We look forward to the new term of office.The schedule for regular legislative meetings is March 11, April 8,May 13, June 10, July 8, August 12, September 9, October 14,November 12 and December 9. Meetings are held in the legislativechambers, with public presentations starting at 5:30 p.m., and themeeting beginning at 6 p.m. A monthly open public forum will beheld the Wednesday prior to the regular monthly meeting at 6 p.m.in the legislative chambers.In an effort to hold the line on increasing costs, we approved aresolution asking the state to consolidate primaries. The state’scurrent plan is to add a second primary and hold primaries in Juneand September. The cost to the county for the additional primarywould be approximately $60,000. When this configuration ofprimaries was tried before, there was very low turnout for the Juneprimary and federal elections at considerable county expense.Legislators also approved a resolution once again advocating forcomprehensive relief of unfunded state mandates. The mandaterelief program is endorsed by counties across the state andformulated by the New York State Association of Counties. TheNYSAC plan would save county taxpayers millions and also protectneeded services. Residents are welcome to contact us at thelegislative offices by writing to the Rensselaer County Legislature,1600 7th Avenue, Troy, NY 12180 or by e-mailing us via the officiallegislative website at www.rensselaercounty.org.

INEVITABLY UNSUSTAINABLE SPENDING

Letter to the Editor: One of the more egregious aspects of ourpublic school administrators’ efforts to raise taxes every yearis their claim that more money is needed to cover the cost ofstate mandates.I think that much of what these administrators are passing offas mandates are what anyone with a degree of political/financialacumen would call “strings”.When school administrators enter into their contracts withdevilish state government to get 95% funding for projects,they’re sacrificing a degree of our schools’ autonomy. Likewisewhen the majority of project voters decide to become dependenton the state, they’ve given up our independence. There is nofree lunch.And please don’t complain that “the state” isn’t providing anequitable portion of the revenue you’re demanding. We, thelocal taxpayers, are also state and federal taxpayers. Whenyou suggest that local taxpayers are bearing too much of theburden, you are only suggesting that we’re hiding money in ourright pocket after you’ve picked what we had in our left one.Another one of these so-called mandates is the reintroductionof testing, which prompts me to ask what our schools did withthe savings when they all but eliminated testing decades ago?If no money was saved back then, why does the reintroductionof testing have to cost so much money today? That’s more arhetorical statement than a question really, because testingdoes not have to cost any additional money at all. It’s just theway it is when teachers’ autonomy and schools’ independencetake a back seat to the political aspirations of big governmentunions and their cronies.Another major cost that is impacting the schools’ ability toprovide a sound basic education for the majority of our students,and AP courses for others is the mainstreaming of studentswith special needs. This is not a state mandate. This is a financialcommitment that our school administrators lobbied hard for inyears past. It certainly made everyone feel good in the nearterm, but the astronomical costs were unsustainable in thelong term.Welcome to the long term.~ David Crawmer, www.republicamerica.usEditors Note: The above article does not necessarily reflect the opinionor endorsement of the Editor or the Staff of THE ADVERTISER, and for allintents and purposes is impossible to verify the truth and veracity of itscontents.

BIO RHYTHMS

Their hearts beat in synchrony With the movement of the chair As the Old Man rocks the Boy. Their breathing is the same, too

As the Boy sleeps, andThe Old Man just enjoys this quiet time together.

Later, they play outside in the snow;The Old Man will shorten his steps

So the Boy can keep up.They are vastly different in size

And far apart in age, butThey move in tune with each other.

They will both tire;The Boy’s hands and face will get cold;

The Old Man will get them back to the warmth of the house.Once inside, they will have a snack:

No healthy fruits or vegetables for them...They both like cookies!

Full and warm, they again seek out the magical rocker.The Boy, feeling safe, will sleep deeply;

The Old Man will dream.~ Lloyd BarnhartWest Sand Lake

Jarred Austin has been runningindoor track since ninth grade,outdoor track since tenth, andcross country since eleventh.Jarred initially began runningtrack with the mindset of stayingin shape for baseball, butquickly realized his potential forsuccess and shifted over to afull-time runner. All of Jarred’shard work and dedication torunning paid off when he brokea 15 year-long Averill Parkschool record in the 4x400mrelay. Although Jarred’s fullfocus is on running now, he still

continues playing baseball outside of school, and he used toplay football. Jarred cross trains over the summer to stay inshape, and then the cross country season begins. Indoor trackimmediately starts after cross country and then there is abouta week between the end of indoor and the start of outdoor.“Every season is pretty much a preparation for the next,” Jarredsays. Jarred has run everything from the 55 meter dash to themile, but his main focus events are between the 400 and 800meter run. When Jarred isn’t running, he enjoys spending timewith his girlfriend, going out with friends, swimming, and doingjust about anything to stay active. He also keeps busy working,from splitting wood or painting over the winter to lifeguardingin the summer. Jarred’s inspiration for success comes from hisfamily and friends. “My parents have definitely helped meachieve academic and athletic excellence.”Jarred is taking AP(Advanced Placement) Biology, AP English,Nanotechnology and Semiconductors, Engineering Design andDevelopment, Computer Integrated Manufacturing, EngineeringApplications, Government and Economics, and Health. He hada 96.38 GPA through his junior year, was tenth in his class, andis recently a member of the National Honor Society. Jarredplans on attending college after high school; his top choices areUnion College, Clarkson University, SUNY University at Buffalo,and SUNY University at Binghamton. Jarred wants to major inBiomedical Engineering and continue to run track.When I asked Jarred what being a scholar athlete meant tohim, he responded, “Being a scholar athlete means everythingto me. The statement that is made by someone who surpassesexpectation in both the classroom and on the field is monumental.The amount of time track takes away from school and viceversa, makes it quite the challenge. I am glad to say that Ihave successfully done both.”Congratulations on a successful high school career, Jarred,and the best of luck to you in the future!
