WelcomeWelcome to the latest edition of Your Village Life magazine.With the start of the New Year seeming like a distant memory,we now welcome spring and here at Petty’s, we certainlystarted the year with a buoyant spring in our step as wecelebrate 85 years in business. days having been crowned Property Firm of the Year at the LancashireBusiness Awards whilst the residential division scooped the Best Agent awardfor the North West region in the coveted Relocation Agent Network Awards2012.

Andrew Stephenson is the current MP for Pendle and has nothing but goodthings to say about the area he now calls home. After being born inManchester, he began a career as a self-employed insurance broker and

councillor for Wilmslow before he was selected as the Conservative Partycandidate for Pendle in 2006. A move to the area was inevitable and havinglived in Colne since 2006, Andrew firmly believes he has put down roots for lifein the area he passionately represents.

After being part of David Cameron’s priority ‘A-List’ he was duly elected at the2010 general election. As an outsider moving into the area, Andrew believeshe has a much better perspective of how welcoming and friendly the localcommunity is and is able to fully appreciate what Pendle has to offer. Wemanaged to catch some time in his busy schedule to have a chat about thearea, his role and literally get to know the man behind the MP!

Your Village Life: What attracted you to live and work around Pendle?Andrew Stephenson: I was actually very young when I first started my careerin politics and it was George Osborne who encouraged me to stand in theNorth West. Following that, a very good friend of mine who lived in Nelsonconvinced me to ‘throw my hat in the ring’ and I haven’t looked back since!The hours are long but I don’t particularly see my role as an MP as a job butmore of a vocation that I was drawn to and which I hope continues for a longtime to come.

As soon as I took on the role, I knew my heart belonged to the area. Unlikethe Cities and other constituencies I have worked in, Pendle has a real sense ofspirit where traditional values remain at the core. People really care not justabout the area but about each other and that is clearly evident on every street.

It has always felt like a very welcoming place with a strong community andsince moving here I’ve continued to feel that way. Even if I hadn’t have won theelection, I have no doubt that I would still live here.

YVL: What do you think are the main characteristics of this area?AS: I currently live in Colne which is in the heart of Pendle, and the communityspirit is by far the most attracting characteristic. I did enjoy living in Wilmslow,although the sense of community was nowhere near as strong as aroundPendle. I really like it that landlords still live above their pubs, people stillattend their local church services and the majority of people know theirneighbours – something that has been on the decrease in other areas.

WE MEET THE MAN BEHIND THE MP...Andrew Stephenson

YVL: When you are not busy being an MP, where do you like to go inPendle?AS: I spend Monday to Thursday down in Westminster so I don’t always get tospend as much time as I would like at home, however I am quite partial to apint in the Alma Inn or The Crown Hotel every now and then. We have aparticularly strong brewing capability in the region and it is great to see somany locally produced real ales in the pumps.

I also attend church on Sunday but I like to go to a different venue every weekto enable me to talk to more of my constituents. I always find each church asfriendly and warm as the next. In my role, it is so important to be ‘accessible’and so more often than not, you will also find me at school fêtes, in shoppingcentres running surgeries and so on – we don’t ever switch off!

YVL: You have lived here for 6 years now, how do you think Pendle isevolving?AS: Without doubt, we have faced our fair share of challenges but I amconfident that Pendle is primed for growth and it is certainly an exciting time tobe part of the community. Not only are we looking at bringing our high streetsback to life but we are looking at infrastructure and improving the roadnetworks which will hopefully bring in more visitors that can take advantage ofthe already fantastic hotels and stunning scenery we have in the area.

There has also been significant investment in local schools, local health centresand the opening of the new technology college so across education andhealthcare in particular we have already seen strong signs of progression.Unemployment is falling, youth unemployment is falling with the take up ofapprenticeships increasing over 80% and with the recently secured HeritageLottery funding, the future of Pendle and surrounding areas is certainly bright.

YVL: What would you miss the most about Pendle?AS: The schools here are great and when I show the pupils aroundWestminster they always seem very motivated and keen to learn, but on thewhole, I would miss the people of Pendle very much if I were to leave but I don’tplan to do that anytime soon.

This year is set to see one area of the housing market soar.Despite the press reports of doom and gloom and uncertaintythere lies one of today’s most attractive investmentopportunities and what is predicted to be a booming marketthroughout 2013 and beyond.

Interest rates that are historically lower than ever, andpredicted to stay that way for some time yet make the rentalproperty market even more attractive.

Still not convinced? Consider further...

Rents have risen by an average of over 13% in the last 12months. The average age of tomorrow’s first time buyer ispredicted to be somewhere in the region of 36. They have tolive somewhere, Mum and Dad won’t put up with them forever.

So, now everybody is listening let’s look at how to join thisgrowing market and how to join in the fun. First, some basicrules:

• You will normally require a 25% deposit per property. Remember, this could be raised on your current home

• Buy in an area you know

• Think about your target market (families, students, divorced professionals)

• Use a local reputable letting agent

Follow the rules and make sure you use local professionalknowledge where available – it is invaluable. Most people areeligible for a buy-to-let mortgage which generally ishomeowner with some kind of existing taxable income. Don’tbe fazed by the unknown process as the application is almostthe same as any normal residential mortgage you may haveapplied for in the past.

Although there is a limit to the number of buy-to-letmortgages you can have at any one time, the limit is generallyfar beyond the amateur investor’s’ appetite. The rates arefavourable but sometimes the fees can be a little ‘painful’!Always check with your independent mortgage adviser beforechoosing a provider.

Once you have found your property or properties, you shouldaim for an annual return somewhere in the region of 5% net ofall associated costs. Obviously the mortgage payments,landlords insurance, some maintenance costs andmanagement fees should all be considered. Remember tobuild in an expectation for some untenanted periods also.Better safe than sorry is a good motto to adhere to.

Finally, buy-to-let properties are like any other investmentand subject to taxation on the profit. Make sure you speak witha qualified accountant before taking the plunge!

TV’s Queen of Shops, Mary Portas had apacked afternoon in Nelson when shevisited at the end of January. She praised

the town and the energy of the Town Team whichis on a mission to revitalise the centre after it wasselected as one of only 27 ‘Portas Pilot’ townsnationally.

Cast our minds back and Nelson town centre was oneof 371 individual bids put forward to receive a £100,000grant as part of the initiative. The first twelve townswere chosen by Local Government Minister, GrantShapps with Nelson being one of them which wasselected to trial proposals put forward in the Portasindependent review of the high street the previous year.In addition to the £100,000 of Government cash, thetown also received a package of support from a rangeof agencies, including Mary herself.

The Pilot proposes a range of activities aimed atencouraging young people into the town and reducingthe number of empty shops and market stalls and toachieve this, the Nelson Town Team includes localretailers who are working alongside a range oforganisations including Nelson and Colne College,Pendle Council and Pendle Leisure Trust.

Councillor Paul White, who leads Pendle Council oneconomic growth, was part of the group which showedMary around town during her visit. He said: “We tookMary on a walkabout to show her the radicalimprovements in the town. She was certainly impressedwith the amazing Nelson Shuttle sculpture and theattractive tree-lined boulevard and amphitheatre.

“We also showed her the challenge we have with emptyshops, especially on Scotland Road and this area is akey focus for the £100,000 Portas Pilot funding.”

This was the first time that Mary had visited Nelson andshe added: “I think Nelson’s a beautiful town, it’sgorgeous – even in the rain! The energy of the peoplehere is fantastic and I’ve got a permanent smile on myface!”

Encouraging younger people into the town is a key partof the project as College Principal Amanda Meltonexplained: “Students want to be part of the future of thetown and with around 3,000 students at the College,they have the capacity to quickly increase the numberof people in town using cafés and shops.

Initiatives which have taken place to date include an Artand Vintage Market which attracted over 3000 visitorsover a weekend. The event showcased the talents ofmany local artists and crafts people, as well as hostinga number of student pop-up shops.

Enterprising student Ameena Bibi even put up her ‘popup shop’ for Mary to see during her visit. She said:“The success of the Arts and Vintage Market was aplatform for me to start my own business. It wassomething I’d always wanted to do.”

Other initiatives happening under the pilot include astudent discount scheme, sports activities in the towncentre and the development of a young person’s caféwith Wi-Fi, healthy food and space to work andsocialise.

TV Apprentice star, Azhar Siddique went to meet Maryand is a regular visitor to Nelson. He said: “I grew uphere and the changes in Nelson are very impressive.Without doubt, the involvement of Mary Portas has hada massive impact. She’s a retail expert and if anyonecan help to transform Nelson, it’s Mary.”

Singing Ringing TreeThe Singing Ringing Tree is a beautifulinstallation both to the eye and the ear. Craftedfrom galavanised steel pipes, the sculpturestands at 3 metres tall and produces an eerieand enchanting tune as the pipes are ‘played’by the constant blowing wind on Crown Point.The pipes’ varying length creates both abeautiful twisted shape suggesting a treeblowing in the wind, whilst allowing for severaldifferent octaves to be covered and thereforeproducing enchanting music. The SingingRinging Tree was designed by architects, MikeTonkin and Anna Liu with Mid Pennine Arts, andwas awarded the National Award of the RoyalInstitute of British Architects (RIBA) forarchitectural excellence in 2007.

AtomPendle's very own panopticon, 'Atom', rests onthe hillside above Wycoller village in WycollerCountry Park, where it serves as a strikingcontemporary viewing point to enjoy Pendle'sglorious scenery and an intriguing and beautifulobject which can be viewed from afar. Frominside, its circular viewing spaces framespectacular views of the surroundingcountryside, and an initially hidden, polishedsteel ball reflects back those views to the visitor.The structure was designed by Peter Meacockwith Katarina Novomestska and ArchitectureCentral Workshop with Mid Pennine Arts.

The Land GiantCreated by artist, Serena de La Hey with MidPennine Arts, this 16 foot tall willow and steelsculpture towers over the land at Crow WoodLeisure Centre on the border between Pendleand Burnley and can be seen from the M65motorway. The idea behind the sculpture is togive the impression that it is walking across thelandscape, keeping pace with the traffic, beforedisappearing.

IS IT TIME FOR AKITCHEN MAKEOVER?Cooking food over open coals is as old as the

hills, originally practised by our ancestorsout of necessity, now we do it for social

gatherings or just for fun at home and more andmore of us are taking to the “alfresco” lifestyle.

The origins of the word barbecue are with theSpanish word “barbacoa” meaning a structure onwhich meat can be dried and roasted but althoughthe word barbecue is now universally understood, ithas evolved into a cooking style all of its own withvariations on the theme too. Take for example theAmerican “pit” where low and slow is the name ofthe game, then there's the South African “braii” orthe great Aussie “barbie” for sizzle in the sunshine.

On a warm summer's day there's nothing betterthan the delicious aroma of food gently cooking onthe barbecue and what could be more relaxing?Now you too can enjoy all of these styles ofoutdoor cooking and al fresco dining using my tipsand recipes.

If you're new to “Que” then let's start withequipment choice:

A charcoal barbecue has to be the purist’s choiceas being the closest to nature provided you arehappy to accept some mess that inevitably goeswith lighting a fire, tending it and having thepatience to cook at the right time when the coalsare ready. In addition, charcoal grills are prettyeasy to maintain and the financial rewards arethere too in that a charcoal grill is cheaper to buyand cheaper to run.

Look for a grill that has a lid and vents top andbottom because this makes for better temperaturecontrol and gives you the opportunity to try hotsmoking (indirect cooking) as your barbecuecooking skills develop. A built in temperaturegauge is also handy.

Of course the flavourof food from acharcoal barbecue isbetter right? Wellactually that's open todebate.

FENNEL GRILLEDCHICKEN WINGSServes:- 4 people Preparation Time:- 10 minutesCooking Time:- 20 minutes Total Time:- 30 minutes

Ingredients:-12 chicken wings2 tablespoons fennel seeds2 tablespoons dried thyme1 tablespoon saltOlive oil

Method:-Pop the fennel seeds into a pestle and mortar withthe salt, gently grind the seeds up and then mix inthe dried thyme.

Lay the wings out on a tray and rub in a smallamount of olive oil as this will help the rub to stickthen sprinkle on the rub and work it into the wings.Get your grill nice and hot and grill for about 20minutes turning regularly and just breathe in thataroma!

There's no time like the present so serveimmediately. Finger food doesn't get any betterthan this.

Modern day gas barbecuesmimic this process beautifully with what aregenerically referred to as flavour bars that sitbetween the gas burner and the cooking grate. Theburner provides the heat to cook the food andwarm the flavour bar, juices in the food drip ontothe hot flavour bar where they vaporise just thesame as on hot charcoal and so create the samesmoke. In blind taste tests, many top barbecuechefs have chosen food cooked on a gas barbecueover that cooked on charcoal.

Gas barbecues offermany advantages notleast that they aremore or lessinstantaneous; 10minutes after ignitionand you are ready tocook. So if patienceisn't your strong pointthen maybe a gas

barbecue is for you? The down sides to gas arethat they are generally more expensive to operate,they are great for cooking at high temperature forlong periods of time but you will use a lot of gas.For that reason, always have a full spare tankavailable should you run out during a cook-out.Gas also needs more maintenance (cleaning) tokeep it cooking as well as when you first bought it.

Just as with the charcoal barbecue, look for onethat has a lid and a built in temperature gauge. Apush button ignition is also handy.

In summary, buy the type of barbecue that bestsuits you and how you like to cook. After that, justfollow my recipes and tips in this magazine over thecoming months and enjoy everything that alfrescocooking has to offer. Bon Appetit!

Pendle’s very own home-grown Netball star, Natalie Haythornthwaitehas had an exciting 2012, with her sporting career reachinginternational levels and seeing her skills being tested against rival

teams from around the world. The culmination of a great year came inDecember as Natalie was promoted from England U21’s to the SeniorSquad which went on to make history against Australia in the three matchWorld Test Series, which took place in Bath in January. And now with thescent of victory in the air, she took time out of her packed training scheduleto catch up with YVL and tell us all about what she’s been up to since wechatted last!

YVL: What an exciting year you’ve had! It must be an amazingfeeling to be part of a team that has made history?

NH: Being part of the England Squad that beat Australia in the January testseries was such an honour. To be part of a team that has made history infront of thousands of people is just a dream that any sports person wouldhope to achieve one day in their career and I was lucky enough toexperience it at 20. Even before the test series when I got selected for theSenior Squad for the first time I was delighted, what an amazing opportunityI had been given and I was beyond happy that it took place on English soil...how patriotic! The girls were all really supportive and excited for the testseries, the performances they displayed during all three test matches wasamazing, their talent, work ethic and pure grit to win truly shone for all tosee. A test series our team truly deserved to win, and that... we did!

YVL: The test match was your first competition as a member of theSenior Squad and the promotion has obviously come after someserious hard work, what was the lead up to joining the team like?

NH: My netball career over the past year has grown massively, so muchhas happened and I have been so lucky to be a part of it all! Last July I wasselected for the World University Netball team to fly out to South Africa tocompete in the World University Championships, I also got asked to Captainthe team which was a huge honour. The championships were tough andwe played some great Netball out there; we made the final and ended upwinning in extra time against the host country, South Africa. The

Championships was an amazing tournament and I will never forget thefeeling of winning the Gold medal at the end of extra time. I was so proudto be representing my country and bringing the Gold back home to Britishsoil. The championships were a great opportunity for us to experience whata tournament day in day out would be like for the up and coming WorldYouth Championships in August 2013.

YVL: What does 2013 hold?

NH: My goals for the coming year are to make the U21 England squad forthe World Youth Championships. It’s a competition that we’ve been trainingfor for numerous years and I hope to make the final squad which will benamed in the next few months so I can put the England dress on once more!I also hope to make the Senior Squad for another test series or tour.

YVL: Sport England has announced plans to increase funding forNetball, this must be great news?

NH: The fact that Netball has been given increased funding says massesabout the sport which is growing in our country impressively. I would like tosee the money be used in a way that would increase participation in thesport, I have heard that activity spaces have been created in areas all overthe country through the Back to Netball campaign; this has improvedparticipation massively and I think it’s amazing that the sport is reachingmore of the country and they seem to be liking it, so let’s keep it going!

I hope to make the final squad whichwill be named in the next few monthsso I can put the England dress on oncemore!

The good news is that you canhelp with this problem in your own garden as with afew choice insect friendly plants you can reallymake a difference.Last year I decided to add more wildflowers andinsect friendly plants into my own garden and I wasastounded that by late spring and well into autumnit was buzzing with beautiful butterflies, bees andpollinating bugs. So why not try adding a few perfect pollinators toyour patch? The GardenClinic - Box Blight

Box Blight is a fungal disease that is spreading throughout the UK.It was first identified in 1994 in Hampshire. It is a fungal disease ofbox (Buxus sempervivans) causing the leaves to go brown and fall,leading to bare patches and dieback. It is caused by pathogensCylindrocladium buxicola and Volutella buxi. The effects of thisdisease can be devastating in a garden especially on matureestablished topiary and parterres so here is some more informationon what to do in your own garden.

Non-chemical controlIf the disease does break out in your garden and the plants aremature and highly valued, cut out all affected parts, clean up fallenleaves, replace surface topsoil and treat with a fungicide. For smalloutbreaks it is best to remove and destroy affected plants.Any new box plants purchased should be held in isolation for atleast three weeks to confirm they are free of infection beforeplanting out. Owning a second home in a picture-postcard seaside town, whichcould be let to holidaymakers for a few months a year, used to behighly tax advantageous.However, recent changes mean that the tide is now turning.Not so long ago, losses incurred on these somewhat hypothetical‘businesses’ could be offset against the owners’ income tax liabilitieson any other earnings. Furthermore, inheritance tax (IHT) might be avoided by way of specialexemptions and allowances.But then HMRC decided a shake up was necessary – much to thechagrin of thousands of holiday homeowners.From April 2011, any losses can only be set off against future holidaylet profits, and that is likely to mean more tax to pay now.The reality is there has been uncertainty for some time as to whethera furnished holiday let counts as a ‘business’ for inheritance tax (IHT).If it did, the tax might be £nil because of Business Property Relief.A recent decision by the Upper-tier Tribunal (Pawson deceased vHMRC) considered the availability of Business Property Relief for IHTin respect of a furnished holiday cottage.

The First-tier Tribunal had found in favour of the taxpayer, on thebasis that the level of services provided to guests, and theperformance of activities (short periods of let) with a view to a profit,were indicative of a business. However, this was overturned by the Upper-tier Tribunal and it heldthat the main activity of any business involved in holding land andproperty is primarily that of an investment. It considered that the services provided (cleaning, fresh linen andgardening) were ‘relatively standard’, and did not provide a sufficientdistinction between a trade and any other actively managed furnishedletting business.The Pawson case highlights a major difficulty for IHT and yourfurnished holiday let. You need to distinguish the business from being simply a ‘passive’investment, so it will be essential to demonstrate that significantlevels of additional services are provided and not just ‘standard’services. The Revenue is likely to look closely at the type and level of services,and it may well prove impossible to achieve the required level of extraservices.The value of a furnished holiday home might add significantly to thevalue of your estate, and this recent decision probably means there isno relief from IHT. You might therefore need to reorganise yourfinancial affairs to plan for this.We do recommend that furnished holiday homeowners seekprofessional advice relating to their own specific circumstances.

en year old Robert Holmes from Higherford has had his slope skills recognised with an invitationto become a member of the English Schools Ski

Association (ESSKIA) Junior Squad for 2013.

English Schools Ski Association is an organisation that has been runningsince 1978 to enhance the status of skiing in schools and by becoming amember at such a tender age, Robert could be on the ‘snowy road’ tosuccess! The association trains ski racing techniques to a small squad ofpromising junior students (Year 6 and 7) as well as providing additionaldevelopment to two senior squads (Years 8-18). The organisation alsoruns its own national schools ski racing competition that forms part ofthe national ski racing calendar and schools, both private and public,from all over England compete in this national championship.

For Robert, a Year 6 pupil at Blacko Primary School, being chosen iscertainly an exciting prospect and involves a training programme to helpdevelop ski racing performance on snow and could pave the way toselection for the International World Schools’ Ski Championships team.The programme also involves travelling to Pitztal, Austria without hisparents for a one week training camp – a prospect that althoughdaunting, is one that Robert is looking forward to.

Robert’sSuccesson the Slopes!T Robert first showed a flair for skiing at just 4 years old during a family

skiing holiday to Austria and has enjoyed a successful career on theslopes ever since. He is an active member of Pendle Ski Club inSabden where he is a junior member of the Pendle Race Team and hasbeen successfully taking part in competitions on artificial slopesaround the North West over the past few years.

He has also contributed to his school achieving success by winning theNorth West Ski Federation Primary Schools’ Trophy for the last fouryears and it was in fact during a National Schools qualifying race atRossendale Ski Slope last summer where the school had entered ateam of three skiers that Robert’s skiing ability was spotted by ESSKIA.A few months later he received a letter at school inviting him to be partof the 2013 ESSKIA Junior Squad.

Since receiving his invitation to join the scheme, Robert has beenworking incredibly hard to raise sponsorship funds and has alreadyachieved a sum of £400 with lots of baking and selling of cakes tofriends and family plus saving all of his Christmas money too.

Looking at websites for anything related to Conveyancing, I see manyquestions from people who are unclear on the practical differencesbetween owning a leasehold home and a freehold one. Flats andapartments in England and Wales almost always have leaseholdtitles.

The major difference between leasehold and freehold is thatleaseholders have to comply with the terms of their lease. While thismay be fairly simple in the case of a leasehold house, most leases offlats extend to many pages and are often daunting documents.

FREEHOLDWhen you own a freehold property, you generally own every part of it.In the widest sense this means that you can do what you like with theproperty. Subject of course to planning legislation, and to anyrestrictions mentioned in the property title, you are free to extend orredevelop the property. You will also be responsible for maintainingand repairing the property.

LEASEHOLDWhen you own a leasehold property the exact extent of the propertywill be set out in the lease and the lease will run for a certain period.The lease will also say if you are entitled to use other facilities, suchas a communal garden. You cannot assume that you can use any otherproperty or facilities.

Leaseholders have to pay their freeholder a ‘ground’ rent for theirproperty. Sometimes this is a nominal amount, or a so-called‘peppercorn rent’. Or the rent could be substantial and can increase.If the main structure of the building is owned by the freeholder and ifthe freeholder is responsible for services (such as building insurance,repair and maintenance, and the provision of other services such asheating and decorating common parts of the building) you will have topay for a share of the cost – but you have little or no control over whenor how these services are provided or how much they cost.

Although there is legislation which gives leaseholders some rights inrespect of these service charges, freeholders have a wide discretionand often extract money from leaseholders in ways that are notapparent – for instance by having repairs carried out at an inflatedprice by a company which is owned by the managing agents.

Leases often prohibit alterations without the freeholder’s consent.Carrying out alterations without consent often causes considerabledelays when a property is sold, as buyer’s conveyancing solicitors willoften require consent to be obtained retrospectively. This is morecommon on leasehold houses.

The North West of England contains a number of properties which areleasehold. These are often terraced houses held for a term of 999years and contain restrictions as mentioned above but are notnormally subject to service charges and the extent of the structuresare determined.

COLNE GRAND PRIX CYCLE RACE 2013

17/07/2013Experience the thrills and spills of street racing with non-stopentertainment, right in the centre of Colne.The race is part of the British Cycling Elite National Circuit Seriesand takes place on a closed-road 800m circuit around Colne’sone-way system, making for a fast, exciting spectacle.
