AP BOARD OF EDUCATION REPORTDear Averill Park Community Members, The long term planninggroup (AP 2020) has held 4 meetings. The group is looking athow to position the district for the upcoming years by revisingthe district mission statement and goals. We would like tothank them for being part of the dialogue. Information aboutthe planning results will be shared on the district website andFacebook page.We continue conversations with our elected officials on thelocal and federal levels. We met with representatives fromSenator Gillibrand’s office on December 21st and State SenatorMarchione’s staff on January 10th. The message we share isthat public education has been hit hard by recent funding cutsand we are willing to be part of the solution to ensure ourstudents success.The budget calendar leading up to the May 21st vote is availableat the district website. During the last two board meetings,the administration has shared information on the challengesimplementing the Regents reform initiative, budget guidelines,debt service schedules, as well as budgetary information forthe Operations & Maintenance and Technology departments.At our January 22nd board meeting, a presentation was madeon potential work needed to maintain our district facilities andtechnology infrastructure. REPORT ON THE COMMUNITY CENTER

PUBLIC MEETINGLetter to the Editor: The Committee held its advertised PublicMeeting on the proposed Community Center at the Fire Houseon the evening of January 23rd. The cold weather hurtattendance. Only about 30 people were in attendance.However, I was invigorated by the enthusiasm of the attendeesfor the project. Several speakers offered to assist theCommittee in making this dream come true.I was especially heartened by the presence of three membersof the Town Board including the Town Supervisor. Severalmembers of the school Board were also in attendance. I wasespecially happy to learn that it appears that the Town andSchool Boards have been in contact with each other on thistopic.Fred Erickson chaired the meeting and oversaw a very livelyand interesting Question and Answer period at the end. AlHayner was the first speaker. Al spoke most inspirationally abouthow this project is a dream of his and how much itsimplementation would mean to him. Al graduated from the schoolin 1943 and finding a way of making the building relevant to theyouth of the School District drives his participation in the project.Gary Charlton spoke about the physical condition of thebuilding.. The building is in excellent condition as NYS requiresall potential school buildings to be maintained at a higherstandard than commercial buildings. This means that renovationswere done to a higher standard than would be needed for amunicipal building.There had been extensive and expensive renovations done tothe building in 1997-1998, 2004 and repairs in 2012, includingnew insulated windows, new rubber roof, asbestos abatement,new electrical panel and service, new fail safe sump pumpingsystem, water storage and fi ltration system and siteremediation. Based upon a report by an engineer consulted bythe Committee, the building is very stable. Contrary to popularmyth, the building is not sinking.Fred Schreyer spoke as to legal means by which this projectcan be accomplished including the methodology of using leasing.He also spoke of the history of such transactions that had beendone or are pending in some adjacent political jurisdictions suchas East Greenbush, Wynantski l l , Berl in, Grafton andStephentown.Barbara Neu Berti spoke concerning the user groups who haveshown an interest in occupying the building. The range of groupsis varied and not all potential users have yet to be identified.The Committee announced it is in contact with our electedofficials and is beginning the process of seeking grant funds toassist the Town in defraying any expenses in making this dreama reality. The Committee believes that this Community Centerwill transform Sand Lake from a pass through community to anend destination for all residents of the school district as amagnet for its citizens to enjoy the diversity of their interests.~ Ronald Berti, [email protected]

As legislative representatives of District 4, including the townsof Schodack, Nassau and Sand Lake, we are happy to provideresidents with an update on actions taken at the January 8,2013 legislative meeting.We are looking forward to working on your behalf during thecoming year. The past few months have been busy ones at theLegislature, with consideration of the 2013 county budget.The budget came in under the state tax cap, and protectedimportant county services and our strong financial position.The Legislature also helped important economic developmentprojects, including participation by the county sewer districtmanaged by the Legislature in the creation of 300 new jobs atthe Regeneron facility. There are other projects in the pipelinethat we hope to be able to announce in the coming months.At the January legislative meeting, we commended KatherineMaciol for service as commissioner of the county Mental HealthDepartment. Katherine is a resident of southern RensselaerCounty and is leaving the county to head the Commission onEconomic Opportunity. She will be succeeded by KatherineAlonge-Coons, who was appointed as commissioner at theJanuary meeting.Legislators supported a resolution introduced by Legislator MikeStammel opposing a surprise fee by Time Warner. Time Warneris charging customers a monthly charge for modems alreadyinstalled in homes and businesses. Given the tough economictimes, we believe this new fee is unfair and should be cancelled.In December, the Legislature sponsored the 17th annualChristmas party for kids at the Vanderheyden Hall youthresidential facility. We thanked sponsors and supporters of thisgreat holiday tradition at the December meeting. Martin alsosponsored a resolution recognizing county resident Dr. DavidFoyt for restoring the hearing of a young boy in the Himalayas,and Dr. Foyt and his family joined us for the meeting.Legislators also commended the East Greenbush Blue DevilsPop Warner team for a championship season. The team, whoinclude players from District 4, won the 2012 Capital DistrictPop Warner Super Bowl during an undefeated season.Best wishes on a happy and safe holiday season and a greatand prosperous 2013. Dr. John McDougall said it best when he called cheese “a blockof yellow fat.” Despite what the dairy industry would haveconsumers believe, there is little to celebrate about cheese.Dairy cows are routinely injected with growth hormones thatcause them to produce far more milk than is natural or healthy.Maintaining a constant state of lactation requires repeatedimpregnation, with calves being dragged from their mothersand often sold for veal once they’re born. Repeated milkingcycles can cause distended udders that may become infectedand leave by-products of these infections in the milk.Milk also contains compounds called casomorphins, which acton the same parts of the brain as drugs such as morphine.These compounds are concentrated by the cheese-makingprocess, meaning that cheese can literally be addictive. Thisis bad news for a product that contains high levels of bothcholesterol and saturated fat, two key factors in thedevelopment of heart disease. For those wondering aboutmoderation, a serving of cheese is so small that it’s easy tooverindulge even on “just a little bit,” potentially leading toweight gain and raising the risk for other diseases such asType II diabetes.Dairy has been implicated in everything from childhood allergiesto osteoporosis, a point which Joseph Keon makes very clearin his book, Whitewash: The Disturbing Truth About Cow’s Milkand Your Health. In the week of midterms, Averill Park athletes were put to thetest. This week, the Indoor Track team competed in theSuburban Council Frosh Championships. The Warriors facedsome of the toughest competition in Suburban Council, includingSaratoga, Shenendehowa, and Shaker High Schools. AP,although obviously the underdog in school size, held their ownin the challenging meet. Notable performances were given by:Mikayla Holmes, who took first in the Girls Pole Vault, BenjiQuinones, who placed 4th in the Boys 600 Meter Run, andHunter DuPont, who came in 3rd in the Boys High Jump. Greatjob to all participants in such a demanding meet.The boy’s basketball team also had some tough competitionthis week. Due to midterms, the boys only had one game,taking on always dominant Shenendehowa. The boysunfortunately fell short to the Green Machine, 59-31. Greatgames were given by Dan VanRoy (11 points), Lucas Ziegler(7), and Myles Joyce (6).The girl’s basketball team also played Shenendehowa this week.The Warriors have not beaten Shen since the historic 2010team, but this year that all changed. The AP girls pulled outanother huge victory, 40-36. Game winning performances weregiven by Kelly Donnelly, who had a game high 18 points, andLauren VanRoy and Caraline Woods, who each scored 6.The wrestling team’s schedule was also crippled by the timeconsuming midterm week, so the wrestlers battled one teamas well. The Warriors took on Saratoga Thursday. AP wrestlingcame out with another win, this time it was close, 39-34. Chris Shaw, a senior at AverillPark High School, initiallybegan running indoor track asa freshman to stay in shapefor soccer. Soon after Shawjoined the team, he fell in lovewith the sport and runningtrack has become a way oflife for him. The only time Chrisisn’t practicing to becomebetter is when he is runningthe actual race. Along withindoor track, Chris also runscross country in the fall anddoes outdoor track in thespring time. A distancerunner, like Shaw, knows hardwork and dedication.

According to Chris, the summer is when he does most of histraining to prepare for the season. He goes to the gym, crosstrains on his bike, swims and does a lot of high mileage running.During the season, Chris makes a huge effort to attend everypractice throughout the week. If the team does not have ameet on the weekend, he will go for a long run on either Saturdayor Sunday. The races Chris runs range from the 800 meter to a5K, some seriously long distances. When I asked Shaw whatraces were like for him, he was somewhat unsure of how toanswer. This is mostly because he can not hear or think aboutanything, he just runs. Shaw loves everything about track, buthe especially loves going for distance runs with his friends duringpractice. In his spare time, he likes to workout at the gym andalso hangout with his close group of friends. Chris certainlyputs 100% effort into his sport, though he does the same forhis school work as well. This Year, he is taking AdvancedPlacement Government and Politics, Advanced PlacementMacroeconomics, Physics, Pre-Calculus and Men’s Literature.He also serves as a teacher’s aid in another class and his GPAis just about a 90. When I asked Shaw what being a scholarathlete meant to him, he had a very long and detailed response.Chris describes it as a person who, after trying their best todeal with all the information that has been thrown at themthroughout the day, can go to a field, court or track and givethemselves to a sport for another two to three hours. Afterthat, they go home and work hard towards their academicachievement. When all of that is over, they rest up so thatthey can do it all over again the next day. Without his familyand their inspiration, Chris would not be the person he is today.“My family has always pushed me to do my best; and seeingthem juggle all their things and still have time to help me hasbeen awesome,” says Shaw. He would like to thank CoachGlunk, Coach Galinski, Mr. Blond, and of course, his family, foralways being there to push and support him throughout his life.We wish Chris and the rest of the Averill Park indoor trackmembers the best of luck in the remainder of their season.

Governor’s 2013 State Budget ProposalGovernor’s 2013 State Budget ProposalGovernor’s 2013 State Budget ProposalGovernor’s 2013 State Budget ProposalGovernor’s 2013 State Budget ProposalI am disappointed that property tax relief for our overburdenedproperty taxpayers is not a priority in this budget proposal.With 89 cents of every dollar raised locally going to pay forstate and federal mandates, I had hoped the Governor wouldaddress the state mandates that drive local costs and localtaxes as we continue to be forced to fund those mandatedprograms. From my initial review, it appears the only mandaterelief proposal included in the Governor’s budget that wouldaffect the County is the pension proposal that would allow usto borrow from the pension system to reduce short termexpenses while requiring us to pay additional costs in the future.Based on what I have seen thus far, the Governor’s proposedbudget would still require an increase in state mandatedspending for county property taxpayers in the areas ofMedicaid, welfare, and children with special needs programsamong others. The result will be more pressure to cut localservices our residents rely upon or raise taxes on those sameresidents to pay the state’s bills.Once the complete budget proposal is available, we will begin adetailed review to see if any changes are proposed to otherexisting or new state mandates for counties and how they willaffect us.

Doors of Hope exists as a charitable outreach to the needy in our community only because ofthe many individuals and organizations who give of their time and resources to make it happen.Its volunteer coordinator keeps the books and the many records, answers the busy phone, andschedules thirty-some volunteers to work in the thrift shop. Those volunteers wait on customers,keep the store neat, do window displays, help order food, and pack food for clients. These areorganizations and individuals who unload delivery trucks, serve on the board and oversee thefinancial and physical property. Important also are those who donate items for sale, and thosewho purchase items that are for sale - even the strong, kind customers who help move heavythings - all these essential functions are performed by willing volunteers. In addition to that,many community businesses, group, churches as well as individuals contribute funds and giftsof food to help Doors of Hope in accomplishing its mission. We want to say thank-you to eachone. We are blessed by the generosity of our community.Through this cooperative effort in the year of 2012 Doors of Hope has been able to feed 1464families, 1371 children, 2191 adults, and 498 seniors. At Thanksgiving, vouchers were given to138 families providing a special holiday meal. At Christmas, 36 families were “adopted” forChristmas giving. Our April-May drive for the Feinstein grant has been enthusiastically supportedby community participation for the past several years. In this past year, we have come to thecommunity with a request for old sneakers which are purchased from D.O.H. and recycled. Theresponse to this ongoing project has been heartening.We could not do these things without the support that you have provided. The North Chatham United Methodist Church will be holdingtheir 9th annual “Mission Possible” Craft Fair on Saturday, June8th. The church is located at 4274 Route 203 in the hamlet ofNorth Chatham and the event will run from 9:00 AM to 3:00PM. There will be craft vendors, music, food, and both live &silent auctions of goods & services. The Clothing Barn will beopen and has a great variety of gently used clothing for allages.
