    he United Nations Agencies in Georgia held on 27 February 2009 a meeting toprovide donors with a report on UN emergency programmes in the post-August 2008

    period and secure support for longer-term recovery activities within the framework of theJoint Needs Assessment (JNA). The donor meeting also heard from the Deputy FinanceMinister Dimitri Gvindadze about the government’s use of donor funds since the October2008 Donor Conference in Brussels.A Concept Paper that outlines the planned longer-term recovery activities of UN Agencieswas presented at the donor meeting. The Concept Paper is based on a Joint NeedsAssessment undertaken at the request of the Government of Georgia in September 2008by the World Bank, the EC and the UN, and marks an important opportunity to focusinternational attention on major post-conflict reconstruction and recovery issues - withthe first priorities being return, relocation and resettlement; education; employment;agriculture; health; and social protection. “In light of the very difficult times that the country and its people have been through,”said UN Resident and Humanitarian Coordinator Robert Watkins. “a more effective re-sponse by the development sector, and in particular the UN, will greatly benefit thepeople. We would like to thank donors for the prompt assistance for the emergencyphase and welcome today’s meeting, which demonstrates the willingness of the interna-tional community to support longer-term recovery efforts as well.”Since the Georgia Humanitarian Flash Appeal was issued in August and updated inSeptember 2008, the UN system has worked closely with the donors and the NGO com-munity on virtually all facets of the relief effort. The unprecedented international sup-port was provided to solve a humanitarian crisis in Georgia and now the work is movingtowards post-conflict reconstruction and recovery.“The crisis in August showed that the UN system has a very responsive infrastructure forhumanitarian assistance,” said Robert Watkins at the donor meeting. ”The quick andgenerous response of the donors to the Appeal has been very encouraging and is, in asense, a vote of confidence in the UN’s capacity to respond quickly to the humanitariancrisis. In the same spirit we welcome donor support for the country’s post-conflict recov-ery.”The event brought together approximately 60 representatives of donor countries andinternational organizations.

    In December 2008, Rector of the IvaneJavakhishvili Tbilisi State UniversityGeorge Khubua and UN Resident Coor-dinator Robert Watkins oficially openedthe a UN Auditorium at the Ivane Java-khishvili Tbilisi State University (TSU).Support for educational institutions andsystems has long been at the centre ofUN’s work. It is no wonder that the UNAgencies agreed to support the founda-tion of a United Nations Auditorium with-in a framework of the International Laneproject in the historical second buildingof the TSU.The UN has renovated and equipped the

    auditorium that will enable students to learn in modern facilities from law faculty who,for the first time in many years, will have facilities that match their teaching and re-search excellence.“It is the part of the newest example of the University’s commitment to providing oppor-tunities for students to learn and develop leadership skills in a nurturing and enjoyableenvironment,” said UN Resident Coordinator Robert Watkins. “We hope the project willfacilitate wider access to the UN information and networking by the students and providea future platform for increased information sharing and cooperation between the UNAgencies and TSU”.The UN Auditorium will also become a place for the many educational events (work-shops, seminars, trainings and conferences) supported by the UN Country Team (UNCT).

    Three UN Agencies launchjoint cash assistanceprogramme for displacedpersons in GeorgiaThe United Nations High Commissioner for Refu-gees (UNHCR), the United Nations Children’s Fund(UNICEF) and the United Nations World Food Pro-gramme (WFP) launched on 18 February 2009 a jointcash assistance programme for people displacedduring the August 2008 crisis in Georgia.The programme is implemented with support fromthe European Commission Humanitarian Office(ECHO), USAID and other donor organizations, incollaboration with the Georgian Ministry of Refu-gees and Accommodation (MRA) and the Civil Regis-try Agency of Georgia (CRA).Through a WFP-led direct cash transfer system,short-term financial assistance will be provided tothose who due to the August conflict left theirhomes in the Tskhinvali, Java and Akhalgori dis-tricts as well as to the Kurta, Tikvi, Eredvi and Azharacommunities and those who are currently registeredin the Civil Registry Agency of Georgia.The programme will be implemented during a three-month period from February through to April 2009.Beneficiaries will receive the following types of cashassistance:� One-time assistance in the amount of 100

    Lari for purchasing winter clothes. UNICEF willprovide this assistance for children under sixyears of age and UNHCR will target IDPs over16 years old;

    � Monthly cash assistance in the amount of 100Lari will be provided by UNICEF to purchasecomplementary food and hygienic items fordisplaced children up to 2 years old;

    � Monthly cash assistance in the amount of 25Lari for complementary food items (includingfruits, vegetables and dairy products) will bedistributed by WFP to whole caseload but theunder 2 years old.

    The cash assistance will be provided in addition tothe basic food items (wheat flour, pasta, vegetableoil, sugar, beans and iodized salt) regularly distrib-uted by WFP.Cash assistance will be provided through family bankaccounts opened in the People’s Bank of Georgia.Each eligibale family will receive a plastic bankingcard which will be issued to an adult female mem-ber of a family (whenever this is not possible, cardswill be issued to the adult males).Up to 30,000 beneficiaries will receive cash assist-ance. For this programme, WFP allocated 2,864,952Lari; UNICEF – 766,490 Lari; and UNHCR – 2,983,032Lari thanks to the generous support from donorcountries and agencies.Preparation for this programme started in Decem-ber 2008. Since then, Memorandums of Understand-ing have been signed with the Ministry of Refugeesand Accommodation and the Civil Registry Agency;beneficiary lists have been obtained from the CRAto identify the caseload for each type of cash allot-ment; agreements have been signed with the Peo-ple’s Bank of Georgia; and the list of the beneficiar-ies have been provided to the bank. Also, WFP con-ducted training for MRA staff. A special hotline isoperating within the MRA to address questions thatmay arise during the programme implementation.As a final step, posters and leaflets were printedand disseminated among the beneficiaries to en-sure full visibility and transparency of the programme.The three sister UN agencies are proud to com-mence the joint cash assistance programme andplan a thorough monitoring of its implementationin cooperation with the Ministry of Refugees andAccommodation and the Civil Registry Agency ofGeorgia.

    December 2008 saw the launch of the parliament’s websitefor young people,

    http://teens.parliament.ge.

    The website targets teenagers and helps them learn moreabout the parliament and the way it works. It also encour-ages young people to get involved in the parliament’s activ-ities.

    Along with historic notes on parliamentarianism and dem-ocratic constitutions, the website accommodates education-al games to make learning user-friendly and enjoyable.

    The website is part of the UNDP assistance to the Geor-gian parliament. Since 2004, UNDP has been supportingthe parliament in its efforts to more effectively representthe needs and views of Georgian citizens, to simplify law-making procedures, and to improve human resource man-agement and public relations.School students at the presentation of the parliament’s website

    ix months after warfare in Georgia displaced tens ofthousands, and caused widespread social and eco-

    nomic disruption, the United Nations Development Pro-gramme (UNDP) continues to help local authorities re-store livelihoods, repair infrastructure, and provide ba-sic social services.

    In the weeks immediately following the hostilities, thepressing humanitarian challenge of providing food andshelter to the displaced and vulnerable was the focus ofthe UN response.

    As the humanitarian crisis eased, UNDP sought to helpGeorgia address the longer-term challenge of restoringlivelihoods and improving the delivery of public servicesin conflict-affected regions. Early efforts focused on theShida Kartli region, which borders separatist South Os-setia. Drawing on US$1.2 million of internal funds ear-marked for crisis response, UNDP aims to ensure foodsecurity, repair infrastructure, and help local authori-ties provide needed public services.

    The results are already tangible. In Shida-Kartli, UNDPinitiative has benefited some 10,000 people by rehabili-tating 12 critical facilities, including school buildings, andmunicipal offices, and repairing drainage and water pipes.At the same time, in an effort to provide skills to thoseleft jobless by the conflict, UNDP has worked with theUniversity of Gori to design and deliver short trainingcourses in masonry, painting, plumbing, and other con-struction trades.

    As jobs in agriculture are the dominant occupation inthe conflict-affected regions, the project has also sought

    to help farmers who had lost their harvests, and oftenlivestock, orchards, and equipment, put a new crop intothe ground before winter. By the end of 2008 UNDP hadprovided seeds, plowing, and other services to enable 1,100farming families to sow winter wheat crops, restoring avital source of income.

    The conflict left many residents of conflict-affected are-as with a lingering sense of insecurity and vulnerability.To help address human rights concerns, UNDP helped toextend the services of the Public Defender’s office to theShida Kartli region, and provided support to the Ministryof Justice’s Legal Aid service. UNDP also supported thecreation of a regional Gender Equality Resource Centerin Gori.

    UNDP now aims to build on these achievements to ex-pand recovery activities, both more broadly in Shida-Kartliand in two other conflict-affected regions: Mtskheta-Mtianeti, east of South Ossetia, and Samegrelo, adja-cent to Abkhazia. These efforts, supported by Euro 4.5million in EU funding, will help construct a bridge fromcrisis to development by rebuilding infrastructure, pro-viding vocational training to the jobless, and expandingmicrofinance programs to promote the creation of smallbusinesses.

    onservation and sustainable useof Georgia’s biodiversity was dis-

    cussed at a conference in December2008 organized by the Centre for Bio-diversity Conservation and Research(NACRES) with the support fromUNDP.

    A one-day event brought together rep-resentatives of the Georgian govern-ment, civil society, environmentaland business organizations.

    The conference was officially launchedby Minister for Environment Protec-tion and Natural Resources GiorgiKhachidze and UNDP Assistant Res-ident Representative Sophie Kem-khadze.

    Speaking at the opening, MinisterKhachidze said: “The loss of biodi-versity means that our natural re-source base is becoming narrower,putting at risk the long-term well-be-ing of our population. With financialand food crises dominating the world’sstage, we need to incorporate the pro-tection of biodiversity into every sec-tor of our society.”

    The first of its kind in Georgia, theconference discussed a range of is-sues affecting the sustainable use ofbiodiversity, such as legal aspects,capacities of the national institu-tions, and mechanisms for reportingand information management.

    Speaking at the opening, SophieKemkhadze, UNDP Assistant Resi-dent Representative, said: “I hopethat this conference will help coor-dinate efforts of all the stakehold-ers to make both the public and pol-icymakers more keenly aware thatour quality of life is inextricably de-pendent on the richness of the bio-logical world.”

    UNDP implements a project “Conser-vation and sustainable use of Geor-gia’s biodiversity” under its broaderprogramme for Environment and En-ergy. More than US $ 270 thousandinitiative is funded by the UNDP’sGlobal Environmental Facility andsupports Georgia in meeting the ob-ligations under the UN Conventionon Biodiversity.

    n November 2008, Tbilisi hosted anexhibition of innovative technologies

    that can help mitigate the negative im-pact of climate change.

    The first of its kind in Georgia, thisexhibition aimed to promote localtechnology developers and to helpthem link with potential investors. Itfeatured about twenty examples oftechnology know-how, such as windand solar energy multipliers, wind tur-bine rotors, and the landslide earlywarning system.

    Speaking at the opening, Robert Wat-kins, UNDP Resident Representative,said: “Climate-friendly technology isa smart and effective way to make ourplanet a better place to live. This ex-hibition shows that Georgian devel-opers have tremendous potential toboost competitiveness of clean tech-nologies.”

    The exhibition was initiated by the Min-istry of Environment Protection andNatural Resources of Georgia with thesupport from UNDP and in partner-ship with the Georgian non-govern-mental organization “Green Way.”

    In response to the 2008 August crisis,

    UNFPA/Georgia, immediately com-

    menced active humanitarian assistance

    program “Emergency Response to Geor-

    gian Crisis” to provide response to Re-

    productive Health (RH) needs, to prevent

    and manage Sexual and Gender Based

    Violence (SGBV) and to respond to dig-

    nity needs of displaced population (IDPs)

    through provision of quality RH services

    and basic personal dignity kits for fami-

    lies and youth.

    According to the needs assessment car-

    ried out, items of personal hygiene were

    scarce but of high demand. Consequent-

    ly, UNFPA Georgia initiated provision of

    family dignity kits containing the most

    demanded items for male and female

    population. UNFPA in cooperation with

    different partners have distributed

    11,000 family dignity kits in 130 loca-

    tions across Georgia, covering 44,000

    IDP in total, as each kit served a family

    of four members and 1,800 youth kits

    for young people aged between 15 and

    25.

    As the humanitarian program proceeded

    with success UNFPA/Georgia team in-

    troduced a new initiative to empower the

    women: IDP women and youth were in-

    volved in the process of assembling the

    kits. Such scheme allowed displaced

    population to be directly involved in the

    humanitarian response. In addition, this

    initiative served as a modest source of

    income for the displaced women.

    To act upon growing needs, UNFPA has

    deployed 4 RH Mobile Teams in the re-

    gions of Georgia, providing quality RH

    services to IDP women with medical

    examination and counseling, as well as

    medicines and IEC materials on S&RH

    and SGBV. From November 2008 the 5th

    RH Mobile Team became opeartional in

    Gori Region and since that time on it

    has been providing reproductive health

    servces to the women in conflict affect-

    ed regions 26 working days a week. Gori

    RH Mobile Team consists of RH service

    providers and a social worker who sup-

    ports prevention and basic response

    measure on SGBV and connects victims

    of SGBV to existing services, including

    health care services. Since August 2008,

    RH Mobile Teams have provided assist-

    ance to 3,381 conflict affected women

    throughout Georgia.

    Special emphasize has been placed in

    mainstreaming gender in the humani-

    tarian activities:

    � Trainings on Sexual and GenderBased Violence for social workers

    have been conducted; the selected 4

    social workers have been recruited

    for the Gori RH Mobile Team ;

    � To respond to the Sexual and Gen-der Based Violence UNFPA fostered

    partnership with NGO “Sakhli”.

    Within the frames of the partnership

    phsycho-social and legal counseling

    support has been expanded to IDP

    women in Tbilisi, Gori and sur-

    rounding areas. This initiative has

    been co-funded by UNHCR and UN

    Joint Project on Greater Gender

    Equality.

    On September 20, 2008, UNFPA opened

    a Youth Reproductive Health Centre in

    Gori, in the centre of Shida Kartli, the

    region, most affected by the military hos-

    tilities; it provides youth friendly RH serv-

    ices, counselling and information to the

    local youth as well as to the IDP youth

    living in Gori and the surrounding are-

    as. RH service providers have been trained

    by UNFPA in accordance with the inter-

    national standards and guidelines.

    On September 19-20, 2008 a Fact Find-

    ing Mission of European Parliamentari-

    ans visited Georgia to assess the situa-

    tion of internally displaced persons

    (IDPs), to evaluate the health infrastruc-

    ture needs of the country, particularly

    with focus on RH services in the after-

    math of the recent armed conflict in

    Georgia. The members of the delegation

    include Parliamentarians from Belgium,

    Denmark, the United Kingdom, Germa-

    ny and Sweden.

    The mission has been organized on the

    invitation of Hon. George Tsereteli MP,

    Vice Chairperson of the Parliament of

    Georgia, the member of the executive

    committee of EPF, in cooperation with

    the United Nations Population Fund (UN-

    FPA) and the European Parliamentary Fo-

    rum on Population and Development

    (EPF).

    n January 21, 2009 the National Screening Center was awarded with “Pearl of Wisdom” Awardon a Cervical Cancer Prevention Summit Meeting in Brussels, Belgium for the Screening Program,

    supported by Tbilisi Municipality Social Services and Cultural Affairs Department and UNFPA Georgia,under the auspices of the First Lady of Georgia, Ms. Sandra Elizabeth Roelofs.

    Summit of Politicians for Cervical Cancer Prevention was held at the European Parliament within theframework of the European Cervical Cancer Prevention Week 2009 (18-24 January 2009) organizedby European Cervical Cancer Association and Politicians for Cancer Prevention.

    Georgian delegation attended the summit consisting of the Vice Speaker of the Parliament, Mr.George Tsereteli, Head of the Healthcare and Social Issues Committee, Mr. Otar Toidze, NationalScreening Center Director, Mr. Rema Gvamichava, UNFPA Assistant Representative in Georgia, Mrs.Tamar Khomasuridze, Tbilisi Municipality Social Services and Cultural Affairs Department Head Mr.Mamuka Katsarava and Tbilisi Cancer Center Director George Gabunia.

    Named as one of the most successful cervical cancer prevention projects in Europe, Tbilisi Municipalityand UNFPA/Georgia Partnership for Reproductive Tract Cancers prevention and early detectionstarted in 2006 with financial support of UNFPA Georgia and Tbilisi Municipality and has beenredesigned and expanded in 2008 to focus on breast and cervical cancers screening. Since 2008 thisprogram is being implemented by National Screening Center. Program offers free of charge breastand cervical screening to the target age group in Tbilisi. In 2008 up to 19,000 women wereexamined and in 2009 it is anticipated that 25,000 will benefit from the aforementioned services.

    On 10 March 2009, training on Pri-mary Identification of Asylum Seek-ers organized by United Nations HighCommissioner for Refugees was heldat the Ministry of Internal AffairsAcademy. The training was conduct-ed by UNHCR Protection togetherwith the UN Association of Georgiaand was attended by the MoIA Acad-emy Border Control Officers BasicCourse students. Topics like primaryidentification of asylum seekers, in-ternational protection insurance ofrefugees, long-term problem solvingissues connected with refugees, vol-untary repatriation, local integration,transfer to the third country etc werediscussed. Similar trainings will beheld regularly at the MoIA Academy(www.policeacademy.ge)

    he August 2008 crisis led to internal displacement of several thousand persons

    within Georgia. These Internally DisplacedPeople (IDPs) took sanctuary with friends andrelatives or gathered in ‘collective centres’,mostly public buildings such as kindergartens,schools, cultural centres and administrativebuildings.

    Since the first days of the emergency, UNH-CR and its sister agencies were involved ondistributing mattresses, blankets and variousother items to some 60,000 persons in thecollective centres for the newly displaced. InOctober 2008 UNHCR led the winterisationprogramme during which some 130 collec-tive centres in Tbilisi, Shida Kartli, and west-ern Georgia were partial or full renovated. Atthe same time some 14,000 households (ap-prox. 48,000 persons) received heaters/stoves, mattresses, bedding, water kits, kitch-en sets and hot water bottles as part of thewinterization exercise.

    UNHCR is also providing emergency humani-tarian assistance and implementing winteri-zation projects for returnees to villages in theShida Kartli region affected by the Augustevents, such as the “One Warm Room” project

    for families whose houses were destroyed ordamaged. Small cottages were built in familycourtyards and the families were able to mon-itor and participate in the construction proc-ess. Later when their houses are rebuilt, fam-ilies will themselves decide on future use ofthese cottages. In total 371 cottages werebuilt in 30 villages in Shida Kartli by the UN-HCR implementing partners CARE Interna-tional and Danish Refugee Council (DRC) us-

    ing funds (3 m. Euro) provided by the Europe-an Commission.

    The first cottages were handed over to fami-lies in Karaleti, Tirdznisi and Tkviavi, on 30December 2008, right before New Year’s Eve,the widest celebrated holiday in Georgia. Dueto the difficult nature of the rehabilitationwork and harsh weather conditions, specialattention was given to the more vulnerablefamilies.

    Overall, approximately 2,200teachers from 64 schools in Gori,Tbilisi and Rustavi have received thetraining. 30,000 children in totalhave benefited from this initiative.

In particular, children have a spe-cial place to play – a fun place withsports, team and cultural activitiesto allow the children to switch offfrom their worries and concerns; chil-dren are provided with formal and In-formal education like literacy and nu-meracy, computer skills, life skills,health education in new environ-ments, psycho-education, sportscompetition and intellectual compe-titions and debates.

    The centre allows children to get bet-ter prepared for school, to freely ex-press their ideas and feelings. TheChild-friendly centres also allow par-ents and caregivers to attend to theirdaily activities without worrying fortheir children’s safety.

    A UNICEF commissioned research revealed that Georgian media lacksoverall professional standards, which should be used by journalists andmedia managers while reporting on children. A research on protectingmedia ethics and journalistic professional standards while reporting onchildren called ‘Ethical reporting on children in Georgia – SituationAnalysis’ was presented at the media forum attended by leading jour-nalists and news producers of Georgia on 20 February 2009. The mainidea of the media forum was to generate a discussion on the topic andto identify next steps on how to further enhance child-friendly reportingin Georgia.

    The research ‘Ethical reporting on children in Georgia – Situation Anal-ysis’ was carried out in May-July, 2008 with UNICEF support in order toobtain evidence on current child-friendly reporting practices in Geor-gia. The study was conducted by Zviad Koridze, an independent Geor-gian journalist.

    One of the major issues observed in the Georgian media today is theabsence of an overall code of ethical norms as only a few media outletspractice their own codes but they fail to create a favorable climate.Another observation is that stereotyped reporting on children domi-nates the Georgian media.

    According to the study, it is a common practice to publish comments onunverified facts and news and opinions are not always clearly separat-ed. Journalists do not always avoid generalization while talking aboutchildren. Diversification of information, comprehensive analyzes of theproblem as well as addressing multiple sources of information is anoth-er key area of concern.

    Sensationalism and disclosure of names and identity of children in con-flict with law or those of victims of violence are common practices.Discriminatory and stereotyped reporting is observed in relation tostreet children.

    Stereotyped reporting on childrendominates the Georgian media,UNICEF Report says

    UNICEF joined with HALO Trust and the Ministry ofEducation and Science to create an effective awarenessraising programme in 180 schools of the conflict affect-ed districts of Gori, Kareli, Kaspi and Khashuri. Theaim was to teach 46,000 young people in war-affectedareas about the risk associated with explosive remnantsof war. The project was funded by the German Govern-ment.

    Within the framework of the project special safety-ori-ented curriculum about the danger of mines and explo-sive remnants of war was developed, teaches trainedand the special lessons launched in the above-men-tioned schools.

    Inspired by educators, the children themselves have tak-en a leading role in peer awareness, creating originalposters, poems and stories about the risk of unexplod-ed remnants of war. The best artworks were chosen forpublication in calendars, distributed within the affect-ed schools. A local drama club produced a thematic mu-sical performance with a cast of children about the dan-gers of mines and explosive remnants of war.

    Within the framework of the project information post-ers, leaflets, memory and sequence cards, colouringbooks for younger children and teaching workbooks forolder children were produced and disseminated in con-flict-affected areas.

    Mine Risk Education for war-affected children

    New textbooksfor conflict affectedand vulnerable childrenIn February 2009 more than 30,000 new textbooks wereprovided to 5,000 conflict affected and vulnerable childrenin the regions of Gori, Kareli, Kaspi and Khashuri as wellas to IDP children living in the various collective centresof the capital Tbilisi. The procurement of new textbookswas a joint effort of the Ministry of Education and Scienceof Georgia, UNICEF, World Vision, The Ministry of Educa-tion of Estonia, The Ministry of Foreign Affairs of Latvia,The Alma Adamkus Charity and Support fund of Lithuaniaand the International Rescue Committee.

    The textbooks were handed over to libraries of 140 schoolsin the above-mentioned regions of Georgia. The provisionof new textbooks will enable those students who, for vari-ous reasons, do not have textbooks necessary to get fulleducation, to enjoy equal opportunities and to have betteraccess to free education.

    Though August war did not severely disrupt the Georgianeducation system, according to the Joint Needs Assess-ment of October 2009, about 100 schools in the conflictaffected zones were damaged and much furniture and equip-ment looted. The most urgent needs of schools in the re-gion were shortage of textbooks and infrastructure repairs.

    In October 2008, in order to get children back to school,UNICEF in collaboration with the Save the Children, or-ganized a special book drive for new and used textbooks asa result of which up to 10, 000 textbooks were collected forconflict affected primary grade students.

    United Nations Development Fund for Women (UNIFEM) in cooperation with the Association ofYoung Economists of Georgia is implementing a project “Hope for the Future” aimed at provi-sion of support to internally displaced and conflict-affected women’s reintegration in the eco-nomic life of Georgia.

    In the framework of the project, selected 250 IDP and conflict affected women will receivetrainings in small business initiation and management and women’s rights. The trainings will beheld in Tbilisi and Gori, in close partnership with the Gori Gender Resource Center establishedunder the auspices of the Advisory Council on gender Equality Issues at the Speaker of theParliament. Upon the completion of the trainings the beneficiaries will be provided with free ofcharge business counseling and assisted in finding funding for their business ideas.

    There will be also prepared and distributed a special guidebook for about 1000 IDP and conflictaffected women with practical information about business management and available fundingopportunities for small and medium business start up/development. The project started in De-cember 2008 and will end in June 2009.

    n 26 January 2009 the Food andAgricultural Organization (FAO) of

    the United Nations announced the be-ginning of Animal Feed Emergency Sup-ply Program to support small-scale farm-ing households in conflict-affected are-as. The United States Agency for Inter-national Aid (USAID) together with FAOcarried out an official monitoring visitin the village of Ortasheni on February12, 2009. The U.S. Charge d’Affairs toGeorgia, Mr.Kent Logsdon attended thisceremony addressing the media by high-lighting the excellent cooperation of theU.S Government with the Governmentof Georgia, the United Nations, andpartner organizations providing assist-ance.

    “We understand that this assistance isvery important for Shida Kartli commu-nity in order to help farmers and theirlivestock affected by the recent crisis.The Food and Agricultural Organizationof the United Nations (FAO) has con-sidered both the immediate and thelong-term negative impact of the recentconflict on the agriculture sector and isherewith responding to urgent needs,”said Mr. Cristiano F. Mandrà, FAOEmergency Coordinator in Georgia.

    This Animal Feed Emergency SupplyProject provides for over 4,200 tons ofconcentrated animal feed to approxi-mately 16,800 farm families affected by

    UNIFEM to support internally displaced and conflict affectedwomen’s reintegration in the economic life of Georgia

    the August conflict. By March 30, 2009,animal feed will be distributed to allhouseholds owning cattle in the dis-tricts of Gori, Kareli, Kaspi and Khashu-ri. Furthermore, the project completeddosing against endoparasites (de-worm-ing) for all cattle (over 30 000 heads) inall of the targeted villages. This helpsto improve animal health and animalnutritional intake. FAO also providedassistance in provision of cattle drink-ing water sources in war-affected regionof Shida Kartli.

    The project is implemented in coopera-tion with the Ministry of Agriculture andthe following international partners:World Vision, Save the Children, Inter-national Orthodox Christian Charities,and CARE International in the Cauca-

    sus. This operation also received logis-tical support from the World Food Pro-gram (WFP), which together with FAOare co-chairing the Food Security Clus-ter in Georgia.

    “FAO’s priorities in Georgia are to as-sist the government in creating andenforcing an institutional, legal and reg-ulatory environment, to facilitate the en-hancement of livelihoods in rural areasand to support the relevant authoritiesin emergency relief activities,” said Mr.Mamuka Meskhi, Assistant FAO Repre-sentative in Georgia.

    FAO will continue support to nationalefforts to promote food security and fa-cilitate sustainable development in theagriculture, forestry and water manage-ment.

    n February 2009 ILO together withthe Georgian Government has co-

    hosted a regional conference in Tbilisiin cooperation with other internation-al and national stakeholders. Throughholding this conference the recommen-dations have been developed for har-monized approaches in combating traf-ficking in human beings in the Cauca-sus and in the countries of destination

    The Conference is a regional compo-nent of the Project and shall contrib-ute to development of a coherent anti-trafficking strategy and capacity build-ing so that national stakeholders cantake preventive and repressive actionagainst trafficking in human beings(THB) and forced labor (FL).

    A coalition of international actors work-ing in this field jointly organized thisconference, composed of the Interna-tional Labor Organization (ILO), Inter-national Centre for Migration PolicyDevelopment (ICMPD), InternationalOrganization for Migration (IOM), Or-ganization for Security and Co-opera-tion in Europe/Office for DemocraticInstitutions and Human Rights(OSCE/ODHIR) and the United Na-tions Development Programme(UNDP).

    The three countries of the Caucasuscannot and should not be seen in iso-lation of a larger regional picture. Mi-gratory flows, demographic and eco-nomic pressures, labor market reforms

    all bear influence over the pull andpush factors of migration and corre-sponding risks and vulnerabilities toTHB and FL. Likewise, it is impera-tive that the three countries albeit allthree are predominantly source/origincountries in their own right attemptto place their efforts to address THBand FL within a larger regional con-text.

    Alongside participants from the regionrepresentatives from the destinationcountries were invited to the confer-ence, namely from Ukraine, Greece,Turkey, United Arab Emirates, Austria,and Germany. Participating States wererepresented by Governmental bodies aswell as representatives of the ILO so-cial partners – Trade Unions and Em-ployers’ Organizations. Further, anumber of resource persons assignedto thematic issues of the conferencecontributed to a structured discussion,quality assurance and input.

    The conference addressed through ple-nary and working group sessions fourthematic issues:

    I Facilitation of emergence and fur-ther strengthening of the networkof workers’ and employers’ organi-zations in combating THB and FLin the Caucasus and in destina-tion countries,

    II Ways and means of forging bettercooperation between law enforce-

    ment authorities in the three coun-tries of the Caucasus and in thecountries of destination, inclusiveof all forms of THB,

    III Rights protection-prevention-vic-tim assistance - taking stock of andpresent ood practices, innovativeapproaches,

    IV Addressing the coherence of Na-tional Action Plans (NAP) againstTHB and FL, and other institution-al frameworks in the countries ofthe Caucasus with the nationalstrategies in the destination coun-tries, and examining the relevanceof regional platforms and fora.

    By bringing together a whole range ofactors from the countries of origin (Cau-casus region) and countries of desti-nation – Government and law enforce-ment, international organizations andnon-governmental organizations, work-ers’ and employers’ organizations – theconference contributed to the develop-ment of a coherent anti-traffickingstrategy and encouraged better cooper-ation between the actors.

    In all four thematic areas practical andspecific recommendations were draft-ed and especially innovative approach-es were assessed with the view of theirreplication. The recommendations de-veloped by the conference contain anumber of practical and concrete meas-ures.
