This is the fourth season at CM3 Motorsports, located at 719Columbia Turnpike, East Greenbush (across from SpringhurstDr.). It’s been quite a learning curve! CM3 Motorsports has upto now offered full service, maintenance and repairs of all typesof motorcycles, ATVs, quads and snowmobiles, as well as someused bikes, scooters and quads. Owner, Rob Choate, says heis thrilled with the show of support from his customers, old andnew. To help with efficiency and improve turn-around forcustomers, CM3 is streamlining its menu of services. From nowon, services available will include NYS Inspections, insuranceestimates/repairs, sale of parts and accessories, tire mountingand balancing, oil changes (we use K&N oil filters) and service,tune ups, carburetor adjustments and cleaning (depending onyear/model) and winter storage.Despite the crazy weather this year, it’s been a good season.This spring, Rob added a part-time mechanic, and Kristina, the“go-to-girl” to the shop, to help out with the busy season.Having Kristina answer the phones, order parts and makeappointments frees up Rob to do what he loves best –“wrenching”.Now that the summer is winding down and fall is right aroundthe corner, Rob expects the motorcycle business to slow downa bit; that is, after everyone has their last ride and winterizingdone. “Even though people will be on their bikes until the snowstarts flying, it’s time for the ATVs, quads and snowmobiles tostart coming in,” says Rob. People are getting their quads readyfor hunting season and snowplowing is not far off either. This isa good time to mention that CM3 has a wide range of coldweather accessories for hunters and snowplowers: gloves, facemasks, battery tenders and cold weather gear.Rob would like to thank his customers for their business, theirfriendship and their patience when needed.CM3 Motorsports LLC is a registered motorcycle repair shopand inspection station. McCabe announced that another positive development projecthas begun in the Town of East Greenbush. The New YorkIndependent System Operator, held a ground breakingceremony on August 8th, to mark the start of construction ontheir new Control Center in the Town. This new facility is thecenterpiece of a $74 million project, that will enhance and sustainthe reliability of the electric system which is so vital to New YorkState’s economic future. Financing for the project includes aSmart Grid Investment Grant of over $37 million in federal funds.Planning and preparation for this development has beenprogressing for the past several years. This has involvedmeetings and conferences with officials from North Greenbush,and Guilderland, as well as County, State and Federalrepresentatives. The final action by the Town Board waspassage in the spring of a coordinated resolution with the Townof Guilderland where the NYISO has a companion facility.Supervisor McCabe reports that the Control Center constructionphase will be a 36 month project generating hundreds oftemporary jobs, with significant impact on the economic vitalityof the Town and surrounding region. Once operational it willadd permanent jobs to enhance grid operations and marketefficiency. Members of the Town Board, and Mr. McCabe joinedSenator Charles Schumer and Congressman Paul Tonko at thegroundbreaking ceremony.

James Knox Averill & MoscowUpon entering Sand Lake Union Cemetery to the left is a flagpolemarking the Averill lot. The gravestone given by the descendantsof the Averill family is at the back of the lot, marking Moscow’sgrave at the feet of James Knox Averill, to whom Moscow wasgiven after the Civil War.During a battle, Moscow’s owner was wounded and the horsecarried his master to safety. Later the horse was presented toCol. Averill because of his dedication to helping Civil War soldiers.It was known that James Averill was called Colonel Averill, yetno service record has been found.Col. Averill’s affection and love for this special horse becameevident when he purchased the burial lot for his family. The lotwas large. Moscow was to be buried near his owner. WhenJames Averill died, his son carried out his father’s wish.Mr. Averill and Moscow lead the Memorial Day parades. Theday came when Moscow was too old to lead the parade and hewas retired. The next Memorial Day the band music could beheard in the distance. Moscow knew, when that music played,he was to lead the march. Over the fence he jumped, gallopeda short distance toward the music and slumped to the road. Hisheart had given out.Correspondence with the Averill family by Town Historian JudyRowe has given us this information and the subsequent markingof Moscow’s grave, which is shown on page 105 of Sand LakeRevisited. The caption for this article’s picture also on thatpage notes: “Shown here is James Knox Averill with Moscow,an equine veteran of the Civil War. The original tintype wasdefective giving Moscow no ears.”

Letter to the Editor: We have all heard the phrase “play nice.”Humans are taught at a young age the “Golden Rule,” which isto do unto others as we would like others to do unto ourself. Inour society, human to human interactions seem to be clearabout what is acceptable and what is not, with many lawsgoverning human behavior and giving clear human rights,especially in the United States. Human interactions with otherspecies, however, are not as clear, and these other speciesdo not have clear rights under the law or in the eyes of humans.Some have forgotten their early lessons of “playing nice” andhave no remorse or consequence to abusing a dog. We readabout dog abuse cases all the time - even just this week inAlbany, a puppy was swung 10 feet high by his leash anddropped on his head. Cruelty to animals is considered a felonyto most, but in only 37 states is animal abuse really considereda felony, upheld by law. In the summer, even more animalscan be hurt or killed and not always on purpose. Many peopledon’t realize how hot it can get in a car even if it’s parked in theshade. You might just be running in a store to pick one thingup, but cars can heat up very quickly in the summer. There arelaws in NY against leaving dogs in cars and owners are fined,dogs have died only minutes after the owner left the parkedcar. Just today, while going into a doctor’s office at AMCH,there was a car parked next to ours with a dog in it. Thewindows were cracked, but it was a very hot day, and the carwas parked in the sun. You never know how long a doctor’sappointment will take, or if you will have to wait. Taking thatchance with an animal’s life is not acceptable. Letter to the Editor: It just feels as if negative things don’t goaway from our daily lives. Every morning we wake up to hearthe latest headlines about something awful in which it affectsour families, friends, neighbors, and ourselves. All of thisnegative energy that we need to worry about, and we stillhave to work a long day, finishing our homework assignments,and getting at least eight hours of sleep at night so we canwake up and do the same thing over again. How is it even closeto being possible when we keep hearing about jobs being cut,school budgets are failing, war and tension increasing? Howcan we deal with this chaos that surrounds us? I agree that themedia is responsible for reporting to us the news, but it doesn’tfeel like there is any positive things to hear about, maybe noneto even report on. Is there a chance we have a brighter futurefor our world? I guess it just starts with us doing our part tomake the world a better place to live in. We can’t do anythingto stop the economy from failing, but we can do something toend war and hatred. Those kinds of things seem to show up inthe news every day. We could start by living each day to thefullest, as if it’s our last day so that when we turn on thetelevision to watch the six o’clock news, we will be able to hearmore positive events instead of the ones we hear now.~Aileen O’Brien, 11th grade at APHS

REVERSE ETHICS IN RENSSELAER COUNTY

Letter to the Editor: In 1992, the Democratic Majority of theCounty Legislature enacted a new Ethics Law which attemptedto limit the influence of party officers on county governmentand agencies including HVCC. It was signed into law by aRepublican County Executive.A critical provision of the bipartisan law prohibited countyagencies, including HVCC, from employing or appointing countyparty officers to positions or having business dealings withthem. These reforms arose from the insurance and IDA scandalsinvolving party chairs from both the Democratic and RepublicanParties in which these chairmen received in excess of $400,000in undisclosed fees due to their influence in government.The ethics law has worked for 20 years to keep party officersfrom serving at HVCC to prevent the appearances that theyexercise undue influence over what all agree must be a nonpolitical institution dedicated to education. We recall that theMiddle States nearly refused to give the college its accreditationbecause it was being abused by politicians as a political dumpingground for appointees.Now, the Republican Majority has assaulted the Ethics Law byrepealing its oversight of the college despite a 3 million dollarannual taxpayer contribution to the institution. And why hasLou Desso and his GOP majority done this? So they canreappoint a GOP Chairman to serve on the College Board ofTrustees without the inconvenience of an Ethics Law’sthoughtful prohibition.I must be noted that Democrats enacted a similar law in NorthGreenbush and I can only hope that Legislator Lou Desso, whoserves in a conflicting office as a town board member and hispartner Al Spain, do not move to repeal provisions of our lawwhich keeps party chairmen off the town payroll. Politics musthave reasonable limits and these politicians care more aboutpolitics and power than the institutions they were elected toserve. Letter to the Editor: Governor Mario Cuomo once answered acharge that he was waging “class warfare” (when bringing upthe income gap) by saying that they (the wealthy) alreadystarted it. How? Recent events provide the latest example.The wealthy persuade Congress to change the laws so savingsbanks could speculate with our money. Corporations ship jobsoverseas for cheap labor and avoid their fair taxes.Result: housing bubble, fai led financial institutions,unemployment - Great Recession. The middle class and poorlose jobs, health insurance, savings, pensions. Local, state,and national governments go broke and reduce services forthe victims of the economic crash.The wealthy buy up cheap assets, pay themselves more, fightregulations that would have prevented the crash, fight socialsecurity, medicare, health insurance for all, minimum wage,environmental protection, collective bargaining. They alsosuccessfully keep their taxes from slightly rising to the Clintonyears level (during which we had prosperity and balancedbudgets). Income and wealth disparity grows (the top 1%makes what the bottom 60% make and own as much as thebottom 90% - the Atlantic, Sept. 2011). Result, less and lessmoney for the rest of us as loans and jobs dry up.The wealthy convince the middle class (which is disappearingbecause of the wealthy) that it is all the government’s fault,that it is high taxes and regulation that strangle the economy.They appeal to our inherent distrust of government (stemmingfrom our revolution) and distort reality to continue to enrichthemselves. Learn from history: when we taxed those thatcould afford it and better regulated business, we hadprosperity: Eisenhower, Johnson, Reagan and Clinton years.And now Republicans call again for a balanced-budgetamendment to the Constitution. They liken government to afamily that must balance its budget. Sounds good, soundsvirtuous. But it’s a distortion - families must borrow money too– for a house, a car, a business, for college. Families also takecare of their old, sick, disabled and jobless members. Yet, asfamilies struggle, governments (led by Republicans) havedrastically cut help for our needy citizens while the wealthycontinue to rake it in.Get the picture? Will you vote with your head or continue to beinfluenced by those who benefit from our decline? The Town Board recently passed a new Comprehensive Plan. Iwould like to thank all the residents that contributed, com-mented and provided assistance in developing this updatedplan. It is a great piece of work and necessary as we continueour efforts to preserve our community character while provid-ing opportunities for future growth.Subsequent to the passage of the Comprehensive Plan, theBoard introduced updated laws to follow this blueprint for de-velopment. These proposals are all available on the Town’swebsite (townofnassau.org) or at the Town Hall. We have alsointroduced another moratorium extension law; just in case wewill need more time to pass these updates. Details of theseactions are on Nassau’s website.I would like to thank Highway Superintendent Fred McCagg forhis hard work in helping the Town secure FEMA grant moniesfrom the storms of December 2010. Thanks to his efforts anda little political pressure, we were able to secure $30,312.96 inreimbursement of highway expenditures.Nassau’s summer road projects are well underway as well. Ifyou would like to have more frequent updates of ongoing High-way Department work projects, Mr. McCagg has asked me toremind our residents that they may check out their progress onFacebook.We continue to push forward in negotiations with Time Warner.Due to our efforts, they have agreed to extend service aroundLyons Lake Road, Route 20 and Lords Hill Road. Nassau isgreatly underserved in Internet coverage and we will continueto pursue expansion of coverage in other parts of the Town.We do face a great deal of push back in this effort.Please join us as Nassau hosts a Family Fun Day at the HoagsCorners Fire House on August 27. The kids had a great time lastyear! We will also host Tire Recycling Days on September 23-24 and another Household Hazardous Waste Day on Septem-ber 17. Please check out the website for more information.The Board also passed a resolution supporting a grant proposalto conduct a Rensselaer Plateau economic study.We have appointed Sheila Foraker to the Committee on Farmand Agriculture Preservation. TECHNOLOGY TO REDUCE COSTSThe Rensselaer County Legislature will pursue new cost-cuttingavenues through the use of technology purchases approvedat the August 9 legislative meeting. Legislators approved thepurchase of iPad electronic tablets to help reduce paper, copyingand mailing costs in legislative offices. It is estimated the changecould save at least $50,000 over the new few years, andfollows moves by other municipalities to utilize electronic tabletsinstead of paper.The move follows a review of the technology upgrades by a bi-partisan legislative committee and a series of discussionsbetween members of the legislative body on possible reductionsof expenses. “This resolution will help save taxpayer moneyand comes about after a cooperative effort by legislators fromboth sides of the aisle to reduce expenses,” said Chairman ofthe Legislature Martin Reid. The process included formation ofa Temporary Ad Hoc Technology Committee. The committeewas spear-headed by Legislator Kathleen Cassidy and LegislatorAlex Shannon, with Shannon representing the majority caucusand Cassidy representing the minority caucus. “We are verypleased that we can be in the forefront of the use of technologyto streamline county business and realize significant savings.We plan to work with other departments to look for similarefficiencies and shared services that could ultimately reducethe cost of county government,” said Cassidy.The resolution approved at the August 9 meeting authorizesthe purchase of nearly $12,000 in iPads and associatedcomputers. The new computers will be used to reduce costs forprinting, copying and mailing in the Legislature that approach$20,000 annually.The bi-partisan effort is similar to other cost-saving methodsemployed by the Legislature. A re-bid of the county insurancepolicy earlier this year resulted in a savings of $900,000 overthree years.Shannon suggested the conversion after purchasing an iPadfor work and finding out how easy it was to access legislativeinformation.“Technology is changing quickly and we have an opportunity toutilize those changes to benefit taxpayers and maintain services.We want to continue to apply this approach to other areas ofcounty government,” said Legislator Shannon.The Temporary Ad Hoc Technology Committee will continue towork with the Budget Task Force, a bi-partisan group oflegislators who are conducting reviews of overall county fiscalissues, mandate reform progress, cost-sharing options andother issues and areas.

With summer coming to an end all too quickly, the Town is proudof a very successful camp season and concert series. Wereceived a commendation from the County for our well runyouth program.The next big event is the town-wide Recycling Day, August24th, from 2 to 7 pm at 350 Jordon Road. Any town resident orin-town business can bring unneeded electronics, large andsmall appliances, propane tanks, rechargeable batteries, per-sonal care products and ink cartridges to be recycled. In addition to the camp and concert series, the Youth andRecreation Committee oversees the youth evenings in the win-ter months. The Public Safety Committee is revising and up-dating our town’s Emergency Disaster Manual. The HR/FinanceCommittee provides guidance and expertise in personnel andbudgeting matters and is engaged in developing a long over-due Employee Handbook. The I-90 Connector Committee iscomposed of many stakeholders including representatives fromthe County, NYSDOT, CDTC, Rensselaer Chamber of Commerce,RPI Technology Park and various politicians’ offices, as well asthe Town. They are working to get the connector from Exit 8 tothe Tech Park in place. Paul Tonko, especially, has been instru-mental in protecting our interests in Washington as the commit-tee works to have everything ready when Federal funding isfinally released. The Highway/Utilities Committee responds tothe needs of these Departments, making recommendations forpolicy changes, improvements in roads, water and sewer andlighting. Finally, the Comprehensive Plan Implementation Com-mittee is preparing recommendations for changing zoning codesbased on the new Comprehensive Plan. DATE OF LEGISLATIVE MEETING MOVED DUE TO PRIMARY DAY

The monthly meeting of the Rensselaer County Legislature for September will be moved due toPrimary Day, Chairman of the Legislature Martin Reid announced. The Legislature normallymeets on the second Tuesday of each month, but in September, the primary is normally held onthe second Tuesday. Due to the scheduling of the primary, the legislative meeting will be movedto Wednesday, September 14.The Legislature established rules requiring a regular monthly meeting to be moved when it fallson Primary Day. In accordance with those rules, the Legislature adopted a resolution officiallychanging the date of the September meeting to September 14.The September 14 legislativemeeting will begin at 5:30 p.m. with public presentations, and at 6 p.m. with the agenda, andwill be held in the legislative chambers, located on the third floor of the County Office Building,1600 7th Avenue, downtown Troy.

On Saturday, August 20, the TsatsawassaProtective Fire Company Inc. will hold its 23rdAnnual Pig Roast on the firehouse grounds,located just off Route 20 in the hamlet of Brainard,

NY. Doors will open at 1PM and the afternoon will be filled withfun events, including door prizes and games as well as hotdogs, sausage/hamburgers and drinks, all the while the ‘wholepig’ covered with foil, will be roasting on the spit in view of theattendees. About 5PM, the Roast will be served, includingbaked potato, applesauce, corn on the cob, and of course, thepork - all followed by ice cream with your choice of strawberryor chocolate sauce. Tickets may be reserved by calling 518-766-3815 at a cost of $20 for adults and $10 for children 5-12.The event is held under cover of the large pavilion in the rear ofthe fire house. Troy Area United Ministries and the TroyDamien Center are looking for walkers andpledges for the 2011 Capital Region AIDSWalk to be held this year on Saturday,

September 24th. This is a major fundraiser for the Troy DamienCenter. The center provides social, educational and supportopportunities for people and families affected by HIV/AIDS.The center also provides meals, three times a week for clientsat the Troy Area United Ministries office, located at 392 SecondStreet in Troy.

HUDSON VALLEY RIVER RAMBLE

The Papscanee Island Nature Preserve will again be among theareas in and around the Hudson River that will be included inthe Hudson River Valley Ramble later this month.The Ramble will be held on Saturday, September 17, at 9:30a.m. at nature preserves, historic sites and recreational areasalong the Hudson River in several counties. The 2010 Ramblemarks the twelth year the event is being held at the Preserve.In recognition of the Ramble, there will be a special guidedone-hour walk through the Papscanee Island Nature Preserve.Members of the public are invited to attend the walk throughthe Preserve, which is free of charge. “The Papscanee Island Nature Preserve is one of the mostbeautiful areas along the Hudson River and we are excitedabout showing off the Preserve during the Ramble,” saidLegislator Alex Shannon, chairman of the Legislature’sEnvironmental Committee.The Preserve is located on Staats Island Road, just off StateRoute 9J. LEGISLATOR JOINS EFFORT TO OVERTURNUNFAIR STATE LAW

The Rensselaer County Legislature has joined a growing effortto overturn a recent state law that adds more red tape tovehicle transactions for widows and widowers.Under the new state law, enacted in 2010, a surviving spouseis now required to conduct a transaction for a vehicle ownedby their spouse in either surrogate or probate court. Previousto the law being enacted, a sale or transfer of such a vehiclecould be done at a local Department of Motor Vehicles office.The vehicles include boat, trailer, all-terrain vehicle orsnowmobile.The state law burdens surviving spouses during atime of grief and adds unnecessary expense to residents andburdens the state court system, said legislators.“The new state law seems to create more problems than itfixes. The County Clerk’s office has received a number ofcomplaints about the new law, and we believe the new lawshould be reconsidered,” said Legislator Richard Salisbury.Legislators said the fix for state lawmakers is simple: Abolishthe current law and revert back to pre-2010 standards.“Based on the complaints and concerns, it seems like areconsideration would benefit the whole process. However,we believe the original way of having the DMV handle thesetransactions worked well,” said Legislator Alex Shannon.The resolution was suggested by County Clerk Frank Merola,who says his office has received numerous inquiries andcomplaints from widows or widowers required to make a vehicletransaction via the court system. The resolution was approvedunanimously at the Legislature’s August 9 meeting and will besent to state officials.Merola said more elected officials and county clerks across thestate are voicing their concern with the recent law.“Clerks across the state are in an uproar because we are pushingpeople into the court system. The law is not fair to widows andwidowers and needs to be changed,” said Merola.

Thebride-to-be received her BS inEducation and her Master'sdiploma in Literacyfrom TheCollege of St. Rose. Siovan isemployed by the Watervliet CitySchool District. A wedding datehas not yet been planned.
