and paralysis but the symptoms fade once the tick is re-moved.”

  The tick species that carries Lyme disease (Ixodes pacificus) is more com-mon in the coastal areas of B.C., but may

also be present in low numbers in areas within Interior Health. Less than one per cent of Ixodes ticks in B.C. carry Lyme disease. In addition to fever, headache, and muscle pain,  people infected with Lyme disease will often develop a rash that looks like a “bull’s eye” target and expands from the site of the tick bite.

 “Most tick bites do not result in ill-ness; however, all tick bites should be cleaned, as infection can occur when-ever there is a break in the skin,” added Dr. Mema. “It is important to watch for signs of tick-transmitted illnesses. Signs of many tick-borne infections can be quite similar and include fever, head-ache, muscle pain, and rash.  Anyone who experiences a bulls-eye rash or oth-er symptoms should see a doctor as soon as possible.” Other precautions include: 

Walking on cleared trails when in tall grass or wooded areas.

Wearing a hat, long sleeves, pants, and light-coloured clothing.

Tucking pant legs into socks or boots.Applying insect repellent containing

DEET on uncovered skin.Carefully checking clothing and scalp

(covered or not) when leaving an area

where ticks may live.Having a shower after returning from

areas where ticks may live.  To reduce ticks from entering your home and yard, try these steps: 

Keep your lawn short and remove any fallen leaves and weeds.

Keep a buffer area such as wood-chip or gravel border between your lawn and wooded areas or stone walls. Any play equipment or play zones should be kept away from wooded areas. 

Trim tree branches to allow more sunlight in your yard.

Keep wood piles and bird feeders away from the house.

Widen and maintain trails on your property. 

 If you find a tick on yourself, a family

member, or pet, wear gloves and gently remove it. Use needle-nose tweezers to gently grasp the tick close to the skin and pull the tick straight out without squeezing. After removal, clean the area with soap and water.
